crime rates in the
country.
As a staff, our goal is to
address the need of this
population and to reduce
recidivism through the
implementation of
evidence based practice.

services for a high risk
population. In coordination
with the referring Agent we
target the specific need of the
offender and commission the

Transit Services
Public Transportation assistance was
identified as a need for participants in
our program. Participants use the
Subway and bus systems as a
primary mode of transportation in
Philadelphia. Philadelphia RSS has
collaborated with the local county
assistance office(CAO) and with
UNIT/RESET manager to establish a
link for a monthly transit pass for
each qualifying participant.

Behavior Change
Evidence Based Practice is a proven way
to reduce recidivism and increase public
safety. Our cognitive based groups and
positive environment have encouraged
some of our most difficult participants to
change previous behaviors and engage in
pro social activities. Many of our
participants are actively searching for
employment for the first time, improving
their literacy/computer skills, and striving
towards self-improvement. Many of our
Agents have noticed the positive change
in their offenders referred to our
program. Our staff in conjunction with our
referring Agents is dedicated to providing
services necessary to solicit change. It
provides services to the community by
reducing recidivism.

About the Program


The Philadelphia RSS opened in February 2014. Our program is one of
eight structured facilities in Pennsylvania operated by GEO Reentry
designed to reduce recidivism, improve public safety, and decrease cost
associated with incarceration. Our facilities provide Evidence Based
Programs and services to the Pennsylvania Board of Probation and Parole

(PBPP) and the Bureau of Community Corrections. Facilities operated by


GEO have reduced recidivism and costs in Pennsylvania since 2006. We
are committed to be Pennsylvanias trusted partner in this endeavor.
