PREAMBLE

hether we like it or not, globalization is the order of the day. Globalization is affecting all of the social, political and
economic structures and processes. One critical issue that emerges from all the restructuring processes is the central
role of knowledge, education and learning for the success of the global information society and global information economy.
Knowledge is becoming an increasingly important factor of production; more important than land, labor and capital.
Globalization has profound implications for developing countries. It creates new opportunities. The new opportunities are
accompanied by tough new challenges of economic management which are well worth pursuing.
