A review of the record in the district court's opinion discloses that this appeal
from the court's order dismissing plaintiff's discrimination complaint brought
under 42 U.S.C. Sec. 2000e-16(c) is without merit. We accordingly affirm the
judgment below on the reasoning of the district court. Steward v. Department of
the Navy, C/A No. 87-427-N (E.D.Va. Jan. 7, 1988). We dispense with oral
argument because the facts and legal contentions are adequately presented in
the materials before the Court and argument would not aid the decisional
process.
AFFIRMED.
