Contract Title: Rehabilitation of Suswa Water project

1. The Government of Kenya has received a grant from the World Bank and
intends to apply part of the proceeds of this grant for payments under the
Contract: LVNWSB / WaSSIPAF / DM/WRK/SUSWA/2016 - Rehabilitation of Suswa
Water Project in Nakuru and Narok Counties.

2. The Lake Victoria North Water Services Board, a Parastatal under the Ministry of
Water and Irrigation, now invites sealed bids from eligible and qualified
Bidders for Rehabilitation of Suswa Water Project. The Works include but are
not limited to:(i)

(iii)

Equipping and electrifying 1 No. borehole near DCK Flower farm.


Construction and testing of pipeline as below: Rehabilitation of the existing rising min of DN 200mm
Galvanised Steel pipe approx. 1km long and lay a new 2 Km DN
160mm PN 25 HDPE pipeline and another new 0.85 Km DN 160
uPVC class E pipeline.
Lay a new gravity main distribution piping comprising of 4.7 Km
DN 160mm PN 16 HDPE, 17Km of 110 mm PN 16 HDPE and 3
Km of PN 16 and 10 HDPE .
Lay new 110mm HDPE pipeline across deep gullies.
Construct a 225m3 capacity masonry storage tank inside Hells Gate
National Park.

Rehabilitate 3 No existing wild animals water toughs and construct


4no. additional ones.
(v) Construct 3 No. cattle water troughs.
(vi) Rehabilitate 4No. existing Water Kiosks and construct another 4 No.
new ones and fit them with Bone Char de-fluoridation units.
(vii) Construct a new 100m3 capacity masonry water storage tank at
Suswa town.
(viii) Lay and compact murram surfacing and maintain 10Km access roads.
(ix)
Lay 9 Km of water distribution piping within the National Park.
(x)
Supply and Install bulk and 150 No. customer water meters.
(xi) Construct 2 No. water supply operators houses.
(xii) Implement Environmental Management plan and agreement with
Kenya Wildlife Services.
The construction period for the works is 12 (Twelve) Calendar months.
3. Bidding will be conducted through the National Competitive Bidding (NCB)
procedures as specified in the World Banks Guidelines: Procurement of Goods under
IBRD Loans and IDA Credits & Grants by World Bank Borrowers for Procurement of
Goods, Works and Non-Consulting Services issued in January 2011 and revised in
July 2014 (Procurement Guidelines), and is open to all eligible Bidders as defined in
the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting
forth the World Banks policy on conflict of interest.
4. Interested eligible Bidders may obtain further information from the address below
and inspect the Bidding Documents from 0800 hours to 1700 hours local time from
Monday to Friday, except during lunch hour (1300 hours to 1400 hours), during
weekends and public holidays.
5. Qualifications requirements include:
(a) Proof of legal existence, certified copies of Tax Compliance, VAT & PIN certificates.
(b) Experience as contractor, management contractor, or subcontractor, in at least Two
Works Contracts of a nature and complexity within the last five (5) years, each with
a value of at least 80 million Kenya Shillings that have been successfully and
substantially completed and that are similar to the proposed works.

(c) Proposals for the timely acquisition (own, lease, hire, etc.) of the essential
equipment as per the bidding document.

(d) Adequate and competent staff for the Works as per the bid document and
(e) Liquid assets and/or credit facilities, net of other contractual commitments and

exclusive of any advance payments which may be made under the Contract, of
no less than Kshs. 20,000,000 (Kenya Shillings Twenty Million Only) or
equivalent in a freely convertible currency.
6. A complete set of bidding documents in English may be purchased by interested
bidders on the submission of a written application to the address below and upon
payment of non- refundable fee of Kshs. 1,000.00 per set. The method of payment will
be cash (deposit to KCB Kakamega account No. 243673724) or bankers cheque from a
reputable bank in Kenya or through Lake Victoria North Water Services Board
MPESA pay bill No. 909318, Account No. 909318. The bidding documents will be
collected from the address below upon production of a purchase receipt.
7. There shall be a Mandatory Pre-Bid site meeting on Friday, 21st October, 2016 at
10.00am at the Offices of the Senior Warden Hells Gate National Park at Elsa Gate
located off Moi South Road which is off Nairobi Mai Mahiu - Naivasha Highway
followed by a visit to the project sites ( 90Km and 20Km from Nairobi and Naivasha
respectively). The cost of the visit will be borne by the Bidder including park entry fee
of Kshs 350 per person and another Kshs 350 for a car of not more than 5 seats.
8. Bids must be delivered to the address below at or before 1200 hours East Africa time
on at 1205 hours East Africa time on Tuesday 15th November, 2016. Electronic bidding
shall not be permitted. Late Bids will be rejected. Bids will be opened physically in
the presence of the Bidders Representatives, who choose to attend in person at the
address below:
9. All Bids shall be accompanied by a Bid Security of 1% of the Tender Sum in form of a
Bank Guarantee.
