CITY OF ILAGAN, Isabela This province now


reached 1,593,566 based on the 2015 official population count conducted by the Philippine Statistics Authority.
Marilyn Estrada, PSA-2 regional director, said
based on the official population data, Isabela's population increased from 1,489,645 in 2010 to 1,593,566 in
the recent population census.
She said the provinces population density for
2015 is 122 persons per square kilometer.
She said Isabela had the biggest population in
2015 at 1.59 million, followed by Cagayan at 1.20 million, Nueva Vizcaya at 452,000, Quirino at 189,000 and
Batanes at 17,000.
Among the top ten most populous cities/municipalities in the region are Tuguegarao City at 153,502,
City of Ilagan at 145,568, Santiago City at 134,830,
Cauayan City at 129,523, Baggao at 82,782, Solana at
82,502, Echague at 79,094, Alicia at 71,504, Tumauini at
67,650 and Aparri at 65,649.
Estrada said that the recent data on population is
essential for governments policy-makers, planners and
administrators in the formulation and development of

VP Robredo visits Isabela and Cagayan Provinces

Vice President Maria Leonora G. Robredo, the second highest official of the Republic of the Philippines visited Isabela
and Cagayan Valley provinces yesterday, October 21, 2016.
VP Robredo and her party first landed at Tuguegarao
City Airport at around 11:00 in the morning of October 21,
2016 and welcomed by Brig. Gen. James V. Jacob AFP
Brigade Commander of 502nd Brigade who covers Region 2
and Apayao Province.
Robredos visit in Cagayan and Isabela Provinces is
purposely to conduct an area survey and assessment meeting with the agencies concerned regarding the effect of
Super Typhoon Lawin in the said provinces.
Later in the afternoon, the party of VP Robredo landed
in Isabela Sports Complex, Ilagan City at around 1:45 in the
afternoon boarding a civilian helicopter and warmly welcomed by the officials of 5th Infantry (Star) Division, Philippine Army headed by BGen. Andres S. Aguinaldo Junior
AFP General Officer-In-Charge, Lieut. Col Edmund D.
Tubiera and Lieut. Col. Jose Vladimir R. Cagara together
with the local officials of Isabela headed by Governor
Faustino Dy III and Mayor Evelyn C. Diaz of Ilagan City

The Vice President had a short meeting with Isabela
Provincial Disaster Risk Reduction Management Council
members to have an update after STY Lawin (Haima)
devastatedly ran off the province on Wednesday evening,
October 19, 2016.
Moreover, Robredo made an actual visitation to Brgy.
Furu and Anggasian both of Ilagan City, Isabela before
she took off for Manila.

Sen. Bongbong Marcos gives aid to Lawin-hit areas

Bongbong Marcos Jr. has
turned-over today a number
of generator sets and water
pumps to the hardly-hit local government units
(LGUs) here.
The Supertyphoon
Lawin, which battered
Isabela and Cagayan areas
last week, has left some of
the hardly-hit areas in total
black out due to damaged
electric posts and power
lines which up to now are
not yet restored.
Marcos said the generator sets and water
pumps are initial assistance
of his office as he vowed
to bring more aid here and
in other provinces severely
affected by Lawin.
The provinces recipient-LGUs of the generators
sets include the towns of
Tumauini, Cabagan, Santa
Maria, Santo Tomas and
San Pablo which experienced a total blackout until

now.
Meanwhile, Vice Governor Ben Glenn Ecleo of
Dinagat Island province
also personally turned-over
the P1 million cash assistance to the provincial government here for Lawin-affected Isabelinos.

house was smashed by a landslide caused by Super
Typhoon Lawin (Haima) at Sitio Culong, Brgy Lower Uma,
Lubuagan, Kalinga that resulted to the death of five (5)
members of Dupa-as family around 11:30 in the morning
yesterday, October 20, 2016.
The Disaster Response Team of 50th Infantry Battalion
together with the whole Lubuagan Municipal Police Station
(MPS) immediately conducted retrieval operation in the
said vicinity and successfully recovered the dead bodies
of Dupa-as family, namely: Ceasar Dupa-as, 34 years old
(Father); Amelia Dupa-as, 24 years old (Mother); Irene
Dupa-as, 6 years old (Daughter); Caleb Dupa-as, 4 years
old (Son) and Tak Goo Mor Dupa-as, 1 year old (Son).
The cadavers of Dupa-as family were brought to
Poblacion, Lubuagan, Kalinga for proper disposition.

Mamba here commended the support and cooperation
showed by his constituents prior to the landfall of
Supertyphoon Lawin in the province.
Mamba said the preparedness and cooperation of the
people has reduced deaths and injuries during the onslaught of Lawin.
In line with the provincial governments aim for zero
casualties during disasters, we immediately implemented
the pre-emptive and force evacuation in areas declared to
be in imminent danger in times of disasters, such as, floodprone, landslide-prone and storm-surge prone, the governor said.
He said residents who heeded their call for pre-emptive
and force evacuation were transferred to safer grounds resulting in fewer deaths than expected.
Some affected families are still in evacuation centers
today as their respective houses were still submerged in
floodwaters, however, the provincial government and other
concerned agnecies are now providing their basic needs,
Mamba added.
He said they are now accepting donations which can
be deposited to the provincial government trust fund
through Land bank of the Philippines Account Number
0122-1027-85 to continuously help those families affected

LP asks for help


THE Liberal Party (LP) has elevated the campaign to oust President
Rodrigo Duterte, consolidating its force to make known to the
United States that an alternative to the Duterte loud mouth is
available and at the same time stepping up calls for foreign
intervention against the president.
LP senators are launching a probe on Duterte capitalizing on a
statement made in his recent state visit to China that the country
is separating from the United States.
The probe was called on the pretext of inquiring into the
administrations foreign relations policy but is obviously meant to
add more fuel to the raging feud between Washington and Duterte.
Dutertes opponent, Sen. Leila de Lima in an interview with
British Daily The Guardian
was crying for foreign
intervention claiming that it is
the only way to stop stateinspired
extrajudicial
killings (EJK).
De Lima who has been doing the media rounds almost daily
claimed that she fears for her life, connecting the threats on her to
the investigation she initiated on extrajudicial killings.
ICC chief prosecutor Fatou Bensouda earlier issued a statement
saying her office was watching for signs of officials ordering,
requesting, encouraging or contributing to crimes against
humanity.
She encouraged the ICC to probe not only the president but
also his lieutenants, those who implement his orders.
Evidently the LP had pushed up its timetable for the oust
Duterte campaign which initially was reported to be launched by
the start of next year since the yellow mob prefers making their
move around January and February.
The Senate probe on the foreign relations policy is also a ploy
to continue the constant LP barrage on Duterte since de Limas
EJK probe has been terminated.
The goal is likely similar to the more than one year campaign
to vilify former Vice President Jojo Binay whose public acceptance
that soared even above Noynoy was slowly eroded by the constant
hurling of unsubstantiated allegations against Binay.
Of course, the other side of the coin is that de Lima and the LP
are stirring up support since the drugs scandal that Duterte is
committed to end all points to their likely deep involvement.
The LP is also counting on foreign help to speed up Dutertes
ouster.

Federalism an answer?
THE
Lower
House
has
constituted itself rapidly, and
with hardly any debate that the
public has been privy to, into a
Constitutional Assembly to push
Federalism and effectively
overhaul
our
system
of
government. They plan to change
the Constitution, if not replace it.
That is the sum and total of what
a move to Ferderalism will mean
as it is a drastic change of
government for us.
Yet who of us, and maybe of
them, really know what
Federalism entails by definition,
by historic data, and by
effectivity? Who is cognizant of
the social conditions from which
Federalism has arisen? Hardly
anyone. We may know the
countries that are federal but
there are gradations of such like
development levels, historical
data, and distinctive social
conditions that are not known or
recognized making it an
extremely tough subject to
understand, much less to craft
legislation or charter change to
implement. Particularly, if one
comes from the presidential/
unilateral type of government
which is where we will be
coming from. So, despite the fact
that some are sounding like it is
a done deal, we are actually
entering very alien territory.
Thus the subject needs
research, reflection, discussion,
debate in the context of our
prevailing circumstances. If not,
we might be proceeding from
ignorance and rush in where
angels fear to tread.

Federalism is a prominent subject
in what Professor Pilapil
identifies as the institutional
design literature, a political
science commentary involving
definitions, processes, divisions,
in governance under the Federal
system.
From what I heard this
literature presents a complicated
scenario that has emerged after
much study and analysis from the
leading political scientists of the
age each drawing their own
conclusions. I will not attempt to
paraphrase Professor Pilapil here
because it is a subject that is not
open
to
simplification.
Nonetheless, Professor Pilapil
delivered a factual, deeply
researched, dispassionate lecture
presenting
a
universal
commentary on the subject so
complete and thought-provoking
that his lecture should be for
public consumption as Con-Ass
gets going.

5ID Soldier and relative die during retrieval and clearing operations

As Super Typhoon Lawin (Haima) left the country yesterday, another two (2) persons died while two (2) were
wounded as reported last night, October 20, 2016 while
conducting retrieval and clearing operations.
The two (2) dead bodies were identified Cpl Ronald G.

Begtang of Alpha Company, 17IB, 5ID, PA and his cousin


named Lando. While the two (2) wounded were also identified as Eugene Begtang and Alvares Pugyo, both civilians.
Initial report states that the four (4) casualties were
conducting clearing and retrieval operations in Brgy

Manag, Conner, Apayao yesterday when suddenly a


wrecked tree fell down that fatally hit Cpl Begtang and his
cousin Lando that caused their instantaneous death while
the other two (2) suffered minor injur ies.
Further details of the incident are still awaited by the

DSWD assures support


for typhoon-victims
TUGUEGARAO CITY, Cagayan Department of Social
Welfare and Development (DSWD) Secretary Judy
Taguiwalo assured the typhoon-hit areas in theCagayan
Valley region of their continuous and speedy delivery of
relief goods to all local government units (LGUs) affected
by Supertyphoon Lawin.
Taguiwalo, who is now in the region to personally
deliver 1,200 relief goods for affected families in Isabela
and Cagayan, said typhoon victims whose houses were
totally blown down will receive P30,000 while those with
partially damage houses will get P10,000.
We will release the emergency shelter assistance immediately just like what we did in Batanes so that the victims will recover from the typhoons aftermath, the Secretary said.
She said they have enough stockpile of relief goods
and stand-by funds for immediate assistance to all displaced families and they are ready to augment the resources
of affected LGUs.
Our Quick Response Teams (QRTs) in affected regions are on a 24/7 operations and are in continuous coordination with the LGUs for the situational analysis and
assessment on the effects of Lawin, Taguiwalo said,
adding that their field workers are continuously coordinating with the LGUs in the affected areas to get a clear picture of the situation and expects these numbers to change
in the coming days.
Franco Lopez, Disaster Focal Person of DSWD regional office, said prior to the landfall of Lawin, they already prepositioned food and non-food items in various
LGUs regionwide worth P4.3 million.
Lopez said the prepositioned food and non-food items
are in the forms of family packs, sacks of rice, assorted
canned goods, bottles of water, plastic mats, blankets, laminated sacks and mosquito nets.

NVizcaya dad condemns 'Jueteng'


BAYOMBONG, Nueva Vizcaya Provincial board member Edgardo Balgos recently condemned the proliferation of illegal
numbers game in the province.
Gambling is a game of chance where it encourages laziness among the people. It gives false hope to the people
making families as indolent citizens, he said in his privilege speech.
Balgos also called on national and local officials, the Philippine National Police (PNP) and the National Bureau of
Investigation (NBI) to eliminate the illegal numbers game in the 15 towns of the province.
They are even using on-line gaming permit to give a color of authority. However, it is still illegal and immoral, he said.

I. MINISTRY INVOLVES GODS TIMING NOT
OURS. It seems Paul visited on his way to Macedonia
and that visit involved him dealing with division in
the church, worship services that had people meeting as cliques and getting drunk. It involved this
sexual sin and an apathetic tolerance of it by its leaders and people. Paul tried to mend matters, but instead this visit nearly broke his heart.
Ministry always involves people and people are
messy the hardest part of ministry is we cant fix
people. No matter how much God loves them or we
love them. They can still choose to do destructive and
unhealthy things inside the church and outside of it.
We all like sheep go astray. How long we stay
astray or if we return to the Great Shepherd depends
upon Gods grace and each of our response to it.
Ministry involves trusting Gods timing when it
doesnt fit ours. This part of ministry absolutely broke
Pauls heartand it absolutely breaks mine. I wrote
you out of great distress and anguish of heart and
with may tears not to grieve you but to let you know
the depth of my love for you. (2 Cor. 2:4)
There are three truths we see here concerning
Gods timing
1. We need to communicate our broken hearts to
those we love. Paul doesHe speaks the truth with
love. He shares with those he loves what their ac-

tions are doingbut he also shares how much he


loves themand thats why it hurts so bad. His
words dont come from angry judgement They
come from wounded brokenness.
Anger is an easy emotion to tap into.We can
use it to control and frighten those whove hurt
usGrief is harderit makes us vulnerablePaul
and each of us know about angerbut in this circumstance he chooses to communicate his broken
heart.
2. The expectations we have for believers and
non-believers shouldnt be the same. Im not sure
why when we become believersdisciples of Jesus,
that many of us then begin to judge lost
peoplehurting people, with the same standard we
would use for Spirit filled Christians. This doesnt
mean we condone sinful behavior or say its okay.
But why would people living in the world, outside
of Christ be any other way? Can we have relationships with lost people that allow the light of Christ
to shine in their darkness? If not, then we will never
be what Jesus transformed us to be.
But if someone claims to be a believer and they
continually live like the world, make an ongoing sin,
whether its sexual immorality, or gossip, their
lifestyleexpectations are different if they dont
changechange your location and your relationship. The hope is always repentance and
godlinessbut if you allow this leaven continually
in your life, you will become like them. Be kind, but
dont be buddies! Paul wrote earlier to these same
folks.
When Paul says we are not to be yoked together
with unbelievers and we are to have nothing to do
with believers who continually live in sinHes
sayingprotect your holinessguard your
heartDo not be misledbad company corrupts
good morals. (1 Cor. 15:33)

Leogina S. Palanca, filed an Amended Petition
for Cancellation of the Certificate of Live Birth
of Chaudery Imteshal Muhammad Acua Nawab
Din under LCR No. 2002-1345 of LCR-Alicia and
Correction of Entries in the Certificate of Live
Birth of Imrhan Acua under Registry No. 2003201 of LCR-Cauayan, Isabela and Use of the
Name Chaudery Acua.
A reading of Sections 4 and 5, Rule 108 of
the Rules of Court shows that the Rules mandates two sets of notices to different potential
oppositors, one given to the persons named in
the petition and another given to the other persons who are not named in the petitions but
nonetheless may be considered interested or
affected parties. Summons must, therefore, be
served not for the purpose of vesting the courts
with jurisdiction but to comply to the requirements of fair play and due process to afford the
person concerned the opportunity to protect his
interest if he so chooses.
It is clear from the records that the petition
for cancellation or correction of an entry in the
Birth Certificates of Chaudery Imteshal
Muhammad Acua Nawab Din in the civil register involves substantial and controversial alterations, particularly that the legitimacy of paternity or filiation, or legitimacy of marriage. Thus
a strict compliance with the requirements of
Rules 108 of the Rules of Court is mandated and
his parents as indicated in the Birth Certificate
under LCR No. 2002-1345 name Olivia Torres
Acua and Abdol Razak Bin Nawab Din and
under Registry No. 2003-201 namely Teresa T.
Acua and no fathers name was indicated, must
be impleaded and notified. If the entries in the
civil register could be corrected or changed
through mere summary proceedings and not
through appropriate action wherein all parties
who may be affected by the entries are notified
or represented, the door to fraud or other mischief would be set open, the consequence of
which might be detrimental and far reaching.
Accordingly, this Order is hereby issued setting the case for initial hearing, to with:

that Federalism would replace our


Constitution if not completely, still in such a
major way as to be an overhaul of the way
we are governed and the way we will relate
to governance. A complete overhaul it may
be said that will bring us to the strange and
unfamiliar and possibly cause an inability to
accept or get used to. This is because it will
supplant a way of governance that has been
in place about 30 years from People Power
and before that from the end of WWII to
Martial Law which has been accepted and
tolerated all along despite the problems and
the upheavals along the way. Also, since it
will turn the country into federal areas in
effect separating each from each other, we
will be keeping our regional if not tribal
identities in place and desisting from forging
a stronger national identity which we badly
need to do to reach a better level of
nationalism, a stronger motivation to be
united good citizens, and provide more
openings for emerging national leaders rather
than the equivalent of tribal chieftains, feudal
lords and dynasties that at present control
more than 40% of our regions.
Furthermore, with the poverty level,
uneven education and other social problems
that we presently still have, Federalism
which demands equal resources, education,
economic well-being so as to provide for the
federal way of institutions and governance
by individual states, will exacerbate
problems in the have-not regions. For the
more well-off states the temptation for elite
capture may be too irresistible for those who
have the resources.
And even the have-nots will be

vulnerable to this as no centralized power


will be strong enough to counter it in the new
system.
The black legend of Imperial Manila has
seemingly taken hold of the outposts of our
archipelago. Drastic detachment from a
central government seems to be the solution
with visions of independence, self-reliance,
equality, a better life. Could not such a reality
as the present status (if it is not a myth) be
reformed, revamped, improved within the
same Constitutional tenets and governance
parameters rather than embarking on a risky
new and difficult creation? We have many
good laws with high goals that have not
delivered their mission because of the
inability to implement them as required due
to the existing social conditions that impede
them.
Many of our laws do not deliver the goals
that prompted them to be made. When
discontent and disillusion set in after too high
hopes are raised, there can be the rebound to
a figure who promises Paradise under
authoritarian rule. It could happen if we are
not sufficiently studious, thoughtful, and
realistic and jump from the frying pan to the
fire.
As one member of the audience said at
the open forum, in the debate/discussion that
we hope will happen on the subject of
Federalism, one excellent resource person
would
be
Professor
Pilapil
who,
comparatively speaking, has in-depth
knowledge of the subject. Both those who
contemplate or do not contemplate
Federalism now, particularly Con-Ass
members, should educate themselves about
it before taking the leap. This is not resistance
to change as much as managing change
rationally.
Meanwhile, the sudden designation of the
Con-Ass sounds like the train wants to get
off too quickly without checking the rail
conditions.

people keep on blaming me until now for
having barred Mrs. Arroyo from traveling.
And even the President said that I will suffer
the same fate of former President GMA. In
other words, I will rot in jail, Leila said.
Thats proof? From what Leila is saying,
she clearly has no proof and she is merely
speculating, as usual.
In the case of Mrs. Arroyo, Leila
expounded, Gloria had been barred from
leaving for abroad by Immigration, which is
an agency under the Department of Justice
(DoJ). This was done despite the Supreme
Court (SC) ruling for government not to bar
her from leaving the country.
At that time, there were no cases filed
against Gloria, and armed by the permission
granting her departure, Leila issued a watch
list which she claimed gave her the power to
bar whoever she wanted. Yet Leila must have
known that her watch list order is not a hold
departure order as it is only the courts that
can issue HDOs as well as permission for
persons to travel. Gloria certainly had the SC
have her permission to leave.
De Lima, the DoJ secretary then, claimed
that her watch list had to be enforced as the
government has yet to receive a copy of the
SC order then.
Thats a blatant lie, considering the fact
that the SC permit for Gloria to leave for
abroad was all over the media, and along with
it, the fact that the Justice Department
building is right next door to the SC building.
She knew the order was coming and she left
her office early, to avoid getting a copy of the
SC ruling.
What Leila refuses to admit is the fact that
she and Noynoy Aquino, then President,
barred Gloria from leaving, despite her not
having been charged as yet, and that she and
then Comelec Chairman Sixto Brillantes
quickly manufactured a charge of electoral
sabotage, which is a non-bailable offense, to
ensure that she would be jailed.
What Leila did was deliberate, to the point
of ignoring the SC order for government not
to bar Gloria from leaving the country.

Leila also accused a lawyer of Gloria, the


INC and the Priority Development
Assistance Fund (PDAF) commonly referred
to as pork barrel senators whom Leila
selectively investigated and filed charges
before the just as selective Ombudsman,
Conchita Carpio-Morales quickly charging
them.
Leila says they are all allies today, GMA
forces, and the PDAF senators.
I know they have people who make her
life difficult, Leila said.
These are the forces that have formed
an alliance with the President. They were
able to access the President, which is why
they are fanning the Presidents anger at me,
helping the President for their own respective
agenda, which is also to get back to me.
Payback time is what they think as they keep
on moving against her.
De Lima said one or two senators
charged for their involvement in the multibillion PDAF scam also have an ax to grind
against her.
Maybe not all three. My just one of them.
Thats based on my own information but as I
said I cannot validate fully or conclusively,
she said.
Leila recalled that in a past confirmation
hearing by the Commission on Appointments,
one of the members opposed her appointment
and threatened to reveal an alleged sex video.
I dont have to name him. I think you
know, she said, referring to then Sen.
Jinggoy Estrada.
What Leila does not say is the fact that
Estrada, in the end, no longer opposed her
confirmation.
Obviously, Leila has become too paranoid
and having too many hallucinations.
What is clear is that it is Rody Duterte
who has been vocal against her on the illegal
drugs trade in the New Bilibid Prison. Is Liela
claiming that these persons she accuses who
are fanning Dutertes anger against her?
One need only to see that Dutertes anger
at her is clearly fueled by whatever Leila
says against him first.
It is time for Leila to see a psychiatrist.
She probably needs medication immediately.
This is the problem when one is caught
doing illegal and could no longer defend
themselves, they presume to be insane.

Two (2) teams of Emergency Response Company (ERC),
5th Division Disaster Response Task Unit (5DRTU) led by
Captain Jimson Talamayan conducted search and retrieval
operations in Brgy Nuesa, Roxas City, Isabela yesterday,
October 21, 2016 to locate the missing body of a certain
Mario E. Esmundo.
Representatives from Isabela PDRRMC coordinated
with the 5th Infantry (Star) Division and asked for
augmentation to the local rescuers in the area for retrieval
of the reported drowned body of Mr. Esmundo at Nuesa
Creek at the above stated barangay.
Relative of Mr. Esmundo narrated that the latter
accidentally fell down in a creek around 8:30 in the morning
of October 20, 2016. The said creek leads to Chico River
and the flow of water is still heavy caused by Super
Typhoon Lawin (Haima).
The teams under Captain Talamayan and other local
rescuers in the area immediately conducted one (1) day
joint search and retrieval operations for Mr. Esmundo from
Brgy Nuesa, Roxas to the boundary of Ilagan City leading
Chico River but unfortunately failed to retrieve the latters
body.

retrieval operation today, October 22, 2016, from boundary

killed after Supertyphoon
Lawin (international
name Haima) slammed the
Cagayan Valley Region on
Wednesday
evening,
leaving thousands of
families homeless particularly in Cagayan and
Isabela areas.
In a meeting today,
the Regional Disaster
Risk Reduction and Management
Council
(RDRRMC) of region 2
identified the casulaties
as Rosita Rombaua and
Arlene Tagavillia, both
from Baggao, Cagayan,

Romero from Solana,
Cagayan and Sheryl
Baccay from Iguig,
Cagayan.
Franco Lopez of the
Department of Social Welfare and Development
(DSWD) regional office
said there were some other
reported casualties, however, the RDRRMC is still
verifying if the reports are
accurate and the deaths
are typhoon-related.
In their consolidated
reports, Lopez said there
were 841 totally damaged
houses and 3,705 partially
damaged as of today in

Isabela and Cagayan areas.


He said some 12,715
families or 55,776 persons
in 342 barangays all over
the region were affected
by the typhoon.
Some affected families are still in evacuation
centers today as their respective houses still
submerged in floodwaters. Their basic needs
are now served by the
DSWD and other concerned agencies, Lopez
said.
Lopez said local authorities and other concerned agencies have yet
to determine Lawins to-

tal damage particularly to


properties, infrastructure
and agriculture.
He said three teams
for the Rapid Damage Assessment and Needs
Analysis (RDANA) are
now deployed in the severely devastated areas

merit the declaration of a state of calamity, he said.
Basilio, however, said that the province was generally
spared by the typhoon because of pre-emptive evacuation efforts made by local government units and barangay
officials.
Relief assistance is available at the provincial government should municipalities and barangays affected need
them. They only need to provide us a report of their respective communities, Basilio said.
The national highway from Diadi to Sta. Fe towns is
passable to all types of vehicles with light to moderate
traffic due to road works along portions of the Maharlika

Relief, rehab efforts in full swing in typhoon-hit provinces


TUGUEGARAO CITY,
Cagayan - The Department
of Social Welfare and Development (DSWD) regional
office and all rescue operatives are still conducting relief distribution and clearing
operations all over the typhoon-hit areas in the
Cagayan Valley region.
Based on the latest report of the Regional Disaster Risk Reduction and
Management (RDRRMC)
here, there were 535 totally
damaged houses and 5,287
partially damaged houses in
Cagayan and Isabela areas.

There were some reported casualties, however,


the council is still verifying
them considering the hardship in generating reports
now due to telecommunication line problems.
As of press time, local
officials are still verifying
the extent of the damages
as there are still some areas
that are isolated of flooding
and landslides.
No power and water
services here as of this time.
Some schools in
Isabela and this province
were also severly damaged

by Lawin, Department of
Education (DepEd) Regional Director Estela

Cario said based on
the initial assessment of the
division superintendents,
there are three school buildings severely damaged

Electric coops help restore Isabela-Cagayan power supply


CITY OF ILAGAN, Isabela Electric cooperatives from Central Luzon and Ilocos Region
recently sent their equipment and manpower to help in the power restoration activities in
Lawin-hit areas particularly in Cagayan and Isabela.
Dave Solomon Siquian, General Manager of Isabela Electric Coop (ISELCO)-II said the
electric cooperatives who sent their augmentation support and are members of the Philippine Association of Electric Cooperatives include Tarlac Electric Coop (TARELCO),
Pangasinan Electric Coop (PANELCO), Quirino Electric Coop (QUIRELCO) and Pampanga
Electric Coop (PAMELCO).
Siquian said based on their partial damage assessment, there were about P60 to P70
million worth of damaged coops electric hardwares particularly on electric posts and lines.
He said the cost of damage, which mostly in northern Isabela parts, may increase once
the ongoing assessment is completed.
At present, a total black out is still experienced in the hardly-hit towns of San Pablo,
Cabagan, Sto. Tomas, Santa Maria and Delfin Albano, Siquian said.

BAYOMBONG, Nueva Vizcaya The Department of Agrarian Reform (DAR) is expected to turn-over P12 million-worth of footbridge and tire paths to the municipality
of Kayapa.
Provincial Agrarian Reform Program Officer Primo Lara said the tire paths and the
footbridge will benefit 4,037 Agrarian Reform Beneficiaries (ARBs) and 3,688 nonARBs of the Baan Agrarian Reform Community (BARC) in the town.
DAR allocated a total of Php12.13-million fund with Php1.46-million counterpart

Lara said these projects were funded under the Grassroots Participatory Budgeting (GPB) program of the department.
He said two of the three pending tire paths are almost on its 60-percent completion

After Lawin, state of calamity declared in Cagayan


TUGUEGARAO CITY, Philippines The provincial government of Cagayan has
declared a state of calamity throughout the province due to the heavy damage brought
by Super Typhoon Lawin (Haima).
Lawin hit land in Peablanca, Cagayan at 11 pm Wednesday, October 19.
The Cagayan provincial information office said Governor Manuel Mamba issued
Executive Order No. 8 placing the province under a state of calamity.
The declaration of a state of calamity came two days after the typhoon hit the province,
with the victims still clamoring for housing aid and relief goods from government.
Mamba said he already issued the executive order since the provincial board members
have yet to convene and act on his recommendation to declare state of calamity.
In his declaration, Mamba said the province has suffered widespread destruction and
substantial damage to properties.
There are about 75,000 affected families, 34,421 partially blown houses, and 9,306
totally damaged houses.
In the summary report issued by the Cagayan Provincial Disaster Risk Reduction and
Management Council (PDRRMC), damage to agriculture is estimated to be worth P6.3
billion.
They have also so far recorded P121-million worth of damage in infrastructure in 6
municipalities. These infrastructures include irrigation systems, farm-to-market roads,
government facilities, including school buildings and bridges.
There are also reports of overpricing or profiteering and hoarding of prime
commodities, medicines, and petroleum products, Mamba said.
Mamba has directed all department heads and concerned offices to implement rescue,
