EPCC OF ORF BUKIT TUA DEVELOPMENT PROJECT ‘SPECIFICATION FOR EARTH WORKS & SITE PREPARATION 41, INTRODUCTION PC Ketapang Il Ltd (PCK2L) plans to develop the Bukit Tua Field, in the Ketapang Block, East Java, Bukit ‘Tua which is primarily an oil field but with significant associated gas, is located 35 km north of Madura [stand and 110 km northeast of Gresik at a water depth of approximately 87 m. WN [_Ketapang PSC Madura Figure 1.4: Bul The Preferred Development Option is a not-normally-manned Well Head Platform (WHP) which is tied back to a spread-moored Floating Production, Storage and Officading (FPSO), anchored approximately 900 m from the WHP. The Full Well Stream (FWS) from the wells are separated into gas and liquid steams in the production separator on WHP. The gas and liquid are evacuated to the FPSO via two separate single phase 16° gas and 8" liquid infield flow lines. Associated gas is compressed and conditioned on the FPSO and exported via a 12° gas pipeline to WHP and there onwards via a 12° gas export pipeline to the Onshore Receiving Facilities (ORF) in Gresik. Oils exported by tandem mooring from the FPSO whilst produced water is treated for overboard disposal The FPSO vessel, moorings, topsides and the flexible pipeline risers at the FPSO will be leased. FPSO- ‘WHP interfaces shail include the flexible pipeline risers and radio telemetry link for data, telephone and remote monitoring and control of the WHP from FPSO, ‘The export gas shall be received at the ORF where final separation of condensed liquids shall take place betore fiscal gas metering. The metered gas shall be routed to the sales gas delivery point outside plant battery limits. 2. SCOPE This specification covers the minimum design and construction requirements for all earthwork including: site preparation, ground improvement, excavation, back filing, demolition, disposal of material and fiish- grading for plant site, for Onshore Receiving Facilties of Bukit Tua Development Project. BENCH MARKING ‘Survey base lines and benchmarks shall be established and maintained during the work and handed-over to Company finally. Before commencement of work, benchmark locations shall be shown to Company for approval. Benchmark shall be established on clear from construction areas. If any existing bench mark on the construction area, the bench mark shall be demolish or moved to clear area and shall be done on Company approval 8. CLEARING AND GRUBBING ‘The Contractor shall be responsible for all clearing and grubbing of obstructing object or vagetation in the fel. Clearing and grubbing shail consist of the removal of everything on or above the ground surface, including trees, scrub, stumps, roots, organic matter and debris, boulders and rubbish except trees and shrubs which designated for preservation All trees, stumps and other vegetation shall be removed fo the bottom of their root zone, Based on geotechnical report, stipping of entirely top soil shall be done to a depth not less than 0.3m, 9. EXCAVATION Excavation shall be performed in accordance with the design drawings to the dimensions, grades, and «elevations as noted and as required for foundation formwork Over excavation shall be filled to the design levels and dimensions with the appropriate approved fill material and compacted as per Section 13, High priority shall be given to the carrying out of all excavation safely in regard to workmen and the public. All necessary precautions and procedures shall be carried out to ensure the prevention of damage to any structures, of services which are adjacent to the works. Contractor shall be kept exc avated areas dry and free from water by providing proper drainage or dewatering during construction, Slope for open excavations shall be 1V:1.5H, othenuise temporary retaining wall shall be installed to avoid slope collapse due to loose material or slope excavation not properly. Materials and method of retaining system shall be proved by calculation and approved by Company, After excavation to the required dimensions, the bottom of the excavation shall be carefully trimmed to the required profile and levels. Structural excavation shall be performed in accordance with the design drawings to the dimensions, grades, and elevations as noted and as required for formwork. EPCC OF ORF BUKIT TUA DEVELOPMENT PROJECT SPECIFICATION FOR EARTH WORKS & SITE PREPARATION 9.4 Control of Water 9.1.1 General Prevent or control water flow into excavations, or water accumulation in excavations, to ensure that the bottoms and sides of excavations remain firm and stable throughout construction operations, 9.1.2 Surface Water Plan and conduct excavation operations so as to minimize the disruption of storm water drainage in the vicinity of the work. Provide diversion ditches, dikes, and other suitable measures to control and direct runoff around and away from the excavation, Protect the sides of excavations from erosion and sloughing caused by storm water runoff Promptly remove storm water accumulations In excavations. The systems and equipment for controlling surface water shail be of sufficient capacity to accommodate the runoff rate expected from the 2-years (50 percent annual chance) rainfall event, with no significant disruption of the construction schedule, or damage to existing features or facilities in the vicinity of the work. 9.1.3 Ground Water When the bottom of the excavation must be carried to an elevation below the groundwater plezometric surface or to such proximity to the piezometric surface that the excavation bottom will become soft due to its being saturated by groundwater, measures shall be taken to lower the piezomettic surface sufficiently to maintain the stabilty of bottom and side of excavation. Design the groundwater contro! system using accepted professional methods of design and engineering consistent with the best modem practice. The system shall include trenches and sumps with pumps, well points, and such other equipment, appurtenances, and related earthwork necessary to achieve the groundwater control needs of the Work. Carefully design and operate the system to avoid damage to existing structures and other facilities in the vicinity of the Work. Contractor shall properly analysis the hydraulic flow line of the groundwater for dewatering purposed ‘and anticipated any possible risk due to uncortainty of hydraulic flow ine. 9.1.4 Disposal of Removed Water Convey water removed by the water control systems to an existing storm water drainage facility that has sufficient capacity to accommodate the flow rates involved without damage. Secure permits or ther approvals required from authorities having Jurisdiction for such starm water discharge. Contractor shall maintain, control and avoid any water contamination due to the work by proper mean. 9.4.5 System Removal ‘After completing construction operations needing water control, remove materials, equipment, and other facilites used for that purpose, and clean up and restore affected areas as required 10. STOCKPILING 10.1 General ‘This work shall consist of preparing the stockpile sites and in the amounts as shown in the Plans or as TEBTORF-ESPC G07 Rov. 0 Page ore PC KETAPANG HLTD. EPCC OF ORF BUKIT TUA DEVELOPMENT PROJECT SPECIFICATION FOR EARTH WORKS & SITE PREPARATION directed or as approved ‘The stockpile area shall be cleared of vegetation, trees, stumps, brush, rocks, or other debris and the ground levelled to a smooth, firm, uniform surface. The debris resulting from clearing and preparing the site shall be disposed of in a manner satisfactory to the Engineering, ‘Topsoil shall be removed to a depth as specified and moved to the longitudinal sides of borrow pits and ‘access tracks and shall be stockpiled for future rehabilitation works. 10.2 Water Course A buffer of 50 meters shall be provided between natural water courses and stockpile areas unless ‘otherwise approved (e.g. sand extraction). 10.3 Construction of Stokcpile Stockpile shall be constructed upon the prepared sites in accordance with stakes set by the Engineers. The piles when completed shall be neat and regular in shape. The stockpile height shall be limited to a maximum of 7.5m, Stockpile in excess of 183 cubic meter shall be built up in layers not more than 1.2m in depth. Stockpile layers shall be constructed by trucks, clamshells, of other methods approved by the Engineer. Stockpile area shail conform to the surrounding existing contours and drainage configuration, 10.4 Restoration Works Upon completion of the Contractor's operation, the stockpile area shall be cleared of all rubbish, temporary structures and equipment, and shall be left in a neal and presentable condition, Stockpile walls shall be graded evenly to blend with surrounding ground and with side slopes no steeper than 3 horizontal to 1 vertical (3H:1V) Stockpile ficors shall be left neat and tidy with any material stockpiles respired over the floors. (On completion of stockpile area reshaping, any material brought to the area shall be spread evenly over the entire bottom of the area. The order of spreading shall be bituminous material, oversize material, rock, spoil, and over- burden unless otherwise directed. ‘The topsoll shall be re-spreading over the reshaped batters and bear areas of the pit and on access tracks. Topsoil shall be re-spread to a depth of not less than 70 mm unless otherwise directed after topsoil re-spread; the entire pit area shall be ripped along the contours to a minimum depth of 500 mm ‘and width of 500 mm. No trafic shall be allowed on ripped areas, Restoration is not complete until all ripping has been finalized 11. FILLING AND BACK FILLING 11.1 General Filing and backfiling can only be started when backfill material and location of the work have been ‘approved by Company. EPCC OF ORF BUKIT TUA DEVELOPMENT PROJECT SPEGIFICATION FOR EARTH WORKS & SITE PREPARATION Before fil and backfill work started, site shall be drained so that is free from standing water. Fill and backfill material shall be placed to the lines, slopes and levels as shown on the drawings to the specified tolerances, ‘Compacting shall begin only after the fil or backtill has been properly placed and subbase already fulfilled the minimum requirement, after the material to be compacted is at the proper moisture content. Compacted surfaces of fil and backfill shall be finish-graded to the cross sections, lines, grades, and elevations as specified in the design drawing Fill material that is deposit near the working place for more than 12 hours shall be protected with polyethylene sheet, so as not to damage the material which has been approved by Company. At all stages of filing work, surface runoff shall always be maintained by means of providing reasonable mild gradient on each lft of fil, swales or daylight around the working area and plastic cover during heavy rainfall, if required by the Company. Where soil has been softened or eroded by water or rain, the Contractor shall remove the fill rom the damaged areas and replace the fill and re-compact it ‘Along the connecting line between newiy filled soil and the adjacent existing sali, a benching joint shall be made to avoid slip or separation due to water seepage. ‘Along the boundaries of filing, excess material shall be placed extended from their required limits, sufficient to assure effective compaction in each lift of fil and to avoid patching work at the final slope trimming, ‘The Company re serves the right to order random compaction tests when in this opinion a sign of compliance failure is observed. In the case that compaction test fallure to reach required density the Contractor shall correct soil water content by replacing the soil or air drying and carry out further ‘compaction of the dried soil, ‘The Contractor shall take priority to repair any compaction work that daes meet the density requirement in this specification and as specified by resul of tial compaction test 11.2 Filling Top 150 mm of earth surface shall be scarified and re-compacted. Fill material shall be placed, spread ‘and compacted in horizontal layers of loose material not exceeding 300 mm in loose depth, Fill may be placed in thicker layers if the specified compaction over the full dapth of the layer can be shown to be achievable prior to commencement of the works. ‘The full depth of each layer shall be uniformly compacted over the whole area, 11.3 Backfilling Backfill material shall be placed in horizontal layers with slopes nat exceeding 1 vertical to 20 horizontal. The loose thickness of each layer shail not exceed 300 mm, unless otherwise specified in engineering drawing. A lesser thickness shall be used if the specified compaction cannot be achieved or if the feet of a sheep foot roller are not long enough to pass through the full ayer thickness. Each layer shall be compacted as specified. EPCO OF ORF BUKIT TUA DEVELOPMENT PROJECT ‘SPECIFICATION FOR EARTH WORKS & SITE PREPARATION Compastion shall not be done in such a manner as to damage or move any foundation or structure, 11.4 Materials Materials used fo fil and backfill shall not comprise of: + Material from swamps, marshes and bogs + Peat, logs, stumps, and toxie material + Material susceptible to spontaneous combustion + Clay ofiquid limit exceeding 80% andlor plasticity index exceeding 55% + Organic content greater than 2.5% by weight on ignition, + Concrete fragments and other foreign materials If soil material available at site is not suitable for fling therefore contractor shall propose query and borrow soil for Company approval Contractor shall conduct test and analysis to prove that proposed material is suitable for filing and submit the report for Company review and approval prior to commence of the fling work. Specification of fill material shall meet the requirement of BS 6031 Section 8. 42. TRENCHING 12.1 Trenching Requirement 124.4 Previous Excavation In the event that trench passes over a sewer or through any other previous excavation, carefully compact the bottom of the trench to a density equal or greater than that of the native soll adjacent to the previous excavation, 12.1.2. Excavation Appurtenance Excavation for precast manholes, catch basins, drainage inlets, and other similar structures shall be of sufficient size to permit proper placement of the structure in their intended positions. 12.1.3, Length of Trench Pipe trench excavation shall be done in segments, The segment length shall be worked out such that the other works are not interrupted due to trench excavation, Next segment shell be excavated after the previous segments backfilled, 12.1.4 Width of Trench Trenches shall be kept to the minimum widths consistent with the laying and bedding of the relevant service, the construction of associated manholes, inlets and appurtenances and in compliance with the regulatory authority requirements. In the pipe embedment zone, the trench sidewalls shall be as neary vertical as practical. From the top of the pipe embedment zone to the surface, the trench sidewalls shall be either sloped sufficiently to prevent sloughing or cave-in, or shal be properly supported. Stockpile excavated materials in an orderly manner a sufficient distance from the trench sidewalls to avoid endangering the stabil of the bank. Final backfill shall not be placed until any specified inspection, testing and approval have been carried out. 12.2.2 Previous Excavation In the event that the trench passes over a sewer or through any other previous excavation, carefully compact the bottom of the trench fo a density equal to or greater than that of the native soil adjacent to the previous excavation. Perform this compaction carefully to avoid damaging the previously installed facility, 12.2.3 Initial Backfil Initial backfil shail include bedding, conduit side support and conduit overlay with specified materials and in accordance with the drawings. Place and compact select backfil from the spring line of the pipe to the top of pipe embedment zone in uniform horizontal lit oF not over 160mm loose thickness. Bring up the level of backfill uniformly on opposites sides of the pipe along the full length of each pipe section, Side support backfill shall be placed in 150 mm (75mm for sanitary sewers) layers and compacted by hand rammers alternately along both sides of the conduit to maintain the same level ‘The overlay backfil layer shall extend 300 mm over the top of the conduit prior tothe commencement of compaction with a 50kg vibratory plate compactor (4 passes) Ifthe required overlay layer is lass than 300 mm thick, only hand compaction methods shall be used. 12.2.4 Bedding ‘After excavation reaches the require trench bottom elevation and any unsatisfactory sub grade area corrected as specified, prepare the bottom of the trench for placement the pipe by spreading in the trench a layer of loose granular bedding material to attain a level just above the required grade of the outside the bottom of pipe. During final backfil for plastic or other non-ferrous pipelines, install plastic marking tape above the pipeline at the depth of 300mm to 600mm below the required finished grade, ‘The backfil from the top of the overlay layer up to 300 mm below the finished surface level shall be Placed in 300 mm or less thick layers with general fil material. In non-trafficable areas, the final 300 mm backfil layer shall extend slightly above finished ground level and compacted to a density of not less than the surrounding ground with soil similar to the natural in-sit material removed during excavation. The final 300 mm backfil layer in traficable areas shall be of specified road base sub- base materials equal to or exceeding the quailty of the materials in the original formation. 13, COMPACTION Compaction method and acceptance criteria to meet the design requirements shall be established and approved by Company as the results of trial compaction before commencement of the work. Compaction density shall be met of 95% of the maximum Standard Proctor density in according with ASTM D898, The moisture content of the material being compacted shall be within & 3% of the optimum moisture content in accordance with ASTM D898. Fill materials shall be conditioned as necessary to achieve the required moisture content, without additional cost to the Company, 13.1. Trial Compaction Trial compaction is composed of laboratory compaction test and field trial compaction, Laboratory density test by Standard Proctor Test shall be in accordance with ASTM D698. Minimum frequency of Proctor density test is § point from every 1000 m° of compacted fil areas. Compaction test result shall be 95 % maximum dry density at 300mm below of finish grading of top layer or design elevation level. Test should be done at every 2500 m?, Field density test by Sand Cone Test shall be in accordance with ASTM D1556, This test shall be carried out for each compacted layer. Minimum frequency of field density test on each layer is one test per 1000 ae 13.2 Quality Control and Work Procedure 2. TEMPORARY DRAINAGE Prior to the start of any earthwork, temporary drainage system shall be designed, installed and maintained to protect works during site preparation phase from flooding due to rainwater run-off. Provision shall be made to prevent contaminated water sunotf directly flowing into the sea and for sedimentation of sit water by means of silt fence, silt trap, holding pond, etc, D iversion channels shall be constructed where Necessary to prevent rainwater flowing into the site from the surrounding outside of the plant. The Contractor shall produce innovative work procedures to capture rainwater runoff for construction usage, The temporary drainage plan shall be subject to Company approval prior to commencement of the earthwork. 15. TEMPORARY ACCESS Suitable temporary roads shall be laid to provide all-weather access for all construction activities. The temporary roads should preferably coincide wit the planned permanent routes, ‘Temporary access shall be designed to suit climatic, traffic and subsoil conditions. The effects to be taken into consideration shall include heavy traffic along temporary roads, e.g., propagation of dust clouds, damage to existing structures by vibrations, disturbance of surface and subsurface drainage. If it is necessary, suitable precautions shall be taken, 16. EROSION CONTROL ‘Appropriate ercsion control measures shall be incorporated into the earthwork design by: + Control water run-off by alteration of and shapes + Installation of protective covers to slopes + Planting of grasses, shrubs and trees, Natural vegetation should be preserved as much as possible where it does not interfere with construction, with plant operations or not in hazardous and thermal radiation areas. For surface of fil slopes, horizontal berm ditches and Iateral ditches shall be constructed after slope is formed. Then natural vegetation or seeding to cover the area shall be provided immediately. 17. DISPOSAL OF MATERIALS ‘All materials shall be cleared and removed off site. Burning of disposal materials shail not be permitted. Materials removed from the facility to an external repository shall be disposed of in accordance with all applicable local and national laws and regulations. Contractor shail solely responsible for identification, segregation and repository of hazardous and non- hazardous material.
