Annex II
CONTROL, ACCOUNTING AND LIQUIDATION OF FUNDS
AND REPORTORIAL REQUIREMENTS
1. Prior to the release of funds and commencement of procurement activities, the LGU
shall submit to the ECCD Council for concurrence the revised POW and BOQ
prepared by LGU Engineer and duly approved by the Mayor.
2. After issuance of the Notice to Proceed, the LGU shall provide the ECCD Council the
following documents:
2.1 Proof of PhilGeps posting of Invitation to Bid;
2.2 Copy of Contract Documents;
2.3 Copy of Notice to Proceed (NTP).
3. The management and disbursement of funds released for the Main Project shall be
subject to existing government accounting and auditing rules and regulations.
4. The transferred funds shall be subject to the guidelines specified under the
Commission on Audit (COA) Circular No. 94-013 dated 13 December 1994, providing
for the rules and regulations in the grant, utilization and liquidation of funds
transferred to implementing agencies. For this purpose, below shows the illustrative
accounting entries:

5. The transfer and receipt of funds shall be properly taken-up in the books of accounts
of both ECCD Council and the LGU and shall be used only for the intended purpose.
