EXECUTIVE SUMMARY
Vietsovpetro Joint-Venture Enterprise
Oil and Gas Group (Petrovietnam), was founded by the governments of Vietnam
and former Soviet Union in proportion of 50:50.
VSP whose headquarter is located at 105 Le Loi st., Vung Tau city was
established in 1981. It is the biggest and most effective enterprise in Vietnam with
its yearly oil and gas export capacity of about 10 million tons.
During 28 years operation, VSP has exploited over 150 million tons of oil
equivalent bringing nearly US$ 38 billion profit to both parties and contributing
some 15%-22% income of Vietnams state budget.
During its construction and development, VSP has invested billions US
dollars in construction of a strong material basis: 12 fixed oil exploitation platforms,
2 central technology platforms, 9 light frame-works, 4 water pressure pumping
frame-works, 3 floating oil storage tanks, 2 mobile drilling platform, 2 air pressing
frame-works, over 400 kilometers of internal pipelines and 17 floating facilities
including bulk boats, service vessels, diving ships, fire-fighting ships and a shore
infrastructure complex. The enterprise is now joining with Petrovietnam to expand
their operations to more countries.
With its capability and long-term development strategy, VSP yearly invests
hundreds of millions of US dollars in maintaining, repairing its huge material basis
and in building new ships, drilling platforms, ect.
Due to the specific marine environment, most structures are highly
corrosively affected. On the other hand, oil and gas are inflammable so
technologies, equipments and materials must be in high quality according to strict
standards. The enterprise has its own Nipi research institute which has an anticorrosion research division.

Relying on actual demands, the institute has researched and issued technical
specifications for anti-corrosive coats and surface preparation methods. Basing on
the research results, VSP promulgated standards and processes for tests and
evaluations on materials and paints in the whole enterprise.
As the enterprises processes, new paint applications to its structures must be
carried out in accordance with the following steps:

Hi-Pec and Euronavy International carried out the following steps in an attempt to
apply Euronavy paints to VSP:
1. Guideline
According to Hi-Pecs official document no. 0705/CV-HIPEC dated May
12th, 2009, VSPs general director approved tests and assigned Nipi Institute
the leadership.
2. Seminars
Hi-Pec/Euronavy organized 2 seminars:

Hi-Pec/Euronavy sent technical proposals and paint diagrams for ships and
platforms to VSP. The number of 27 paint diagrams issued by VSP was
reduced to 7 due to Euronavy paints preeminent and versatile properties.
The number of 28 paint types for ship coating was also reduced to 8.
4. Tests in the laboratory
The tests comprised of 2 steps:
Surface preparation and paint applications as per stipulated processes
Tests at the laboratory, including:

Holiday tests
Pull-off tests
On June 8th, 2009, Hi-Pec brought its ultra high pressure water injecting machine
and relevant equipments to VSP for tests.

I. General introduction
With the permission from VSPs chief engineer, on June 1st, 2009, Hi-Pec
carried out Euronavy paint tests as per VSPs process ITT-FSO-AKP-05 (refer to
appendix 1).
1. Applied standards:
Standards and specification tables used in the tests comprised of:
- Standard for surface preparation by grit blasting: ISO 8501-1
- Standard for surface preparation by ultra high pressure water injection:
SSPC SP 12
- Standard for surface preparation by power tools before paint application:
SSPC SP 03
- Standard for sweeping oil and grease from the surface before paint
application: SSPC SP - 01
- Standard for holiday tests: NACE RP 0188
- Standard for pull-off tests: ASTM D 4541
- VSPs coating technology: No. BC-MSP (BK)-AZ-07.1999
- Paint application guides of the paint producer

Wet film thickness test: VSP directly inspected the painting processes,
measured and recorded exactly the results with specialized meters.
Dry film thickness test: VSP measured all dry film thickness of 8
samples (except sample 9) with Elecometer 415.
Conclusion
All samples met VSPs standards and VSP approved for next testing
steps.

The measurement results of all sample paint coats were much higher
than VSPs requirement.

IV. Conclusion
-
The results of the laboratory tests show that Euronavy paints not only met
but also exceeded the standards required by VSP with many prominent advantages
such as:
Non-toxic, general-purpose
Compatible with surfaces prepared by grit blasting, power tools or
high pressure water injection
Simple and easy to apply
Independent of climatic conditions and humidity
Compatible with wet, damp and flash-rusted surfaces
No profile required
Glossy, regular, non-void and very hard paint film
Very high results of all samples in pull-off tests
In brief, Euronavy paints have preeminent, general-purpose properties, easy to
use and safe for the users and the environment.
