Steve Et Al:

BP knows the flow up through the BOP increased once they cut off the top of the Riser above the Flange.

Sadly the Horizontal cut just above the Flange bolts is creating more of a nightmare. My immediate recommendation
was to utilize the TOP KILL and JUNK SHOT connections to DRAW OFF OIL, GAS AND WATER from the sides or directly
underneath the BOP. Keeping in mind the inlet section in the OIL is 7 inches to the estimated 36 inches at top of the
casing flange where it is reduced to enter the BOP this makes up a VENTURI EFFECT OR PRINCIPLE situation where
the SPEED INCREASES FIVE FOLD coming out as the push 18,000 feet increasing in size hits a 21 inch perhaps interior
chamber to the top of the BOP making it come out super hot and faster.

Ruth and I recommended they hook up lines INDEPENDENT of the TOP HAT 4 to ships to draw off the pressure through
the TOP KILL AND JUNK SHOT connections which would reduce the flow to the top BOP flange area perhaps allowing
a NEW TOP HAT to seal at the BOP FLANGE surfaces which is ideal PLUS would allow removal of oil to two or more
ships using that MUD and KILL line used before forcing thousands of barrels of MUD into the casing. Remember we
also recommended hundreds of CB 40 Channel Radios with Magnetic Mount antenna, Speakers and PA Systems issued
to all boats so they could communicate with the Military or USCG.no one used that suggestion so why should we
expect anyone using NEW LINES USED BEFORE TO TAKE OFF OIL FROM BOP BOTTOM RELIEVING THE TOP. No one
seems interested in making a special sleeve with weight to only cover the BOP flange with FULL PORT 21 inch FLOW
TO THE SURFACE where it can be split with a WYE to two ships if desiredno action there either but at least we tried
! Branko R. Babic tried !

1
Personal belief: The BOP is something that sits over a special MALE item attached to the casing and some other
support on the bottom. Technically the entire BOP could be picked up.yes all of the TONS in the same manner it was
laid downmoved over then dropped to the ocean floor while the cranes assisted each other placing the NEW BOP
over the male riser and you would have a fully operational BOP ALREADY OPENED WITH SHUTOFF AND FLANGE FOR
HYDRAULIC WITH CHECK VALVES..simple in Earth moves but it can be done at 5,000 FEET with the ROV Operators. I
am not a fan of UPRIGHT BOPs. REPLACEMENT IS ONE OPTION BUT IT MUST BE OPENED ON SURFACE ALL THE
WAY THROUGH THE BOP TOP SECTION OR IT MIGHT REALLY GET HAIRY.

Branko R. Babic FRICTION PLUG is such that in an emergency the BOP could be removed then the FRICTION PLUG to
say 20 inches in diameter X ____ unknown height could be released into the hole and guaranteed to shut down the well
without expensive drilling from the side OR failure of a super leak underneath that no one could control. I guess that
is easier to visualize using straws wrapped at the tip and allowed to go into a pipe.once it hits the straw size it stops
forcing itself on the sides and creates a perfect seal. ONLY DANGER is it is too light and is pushed UP but GAS, OIL
and Mother Nature PISSED OFF ! Right now rather and spend MILLIONS to try to seal the pipe casing below the Gulf
Sea Bed some 15-20,000 Feet I would have reamed the top of the BOP flange with special Hydraulic Ream shown by
Brad Wehde in his flickthen put a machined TOP looking seal on top and keep the pressure on same to STOP THE
LEAK PERIOD.

BP desires to keep pulling off GAS, OIL and WATER plus hiring several HUNDRED THOUSAND KIDS TO GET PERHAPS
SICK OR DIE WORKING THE BOATS, SKIMMERS, SHORE LINES, BAYS AND JETTIES WHILE LEAVING THE BLOBS OF
OIL MOVING ALONG TO THE GULF STREAM AND OVER TO ENGLAND WHERE MAYBE THEY ARE GOING TO SAVE FUEL
SHIPPING SAME TO ENGLAND TO SUCK UP WITH SPECIAL VACTOR OR VAACUM MOTORS AND SLUDGE PUMPS OR
EVEN 1,000 FEET PLASTIC PIPE WITH SUBMERISBLE MOTORS AND SPECIAL FILTERS TO KEEP FISH OUT WHILE THE
OTHER OIL IS PUMPED TO THEIR LARGE TANKERS AND PROCESSED IN ENGLAND.

Ruth and I fear for the Islands South and East of Florida who ONLY USE DESALINATED WATER as the Oil presence will
shut down any attempt to get water for these people to drink. On my SCRIBD site we put up how to use RAINWATER
HARVESTING as well as SOLAR STILL and Plant Leave recovery of water using clear plastic garbage bags to get
water. ALL ISLANDS better get prepared to use these old Military and Scouting Skills to get the water as 1 gallon of oil
will contaminate some 250,000 gallons of water in a lake, stream, intra coastal waterway, underground water sources
such as well and aquifer, river and GOD HELP AMERICA who does not recover RAINWATER YET ! They will shortly.

My fear is seeing the WORKERS shoveling Oil, Tar Balls, Sand and Dirt plus SEA WATER into plastic bags. My
professional training for SPILLS mandated special containers like small sealable numbered drums delivered to any
2
site, filled with dirt and sand plus oil, grease, gasoline and sewage, then taken away as guards must stand bye 24/7
until the barrels are taken to special BURNING areas where even the plastic is put into incinerators with belts of steel
allowing burning OFF of all oil or gasoline then recovering the sand and dirt. Florida Statutes Chapter 62 Section 770 I
believe covers same. Imagine those TONS of contaminated clothing given over to WASTE MANAGEMENT PERHAPS
WHO TAKES SAME INTO A DUMP SITE, PUSHES DIRT OVER SAME AND YEARS LATER THE WATER CAUSES THE OIL
TO LEAK INTO THE GROUNDWATER AND POLLUTE THE PLANET LOCATION all because no one enforced the EPA, DEP
and Florida or FEDERAL LAW thinking..HEYBP WILL BE GONE AND WHO CARES ?

Ruth and I care and have asked many Politicians and Federal Law Enforcement Officials to keep that in mind when
they see thousands of people taking off those cute uniforms and rubber goodies laden with oil and transferred into
plastic bags to be taken to a LANDFILL ON CONTRACT WITH WASTE MANAGEMENT which creates a more dangerous
condition later for those living in America !

Do YOU really think BP was alone in not being prepared for such failures.there are reportedly 4,000 sources of OIL in
the Gulf. NOT ALL AROUND THE UNITED STATES NOR ENGLAND NOR AFRICA but IN THE GULF ! No ROV
inspections, no clear picture how to prevent FOUR OR FIVE LEAKS .NO BRANKO R. BABIC FRICTION PLUGS
STANDING BYE ANYWHERE ? NO BRANKO R. BABIC COUNTER PRESSURE PLUGS WITH OR WITHOUT PIPE AND
SHUTOFF ? NO BRANKO R. BABIC COUNTER PRESSURE PLUGS WITH SHUTOFF, WEIGHTS, FLANGES AND SLEEVE
MACHINED FOR SIZE OF BOP FROM CAMERON TO MAKE A PERFECT SEAL. H I N T HINT!

THE IMPORTANT THING IS TELL BP YOUR IDEAS TO STOP THE FLOW.. NOT SAY ANYTHING ABOUT WHO WAS AT
FAULT OR NOT!

THE ENTIRE AREA IS STILL A CRIME SCENE ---- UNTIL INVESTIGATIONS CLOSED AND ADMIRAL THAD ALLEN
REPORTS IT IS STOPPED BY ANY MEANS. I STILL SAY THE SPILL COULD HAVE BEEN STOPPED IN 8 HOURS FLAT
! COST $ 20,000.00 TODAY!

ONE SLEEVE WITH 21 INCH PIPE, WEIGHTS, SHUTOFF, SLEEVE CONNECTOR TO SURFACE AND IT WOULD BE
STOPPED INSTANTLY!

NO SKYPE CALLS, NO PHONE CALLS.NO ONE CARES ?

Ralph,

I believe I 'cc'd you, Brad, others...on what I sent to Branko:

Corexit Calcs.xls (updated)

Methods to stop flow
Letter to Rudy Rummel - we also have other 'problems' as big as "BP".
and other critical info: loss of hydraulic pressure over time resulting in increased probablity of seismic event...
increased probablity of change in shape of oil/methane hydrate "pocket".

have you seen the latest estimates as to flow rate?

have you see the latest information on problems deep down the bore hole...tube may be damaged...(?)

4
that info...and,
sent him the info on "benzene plume Level 1" hitting populated area; toxic-chem manufacturing or nuclear facility > air packs
"Blue-Fly" Ready response "Jump Team" - "Chem-SWAT HazMat" response team.

is what they need...and are way overdue for. As the damage continues unabated...56 days.

Best wishes to all,

Steve

Steve and Brad:

Branko R. Babic is an extremely intelligent and dedicated man with a very well established professional ability on Wells. I nor anyone should not require an
answer to each and every message at all times.

a blowout on one of the relief wells could release a further 240,000 barrels of oil a day, although Hayward has since discounted the chances of this.
"The relief wells ultimately will be successful," he said.

Isn't that the same thing they said about the last (7) failed attempts...which have made the problem that much worse?
20% increase in outflow.

Other sites leaking, oil finding it's way to the surface via damaged bore-hole / tube casing damage - indicated by 'mud'
coming up through "side channels" from BELOW the BOP pipe (above) they are trying desperately to 'cap'.

Totally wrong approach to the entire problem; out of seqeunce; horse is before the cart.

just try to bring that to their attention. Remember...they are in 'control'. Rather, it looks like it's out of control
if no one minds me saying the obvious? Is that 'ok' at a late time like this? Do we have ...permission?

56 days and counting. They still don't get it. But they will soon....very soon.
