This is Caraga
(The Land of Spirited & Courageous People)
Region XIII, the Caraga Administrative Region is the newest among
the country's politico-administrative aggregation. Region
XIII was
created on February 23, 1995 throught Republic Act. No. 7901 signed by
President Fidel V. Ramos to be known as Caraga Administrative Region or
Caraga Region. The creation of the region brings together the "Provicia
de Caraga" in 1609, an area which was divided into five provinces in the
1960's. With the new political structure, the Caraga Region is composed
of five (5) provinces and six (6) cities which once part of Region X of
Northern Mindanao and Region XI of Southern Mindanao. The merging of
these provinces comprises (6) cities (Butuan City as regional center,
Bayugan City, Bislig City, Cabadbaran City, Surigao City and Tandag City)
and the (5) provinces (Agusan del Norte, Agusan del Sur, Dinagat Islands,
Surigao del Norte and Surigao del Sur).
Caraga is not an acronym just like other newly created regions in
the country such as CAR and ARMM. Actually the word CARAGA comes
from the word "Calagan" which is derived from the Visayan word "Kalag"
meaning soul or spirit. Thus, "Calagan" would mean "Land of the spirited
our courageous people" . The early inhabitants of Caraga were ehtnic
tribes belonging to the Manobo, Mamanua, Mandaya, Lapaknon and
some migrants from the Visayan Provinces.
Being the newest region, the establishment of the National
Government Offices in Caraga was facilitated by the creation of Task
Force by the various line agencies equaly important in the pursuit of the
region's development. However, CHED XIII did not belong to the first
national offices established in Caraga, since it was only established in
1997. But inspite of being new. CHED XIII tried to cope with the
mainstream of regional development geared towards its thrusts and
program. While Caraga is endowed with rich natural resources, CHED XIII
could be a good instrument in developing human potential to propel the
region to development. the participation of CHED and its commitment to
people empowerment and academic freedom, economic growth and
sustainable development are equally important in the pursuit of the
region's development.
