The Commission is entrusted with what virtually amounts to a monopoly in
taking the initiative in all matters affecting the Community. There are a few
exceptions to this general rule, but these ought to be removed at the earliest
opportunity.
As I see it, the Commission should eventually be empowered to take all
measures necessary for the implementation of the Treaty on its own authority,
without having to rely on special and specific approval by the Council of
Ministers.
Furthermore, the big and small policy decisions, by which the Commission,
and the Commission alone, must at present exercise its executive authority,
will in some way have to be relaxed. This could be done by giving the different departments of the Commission under their Directors-General greater reISBN o-393-o5246-X
sponsibility, or by setting up separate agencies. The departments or the
agencies would of course continue to act under the general supervision of the Commission for approval in every case.
Since 1962, therefore, there has been an effort to unify patent law. After long stagnation, this task was
taken up again in 1969. A new series of preliminary draft proposals for an agreement on general European patent-sharing procedures and for an agreement on a European patent for the Common Market
were made by the experts in April and June 1971; conclusions are expected in 1973, and it is thought
that a European Patent Office could begin work in, say, 1976. Nineteen European states are negotiating
about the former agreement. This should make it possible to demand protection for an invention by
one procedure in all the signatory states, although by means of a series of national patents. The aim is
one of rationalization. The purpose of the second agreement is integration-to establish an independent
Common Market patent system, making it no longer necessary to accumulate national patents in order
to ensure protection throughout the Community. On this task, only the member-states of the Community are engaged. But both projects would share the same European patent office, with a registry and a
complaints department. Meanwhile the conditions for obtaining patents, which at present differ in
strictness from one country to another, need to be made uniform.
British membership of Euratom will be very important indeed. For it will remain no more than a pious
wish to expect the enlargement of the Community naturally and by itself-as it were-to lead enterprises
to act in accordance with the terms of a common policy for research and development. Further, such a
common policy could have the beneficial effect of speeding up many Community projects which have
been delayed, such as patent law, company law, fiscal harmonization, and technical standardization.

A common European defence system would contribute to European security in the best possible
way and would contribute to European security in the best possible way and would at the same time
enable the alliance with the Americans to be organized as a partnership.
One can probably envisage a Defence Community only at a later stage, when the fusion of all the
Communities has brought us close to the establishment of a full federation.
An armaments community could also profit from the experience the European Economic Community has gained in the sphere of civil technology. This is a further argument in favour of identical
composition for the economic and the political community. The more costs rise, the more pressing
is the case for standardizing and mass-producing weapons. If individual states are not prepared to
give up producing their own arms because of the damage to their own economy and because they
fear to lose their political independence, then the only solution is Community arms production. This
development, no doubt, would have to keep in step with the integration of armed forces. The last
stage would be a definitive decision on atomic defence although this is made infinitely more difficult by the Nuclear Non Proliferation Treaty.

Patents for pharmaceutical and chemical products are not only a financial incentive but also a powerful legal instrument to control multi-trillion Euro/Dollar global investment markets of high-tech and
consumer products. Whoever controls this market in a country inevitably controls society. WWI and
WWII were efforts aimed at conquering Europe and the world in the interest of the largest
chemical/drug cartel of its time, Bayer, BASF, Hoechst (IG Farben).
The goal of both World Wars was to secure the monopoly of the emerging global markets for patented
chemical and pharmaceutical products via the establishment of European and global dictatorships.
Without the tool of patents these World Wars could not have happened. Without the principle of
patents neither the Brussels EU nor Sarkozys plan for a world government or his threat of a
Third World War would exist.

that all power derives from the people.
If the political executive is no longer controlled by the will
of the people if political rule cannot be terminated in
case of abuse that is the definition of a dictatorship.

It requires a certain type of politicians to help construct an undemocratic
body like the Brussels EU. Not surprisingly, the list of commissioners over
the years reads like a who-is-who of political corruption. Here are just a
few examples:

In 1984, directly after his last
term as EU Commissioner, he
was appointed to be chairman of
the French petrochemical company Total. In 1983 he attended the first meeting
of the European Round Table of Industrialists,
an influential interest group in the European
Union among high ranking representatives of
petrochemical (Shell) and chemical/ pharmaceutical (Ciba-Geigy, today Novartis) company and
companies of other industrial sectors.

Chairman of the Bilderberg Conference and

Affairs during the Jenkins Commission from 1977 to 1981 and
from 1981 to 1985 he was EU

he is a member of the Trilateral
Commission. From 1989 to 2001
he was chairman of the Belgian
company Socit Gnrale de
Belgique. In 2005 became chairman of the Rockefeller financed Bilderberg conference and is on
the board of directors of the pharmaceutical company Gilead.
Peter Sutherland
EU Commissioner from 1985 to 1989, Board member of petrochemical company
Peter Sutherland joined the EU Commision in 1985 as a Commissioner for Competition
Policy. As his term ended, he joined the board of directors of petrochemical company
BP. While on the board, he became chairman of a EU Commission Committee on the
functioning of the Internal Market in 1992. In 1995 he became director-general of the
World Trade Organisation and in 1997 he was appointed to be chairman of the board
of directors of BP. In 2007 at a time, where he still is chairman of the board of BP he
became advisor of EU Commission President Barroso on energy and climate issues. He
is on the steering committee of the Bilderberg Group and a chairman of the Rockefeller-financed Trilateral Commission.
Dictatorship hand in hand with corruption (II)

Martin Bangemann
Karel van Miert

Martin Bangemann was EU Commissioner for Industrial Affairs, Information and Telecommunications Technologies during the Santer
Commision. After the collective resignation of the
Santer Commission in March 1999 due to the
fraud-scandal, he was appointed to the Board of
Directors of the Spanish telecommunication company Telefonica just weeks later.
The EU filed a lawsuit in 1999
because of possible conflicts of
interests. The lawsuit was later
dropped after Bangemann
agreed to start working for Telefonica not before 2001.

Board member of pharmaceutical companies
Karel van Miert was EU Commissioner for Transport and Consumer Protection from 1989 to
1992 and EU Commissioner for
Competition from 1992 to 1999.
Already in 1968 he worked for
EU Commission Sicco Mansholt,
the latter EU Commission President. After leaving the EU Commission, he became member of the board of
director of Belgian pharmaceutical and chemical
company Solvay. He also has been on the board
of directors of American pharmaceutical company Eli Lilly. In 2005 he was appointed from the
current Barroso Commision to facilitator for the
European satellite project Galileo.
dith Cresson
Fraud and breach of her obligations as a European commissioner
dith Cresson was one of the EU
commissioners working in the
fraudulent Santer Commission
that was forced to resign in 1999
after a whistle-blower report.
Mrs Cresson was accused to
have committed serious and repeated fraud, subordination of
falsified contract, forging over peoples handwriting and embezzling of EU funds for her personal
gain. During her time as a Commissioner she
hired one of her close acquaintances, Ren
Berthelot, a dental surgeon, as a highly paid EU
adviser on HIV/Aids. Berthelot was later judged
to be unqualified, he produced 24 pages of notes
of little or no value in over two years of work for
Mrs Cresson. In 2006, the European Court of Justice declared that Mrs Cresson acted in breach of
her obligations as a European commissioner.
Frits Bolkestein
Worked for petrochemical and pharmaceutical
companies
Frits Bolkestein worked for
the petrochemical company Royal Dutch Shell
from 1960 to 1975. From
1978 to 1999 he was a
member of the Dutch parliament. In 1996 he tried to persuade Dutch
health minister Els Borst in a personal letter to
have a cholesterol-lowering drug taken into services covered by the Dutch medical insurancecompanies. The drug was marketed by Merck,
Sharp & Dome, were Bolkestein was member of
the board of commissioners.
The EU parliament has no control

over the EU executive
Martin Schulz, head of the Social Democratic
faction in the EU Parliament, and therefore representing more than a quarter of EU parliamentarians, recently publicly exposed the dictatorial
modus operandi of the Brussels EU and the
role of the EU parliament as a fig leaf. On June 4,
2009, on the eve of the recent elections to the EU
parliament, Schulz was asked on national German
Television (ZDF) what the EU would look like in 5
years. His revealing answer was:
I hope that the EU will have changed in five
years, because the radical corporate approach
represented by, for example, Mrs. Kroes [EU Commissioner for competition since 2004], is wrong.
Mrs. Kroes is one of the most radical promoters
of corporate interests there is. We did not want
her. She has spent her entire life as a representative of corporate interests, as a member of the
boards and executive levels of large corporations.
She sees Europe exclusively from the perspective
of financial interests. Employment of the people
does not interest her at all. And whenever Mr.
Sarkozy appears in Brussels and hits his fist on the
table, he receives from her everything he wants.
This confession by one of the figure-heads of the

EU Parliament confirms in a dramatic way:
the modus operandi of the Brussels EU: corporate interests dominate and dictate;
the fig leaf role of the EU-Parliament, whose
members are confined to the role of helpless
bystanders;
some of the names of the political stakeholders
of the oil and drug cartel within the Brussels
EU to which the names of political representatives of other oil and drug exporting nations must be added, such as Germanys
Angela Merkel.
The irony is, however, that Schulz was apparently
oblivious to the fact that he cannot really expect
people to vote for the undemocratic construct he
just described to do so would basically mean his
advocating that people make fools of themselves.
Nevertheless, the people of Germany and Europe
apparently understand the problem: Only 40 %
of them were willing to participate in the vote for
the fig leaf EU parliament in the 2009 elections.

being threatened by new technologies that could
easily replace these antiquated technologies

Claim 1: This referendum is just about Ireland. The Brussels EU wants to make the Irish people believe
that the referendum on October 2 is just about Ireland.
The facts are: In light of the fact that the rest of Europe has been deprived of its right to vote on this treaty,
the referendum in Ireland is of significance for the entire continent. The Irish people are representing the
hopes of all Europeans for a democratic future.
Claim 2: Democracy. The Brussels EU is being portrayed to the people of Ireland as a beacon of democracy that would guarantee comprehensive democratic rights to the Irish people for generations to come.
The facts are: The Brussels EU is a fundamentally undemocratic construct. Its democratically elected
organ the EU parliament has little or no control over its executive, the EU Commission. This Commission a would-be European government is selected on behalf of special interest groups: namely

The election of Barack Obama and the end of the tyranny of the Bush administration (New York Times)
was only possible through the democratic constitution of the USA. In contrast, the Lisbon Enabling Act
