11 projects to revive mythical Saraswati river approved by Haryana government
On January 2, 2019, 11 projects were approved to revive the mythical Saraswati River at the meeting
of Haryana Saraswati Heritage Development Board (HSHDB) headed by Haryana Chief minister Manohar
Lal Khattar.
i.The approved projects include:
• The construction of Somb Saraswati barrage,
• Developing storage capacity of Saraswati reservoir to 1475-hectare metersat village Rampur Herian,
Rampur Kambian and Chillaur in Haryana
• Adi Badri dam on Somb river, a tributary of the Yamuna that originates in the Shivalik Hills, in district
Yamunanagar,
• Grant-in-aid of Rs 50 lakh annually for carrying out research activities at the Centre of Excellence
at Kurukshetra University.
• Construction of waste water treatment plants for recycling of all waste water falling into Saraswati
river,
• Construction of RCC divide wall at Saraswati Tirath at Saraswati Nagar.
• Construction of Saraswati Ghat at village Bhaini and Mangna in dis1trict Kurukshetra,
• Construction of bridges on river Saraswati at village Ishargarh and Beer Pipli near Pratapgarh in district
Kurukshetra,
• Linking of Saraswati river heritage research institute with centre of excellence for research on
Saraswati river established at Kurukshetra University.
ii. The construction of Somb Saraswati barrage and Saraswati reservoir would enable the storage of 1,000
hectare metres of water.
iii. The board also approved construction of bridges at different locations and a Saraswati ghat and interlinking
of the Markanda River with that of Saraswati, through the Kainthla supply channel.
iv. He also launched a mobile App developed by the Haryana Saraswati Heritage Development Board.
v. He also approved the logo of the Saraswati Heritage Development Board.

Agreement for Renukaji Multipurpose Dam Project signed by 6 states: Ministry of Water Resources
On January 11, 2019, 6 states, Uttar Pradesh, Haryana, Himachal Pradesh, Delhi, Rajasthan and
Uttarakhand, in the presence of Union Minister for Water Resources, River Development and Ganga
Rejuvenation, Road Transport & Highways and Shipping Shri Nitin Gadkari, signed an agreement
for Renukaji Multipurpose Dam Project in New Delhi.
i. Also a concession agreement was signed between U.P. Jal Nigam, NMCG and Prayagraj Water Pvt.
Ltd., for Namami Gange projects for the city of Prayagraj, under Hybrid Annuity Mode and One City One
Operator Concept.
Under Renukaji Dam Multipurpose Project:
i. 3 storage projects are proposed to be constructed on the river Yamuna and two of its tributaries – Tons and
Giri in the hilly regions of Uttarakhand and Himachal Pradesh of Upper Yamuna Basin. These include:
• Lakhwar project on river Yamuna in Uttarakhand,
• Kishau on river Tons in Uttarakhand and Himachal Pradesh and
• Renukaji on river Giri in Himachal Pradesh.
ii. Seen as National Projects since 2008, 90% funding of the cost of irrigation & drinking water component will
be provided by the Govt. of India as central assistance and the rest 10% would be borne by the beneficiary
states.
iii. The project will be executed by Himachal Pradesh Power Corporation Ltd. (HPPCL) and will generate 40
MW of power during peak flow.

iv. This project will meet the drinking water needs of Delhi and the stored water of Renukaji Dam will be used
by
• UP, Haryana & NCT of Delhi from Hathnikund Barrage,
• by NCT of Delhi from Wazirabad Barrage and
• by UP, Haryana and Rajasthan from Okhla Barrage.
v. The total cost of the project was estimated on Price Level 2015 is Rs. 4596.76 Crores out of which central
assistance consists of Rs. 3892.83 croreand remaining Rs. 432.54 crore will be provided by the basin States of
Haryana, UP/UK, HP, Rajasthan & NCT of Delhi.

India-Myanmar bilateral army exercise, IMBEX 2018-19 held in Chandimandir


On January 14, 2019, India-Myanmar bilateral army exercise, IMBEX begun at Chandimandir , headquarters of
the Western Command in Chandigarh.
i .It is the second edition of the IMBEX EXERCISE.
ii .The motive of IMBEX 2018-19 are:
1 .To train the Myanmar delegation for participation in United Nations peace keeping operations under the UN
flag.
2.It provided opportunities to the army personnel of both the nations to serve effectively in UN missions as also
understand each other’s training, tactics, procedures and best practices.

INLD MLA Jaswinder Sandhu passes away in Haryana


On 19th January 2019, Indian National Lok Dal (INLD)’s senior leader and MLA Jasvinder Singh Sandhu passed
away after Suffering from Cancer at the age of 63 in Haryana.
i. He had been elected to the Haryana Vidhan Sabha from the Pehowa seat in 1991, 1996, 2000 and 2014.
ii. He had also served as the agriculture minister of the state.

Haryana Finance Minister Capt. Abhimanyu presented Rs 1,32,165.99 crore for financial year 2019-20
On 25th February 2019, Finance Minister of Haryana Capt Abhimanyu presented Rs 1,32,165.99-
crore Haryana Budget for fiscal year 2019-20. No changes have been proposed in the existing tax system-no
fresh taxes have been imposed and the already existing rates of taxes have not been changed.Theme of Budget
– “Haryana Ek Haryanavi Ek”.
Key Points:
i. Two schemes have been introduced to provide financial and social security cover to families of farmers who
own land of up to 5 hectares, and of workers involved in the unorganized sectors who have a family income of
less than Rs. 15,000 per month.
ii. A deal has been signed with four public sector banks to provide facilities like natural death cover of Rs. 2
lakhs, a medical facility of Rs. 50,000 and accidental insurance amounting to Rs. 30 lakhs, to state government
employees.
iii. Haryana Accountability of Public Finance Act and output has been introduced to manage finances of the
state in an effective manner.
iv. Revenue receipt would amount to Rs 82,219.41 crore in 2019-20 through better realisation of tax and non-
tax receipts comprising state’s own tax receipt of Rs 51,105 crore and non-tax revenue of Rs 10,024.95 crore.
v.The Budget outlines a capital expenditure of Rs 37,924.09 crore and revenue expenditure of Rs 94,241.90
crore.
vi. Rs 46,562.37 crore out of Rs 1.32 lakh crore has been allotted to the schemes related to 15 SDGs of the
state.
vii. 26.12 per cent of the total budget has been allocated to Economic Services (agriculture & allied, irrigation
and rural electrification, subsidy –10.31%, power – 4.63%; transport, civil aviation, road and bridges –

4.12%; rural development and panchayats – 3.83 %; and others 3.23%).


viii. 30.69% has been allocated to social services (comprising education – 11.61%, social welfare –
7.05%, health and family welfare – 3.80%, public health engineering – 2.71% and others – 5.52%). General
Services get 15.28per cent share (administrative services – 4.49%, pension – 8.07% and
others 2.72%) and 27.91 per cent has been allocated for repayment of debt (principal –15.33% and interest –
12.58%).

Prime Minister, Narendra Modi visited Haryana on 12th Feb


On 12th February 2019, Prime Minister, Narendra Modi visited Kurukshetra in Haryana where he launched
several development projects. He laid foundation stone for 5 projects and inaugurated various programmes
and institutions during his visit.
National Cancer Institute was inaugurated in Jhajjar by Narendra Modi
PM Modi inaugurated India’s largest Cancer Institute at Bhadsa in Jhajjar district in Haryana through
video conferencing. NIC which is a Cancer cum research institute is developed with the overall cost of Rs. 2035
crore.
Highlights
• .NIC is constructed at the AIIMS Jhajjar Campus. It is a state of the art care and research
institute with 700 bed hospital with all facilities.
• Besides hostel room for doctors and attendants of cancer patients it has surgical oncology anesthesia,
palliative care and nuclear medicine.
ESIC Medical College and Hospital was inaugurated in Faridabad
PM Modi inaugurated ESIC Medical College and Hospital at Faridabad which will provide good quality
medical care to every citizen of the country.
Highlights
• It is the first ESIC Medical College and Hospital in North India. The hospital is well equipped with
state of art equipment, services, facilities, campus hostel for boys and girls, etc.
• The project costs around Rs. 595 crore. The 510 bedded hospital will provide medical facilities to
the workers and their family members of the region.
Foundation stone for National Institute of Ayurveda was laid in Panchkula by Prime Minister
Narendra Modi laid foundation stone for National Institute of Ayurveda at Shri Mata Mansa Devi Complex
in Panchkula. It will help the government to boost Ayurveda in the fields of education and treatment.
The estimated cost is around Rs.270.50 crore. It will offer UG, PG, Ph.D. degree to over 500 students
every year with facilities for auditorium, hostel for students and staff quarters.
Foundation stone of Sree Krishna Ayush University in Kurukshetra was laid by PM
The foundation stone for Sree Krishna Ayush University in Kurukshetra was laid by PM Narendra Modi. It is
the first varsity related to the Indian system of medicine in Haryana.
Sree Krishna Ayush University will provide treatment through Unani, Siddha, Yoga, Ayurveda and Homeopathic
medical systems. It is also the first Ayush University in India.
Foundation stone of ‘Battles of Panipat Museum’ by Narendra Modi
To honour the heroes of the battles of Panipat PM Modi laid foundation stone for ‘Battles of Panipat
Museum’. The first battle of Panipat was fought in 1526 between Babar and Ibrahim Lodi.
Foundation stone of Pandit Deen Dayal Upadhyaya University of Health Sciences was laid in Karnal

Minister Narendra Modi during his visit to Haryana. It will boost educational, health and cultural facilities in

4th Agri leadership Summit 2019 inaugurated by Radha Mohan Singh


Union Minister of Agriculture and Farmer’s Welfare,Radha MohanSingh, inaugurated the 4th Agri Leadership
Summit 2019 at the India International Horticulture Market (IIHM) in Ganaur, Sonipat district, Haryana.
It was a 3-day summit which took place from 15th February 2019 to 17th February 2019.
i. The main objective of the summit was to provide a platform to the progressive farmers,Farmer Producer
Organisation (FPO), Agri-input and Agri-produce processing industries of the country to interact
with policy-makers, scientists and technologists in order to increase the income and quality of life of the
farmers and to attract investments in agriculture related industries of the State.
ii. The theme of the summit was “Entrepreneurship & Agri Business; Agri Allied – A Promising Sector and
Agri Service- Direct Marketing”.
iii. Progress Harmony Development Chamber of Commerce and Industry(PHDCCI) was the Institutional
Partner at the summit.
iv. President Ram Nath Kovind addressed the closing ceremony of the summit.
v. He launched Digital Kisan Platform.
vi. He also conferred Krishi Ratna Puraskar on Vice Chancellor K. P. Singh for Haryana Agriculture
University, Hisar and honoured 9 farmers with the Kisan Ratna Puraskar

SAI defeated Chandigarh to win women’s national hockey title


On 10th February 2019, Sports Authority of India Won 9th Hockey India Senior Women National
Championship (B Division) held in Hisar, Haryana. They defeated Hockey Chandigarh by 4-1 in the
final.Sarabdeep Kaur was the line scorer for Chandigarh in the final.
Key Points
i. In 9th Hockey India Junior Women National Championship (A-division) Hockey Jharkhand beat Hockey
Haryana for 2-1 in the final. The event concluded at Kollam Hockey Stadium, Kerala.
ii. Steel Plant Sports Board beat UCO Bank for 1-0 and secured third place in the match.
iii. The 9th Hockey India Senior Women National Championship 2019 (A Division) is going on in Hisar,
Haryana, which is scheduled between Feb 08 – Feb 18.

Setting up of new AIIMS at Manethi, Haryana received Cabinet Approval


Union Cabinet approved setting up of new AIIMS at Manethi, Haryana at a cost of Rs.1299cr. Cost of
construction and running would be met by the Central Government under Pradhan Mantri Swasthya
Suraksha Yojana (PMSSY).

Haryana govt. announces Mukhyamantri Parivar Samman Nidhi Yojana 2019


On 27th February 2018, “Mukhyamantri Parivar Samman Nidhi” scheme was launched by Haryana Chief
Minister Manohar Lal Khattar inChandigarh. It is primarily meant for farmers of the state who cultivate on
land with areas upto five acres and the families with an income of less than Rs. 15,000 per month.
Key Points:
i. The scheme would provide a sum of Rs. 6,000 yearly and each family has to nominate a member who will be
provided with this amount.
ii. The scheme involves two categories of beneficiaries-in the age group of 18 to 40 years and the in the age
group of 40 to 60 years.
iii. For the age group of 18-40:

• Families can receive Rs. 6000 in 3 installments of Rs. 2000 each and amount will be deposited in the
account of the head of family OR
• A family can nominate a member who will receive Rs. 36,000 after five years OR
• A pension of Rs. 3,000 to Rs. 15,000 per month will be received after the person turns 60 OR
• The nominated beneficiary will get Rs. 15,000 to Rs. 30,000 after five years depending on whichever
option they choose.
iv. For the age group of 40-60 years:
• Rs 6,000 per year in 3 installments of Rs 2,000
• Rs 36,000 after 5 years
v. The scheme provides insurance facilities of- Rs. 2 lakh on natural death, Rs. 2 lakh for accidental death, Rs.
2 lakh for permanent disability and Rs. 1 lakh for partial disability.
vi. Those who are registered under the Pradhanmantri Shram-Yogi Maandhan, then they could receive a
pension of Rs. 3,000 per month after they turn 60, whose premiums will be funded by the government.

Gurugram became world’s most polluted city in 2018


On 5th March 2019, Gurugram in the National Capital Region (NCR) emerged as the most polluted region
in the world in 2018 as per 2018 World Air Quality Report.
Key Points
i. As per the report, Delhi is the most polluted capital in the world. In the list of polluted cities, Delhi ranked
11th.
ii. Out of the top 10 polluted cities in 2018, seven were India, which are Ghaziabad, Faridabad, Bhiwandi, Noida,
Patna and Lucknow.
iii. The report was based on a new study by Swiss based company IQ Air AirVisual and non profit
organization Greenpeace on information from over 3000 cities.
iv. Bangladesh became the most polluted country closely followed by Pakistan and India while Iceland,
Finland, Australia, Estonia and Sweden were among the least polluted countries.

Journalist Darryl D’Monte passed away at age of 74 years


Senior journalist and environmental activist Darryl D’Monte died at a hospital in Mumbai after a brief illness
at the age of 74 years.He hailed from Mumbai.
i. In a career spanning several decades, he served as the resident editor of Mumbai editions of The Times of
India and The Indian Express.
ii. Besides journalism, he had a keen interest in environmental issues and took some initiatives for the cause, he
added.

Haryana CEO Rajeev Ranjan inaugurates Voter Park in Gurugram
On 11th April 2019, Haryana Chief Electoral Officer Rajeev Ranjan inaugurated India’s first-of-its-kind ‘Voter
Park’ in Vikas Sadan building complex, Gurugram, to raise voter awareness by instructing people about the
electoral process. At the park, voters will gain information about the polling process and the archives of
elections in the country.
i. A model of the electronic voting machine and VVPAT machine have been arranged in the park.
ii. There is a “Selfie Point” in the park,where people can snap selfies publicising the indelible ink mark on their
finger after casting their vote.
iii. An Election awareness song “Vote Ka Hai Adhikar, Suno Re Vote Ka Hai Adhikar“. was also launched in
the function. Swaty, a student of the Government Women College, Sector-14, Gurugram, has sung the song.

Hero Chairman Pawan Munjal honoured with the Asian Tour with a ‘Special Achievement Award’
Hero MotoCorp Chairman, Dr. Pawan Munjal has been honoured by the Asian Tour with a “Special

Achievement Award” for his contributions to Asian Golf, at the concluding ceremony of Hero Indian Open
Golf tournament, held at Gurugram, Haryana.
Key Points:
i. Dr. Pawan Munjal is a fine golfer himself. He has been supporting the Hero Indian Open for 14 years, along
with the Hero Women’s Indian Open, the Hero Challenge series on the European Tour and the Hero
World Challenge on the PGA Tour and also hosts multiple golf tournaments in India, including the
marquee Hero Indian Open for both men and women.
ii. At the ceremony, leading Indian golfer Shiv Kapur presented a special salver to Dr Munjal.
iii. In 2001 under Dr Munjal’s leadership, Hero MotoCorp achieved the title of World’s No. 1 two-wheeler.

Corporate Icon, YC Deveshwar, founder of ITC passes away at 72 in Gurugram
On May 11, Yogesh Chander Deveshwar, who built ITC passed away after a brief illness in a private hospital at
Gurugram. He was 72. He was the India’s longest-serving corporate chief with over 20 years of experience.
He had stepped down as the Chief Executive of ITC in 2017 and served the organization as the non-executive
chairman. It was during his term, ITC saw the tremendous transformation from being a tobacco company to a
multi-business union.
i. YC Deveshwar was born on February 4, 1947, in Lahore, Pakistan.
ii. He completed B.Tech in Mechanical Engineering from IIT-Delhi, followed by a diploma from Harvard
Business School. He also took a training course in hotels and services from Cornell University.
iii. He joined ITC in the year 1968. Between 1991 and 1994, he served as the Chairman and Managing Director
of Air India. He was also the director to the central board of the RBI. He was the member of the National
Foundation for Corporate Governance and the member of the governing body of the National Council of Applied
Economic Research.
iv. He became the Director of ITC on 11 April, 1984 and its Chief Executive and Chairman on 1 January 1996.
v. For his achievements, he was conferred with the Padma Bhushan by the Government of India in 2011.

Haryana High court declares of entire animal kingdom as ‘legal entities’
On June 2, 2019, The Haryana High court (HC) declared the entire animal kingdom, including avian and
aquatic, as a legal entity having rights of a living person. The verdict of Punjab and Haryana HC comes a year
after Uttarakhand HC passed similar order to protect and promote greater welfare of animals.
Key points:
i. This decision was taken by Justice Rajiv Sharma.
ii. By invoking article 21 of the constitution the court stated that the animals can no longer be treated
as objects or properties.
iii. The court also declared all citizens throughout Haryana as persons in loco parentis (meaning – in place of
a parent) giving them the responsibility to protect animals.
iv. The court also directed the state government to ensure that no animal shall carry weight or load in excess of
the weights prescribed.
v. It also bans the use of animals for drawing vehicles where the temperature exceeds 37°C (99°F).

Haryana cabinet approved changes in state job recruitment rules


On June 4,2019, The Haryana government Cabinet meeting chaired by the Chief Minister Manohar Lal
Khattar, relaxed the state job recruitment rules in Group B posts such as such as teachers and educational
supervisors and Group C, D posts.

Key points:
i. As per the amendment selection of the candidates will be purely based on written exam, socio-economic
criteria and experience.
ii. The total marks for the post comprises 100 marks, including 90 for written exam and 10 for socio-
economic criteria and experience.
iii. The cabinet decided to grant five extra marks for first time candidates taking police exam and also
decided to give 10 per cent extra marks to widows, orphans and people from denotified tribes, besides those
who do not have an immediate family member in any government job.
iv. The cabinet also approved the amendment in Haryana Development and Panchayats Department
(Group C) Field Officers Rules, 2012.As per this amendment the educational qualification for the post
of 'gram sachiv'(village assistant)changed from matriculation to graduation.

Haryana Govt Withdraws EPBG Quota for accommodating EWS reservations


Haryana government has issue an order to withdraw Economically Backward Persons in General Caste
Category (EBPG) reservation since Economically Weaker Sections reservation (EWS) came into effect. EWS
comes under Constitution 124th Amendment Bill, 2019 passed by the parliament to
allow 10% reservation for economically backward sections in the general category in government jobs and
academic institutions in January.

Haryana launches Krishi Kiosk for farmers


On June 28, 2019, Om Prakash Dhankar, Haryana agriculture, and farmers’ welfare minister launched ‘Krishi
kiosk’ for farmers at Panchkula, Haryana.
Key points:
i. The kiosk comes under state’s ’‘Digital Kisan Suvidha’ plan, will give farmers information about government
schemes and also help them file claims under the ‘Pradhan Mantri Fasal Bima Yojana’ Scheme.
ii. It has been connected with the Deputy Commissioners' offices of the state, and a telephone facility has also
been made available for farmers, who in turn could give information through telephone.
iii. Awareness: ‘Suchana Rath’ facility has introduced through which farmers will be encouraged to not burn
crop residue and instead sow it in the fields through using a scientific method.
iv. App: Kisan Haryana App’ has also been designed for Farmers to get information on all schemes.
v.Book: The book titled “‘Agri Scope” has also launched by the State Government.

Keshni Anand to be the new Haryana chief secretary
On June 30, 2019, The State Government of Haryana appointed Keshni Anand Arora as the state’s
new chief secretary. She replaces Mr. DS Dhesi, who has retired on June 30, 2019. She will be the 33rd
cabinet secretary of Haryana since 1966. Her sister Meenakshi Anand Chaudhary became the State’s
first woman chief secretary in 2006 and her other sister Urvashi Gulati occupied the same post in
2009.
Key points:
i. She was previously served as the additional chief secretary in the Haryana government, and
financial commissioner, Revenue and Disaster Management and Consolidation Departments.
ii. Arora, 1983 Haryana cadre IAS officer (Indian Administrative Service) will also hold the charge of
general administration, personnel, training, parliamentary affairs, administrative reforms
departments and secretary in-charge of plan coordination.

Meri Fasal Mera Byora’ portal for farmers launched by Haryana Government
On July 4, 2019, The Chief Minister of Haryana Government Manohar Lal Khattar has launched
online portal named “Meri Fasal Mera Byora” (https://www.fasalhry.in/ )for farmers to directly
avail crop related benefits of state government schemes after self -reporting their land and crop-
related details.
Key points:
i. Mandate: The farmers who will register on the portal required to upload information like the name
of crop sown, area under cultivation, cropping month, bank account number and mobile number at
Common Service Centres (CSCs) or Atal Seva Kendras (ASK) or with the help of VLEs (Village Level
Entrepreneurs )by end of July.
ii. Encouragement: Each farmer, who registered on the portal get a financial incentive of Rs 10 per

Haryana Govt & BSE ink pact to facilitate MSMEs raise capital
On July 18, 2019, The state Government of Haryana and India’s leading Bombay stock exchange
(BSE) have signed a pact to encourage and support state’s micro, small and medium enterprises
(MSMEs) to raise capital.
Key points:
i. The tie-up will enable SMEs (Small and medium-sized enterprises) to raise funds through the
platform “BSE SME”, where small companies can list and raise productive capital, gain visibility and
credibility.
ii. The small enterprises will get equity financing opportunities for their growth from expansion to
acquisition by getting listed on the platform.
iii. In addition, the listing increase the investor base, which helps in getting secondary equity
financing, including private placement, among others.
iv. The partnership will create MSMEs as major employment providing sectors in the Haryana state.

Haryana cabinet permitted to set up Sports University at Rai


On July 16, 2019, The Cabinet of Haryana under the chairmanship of chief minister Manohar Lal
Khattarapproved the setting up of Haryana Sports University at Rai, Sonepat which will be the
third sports university established by a state government in India after Swarnim Gujarat Sports
University (Gandhinagar) and Tamil Nadu Physical Education and Sports University (Chennai).
Key Points:
i. It will have powers to conduct academic and training programs in physical education and sports
sciences including sports technology, sports medicine, sports management, sports infrastructure
engineering, sports psychology, sports nutrition, sports journalism, and sports marketing.
ii. The cabinet also approved the amendment in the Haryana Development and Regulation of Urban
Areas Rules, 1976.
iii. It approved the draft of the Haryana Laws (Special Provisions) Bill, 2019 to make special
provisions for all districts of Haryana falling under the National Capital Region (NCR) for a period of
one year.

Meghalaya Assembly Speaker Donkupar Roy passed away in Gurgaon, Haryana


On July 28, 2019, Meghalaya Speaker Donkupar Roy, aged 64, passed away at Medanta Hospital in
Gurgaon, Haryana after multi-organ failure. He was the former chief minister of Meghalaya from 2008
to 2009 and head of the United Democratic Party (UDP).
