INTRODUCTION

Urban planning is a field that is traditionally associated with the


allocation of resources, especially land, giving priority to the built
environment and social welfare. Successful urban planning will make
people's lives happier and quality by creating a physical environment that
can contribute to a healthy, safe and comfortable, helping social activities
and create beautiful scenery. Planning also expects changes to take into
account economic factors, social, political and physical will determine the
placement, form and effect of a development on the environment (Chapin &
Kaiser, 1979) .
According to Ratcliffe (1974), urban planning involves preparing a
suitable site at the right time, in the right place and to use the appropriate
community. Keeble (1969) also believes that urban planning is the art and
science of regulating the use of land and its buildings and communication
routes to ensure the economy, comfort and beauty to the fullest. Keeble
definition refers to the main branch of the planning of land use planning. The
main rationale behind the land use planning is the location of some forms of
land use and activities appropriate to each land use and other land use
would constitute a good environment for the public interest (Chapin, 1972).
Chapin (1972) next approach, land use planning for the urban planning
of a wider angle. He looked at land use planning from the perspective of the
events that make up the system needs and the demand for space and the
interaction between space (Chapin, 1972). These activities include work,
school, shopping and so on. Meyer and Miller (2001) concluded that the
system of activities consists of people who participate in various activities at
the site andabode different times. Individuals or groups of individuals meet a
room or building for a particular purpose.
The idea of this system is also fundamental to the planning system
approach proposed by Chadwick (1971) and McLoughlin (1969). This
approach sees urban planning as a process and not just the Secretary to
make plans alone. According to Robert (1974), this approach planning from
the point of view of technical analysis to predict changes in the system of
urban and alternative simulate future of the city.

Urban planning is a very broad field and includes various definitions


but leads to a goal of the welfare and the public interest (Chapin, 1972;
Zainuddin, 1999)
