The lack
of capacity has thus affected plans by the Commission in carrying out a
number of management plans to help preserve the nations forest.
Prior to carrying out a project, WWF should conduct extensive research on
the scale of the project and make a conservative estimation of the financial
funding and other resources they require. Doing so minimizes the risk of
resources being too sparse or used extravagantly. If WWF still faces a lack
of resources, they should consider partaking in projects of smaller scale to
utilize the resources they have efficiently, instead of letting resources go to
waste when results are not up to standards.
b) WWF streamlines its resources and currently supports 13 global initiatives.
Critiques are suggesting that WWF can do more for the environment and
should expand their use of resources into more initiatives, or expand the
scope of each initiative. This capitalizes on WWF expertise to reach out to
more causes. However, given limited funds, time and resources, WWF is
currently unable to do so, for fear of spreading their resources too thinly for
each project.
WWF should continually perform an evaluation of its objectives and weigh
the opportunity costs involved, if they had focused on other initiatives. This
ensures that careful thought is performed before concentrating WWFs
energies and resources. A justification why the 13 initiatives are choses
should also be made known to donors, highlighting that monies donated
are well utilized.
c) Another constraint WWF faces is time. Before WWF has kick start its
project, it has to get past layers of governments, bureaucracy, unions, and
corporations where relevant before WWF is granted the right to start the
project. All these lag times add up to time delays which can make a
significant difference on the impact of the project. In a case where time
made an impact on the project (although not caused by lags), WWF was
supposed to survey snow leopard in parts of Uttarakhand and Himachal
Pradesh. However, due to a lack of time and harsh weather conditions,
only a small area of Himachal Pradesh was surveyed. If WWF had more
time, WWF would have been able to conduct a survey on a greater scale,
hence leader to more accurate findings. This may result in a different
conclusion and recommendation pertaining to the findings of snow
leopards.
Time has always been a constraint for various projects. What is important
is that WWF plans carefully and makes prudent forecast of the lags
involved, and how long the project will take. WWF should capitalize on its
