Jharkhand to set up fast track courts for trial of witchcraft-related attacks
Jharkhand government is ready to set up fast track courts in five districts for speedy trial of
cases relating to witchcraft incidents.
The decision has been taken by Cabinet, chaired by Chief Minister Raghubar Das for setting
up of courts in Ranchi, Chaibasa, Khunti, Palamau and Simdega districts.

Worlds largest Tricolour to be hoisted in Ranchi


Jharkhand is all set to beat a record held by a flag in Faridabad, Haryana in March 2015 by
getting the worlds largest Tricolour flying atop the countrys tallest flagpole at the Pahari
temple in Ranchi.
The flag measuring 99 by 66 feet will be hoisted at a height of 293 feet.
For one week, the Tricolour will be up for a trial run.

DBT Scheme for Kerosene from April 1, 2016


The government will unveil Direct Benefit Transfer (DBT) scheme for kerosene from 1st April
2016, where the users will buy the cooking fuel at market rate but will get financial support
directly in their bank accounts.
The scheme will be implemented in selected 26 districts of 8 states.
In this regard, states be given cash incentive of 75% of subsidy savings during the first
two years, 50% in the third year and 25% in the fourth year.

Jharkhand gets first mega Food Park
The Food Processing Sector in Jharkhand gets its first Mega Food Park in the State which will
directly beneficial for about 25,000 30,000 farmers.
The cost of the Mega Food Park is 114.73 crore and will be projected in an area of
51.50 Acres.
It will have facilities of Multi Chamber Cold Storage, Dry Warehouse, Vegetable
Dehydration Line, modern Quality Control& Testing Laboratory and other processing
facilities for fruits & vegetables.

Jharkhand State Budget 2016-17 publicized


Jharkhand Chief Minister Raghubar Das presented Rs 63,502 crore budget for 2016-17 with
strong focus on agriculture, curbing tax evasion and women.
As per annual financial statement, from the total budget outlay, Rs
26,437.34crore was non-plan and Rs 37,065.35 crore was under plan.
Key Highlights of Budget
State Budget of 2016-17 proposed to construct 71 new Smart Police Stations in 16
extremist-hit districts, CCTV surveillance in Ranchi and Dial 100 for police assistance.
Free LED solar study lamps for school students.
Multi-purpose examination halls to ensure regular studies.

Grants to the poor and the needy to visit religious or other tourist destinations in the
state or the country.
The government will also start a pension scheme for the HIV/AIDS victims at a rate of
Rs 600 per month.
90% subsidy for solar pump.
For Women:
Training will be provided to 2,000 women from the SC/ST and OBC categories for
driving light three-wheelers and four-wheelers. Loans will be easily available to buy
vehicles.
Widow pension of Rs. 600 would be given to women above 40.
Working womens hostels are to be constructed in six cities.
For Agriculture:
Setting up of single window system in all blocks of the state, beginning with 100 in
the first phase.
Solar pumps, lift irrigation and organic farming will also be promoted.
Awareness will be created among farmers to use power tillers in place of tractors due to
their efficiency and effectiveness.
MLAs local area development fund has been increased to Rs 4 crore from Rs 3
crore. They will utilize them only for irrigation projects.

Jharkhand and Adani Group inked MoU to set up thermal power plant
Jharkhand government and Adani Group had inked a Memorandum of Understanding (MoU) to
set up a 1600 MW capacity thermal power plant for investment of 15000 crore rupees in the
state.
It will be set up in Godda and Sahibganj districts of Jharkhand.
The Jharkhand total investment is expected to be Rs 62,000 crore.

Birds of 11 rare species found in Jharkhand


Birds of 11 rare species have been found in Jharkhand during a survey of the water bodies.
These species are deliberately to be extinct in the past.
The survey was carried out by the Jharkhand forest department.
The birds count around reservoirs and other water bodies which includes 25 dams, in
the state is nearly about 71,134 as recorded by the Asian Bird Survey 2015.

Uma Bharti Launches Rural Sanitation Initiatives for Ganga Rejuvenation in Jharkhand
Union Minister for Water Resources, River Development and Ganga Rejuvenation Uma Bharti
initiated nine projects for rural sanitation projects under Namami Gange Programme for
conservation of river Ganga

Focus on three significant intrusions
1. Establishment of safe, individual hygiene practices to ensure open defecation free status
of all 78 villages along the river Ganga
2. Promotion of cost-effective, appropriate local, low cost, easy to manage technologies
using local resources to ensure improved access, sustained use and maintenance of
infrastructure created for effective management of solid and liquid waste.

3. Strengthening of local institutions including panchayats, village level sanitation


committees and self-help groups to effectively manage, enhance and maintain facilities
established for enhanced sanitation in the villages
Aim of the projects
Improve the health and quality of life of around 45,000 households located in these 78
villages of the Ganga River basin in Jharkhandthrough enhanced sanitation practices
Developing the quality of waste water and storm water runoff flowing
78 units will be established in project villages for collection, storage and composting of
degradable solid waste and for setting up small enterprises for non-biodegradable
materials
5,460 households will be supported for adoption of composting facilities using vermin
composting for productive use of animal and agro-waste
1,860 households will be supported for adoption of biogas plants to facilitate safe
disposal of animal waste
Eight village level crematoriums and 32 bathing Ghats will be constructed along with
40 community toilets
10,000 soak pits will be constructed through community participation to safely contain
and dispose surplus and waste water emerging from households and community
managed hand pumps
Construction of 152,000 meters of open channel drains in project villages to ensure
speedy and safe disposal of domestic waste and storm water runoff and construction
and refurbishment of 92 community ponds to enable bio-treatment and safe disposal
of domestic waste and storm water runoff will also be taken up.

BHEL commissions 500 MW thermal power unit in Jharkhand


i. Public Sector undertaking, Bharat Heavy Electricals Ltdhas commissioned 500 MW thermal
power unit at Bokaro Thermal Power-A Station of Damodar Valley Corporation (DVC)
in Jharkhand.
ii. With this the power major has added another coal-based power plant to the grid by
successfully commissioning thermal unit on engineering, procurement and construction (EPC)
basis.
iii. BHEL has also supplied 84 per cent of the total coal-based power generating capacity
installed by DVC. In Jharkhand the company aims to contribute 87 per cent to the total
installed power generating capacity.

Union HM Rajnath Singh inaugurated Eastern Zonal Council meeting in Ranchi


i. Union Home Minister Rajnath Singh headed the 22nd meeting of eastern zonal council in
Ranchi, Jharkhand. The Zonal council comprising Jharkhand, Bihar, Odisha and West Bengal.
ii. During the meeting range of issues being discussed like modernization of state police forces,
measures to curb communal tension and Left Wing Extremism (LWE), curbing of drug
trafficking, measures for bringing green revolution to eastern India, issues relating to fisheries,

Rajnath Singh inaugurates Headquarters of Jharkhands special anti-Maoist force


i. Union Home Minister Rajnath Singh inaugurated the newly built headquarters of Jharkhands
special anti-Maoist force Jharkhand Jaguar which has got permanent place since its inception in
2008.
ii. The Jharkhand Jaguar, also known as Special Task Force, towards becoming a substitute for
the central forces engaged in anti-guerrilla operations 22 of the states 24 Maoist-hit
districts.
iii. The HQ that sprawl over 173 acres in Tendargram in Kanke block houses anti-guerrilla
warfare training facilities, functionally rich barracks, parade grounds, firing range besides
administrative block and officers mess.

World Bank approves $63 million for Tejaswini Project in Jharkhand
i. The World Bank Board has approved the 63 million US dollar for Tejaswini project that
paves the way for Socioeconomic Empowerment of Adolescent Girls and Young Women in
Jharkhand.
ii. This project Tejaswini is the first World Bank project in India that is especially dedicated on
the welfare of adolescent girls and young women.
iii. The project will support adolescent girls and young women between the ages of 14 and 24 to
complete their secondary level education. It will also help them to acquire relevant skills for the
job market.
iv. In Jharkhand there are 56 percent of young women (ages 15-24) are neither engaged in
education, nor employment or training.

Jharkhand postal circle unveils an innovative method of Pink Envelops for High Court
Purpose
i. The Jharkhand postal circle launched a special speed post service for the high court, in
a move that is expected to accelerate delivery of summons and notices and thereby save precious
time of the overburdened judiciary.
ii. Under the system, articles can be tracked anywhere and anytime. A small jacket containing
proof of delivery will be attached to each pink envelop. The recipient will have to sign and
return the acknowledgement letter. Subsequently, the high court will be informed of the delivery
status through e-mail.
iii. The pink envelopes, which are available in two categories and priced Rs 25 and Rs
30 a piece, respectively, have already been made available at the high court post office.

Hindustan Copper Limited inaugurates Indias first facility to produce nickel


i.As the first facility in India to produce Nickel metal of LME grade from primary resource,
Shri. Balvinder Kumar, Secretary, Ministry of Mines, inaugurated the Nickel, Copper and Acid
Recovery Plant of Hindustan Copper Limited in Indian Copper Complex, Ghatsila,
Jharkhand.
ii. It is the only unit in India to produce nickel metal of (London Metal Exchange) LME grade.

Jharkhand the first state to implement Public Fund Management System (PFMS)
i. Jharkhand became the first state in the country to have implemented Public Fund
Management System (PFMS).
ii. Public Financial Management System (PFMS) initially started as a Plan scheme named CPSMS
of
the Planning Commission in 2008-09 as a pilot in four States of Madhya Pradesh, Bihar,
Punjab and Mizoram for four Flagship schemes e.g. MGNREGS, NRHM, SSA and
PMGSY. After the initial phase of establishing a network across Ministries / Departments, it has
been decided to undertake National rollout of CPSMS (PFMS) to link the financial networks of
Central, State Governments and the agencies of State Governments. The scheme was included
in 12th Plan initiative of Planning Commission and Ministry of Finance.

Noted Educationalist B P Kesri Passed away in Jharkhand


i. Renowned educationist Prof B P Kesri of Jharkhand state has passed away in Ranchi
district in his age of 80s.
ii. Besides being an educationist, Hw was considered as the plight of Jharkhand, Chief
Minister Raghubar Das mourned in his condolence message.
iii. The state CM also mourned the martyrdom of Commandant Prabhat Kumar, who hailed
from Jharkhands Jamtara, in Jammu and Kashmir. His sacrifice would not go in vain.

i. Jharkhand was awarded with the 45th Skoch Merit Award and Skoch Smart Governance
Gold Award, 2016 which was held in Hyderabad
ii.The state clinched the Mukhyamantri Jan Samvad Centre award after it came into the top
hundred among many ambitious projects presented by different states.
iii.This programme was launched by Chief Minister Raghubar Das soon after he assumed office,
which helped solve hundreds of problems and speeding up of works

Justice Mohanty Appointed Acting CJ Of Jharkhand HC


i. Justice Pradip Kumar Mohanty was appointed as the acting chief justice of the Jharkhand
High Court. He will replace Justice Virendra Singh who retired on October 6 2016.
ii. Now Justice Mohanty assumes charge as acting chief justice of Andhra Pradesh/ Telangana,
Madhya Pradesh and Jharkhand high courts.

Jharkhand became first state to implement DBT in Kerosene


i. Jharkhand became the first state in the country to implement Direct Benefit Transfer(DBT)
in Kerosene.
ii. The scheme would be implemented in four identified districts of the state from 1st of
October 2017. These districts are Chatra, Hazaribagh, Khunti and Jamtara.

Government of Jharkhand Introduced Bill Against Placement Agencies


The Government of Jharkhand headed by Chief Minister Raghubar Das has introduced a bill
named Jharkhand Nizi Niyozan Abhikaran and Gharelu Kamgar (viniyam) vidheyak
2016 (Jharkhand private employment agency and domestic employee bill) against placement
agencies to control those agencies from exploiting people in the name of giving employment
outside the state.
Aim: To abolish human trafficking from Jharkhand and stop placement agencies from
exploiting the job seekers.
