support for the
dignity, rights and
well-being of
persons with
disabilities.
The umbrella term
disability includes
physical, mental
health disorders
and
nuerodegenerative
disorders like
autism to Down
Syndrome,
multiple sclerosis
and
cerebral palsy.

n Karnataka, around
5-6 per cent of the
population is persons
with disabilities
according to the
department for the
empowerment of
differently
abled and
senior
citizens. As
per the
2011 census,
Karnataka has
13.24 lakh
disabled persons.
According to WHO, at
least 10% of the worlds
population, or 650
million people, live with
a disability. Also, over 20
percent of the worlds
poor are disabled.

state government has
clubbed the allocation
along with the women and

Of Rs 4,232 crore
allocated for women
and child welfare
and differently
abled persons, a

clear allocation, barring
schemes for them. The
government spends nearly
Rs 1,500 crore for persons
with disabilities through
various schemes, not
more than 20 percent
benefit from them.
