Cop nabbed for carnapping 5ID Commander visits field units in Kalinga Province
TUGUEGARAO CITY, Cagayan - A policeman in this province was arrested in an entrapment operation conducted
by his co-law enforcement agents following the report of
his alleged involvement in the motornapping incident in
the city.
The suspect, SPO2 Ronald Casibang who is assigned
in Sta Ana, Cagayan police station, is a resident of this
city.
In the report of city Chief of Police Jessie Tamayao,
they received an information that Casibang is selling a
motorcycle at a very low price.
The informant suspected that the motorcycle unit being
sold by Casibang is not his own because he is only selling
it at P13,000, a very cheap price for a unit of slightly used
motorcycle, Tamayao said.
With the provided information, the police authorities
arrested Casibang which resulted to the recovery of three
other carnapped motorcycles. The real owners of the motorcycles were positively identified by the city police officials.
The suspect is now facing criminal charges in violation of the Republic Act No. 6539 or commonly known as
the Anti-Carnapping Act of 1972 after admitting that he is
involved in selling carnapped motorcycles.
Tamayao said that they are also conducting in-depth
investigation on the said case believing that there are other
involved individuals in the motornapping incidents in the
city.
Motornapping is one among the issues of the city
police following the series of incidents even in the past

his Staff Officers and Unit Commanders underwent the
second leg of surprise drug tests this afternoon facilitated
by the Medical Staff of Camp Melchor F Dela Cruz Station
Hospital (CMFDCH) held at the Division Conference Room,
Camp Melchor F Dela Cruz, Upi, Gamu, Isabela.
BGEN ATAL and the rest of his officers enthusiastically
participated in the surprise drug tests. BGEN ATAL

explained to the officers that they should set the example


to the rest of the Division that the Command is serious in
ridding the organization of illegal drug users in support to
the thrust of President Rodrigo Roa Duterte.
Let us do our part as a leader to set a good example to
our soldiers for them to see that we are clean and free from
illegal drugs, BGEN ATAL said.
A total of twenty one (21) Officers gave urine samples
for the test to ensure that the leadership of 5ID down the
line are drug free.

Yellow noise
WHITE noise is defined as a constant background noise that
drowns out other sounds or alternatively noise that is meaningless
or distracting.
The yellow noise being generated now is all directed at
President Rodrigo Duterte and his brutal campaign against illegal
drugs and is being spearheaded in social media, of all people,
movie stars whose ranks are among the patrons of the illegal drugs
trade.
Their resort to social media is seen as a pushback as the war
on drugs has now targeted the movie industry and the Philippine
National Police (PNP) operations resulted in the arrest and even
death of some considered as
part of their field.
Nonetheless, the yellow
noise apparently has not
translated into street actions.
There were attempts at yellow assemblies which all failed
miserably due to sparse attendance consisted mainly of aging
members of the yellow mob circa 1986.
There is even no public outrage being generated by the yellows
and international chatter about human rights. Violation of human
rights was the primary issue raised in ousting former President
Ferdinand Marcos, the first ever yellow mob victory.
Another reason is the overwhelming public support that
Duterte commands.
Public support even extends to the drugs war, which is under
global criticism for the more than 3,000 deaths recorded as a result
of the campaign thus far, that rights and yellow groups claim were
mostly extrajudicial killings sanctioned by Duterte.
Most Filipinos are experiencing freedom to roam outside their
homes for the first time in so many years after the regime of Noynoy
who, in his insensitivity, totally neglected the populace who
cringed in fear from criminal syndicates who rule the streets.
The yellow mob party, the Liberal Party (LP), also appears to
be on the direct line of fire in Dutertes anti-drugs campaign as it
would be incredulous that de Lima acted on her own to raise
election campaign funds from the NBP drugs factory.
The yellow noise may even be a desperate attempt to save the
LP and its supporters, including the yellow mob of Noynoy, from
being exposed in their true hideous selves.
For so many years, the public has been deceived about the
yellow daang matuwid which is starting to emerge as being paved
with moth.

our brothers. I believe this with
all my heart, and if it be
considered an offense, then we
shall have lost the moral basis for
our civilized human existence,
not just as Filipinos.

THESE promises propelled Abram forward. Sure, he


didnt know exactly where he was going, but he knew
that God would lead the way, the God who promised to bless him. In time Abram arrived in Canaan.
And it was there that God said he would give the
land to Abrams descendants. Have you noticed how
God kept appearing to Abram to encourage him?
Thats how he deals with us too, with patient love
and
constant
encouragement.
Abrams journey of faith is like our journey of faith.
Before we were even aware of God, he came to us. For
many of us he did so at our baptism. There God promised to bless us and urged us to follow him to a better
land. We dont know when well get to that land or
even what that place is really like, but we know that
this land (heaven) is going to be awesome because
our God lives therea God who really loves us.
We see that love proven in a strange journey that
Gods own Son took. While God directed Abram to
leave Ur so that he could be saved from idol worship, God sent his Son into this world to face death
for our idol worship. Gods Son is of course Jesus,
who told his disciples before his death on the cross:
Do not let your hearts be troubled. You believe in
God; believe also in me. 2 My Fathers house has
many rooms; if that were not so, would I have told
you that I am going there to prepare a place for you?
3 And if I go and prepare a place for you, I will come
back and take you to be with me that you also may be
where I am (John 14:1-3).
Will God really keep his promises of bringing

when he made a little tour of the land, stopping to set
up altars in various places to publically worship his
God.
In time, God did deliver on all of his promises to
Abram, and he will deliver on all the promises that
hes given to you. Therefore his promises will move
you to do great things as did Abram. They will give
you strength when a loved one seems to be on his
last leg here on earth. Those promises will help you
shrug off meager paychecks and mounting bills. Your
God knows what you need. His promises will give
you calm even when the news headlines are bad.
Oh, I know that Christians are often accused of having blind faithlike Abram who just picked up and
moved even though he had no idea where he was
going. But Abrams faith, like yours, is not blind; it
firmly focuses on Gods Word the way a traveler fixes
his attention on a reliable GPS system to get him
through an unfamiliar neighborhood.
Theres so much more we can learn from Abram,
but as they say, the journey of a thousand miles begins with a single step. So today is just our first step
in accompanying Abram on his journey of faith. Its
a journey that began with God just as your journey of
faith has. May this God keep you by his side throughout the journey so that you do arrive safely at the
heavenly mansions God designed, and which his
Son Jesus bought with his blood.

A reading of Sections 4 and 5, Rule 108 of
the Rules of Court shows that the Rules mandates two sets of notices to different potential
oppositors, one given to the persons named in
the petition and another given to the other persons who are not named in the petitions but
nonetheless may be considered interested or
affected parties. Summons must, therefore, be
served not for the purpose of vesting the courts
with jurisdiction but to comply to the requirements of fair play and due process to afford the
person concerned the opportunity to protect his
interest if he so chooses.

for cancellation or correction of an entry in the

Muhammad Acua Nawab Din in the civil register involves substantial and controversial alterations, particularly that the legitimacy of paternity or filiation, or legitimacy of marriage. Thus

his parents as indicated in the Birth Certificate

Acua and no fathers name was indicated, must
be impleaded and notified. If the entries in the
civil register could be corrected or changed
through mere summary proceedings and not
through appropriate action wherein all parties
who may be affected by the entries are notified
or represented, the door to fraud or other

of which might be detrimental and far reaching.

of Live Birth of Analyn Jacob was filed by petitioner Evelyn Jacob, thru counsel on August
16, 2016, petitioner alleged that she and
Alejandro Jacob were married on February 14,
2008 in Solana, Cagayan; that prior to their
marriage, petitioner and her husband had lived
as common law husband and wife and out of
their union a child was born named Analyn
Jacob on December 29, 1979 in Tuguegarao
City; that fact of birth of Analyn Jacob was registered twice, one with the Office of the City
Civil Registrar of Tuguegarao City and the other
with the Office of the City Civil Registrar of
Santiago City, Isabela; that petitioner discovered the record of birth of her daughter Analyn
the Office of the City Civil Registrar of Santiago
City, Isabela only this year when she secured a
copy of her birth certificate from the Philippine
Statistics Office Authority; that the registration
of the fact of birth of Analyn with the office of
the respondent was a mistake or not proper as
she was not born in Santiago City; that the mistake was due to the oversight of Analyns grandfather Segundo Jacob who however did not
have personal knowledge of he fact of her birth;
and, that the registration of the birth of Analyn
with the Office of the Civil Registrar of Santiago
City was improper, irregular and erroneous,
hence petitioner prays that the record of birth
of Analyn Jacob under Entry No. 2-1 in the office of the respondent be cancelled.
WHEREFORE, hearing of the petition is set
on December 6, 2016 at 8:30 oclock in the

the trigger ends up in jail or worse, instead
of being given impunity by the President.
Fighting everybody when the need is to
make peace and unite with all parties is not
the way to govern the Philippines. Contrary
to what Hobbes said, society is not a bellum
omnium contra belluma war of all against
alland government is not the Presidents
war against everybody else. But, to many
people, this is what DU30 seems determined
to make of it.
In 1992, Ramos was elected as a minority
President, with only a little more than 20
percent of the votes. Yet in less than six
months, he was able to win the support of all
his rivals and adversaries, except one, by dint
of earnest diplomacy and hard work. In
contrast, DU30 won 38 percent of the votes
last May13 percent shy of the 51 percent
needed to make him a majority President.
The propaganda fraudsters gave him an
unverified and unverifiable approval rating
of 91 percent. But despite the fear that his
talk of kill-kill-kill and the daily killings
engendered in the hearts of many, he
succeeded in dividing the nation against
itself in just three months.
DU30s decision to strengthen friendly
relations with China and Russia is much
awaited, necessary, and will do a lot of good
for the country. It will lessen tension in the
South China Sea, enhance greater
cooperation in the Asia Pacific, and turn back
the efforts of the war hawks around the world
to promote conflict and war between the US
and China, either alone or with Russia. But
his avowed decision to break with the US
is uncalled for and unnecessary; it could wipe
out the positive results that stronger ties with
Beijing and Moscow seek to achieve.
The ruling declared, among other things,
that there is no legal basis for Chinas socalled nine-dash line. Not having participated
in the proceedings, China did not want to
recognize the ruling. To prevent tension from
building up, DU30 decided to hold bilateral
talks to explore possible areas of cooperation

without necessarily touching on the claim.


Many supported this approach, this writer
included. This meant setting aside the dispute
for the time being, but not casting it aside
altogether. It was necessary to reestablish
mutual confidence between the parties
before they could eventually discuss their
territorial problem. DU30 appointed Ramos
as his special envoy to China precisely for
this purpose. But before he could go to China,
the diplomatic storm broke out with the US,
and DU30 personally canceled FVRs planned
trip to Beijing.
DU30 is scheduled to visit China next
week, even before he could post a permanent
Philippine ambassador to Beijing. This is
never done. At least, not when governments
felt themselves bound to comply with
diplomatic protocol. DU30 has announced the
nomination of China specialist Chito Sta.
Romana well ahead of the agreement of the
Chinese government and his confirmation by
the Commission on Appointmentsin
violation of protocol. So there will be no
Filipino ambassador to attend to him in
Beijing. He will have to be attended by the
Deputy Chief of Mission, Elizabeth Te,
Minister and Consul General, who is the
Embassys Charge dAffaires.
Beyond the basic problems of protocol,
diplomatic observers are unable to find in
this visit a chance for DU30 to assert the
independent foreign policy he equates with
his move to distance himself from the US.
They tend to look at it as an act of total
capitulation to China, and to them this raises
a constitutional problem. Having officially
sought arbitration from the PCA and won its
case, can the government backtrack on its
own, without involving the people? Does the
President have the authority to act in any
manner that would amount to a repudiation
of the governments official position? More
questions are certain to follow later.
This is not the only question, even for
now. The visit is preceded by DU30s
announcement of military purchases from
China. The purchase of Russian military
helicopters has already been announced; it
is not yet known what he aims to buy at
special prices on this visit. However, military
analysts have raised certain questions about
the quality of Chinese weapons, following
the latest misfiring of two Chinese missiles
in Indonesia.

yet only the three opposition senators were
charged by de Lima and Noynoys appointee,
Ombudsman Conchita Carpio-Morales and
for plunder.
With all these testimonies from several
witnesses before the House justice committee
probe, and some bank records available at the
Anti-Money Laundering Council, which will
have to be shown sooner or later, when courts
are asked by the Department of Justice (DoJ)
to freeze these accounts, whether the AMLC
wants it or not, the bank records will have to
be bared.
On recalls that even without charges filed

against then Vice President Jojo Binay, the


AMLC, the prosecutors asked the Court of
Appeals to freeze several bank accounts of
Binay, claiming all the other accounts were
the VPs dummy accounts and the yellow
media feasted on these.
Isnt it strange that the reports on de
Limas alleged odrugs collection money as
well as the House hearings are being buried
in the inside pages of the yellow media, when
such stories against the three opposition
senators were always made banner stories?
The yellow appointees of Noynoy in the
AMLC today appear too reluctant to even
provide the Department of Justice with the
bank records, for the DoJ to be able to trace
the money trail leading to Leilas dummy bank
accounts, said to be in the hundreds of
millions, if not billions.
Predictably, Leila denied the allegations
in the latest complaint, using the same claims
of these allegations being a product of
invention and fakery.
Yet it cannot be denied that she, still the
DoJ chief, who even raided the New Bilibid
Prison must have known that Kerwin
Espinosa was a big time drugs trader, as even
his father who has admitted that his son was
into big time illegal drugs trade, given that
she was supposedly was focused on the
illegal drugs trade, with her campaign ads
showing her to be the drug buster.
Then too, as DoJ chief and in charge of
the National Bureau of Investigation, didnt
she get reports from her National Bureau of
Investigation agents of the big time drug
dealers and Kerwin Espinosa being one of
them, especially as a lot of residents in that
area knew just what was going on in the
Espinosa household?
De Limas answer to all these charges as
just denials, and one which she has not even
bothered to prove through evidence to clear
herself.

SENATOR Loren Legarda has called on the Department


of Foreign Affairs (DFA) to oversee the immediate ratification of the Asian Infrastructure Investment Bank
(AIIB) Treaty and the Paris Agreement on Climate
Change during the Senate hearing on the agencys proposed budget for 2017.
Legarda, Chair of the Senate Committee on Finance
and Climate Change, said that while the Philippines is a
founding member of the AIIB, a China-led international
financial institution for the Asia-Pacific region, it has
yet to formalize its membership pending ratification of
the Treaty.
It will be good for our country and for our diplomatic relations with China if we are able to ratify the
AIIB Treaty before the Presidents visit to China this
month. As a member of the AIIB, we will be able to access funds for vital infrastructure projects. It will also
be good for the President and his delegation to go to
China bearing positive news that the administration has
worked on the approval of our AIIB membership, said
Legarda.
The Senator also said that the Treaty must be ratified within the year since the Four Billion Pesos initial
contribution of the Philippines to the AIIB has been
included in the proposed 2017 budget of the Department of Finance.
We have already earmarked the funds for our contribution to the AIIB, but if the Treaty is not ratified
soon, we will have to delete it from the budget, she
said.
In relation to this, Legarda also requested the DFA
to instruct all its embassies and consulates to gather
information about all available sources of funding and
technical assistance from governments and private organizations that the Philippine government can access.

and private organizations to augment our funding requirements for various government programs for energy,
infrastructure, micro enterprises, climate and disaster
resilience, among others, said Legarda.
The Senator also asked the DFA to prioritize ratification of the Paris Agreement on Climate Change, which
will enter into force on November 4, 2016.
We have nothing to lose, but everything to gain
with the Paris Agreement. It will soon enter into force
but we will not be able to avail of the Green Climate
Fund unless we ratify the Agreement, she explained.

the international community that we are one with the
world in the goal of having a sustainable and resilient
planet. Aside from that, the Paris Agreement is very important for the Philippines, being one of the most vulnerable nations to the impacts of climate change, said
Legarda.
Meanwhile, as part of the DFAs mandate to protect
the rights and promotion of the welfare and interest of
Filipinos overseas, Legarda asked the Department not
only to ensure adequate funding for legal and welfare
assistance for overseas Filipino workers (OFW) but also
to see to it that OFWs are informed that the government
provides such forms of assistance to them through Philippine embassies and consulates worldwide.
The Senator also urged the DFA to give equal importance to the fourth pillar of foreign policy, which is
cultural diplomacy.
I want to see a robust cultural diplomacy unit of
the DFA and more cultural diplomacy activities between
the Philippines and other nations. We have started to
put the Philippines back to the global art scene through
our return to the Venice Biennale. We need more of these
cultural engagements with the international community
so that we can promote the countrys diplomatic agenda
through cultural diplomacy, Legarda concluded.

Summary execution

3 Chinese-looking men, woman found dead in Pampanga


CITY OF SAN FERNANDO Three Chinese-looking men
and a woman were found dead in separate places in Bacolor
town and in this City Tuesday, with authorities tagging
them as victims of summary execution.
Three victims were discovered by residents of
Barangay Maliwalo in Bacolor, Pampanga at a sugarcane
plantation adjacent to the megadike early Tuesday morning.
Motorists stumbled on the fourth cadaver along
MacArthur Highway at Bgy. Balite here shortly before noon,
according to Senior Supt. Rodolfo Recomono Jr., director
of Pampanga Provincial Police Office (PPO).
Recomono said investigators are still checking whether
the killings are connected to illegal drugs - given that bulk
of the thousands of killings not attributed to police antidrug operations in the past three months have been loosely
lumped together as drug-related summary executions.
We are investigating it and could possibly be related
to drugs, said Recomono over phone.
The first three bodies, Recomono said, were killed
somewhere and apparently brought to the sugar cane plantation to hide their bodies. The woman was already half
buried when discovered. They all remained unidentified.
The other victim was found seated on the passengers
seat inside a black Ford Explorer (ll 0994), with 25 stab
wounds.
Supt. Jean Fajardo, City of San Fernando police chief,
said the victims hands and feet were tied by packaging
tape.
Fajardo said the victims body was claimed by a woman
claiming to be his wife and who asked authorities not to
reveal their identities to protect their businesses.
The victim is described as a transient Chinese businessman who often visited Angeles City and Manila. Jess

species at barangay Calaocan in Quezon town.
Police Chief Inspector Ferdinand Laudencia, chief of police, said the confiscated wood were red lauan and
tanguile left along an area in the said barangay.

(PA) official here said the governments peace process and ceasefire agreement with the New Peoples
Army (NPA) pave the way for recruitment activities
by the rebels.
Lt. Colonel Rolando Mangigil, commander of the
armys 54th Infantry Batallion based at barangay
Bagumbayan in Dupax del Sur town, said rebels who
only frequented the villages near the tri-boundary of
the province also pushed their recruitment efforts in
Nueva Vizcayas central towns.

It is good that as of this moment, no new members were recruited yet. We are encouraging our local
officials to be more vigilant and report these activities to us, he said during the recent Provincial Peace
and Order Council(PPOC) meeting at the Nueva
Vizcaya Pasalubong Center (NVPC) here.
Before the governments peace offer to the NPA,
Mangigil said their remnants were only concentrated
within the tri-boundary provinces of Nueva Vizcaya

CAUAYAN CITY, Isabela All traffic enforcers and personnel of the Public Order and Safety Unit (POSU) in this
city may soon have to undergo a mandatory drug test in
support to the present administrations intensified antiillegal drugs campaign.
Antonio Delmendo, POSU chief, said he proposed to
Mayor Bernard Dy that all his staff should subject themselves to mandatory drug testing to ensure that all traffic
enforcers here are free from illegal drugs use.
The mandatory drug test is a good measure to cleanse
the organization and to keep traffic enforcers away from
the drug menace, Delmendo said, adding that anyone
who will be found positive of illegal drug use will be dismissed from the service.
Aside from ensuring the safety of commuters, motorists and pedestrians, he said traffic enforcers must also
help the present administrations thrust to stamp out illegal drugs in the country.
The POSU chief is optimistic that his request will be

CAUAYAN CITY, Isabela, October 12 (PIA) Jeepney drivers and operators in this city
strongly opposed the plan of the Department of Transportation and Communications
(DOTC) to phaseout old public utility jeepneys nationwide.
Rolando Sayago, jeepney operators president here and chairman of the No to
Jeepney Phaseout Coalition in region 2, said the DOTCs proposal to phaseout the
traditional jeepneys should be studied well as there will be effect to the riding public.
The DOTC initiated the implementation of the jeepney phaseout to modernize the
countrys transportation sector, improve passenger safety and to promote the use of
environment-friendly vehicles.
The DOTC planned to take off the roads those jeepneys that were more than 15 years
old and be replaced with new vehicles such as electronic jeeps and those with combustible engines.
Although the transportation department is offering assistance for the affected sector, however, we are not yet ready for the proposed transport sector modernization,
Sayago said, adding that they cannot afford to have even a single unit of electronic
jeepney (E-Jeepney).
He said the proposed phaseout of old jeepneys, once implemented, will cause loss of
income and livelihood of many families.
Sayago urged the DOTC to have a dialogue with the transport sector particularly
jeepney drivers and operators so that they will also hear their side on the planned phaseout of old jeepneys. Merlito G. Edale Jr.
