Strength/Weaken:
Get the overall gist.
Use commonsense assumptions
Focus on the conclusion and boil it down
Use most probable interpretation.
Must be new information

EVALUATE THE ARGUMENT:

Similar to S/W, focus on the conclusion
In the answer choices, remove the whether and select a result
for the evaluation and ask yourself if it strengthens or weakens
the question.
E.g.
