 ACHIEVEMENTS
Over the last four years the Labour Group
on the County Council have achieved much
of what we set out to do.
We promised to you that we would
encourage and expand access to quality
apprenticeships for young people in
our county. In 2014 we introduced the
Apprentice Travel Card making getting to
work free for those who needed it most.
We promised that we would introduce
the Living Wage to all Council employees.
In 2015 we secured this. This meant that
hundreds of lower-paid employees got the
pay rise they deserved.
We promised to ensure that no child was
left behind. In 2016 we secured a record
3m investment in Gloucestershires
social workers, to ensure that every child
gets the help they deserve.
I am very proud of what Labour have
achieved for residents in our county. It
is because of your support that we have
been able to bring an out-of-touch local
government closer to you, to provide the
care and support that you deserve.

MANIFESTO OVERVIEW
2013-17
This time we need your support even more
so that we can bring Gloucestershire into
the twenty-first century. For the past eleven
years the Tory-led administration have not
put our roads, our elderly, or our schools
first. As a result, we have some of the
worst roads in the South West, we have too
many underperforming schools that are
not getting the support they need, and the
Council struggles to provide humane and
effective care for our elderly.
Our manifesto provides a strong,
compassionate and co-operative approach
to local government. We want to provide an
administration that values hard work and
compassion. Our programme makes sure
that all residents will be put at the heart of
services. It is only by breaking down existing
barriers to local government that we can
achieve a system that works for everybody.
This May put your trust in Gloucestershire
Labour and we will deliver a County Council
that puts you and your communities first.

AT THE CORE OF THIS MANIFESTO ARE THE VALUES
OF EQUALITY, OPPORTUNITY AND CO-OPERATION.
WE BELIEVE THAT THE ONLY WAY TO TACKLE THE
FINANCIAL CONSTRAINTS BEING IMPOSED BY
WESTMINSTER IS TO BREAKDOWN TRADITIONAL
BARRIERS IN LOCAL GOVERNMENT.
To achieve this, we will reach out to City, District and
Borough Councils. We will also reach out to neighbourhood
groups, Parish Councils, schools, NHS services, and
community groups. To create a strong, productive County,
we must have a united County. One that prioritises homes,
highways, transport, care for the young and the old, and
one that protects and enriches our natural environment.
The policies and approaches in our manifesto have
been tried and tested in counties and cities as diverse
as Oldham, Reading, Northamptonshire, Wiltshire and
London. Learning from their experiences we can create
a new but tested, strong and effective administration in
Gloucestershire.
Our programme ditches the concept that the government
knows best. We will work alongside all stakeholders
in society to ensure that we can provide the means for
businesses to thrive, for families to grow, and for older
people to feel secure in their homes.
A modern, effective and efficient County Council is a
reality that we cannot afford to put off any longer. Only a
Labour-led authority can achieve this. Over the next few
pages we will demonstrate how we plan to do this.

GOVERNANCE & ETHICS
WE WILL BUILD AN OPEN AND TRANSPARENT COUNCIL THAT IS ON THE

HAS NOT LED THE WAY IN CREATING A CULTURE OF OPENNESS OR TRUST.

do better in terms of informing you about
what is going on and how your tax payments
are being spent on your behalf.

DEVOLUTION
A LABOUR ADMINISTRATION WILL WORK HARD TO GET

WE WOULD WORK WITH DISTRICT, PARISH AND TOWN
COUNCILS TO MAKE SURE ANY DEAL WORKS FOR EVERYBODY,
NOT JUST THE FEW. WE WOULD OPPOSE ANY DEAL THAT SAW
MORE POWERS TAKEN AWAY FROM GLOUCESTERSHIRE, OR
INDEBTED OUR COUNTY FOR FUTURE GENERATIONS.

The county has been let down with the

current devolution deal. Labour believe that
we get better results by working together,
be it from building and maintain roads, to
looking after the most vulnerable in our
society. The underpinning principle of this
manifesto is co-operation between councils
and delivery agencies in the county, and we
can co-operate more easily with a better
devolution deal.

HIGHWAYS
GLOUCESTERSHIRE
OUR ADMINISTRATION WILL CREATE A NEW HIGHWAYS
ORGANISATION THAT REMOVES THE NEED TO OUTSOURCE
CONTROL AND MANAGEMENT OF OUR HIGHWAYS. IT WOULD
BE AN ORGANISATION THAT WORKS WITH ALL LEVELS OF
LOCAL GOVERNMENT LEADING TO AN EFFICIENT LOCALISED OUR PLEDGES

Our pledge for Highways is to create a
truly co-operative Transport Board made
up of District Council, Parish Council and
Neighbourhood groups. This board will help
direct and scrutinise the works that take
place on our roads. Labour wants to give
control over our roads and infrastructure
back to our communities.
To complete works on our roads,
we will use local firms and prioritise
Gloucestershire business. Planning and
ongoing maintenance would be delivered,
in partnership, with your local town, parish
and district council.
For too long residents and businesses
have had to suffer because the current
administration has allowed a private
corporation to run our road services with
little input from residents. Our programme
would mean that local residents, through
their communities, would be able to direct
and shape what happens to our roads: a
truly community-led Highways Board.
TO CREATE A HIGHWAYS STEERING PANEL MADE UP
OF NEIGHBOURHOOD GROUPS, PARISH, TOWN AND
DISTRICT COUNCILS TO SHAPE HOW WE MANAGE OUR
ROADS.
RETURN ALL PLANNING CONTROL FOR HIGHWAYS
BACK TO THE COUNTY COUNCIL. POTHOLES ARE OUR
RESPONSIBILITY, AND WE WILL FIX THEM.
INVEST IN MODERN TECHNOLOGIES TO MAKE SURE WE
ARE FIXING ROADS IN AN EFFICIENT AND EFFECTIVE
WAY.
THROUGH MORE EFFECTIVE CO-OPERATION AND
PLANNING, WE WILL ELIMINATE, OVER TEN YEARS,
THE 80M HIGHWAYS DEBT ACCRUED BY THE
CURRENT TORY ADMINISTRATION.
