EXCERPT FROM THE MINUTES OF THE REGULAR SESSION OF THE
SANGGUNIANG BAYAN OF SANTA FE, CEBU HELD AT THE SESSION HALL
ON

RESOLUTION NO. ____-2015


WHEREAS, Philhealth Circular No. 014-2014 states the revised
guidelines for the Philhealth Outpatient Anti-Tuberculosis
directly observed treatment short course (DOTS) benefit
package;
WHEREAS, Philhealth constantly develops each benefit package to
effectively respond to the needs of its members. Mindful of
Philhealth members afflicted with Tuberculosis (TB), the
Philhealth board approved Resolutions Nos. 485 & 490 of 2002
which established the case rate benefit for Out-patient TB
DOTS Package amounting P4,000 pesos for consultation, AntiTuberculosis medicines and necessary diagnostic services;
NOW, THEREFORE, on motion of Hon. Mary Greleigh P. Cabrera and
seconded by the rest of the members, it was
RESOLVED to enact, as it is hereby ENACTED:

PRESCRIBING THE PHILHEALTH OUT-PATIENT ANTITUBERCULOSIS DIRECTLY OBSERVED TREATMENT SHORT-COURSE
(DOTS) BENEFIT PACKAGE TO PATIENTS/CLIENTS IN SANTA FE,
CEBU TO BE IMPLEMENTED BY THE ACCREDITED TB DOTS
FACILITY IN COMPLIANCE WITH PHILHEALTH CIRCULAR NO. 0142014 AND IN LINE WITH THE PHILIPPINE PLAN AGAINST
TUBERCULOSIS 2010-2016 WITH A VIEW TO SUSTAIN THE GAINS
OF THE TB CONTROL PROGRAM AND TO ACHIEVE MILLENNIUM
DEVELOPMENT GOALS ( MDG) FOR TUBERCULOSIS
BE IT ORDAINED by the Sangguniang Bayan of Santa Fe, Cebu in
session assembled that:
Section 1. TITLE This Ordinance shall be known as the OutPatient Anti-Tuberculosis Ordinance in the Municipality of Santa Fe, Cebu.
Section 2. DECLARATION OF POLICY It is a declared policy
that local government units shall promote and ensure the protection of
the health and safety of its inhabitants from all forms of diseases
especially those with epidemic effects.
Section 3. The Santa Fe Rural Health Unit is an accredited TB
DOTS facility which can get a case rate benefit for out-patient TB-DOTS
package amounting to P4, 000.00 for consultation, anti-tuberculosis
medicines and necessary diagnostic services as established in the
Philhealth Board approved Resolution Nos. 485 and 490 of 2002.
Section 4. Santa Fe Rural Health Unit TB DOTS facility shall
maintain a trust fund for reimbursements received from Philhealth and

shall follow the following guidelines prescribed by DOH in the latest


National Tuberculosis Program (NTP) Manual of Procedures:
a. Forty percent (40% ) which is equivalent to P1, 600.00 for
facility fee.
-NOTE: Any Philhealth member TB patient who can
complete the TB Program Treatment will be
rewarded with the amount of Five Hundred
Pesos.
b. Twenty five percent (25%) which is equivalent to P1,
000.00 for the referring physician to cover for consultation
services during the course of treatment. Should there be
no referring physician, this portion shall also be allotted as
facility fee.
c. Thirty five percent (35%) which is equivalent to P 1,
400.00 for the services of the staff of the TB DOTS facility,
the breakdown of which is as follows:
a. TB DOTS Doctor (MHO)
500.00
b. Recording/Monitoring (PHN)
300.00
c. Quality Sputum Microscopy
200.00
d. Treatment Partner Incentive (Midwives)
200.00
e. Treatment Partner Incentive (BHW)
100.00
f. Referral of a TB symptomatic diagnosed
100.00
Section 5. The facility fee shall be used for operational costs
and for contingency to augment the supply of anti-TB
drugs and reagents; acquire equipment such as
microscope, IT equipment and software; and support for
TB Diagnostic Committee, advocacy activities and training
of staff. This may be used for referral fees of warranted
diagnostic services that are not available in the facility
and quality assurance of sputum microscopy.
Section 6. The fee for services of the health facility staff shall be
pooled and distributed among health personnel who are
involved in the delivery of health services for TB including
the DOTS physicians, nurses, midwives, medical
technologist or sputum microscopist, barangay health
workers and treatment partners.
Section 7. PENALTIES- Any person who is diagnosed or known
to be positive of Tuberculosis and refuses to be treated or
submit himself/herself to TB DOTS treatment shall be
penalized as follows:
Section 8. SEPARATION CLAUSE If any provision of this
ordinance declared invalid or unconstitutional, other parts
or provision thereof which are not affected thereby, shall
remain in full force and effect.
Section 9. REPEALING CLAUSE All ordinance found to be
inconsistent with this ordinance are hereby repealed or
modified accordingly.
Section 10. EFFECTIVITY This ordinance shall take effect upon
its approval.
