History
TheAssociationInternationaledesAutomobileClubsReconnus(AIACR)wasfoundedinParison20June
1904,asanassociationofnationalmotorclubs.Theassociationwasdesignedtorepresenttheinterestsofmotor
carusers,aswellastooverseetheburgeoninginternationalmotorsportscene.In1922,theAIACRdelegated
theorganisationofautomobileracingtotheCommissionSportiveInternationale(CSI),whichwouldsetthe

regulationsforinternationalGrandPrixmotorracing.TheEuropeanDrivers'Championshipwasintroducedin
1931,atitleawardedtothedriverwiththebestresultsintheselectedGrandsPrix.Upontheresumptionof
motorracingaftertheSecondWorldWar,theAIACRwasrenamedtheFdrationInternationalede
l'Automobile.TheFIAestablishedanumberofnewracingcategories,amongthemFormulasOneandTwo,and
createdthefirstWorldChampionship,theFormulaOneWorldDrivers'Championship,in1950.
TheCSIdeterminedtheregulationsforholdingGrandsPrixandselectedtheracesthatformedpartofthe
WorldChampionshipsaWorldSportscarChampionshipwasestablishedin1953buttheorganisersofthe
individualraceswereresponsibleforacceptingentries,payingprizemoney,andthegeneralrunningofeach
event.[4]InFormulaOne,thisledtotensionbetweentheteams,whichformedthemselvesintotheFormulaOne
ConstructorsAssociation(FOCA)foundedin1974,eventorganisersandtheCSI.TheFIAandCSIwere
largelyamateurorganisations,[5]andFOCAunderthecontrolofBernieEcclestonebegantotakechargeof
variousaspectsoforganisingtheevents,aswellassettingtermswithraceorganisersforthearrivalofteams
andtheamountofprizemoney.[4]ThisledtotheFIAPresidentPrinceMetternichattemptingtoreassertits
authoritybyappointingJeanMarieBalestreastheheadoftheCSI,whopromptlyreformedthecommitteeinto
theautonomousFdrationInternationaleduSportAutomobile(FISA).[4]
UnderBalestre'sleadershipFISAandthemanufacturerbackedteamsbecameinvolvedinadisputewithFOCA
(namedthe"FISAFOCAwar").Theconflictsawseveralracesbeingcancelledorboycotted,andlargescale
disagreementoverthetechnicalregulationsandtheirenforcement.ThedisputeandtheConcordeAgreement
thatwaswrittentoendit,wouldhavesignificantramificationsfortheFIA.TheagreementledtoFOCA
acquiringcommercialrightsoverFormulaOne,whileFISAandtheFIAwouldhavecontroloversport's
regulations.FOCAchiefBernieEcclestonebecameanFIAVicePresidentwithcontroloverpromotingthe
FIA'sWorldChampionships,whileFOCAlegaladvisorandformerMarchEngineeringmanagerMaxMosley
wouldendupbecomingFISAPresidentin1991.MosleysucceededBalestreasPresidentoftheFIAin1993
andrestructuredtheorganisation,dissolvingFISAandplacingmotorracingunderthedirectmanagementofthe
FIA.[5]
Followingthe1994SanMarinoGrandPrix,whichsawthedeathsofAyrtonSennaandRolandRatzenberger,
theFIAformedanExpertAdvisorySafetyCommitteetoresearchandimprovesafetyinmotorracing.[6][7]
ChairedbyFormulaOnemedicalchiefProfessorSidWatkins,thecommitteeworkedwiththeMotorIndustry
ResearchAssociationtostrengthenthecrashresistanceofcarsandtherestraintsystemsandtoimprovethe
driverspersonalsafety.[7]Therecommendationsofthecommitteeledtosignificantlymorestringentcrashtests
forracingvehicles,newsafetystandardsforhelmetsandracesuits,andtheeventualintroductionoftheHANS
deviceascompulsoryinallinternationalracingseries.[8]Thecommitteealsoworkedonimprovingcircuit
safety.Thisledtoanumberofchangesatmotorracingcircuitsaroundtheworld,andtheimprovementofcrash
barriersandtracksidemedicalprocedures.
TheFIAwasafoundermemberoftheEuropeanNewCarAssessmentProgramme,acarsafetyprogrammethat
crashtestsnewmodelsandpublishessafetyreportsonvehicles.Mosleywasthefirstchairmanofthe
organisation.[9]

EuropeanCommissioninvestigation
TheCompetitionDirectorateoftheEuropeanCommissionandtheFIAwereinvolvedinadisputeoverthe
commercialadministrationofmotorsportduringthe1990s.TheCompetitionCommissioner,KarelVanMiert
hadreceivedanumberofcomplaintsfromtelevisioncompaniesandmotorsportpromotersin1997thattheFIA
hadbeenabusingitspositionasmotorsport'sgoverningbody.[10]VanMiert'sinitialinquiryhadnotconcluded
by1999,[11]whichresultedintheFIAsuingtheEuropeanCommission,allegingthatthedelaywascausing
damaginguncertainty,andsuccessfullyreceivinganapologyfromtheCommissionovertheleakingof
documentsrelatingtothecase.[12]MarioMontitookoverasCommissionerin1999,andtheEuropean
CommissionopenedaformalinvestigationintotheFIA.[10]TheCommissionallegedanumberofbreachesof

Europeancompetitionlaw,centredaroundtheFIA'sadministrationoflicencesrequiredtoparticipatein
motorsportandthecontroloftelevisionrightsofthemotorsporteventsitauthorised.[10]Inordertocompetein
eventstheFIAauthorised,thecompetitorhadtoapplyforalicence,whichprohibitedlicenseesfromenteringa
seriesnotcontrolledbytheFIA.Thisprovision,whichalsoappliedtoracingcircuitsandpromoters,prevented
rivalchampionshipscompetingagainsttheFIAchampionships,byrestrictingtheiraccesstofacilities,drivers,
andvehiclemanufacturers.[10]Inaddition,theFIAalsoclaimedthetelevisionrightstoallinternational
motorsportevents,whichwerethentransferredtoInternationalSportsworldCommunicators,acompany
controlledbyEcclestone.[10]Thismeantorganiserswereforcedintohavingtheirchampionshipspromotedby
thesamecompanythatmanagedtheaffairsofothermotorsportevents,apotentialconflictofinterest.The
combinationoftheserequirementsmeantEcclestone'sFormulaOneAdministration,whichnowcontrolled
FormulaOne'scommercialrights,wasprotectedfromcompetitionfromanyrivalchampionships.[10][11]
Theinvestigationwasclosedin2001aftertheFIAandFOAagreedtoanumberofconditions.[13]Inorderto
fairlyregulateallinternationalmotorsport,theFIAagreedtolimititsroletothatofasportingregulator,and
wouldsellthecommercialrightstoitschampionships,includingFormulaOne.[14]Thiswastopreventa
conflictofinterestbetweentheFIA'sregulatoryrole,andanycommercialadvantagesitmaygainfromthe
successofcertainchampionships.[13]TheFIAcouldnolongerpreventnonFIAadministeredeventsfrombeing
established,neithercouldituseitspowerstopreventcompetitiontoFormulaOne.[13]EcclestoneandFOA
wouldnolongerhandlethecommercialrightstoothermotorsporteventsoutsideofFormulaOne.[14]
EcclestonehadsoldtheISCcompany,whichnowonlycontrolledtherightstorallying,[15]andwouldstand
downfromhisroleasanFIAVicePresident.[13]Asaresultofthisruling,theFIAsoldthecommercialrightsto
FormulaOnetotheFormulaOneGroupfor100yearsfor$360million.[16]

LaterMosleyyears
MosleywaselectedunopposedtohisthirdtermasPresidentin2001,thefirstelectionwhichreducedtheterm
fromfivetofouryears.[17]TheFIAalsomovedbacktoParis,havingbeenbasedinGeneva(outsideoftheEU)
fortheprevioustwoyearsduringtheEuropeanCommission'sinvestigation.
TheFIAFoundationwasestablishedin2001astheFIA'scharitablearm.TheFoundationreceivedaUS$300
milliongrantfromthesaleofFormulaOne'srights,tofundresearchintoroadsafety,theenvironmentalimpact
ofmotoring,andtosupportsustainablemotoring.In2004theFIAandtheFoundationestablishedtheFIA
InstituteforMotorSportSafety,whichbroughttogetherthevarioussafetyresearchgroupsintoone
organisation.[6]TheMakeRoadsSafecampaignwassetupin2006bytheFIAFoundation,targetingthe
creationofsaferoadsacrosstheworld.[18]
Duringthe2000stheFIAanditspresidentbecameincreasinglyembroiledincontroversyoverFormulaOne,
whilefacingthreatsfromteamstoestablishabreakawayseries.Agroupingofthecarmanufacturersinvolved
inF1,theGrandPrixManufacturersAssociation,proposedanewworldchampionship,whichwouldallow
themgreatercontrolovertheregulationsandrevenuedistribution.[19]AnewConcordeAgreementeventually
endedthethreat,butthebreakawayserieswouldresurfaceduringeachdisputebetweentheFIA,teamsandthe
FormulaOneGroup.TheFIA'shandlingofthetyresituationatthe2005UnitedStatesGrandPrixwas
criticised.[20]Mosleyhadrefusedanymodificationtothecircuitortheholdingofanonchampionshipeventin
placeoftheGrandPrix,havingstatedthatrunningonanuntestedcircuitwasunsafe.TheFIAalsothreatened
topunishtheteamswhowithdrewfromtheevent,butlaterexoneratedtheteamsofanywrongdoing.[21]
Havingagainbeenreelectedunopposedin2005,Mosleyfacedhisfirstleadershipchallengeinavoteof
confidencecalledinJune2008.ThevotewasinresponsetoallegationsconcerningMosley'ssexlifepublished
bytheBritishmedia.Mosleywonthevoteby103votesinsupportto55against,[22]thoughhecontinuedto
facecriticismfromseveralmotoringclubsandmotorsportfigures.[23][24]Inmid2009,theFIAandthenewly
formedFormulaOneTeamsAssociationdisagreedoverthependingimplementationofabudgetcapforthe

2010season.Theteamsagainthreatenedabreakawaychampionship,withtheFIAinresponseopeninganentry
processfornewteams.ThedisputealsofocusedonalackofconfidenceinMosley'scontroloverthesport,and
therewasastandoffuntilEcclestonenegotiatedasettlementtoestablishanewConcordeAgreement.Inreturn
fortheteamsjoiningthechampionshipandendingthedispute,thebudgetcapwouldbereplacedbyaseriesof
costcuttingmeasures,andMosleyagreedtostanddownattheendofhistermin2009.[25]

TodtPresidency
FormerScuderiaFerraribossJeanTodtwaselectedthenewPresidentoftheFIAin2009,beatingformerWorld
RallychampionAriVatanen.[26]

Eventhistory
ThetruehistoryofFormulaOnebeganin1946withtheFdrationInternationaledel'Automobile's(FIA's)
standardisationofrules.Thenin1950,theFIAorganisedthefirstWorldChampionshipforDrivers.From1958,
aConstructorsChampionshiptitlewasintroduced.
TheWorldSportscarChampionshipwascreatedin1953,andwasthefirstpointsseriesforsportscarracingin
theworld.Thechampionshipwassolelyformanufacturersupto1981.From1981,aDriversChampionship
titlewasintroducedandfrom1985themanufacturerstitlewasreplacedbyaTeamsChampionship.
In1973,theFIAorganisedthefirstWorldRallyChampionship:the42ndAutoRallyofMonteCarlo.From
1977,aDriversChampionshiptitlewasintroduced(in1977and1978asanFIACupforDriverstitle).
In1987,theFIAsanctionedthefirstfirstWorldTouringCarChampionship.Initiallyaoneoffseries,thetitle
wasrevivedin2005.
Afterthe1992seasontheWorldSportscarChampionshipwascancelledanddissolved.
In1993,theNationalHotRodAssociationwasofficiallyrecognisedbytheFIAWorldMotorSportCouncil
andtheFIADragRacingCommissionwasformed.TheFISAwasdissolved,anditsactivitiesplaceddirectly
undertheFIA.
Therewerenosportscarworldchampionshipsuntil2010.TheSROGroupintroducedtheFIAGT1World
Championship,whichwasachampionshipconsistingofonehoursprintraces.Afterasuccessful2010season,
theseriesbeganhavingdifficultiesandaftertheswitchfromGT1toGT3carsin2012theseriesfoldedatthe
endofthe2012season.
AftertheAutomobileClubdel'Ouest(ACO)successfullyorganisedtheIntercontinentalLeMansCup(ILMC)
in2010and2011,theFIAandACOorganisedtogethertherebirthoftheWorldSportscarChampionshipfrom
2012onward,nowknownastheFIAWorldEnduranceChampionship(WEC).

Organisationalstructure
TheFIAGeneralAssemblyistheFederation'ssupremegoverningbody,consistingofrepresentativesfromeach
oftheFIA'smemberassociations.MeetingsoftheGeneralAssemblyareusuallyheldonceayear,though
extraordinarymeetingscanbeconvenedforurgentmatters.TheGeneralAssemblyhasresponsibilityfor
amendingtheFIA'sstatutesandregulations,approvingtheannualbudgetandreports,decidinguponthe
membership,andelectingtheofficersandmemberstotheFederation'sgoverningbodies.TheFIASenate
overseasthefinancesandmanagementoftheFIA,andcantakedecisionsrequiredbetweenmeetingsofthe
relevantcommitteeorWorldCouncil.

DeputyPresidents,VicePresidentsforSport,andthePresidentofthe
Senate,aswellasdemonstratesupportfromanumberofmember

TheFIAhastwoWorldCouncils.TheMobilityandAutomobileCouncilgovernsallnonsportingactivities,
comprisingtransportpolicy,roadsafety,tourismandenvironmentalconcerns.TheWorldMotorSportCouncil
(WMSC)governsallsportingeventsregulatedbytheFIA,andwritestheregulationsforeveryFIA
championship.ItalsosupervisesKartingthroughtheCommissionInternationaledeKarting(CIK).Beneaththe
WMSCareanumberofspecialisedcommissions,whichareeitherfocusedonindividualchampionships,or
generalareassuchassafety.
TheFIA'sjudicialbodiesincludetheInternationalTribunal,whichexercisesdisciplinarypowersthatarenot
dealtwithbythemeetingstewardsandtheInternationalCourtofAppeal.TheICAisthefinalappealtribunal
forinternationalmotorsport,whichresolvesdisputesbroughtbeforeitbyNationalSportingAuthorities
worldwide,orbythePresidentoftheFIA.Itcanalsosettlenonsportingdisputesbroughtbynationalmotoring
organizationsaffiliatedtotheFIA.

Criticism
MartinBrundlewroteacolumnintheSundayTimesentitled"Witchhuntthreatenstospoilworldtitlerace"in
whichheaccusedtheFIAofawitchhuntagainstMcLaren.TheWorldMotorSportCouncilrespondedby
issuingawritagainsttheSundayTimesonchargesoflibel.[33]Brundlehitbacksayingthat"Ihaveearnedthe
righttohaveanopinion"andsuggestingthewritwasa"warningsigntootherjournalists".[34]The2007
FormulaOneespionagecontroversyinvolvedaccusationsoftheftmadeagainstMcLaren,whowereaccusedof
stealingtechnologicalsecretsfromFerrari.
In2008,accusationssurfacedthatFIAPresidentMaxMosleywasinvolvedinscandaloussexualbehaviour.
FollowingaJune2008decisionoftheFIAtoretainMaxMosleyaspresident,theGermanbranchoftheFIA,
theADAC(thelargestEuropeanmotoringbody),announced,"WeviewwithregretandincredulitytheFIA
generalassembly'sdecisioninParis,confirmingMaxMosleyinofficeasFIApresident".Itfrozeallits
activitieswiththeFIAuntilMaxMosleyleavesoffice.[35]PressreportsalsoclaimedthatBernieEcclestone
wasinvestigatingcreatingarivaltotheFormula1seriesduetothescandal.
