1.0: INTRODUCTION

I trust that each of you will join me in a personal commitment to enforce this
Quality Policy as a way of life.
The project quality will be planned by the project manager with the support of the
other team members and the actions or activities to be performed includes:
Quality planning promotes prevention rather than inspection. It ensures that quality
is planned into the project to achieved project quality.
Materials Approvals
Samples of such materials will be submitted to the Clients Representative
for approval together with any relevant specification details, prior to
deployment onto the works. Where necessary we will submit test certificates
of sample materials together with the sample to the project manager of
architect for approval.
Field Test.
Macksams will conduct field-testing to verify that control measures are
adequate to provide a product that conforms to the contract requirements and
specifications.
Field testing will be under the organization of the Quality control officer and
materials engineer and will be conducted as follows:
Arrange for field testing in accordance with applicable testing
parameters(Contract specification, National building regulations,1996-
L.I.1630 etc)
Verify that testing facilities and testing equipment are available and comply
with testing standards and ensure that testing facilities are approved by the
employer, Ghana Standards Authority and validated
Check test equipment calibration data against certified standards
Verify that all tests are documented and submitted as part of quality control
system reporting
Review all test documentation before submittal
All testing results will be recorded on a daily quality control report. Any
concerns or deviations from the required material specifications and actions
taken to correct the problems will be noted on the report. Information recorded
on the daily quality control report will include:
Top Management
op Management, consist of the company chair, managing director, director of projects etc will be
responsible for the project success. They will provide resources and leadership to the site
management to ensure the project is executed to the requirements of the contract.
Site Management
A Quality Management Committee, consisting of the Project Manager, the material
and Quality Control Officer, Site Agent, Construction Engineer, Architect and the
civil Engineer will be responsible for the effective implementation and operation of
the Quality Management System.
All Staff are to follow the rules set by this committee and heed notifications and/or
instructions on all matters of Quality issued by the Quality Management Committee
with the same respect and importance as if being issued by the company itself.
Accordingly, representation of the Quality Management Committee shall be
empowered with the following authorities:
- To report directly to the Company Top Management Committee,
- To issue stop work instructions on the spot to any project staff if so required in
the interest of providing Quality work,
Quality Personnel
Quality Officers will be engaged in the day-to-day activities regarding Quality.
Duties, Responsibilities, Authority
General
The Project Manager will be the overall responsible person. He delegates certain
authorities and responsibilities to people below him. He reports on all matters
relating to the Quality Policy and Quality Management System. He is responsible
to appoint a Quality Officer and provide him with sufficient authority and
resources to carry out his responsibility to operate and maintain the Quality
Management System.
The Project Manager chairs the Quality Management System Review Meetings.
He appoints members to the Quality Management Committee from a cross-section
of Section Managers and supervisory staff.
Quality Officer
The Quality Officer (QO) will report directly to the project manager. His function
will be to ensure compliance with the contract plans and specifications.
His duties/responsibilities include the following:
On site implementation of the Quality Management System
Monitoring and reporting to the Project Manager/Site Agent on the
performance of the Project Quality Management System
Conducting Internal Quality Audits quarterly
Maintaining as-built drawings
Providing coordination of required quality control testing, reviewing results,
and submitting.
Tracking construction deficiencies and ensuring corrective action in good
time
Line of Communication
Formal Quality discussions will take place at Quality Management Committee
Meetings, together with frequent site Quality awareness talks, which are minute
and kept record.
These meetings provide a forum to address and/or resolve particular issues of
Quality.
Other than in those meeting, any parson working on site can bring to the attention
of a Quality Officer, who will raise the issue with the project manager. If it cannot
be resolved at this level, the issue has to go the Clients site supervisor.
As a means of communication from the Quality Committee to the workers, a Site
Notice Board will be erected which carry as a minimum the appropriate
Regulations, Quality Policy,
In addition, all site personnel will be issued a copy of the Quality Plan and
Procedure Manual.
