Nitin Gadkari launches ‘GATI’ web portal to monitor Rs 3 lakh crore rupees project
On January 23, 2020, Nitin Jairam Gadkari, Minister for Road Transport and Highways (MoRTH) has launched an
online web portal ‘GATI’, on the pattern of portal ‘PRAGATI’, the portal used by the Prime Ministers’ Officer (PMO) for
monitoring projects, during the two-days long review meeting of National Highways Authority (NHAI)-Ministry
projects in Manesar, Haryana. GATI will be used to monitor around 500 projects of Rs 3 Lakh Crore.
Key Points:
i.The portal has been created by the National Highways Authority of India (NHAI) which can be accessed from the
NHAI website. The contractors and concessionaires can raise any project related issues on the portal. The issues
raised in the portal will be monitored by the team of NHAI offices under the Ministry of Road Transport and
Highways.
ii.The meet saw the participation of Minister of State (MoS) Road Transport and Highways Vijay Kumar Singh,
Official from MoRTH, NHAI, National Highways & Infrastructure Development Corporation Limited (NHIDCL), and
state authorities.

For the 2nd straight year, India to host Barca Academy Cup – Asia Pacific 2020 in Gurgaon, Haryana
For the 2nd time, India to host Barca Academy Cup – Asia Pacific 2020, hosted by Barca Academy, scheduled to be
held in Gurgaon, Haryana from January 30 -February 2, 2020, which will see the participation of more than 650
football players from 7 countries (India, Australia, Turkey, China, Singapore, Japan and Spain).

i.A total of 48 teams will play in 4 categories namely under 9(U-9), U-11, U-13 and U-15.
ii.It will be played in a 7-player format with a 30-minute game for children U-9, 40 minutes for children U-11and 13,

Former Haryana Congress Chief Shamsher Singh Surjewala passes away at 87

On January 20, 2020 the former Haryana Congress Chief Shamsher Singh Surjewala passed away after in All India
Institute of Medical Sciences (AIIMS) hospital, New Delhi after suffering from a brief illness. He was 87 and hailed
from Haryana.
Key Points:
i.Shamsher Singh won from Narwana, Haryana in 1967, 1977, 1982, 1991, and 2005 (Kaithal) to be elected
in Haryana Legislative Assembly and in 1992 he was elected to the Rajya Sabha as Member of Parliament (MP).
ii.He was the father of Congress national media in-charge and national spokesperson Randeep Singh Surjewala.

Cabinet approves a bill to confer National importance status for 2 food institutes in Haryana & Tamil Nadu
The Union Cabinet has approved a bill to give the status of Institute of National Importance (INI) to 2 National
Institutes of Food Technology at Kundli, Haryana and Thanjavur,Tamil Nadu(TN).
i.The cabinet amended National Institutes of Food Technology, Entrepreneurship & Management (NIFTEM) Bill, 2019
to give status of national importance to the 2 food institutions.
ii.This step will help these institutions to cooperate with foreign food institutes and improve the standard of
education.
President of India Inaugurated 34th Surajkund International Crafts Mela in Surajkund, Haryana
President of India Shri. Ram Nath Kovind inaugurated the 34th edition of Surajkund International Crafts Mela in
Haryana.The Mela is organized by the Surajkund Mela Authority & Haryana Tourism in collaboration with Union
Ministries of Tourism, Textiles, Culture and External Affairs.
Key Points:
i.Objective:-The main motto of this mela is to promote handicrafts,rural crafts, arts and the culture of the country
and also to bring our country’s heritage among new generations.
ii.Surajkund International Crafts Mela (Largest crafts fair in the world) will be held every year at Surajkund in
Faridabad district, Haryana.In 2020, the Mela will be carried out from Feb 1 to 16.
iii.Haryana Police have launched Remotely Operated Vehicle (ROV) to enhance the security of the fair.

NIFM, Faridabad renamed ‘Arun Jaitley National Institute of Financial Management’

On February 11, 2020 The Government of India decided to rename the National Institute of Financial
Management (NIFM), Faridabad, Haryana, as “Arun Jaitley National Institute of Financial Management
(AJNIFM)” .
Key Points:
i.About Arun Jaitley: Late Shri Arun Jaitley, former Union Finance Minister & Padma Vibhushan awardee played a
major role during the period of 26th May 2014 to 30th May 2019.
ii.He oversaw the introduction of GST (Goods and Services Tax) which brought the country under one tax regime,
merger of railway budget with general budget, introduction of the Insolvency & Bankruptcy code etc.,
iii.About NIFM: NIFM, Faridabad was set up in 1993 as a registered society under the Department of Expenditure,
Ministry of Finance, which train officers of various finance & accounts service recruited by the UPSC (Union Public
Service Commission) through the civil service examination and also officers of the Indian Cost Accounts Service

Haryana Launches Rs.1500 crores MukyamantriParivarSamridhiYojana

On February 07, 2020, Chief Minister Mr.Manohar Lal Khattar and Deputy Chief Minister Mr.DushyantChautala of
Haryana jointly launched MukyamantriParivarSamridhiYojana scheme on the mark of successful 100 days of the
present state government. The scheme is about providing financial assistance of Rs.6000 to the families below the
poverty line. and the amount will be transferred through DBT (Direct Benefit Transfer) to Bank accounts.

i.Under the Definition of Below Poverty Line(BPL) the families having annual income up to Rs.1.80 lakhs and holding
land of less than 5 acres are Eligible to become Beneficiary under the scheme. and the amount Rs.6000 would be
transferred into bank in 2 equal installments of Rs.2000 each (total of Rs.4000) and the remaining Rs.2000 would be
transferred on March month.
ii.The Chief Minister also added that the beneficiary amount of Rs.6000 will be useful to pay the Premium amount of
various welfare schemes of central government like Pradhan mantriJeevanJyotiBimaYojna, Pradhan mantriJeevan
Suraksha BimaYojna, Pradhan mantriKisanMandhanYojna, Pradhan mantriShram Yogi MandhanYojna, Pradhan

could either choose for provident Fund or Get cash.

Haryana Government launched ‘Reading Mission’

On February 10, 2020 Kanwar Pal, Haryana education minister, launched ‘Reading Mission- Haryana’ to inculcate
reading habits among students.

i.The mission has been launched based on the Central Government’s “Reading Mission -2022” & aims to address the
lost glory of reading books.
ii.About Reading Mission: Book review sessions will be organized by students once a month in educational
institutions & 45 minute mass- reading programme will be held on 4th saturday of every month.

Haryana Govt announced Rs 6 crores cash rewards to gold medal winners at Olympics games
On February 16, 2020, The Chief Minister of Haryana Manohar Lal Khattar has announced that the state government
will provide Rs. 6 crores for the players who bagged gold medals, Rs. 4 crores for the silver medalist and Rs. 2.5
crores for the bronze medalists at the Olympics Games and also employment in Haryana Civil Service or Haryana
Police service to the sportsperson.
Key points:
i.Further he added that Rs. 3 crores and Rs. 1.5 crores will be provided to the players who have won gold medals at
the Asian Games and Commonwealth games respectively, and an amount of Rs. 15 lakhs will be given to each player
participating in the Olympics Game
ii.The players who represent Haryana state are the only beneficiary for the cash rewards announced by the CM on the
occasion of the conclusion of the four-day 46th Junior National Kabaddi Competition.

Ambala city bus stand renamed after late SushmaSwaraj by Haryana Govt
The Haryana Transport Minister Mool Chand Sharma announced that the Chief Minister Manohar Lal Khattar has
approved a proposal by AseemGoel BJP MLA (Member of Legislative Assembly) from the Ambala City Constituency
requested to change the name of the newly constructed Ambala city Bus stand as SushmaSwaraj (former Union
Minister and BJP veteran) bus stand
Key points:
i.The name of the bus stand will be changed on the birth anniversary (14th February) of the late Union Minister
SushmaSwaraj, who was born in Ambala Cantt and elected as MLA twice from the Ambala constituency
ii.The bus stand had been constructed at a cost of Rs. 18 crores, at present Haryana state has 3200 buses and newly
1500 buses will be added including pink buses for girls and Volvo buses.

Govt of Haryana to open Atal kisan – majdoor canteens to provide affordable meals to farmers
On February 20, 2020, According to the Haryana Governor Satyadeo Narain Arya, the state Government will
open Atal Kisan – Majdoor canteens (named after former Prime minister (PM) late Atal Bihari Vajpayee ) in the
‘mandis’ and sugar mills across the state to provide affordable, cheap meals to farmers and labourers at concessional
rate of Rs 10 per plate.
Key Points:
i.These canteens will be built by the Haryana State Agricultural Marketing Board, which has also decided to operate
the canteens at 25 different locations in the state.
ii.The state government also decided to provide concessional free travel facility of free travel up to 150 km to 41
various categories of girl students in the ordinary buses of Haryana Roadways.
Also during the year 2020-2021, the women and girls (in the age group of 10 – 45 years) belonging to 11 lakh BPL
(Below Poverty Line) families will be provided sanitary napkins free of cost, for which state government has allocated
Rs.30 Crore.
iii.The state recruited a total of 5,192 constables, including 1,000 women constables to increase policing and
improve security and safety in the State. Around 450 under-training Sub-Inspectors including 60 women Sub-
Inspectors are also expected to join the force in March 2020.
iv.To provide better transport facilities across the state, the Governor said that under the NABARD scheme, 40
projects costing Rs 138.33 crore have been sanctioned for 296.32 km roads during the current financial year 2019-
20.

Haryana CM Manohar lalkhattar presents Rs 1,42,343-crore budget for 2020-21

On February 28, 2020 ,Haryana Chief Minister (CM) Manohar Lal Khattar ,who also holds the charge of the state
Finance Ministry,has presented a budget of Rs 1,42,343 crore in the state assembly for 2020-21 for the 1st time.
Key Highlights:
i.The Haryana state’s debt will increase from Rs 1.76 lakh crore in the current financial year-FY (2019-20) to Rs
1.98 lakh crore in 2020-21. The expenditure would increase by 7.7 % to Rs 1,42,343 crore. While, the Revenue
receipts are estimated to increase by 15.96 % to Rs 89,964 crore in 2020-21.
ii.Allocation: The state government has provided Rs 5,474.25 crore for agriculture, Rs 19,343 crore for education
and sports and culture, Rs 6,533 crore for health and medical education, Rs 6,294 crore for rural development and
panchayat, Rs 349 crore for industry and for pension 9,000 crore has been allocated.

iii.Under special category ‘Agriculture Dependent Activities’ ,the farmers have been given relief in electricity rates as
they will be given Rs 4.75 instead of Rs 7.50 per unit.
iv.Allocation of Rs 50 crore for free coaching to soldiers and their dependents, quality education and fellowship
scheme for those doing M Phil and PhD , free coaching for 5,000 EWS students, increment of daily diet allowance to
sports person from Rs 150 to Rs 200, launching Atal BhujalYojana in 36 water-scarcity blocks for water conservation
v.Affordable housing for all by 2022, drinking water connection to all households by 2022 with a total outlay of Rs
1,926.45 crore, setting up old-age homes,setting up 3 new medical colleges at Yamunanagar, Kaithal and Sirsa
districts.
vi.Some of the new initiatives announced in budget are:
28% increase in state’s budget for education sector.
All colleges in Haryana will be under CCTV coverage.
Driving licences will be issued to students in their first year of degree course.
Digital libraries to be opened in rural areas of the state.
Khattar announces that board examination for class VIII students will be re-started. ROs will be installed in all
government schools of Haryana.
Haryana govt will open 116 new model schools.
Govt also plans open English-medium schools in rural areas.
Government to open 550 new creches.
Govt announces Rs 50 crore annual grant for Haryana GauSewaAyog.

Haryana tops in Direct Benefit Transfer (DBT) payouts rating for 2019-20; West Bengal worst
On February 22, 2020, According to the recent ratings regarding Direct Benefit Transfer (DBT) payouts, prepared
for the 1st time by the Central Government, Small state Haryana has emerged as the best state in DBT payouts
(Rs.4782 crore in over 4 crore transactions) in 2019-20.It was followed by Uttarakhand at 2nd position with the DBT
payout of Rs.1060 cr. While, West Bengal has emerged as the worst performer in DBT payouts (8793 cr through 5
crore transactions) and ranked 36th position. The rating, which ranked 36 states and UTs (Union Territories)
according to DBT payouts compared to their population.
Key Points:
i.The UTs of J&K &Ladakh altogether get 8th rank & reported DBT payouts worth Rs 1,190 crore through over 80 lakh
transactions.
ii.As per the central Government, it supported around Rs 28,700 crore in the first 9 months in 2019-20, by
transferring a stock of subsidies directly into the beneficiaries bank accounts.Due to the DBT-linked public
distribution system (PDS),a total of Rs 19,263 crore of these savings till end-December 2019 have collected.
iii.After the abrogation of Article 370 from J&K,the Centre was working at expanding the DBT framework in terms of
a wider coverage of beneficiaries and extending the number of central schemes applicable to the erstwhile state in
September 2019, to ensure subsidies reach the people without fail.
Till then by August 2019, the DBT payout in J&K in 2019-20 recorded at just Rs 44 crore.

23rd National conference on e-Governance 2020 held in Mumbai, Maharashtra; NAeG 2019-20
awards presented
A 2-day long 23rd edition of National Conference on e-Governance 2020 based on the theme “India 2020: Digital
Transformation” with 6-sub themes was held at Mumbai, Maharashtra from February 7-8 2020.
The six sub-themes of the conference include:(i) Digital Platforms and Digital Economy (ii) Improving Service
Delivery (iii) Building Digital Trust – Transparency, Security and Privacy (iv) Digital Payments and Fintech
(v) National e-Governance Service Delivery Assessment (NeSDA)/ Digital Service Standard (DSS) (vi) Skilling and
Capacity Building.
Key Points:
i.The Union Minister of State for Personnel, Public Grievances and Pensions Dr Jitendra Singh and Maharashtra IT
(Information Technology) Minister Satej D Patil was the guests of honour of the conference, that aimed to discuss &
exchange views relating to various e-Governance initiatives & methods of implementing sustainable initiatives to
provide end to end Digital Services in solving problems.
ii.The conference was jointly organised by the Department of Administrative Reforms and Public Grievances (DARPG
) along with Ministry of Electronics and Information Technology (MeitY), Government of India, in association with
Government of Maharashtra.
A 10-point Mumbai Declaration on e-Governance adopted
During the event a 10-point Mumbai Declaration on e-Governance was unanimously adopted with the aim to
carry the pathway for eGovernance outlined in the Shillong Declaration adopted during the 22nd National Conference
on e-Governance (NCeG) held in August 2019.
i.Some of the main objectives of the declaration include Improving public service delivery using digital platforms,
especially in health, agriculture, education and land; propagation of successful e-governance solutions using emerging
technologies such as Artificial Intelligence(AI), Blockchain and Machine Learning(ML); encourage ways to improve
India’s rank in United Nation’s E-Governance Development Index among others.
India FinTech Festival (IFF) 2020 to be held in Mumbai in March 2020
India FinTech Festival (IFF) 2020, India’s 1st home based global platform to promote Fintech innovation will be
held in Mumbai, Maharashtra in March 2020
i.The event will be supported by Department of Financial Services, NITI (National Institution for Transforming India)
Aayog, Invest India, Digital India, World Bank (WB) and UNCDF (United Nations Capital Development Fund). Medici is
the program partner for the IFF 2020.

Haryana’s Amin village renamed as Abhimanyupur
On March 16, 2020, The Central Government approved renaming the Amin village as Abhimanyupur in
Kurukshetra district of Haryana as per the request of the State government. The decision has been taken by the Union
Home Ministry after getting permission from a few central organisations.
Key Points:
i.The Union Ministry will approve the change of name of any place after taking no-objections from the Ministry of
Railways, Department of Posts and Surveys of India.
ii.These organisations have to confirm that there is no such city, town or village in their records with a name similar
to the proposed one.
iii.In order to change the name of the village or a town or a city an executive order is needed and for renaming a state
requires amendment of the constitution with a simple majority in the Parliament.
iv.Fact: The Central Government has approved renaming at least 25 towns, villages or districts across the country in
the last 3 years, including Uttar Pradesh’s (UP) Faizabad as Ayodhya and Allahabad as Prayagraj.

LPG scheme PM Ujjwala Yojana closed; only 3 States & 5 UTs become kerosene-free
In accordance with the report of the Parliamentary Committee on Petroleum headed by BJP (Bharatiya Janata Party)
member Ramesh Bidhuri, only three States and five Union Territories have become kerosene-free even though in
September 2019 the government has met the target of 8 crore LPG (Liquefied petroleum gas) connections under the
Pradhan Mantri Ujjwala Yojana (PMUY).
The kerosene-free states are Haryana, Punjab and Andhra Pradesh and Union Territories (UTs) are Delhi, Chandigarh,
Daman & Diu, Dadra & Nagar Haveli, Andaman & Nicobar Island and Puducherry.
The report points the gap between the continuing use of kerosene and the claim of 97% LPG coverage nationwide.

-As of September 7, 2019, the govt has met the target of 96.9% coverage nationwide, except in Jammu and Kashmir.
-The allocation for the scheme has been declined by 58% from ₹2,724 crore during 2019-20 to ₹1,118 crore during
2020-21. The scheme has been closed and the present funds are meant to meet the arrears in the reimbursement of
expenditure.
View Points of Petroleum committee; general category poor households still uses kerosene
-Large segments of people in various States still depended on kerosene for cooking and household lighting specially
the poor households in the general category in urban and semi-urban localities.
-The committee recommends that the scheme has to be extended to poor households in urban and semi-urban slum
areas, and achieve a higher LPG coverage of the population by providing connections to households that do not have
LPG.
About PMUY:
Launched in 2016, the scheme aims to provide LPG connections to 5 crore women belonging to Below Poverty Line
(BPL) families over a period of 3 years starting from FY 2016-17. Its objective is to safeguard the health of women &
children by providing them with a clean cooking fuel i.e. LPG.
Board of Approval headed by Anup Wadhawan approved TCS, DLF proposals to set up SEZs for IT in Haryana,
UP
On March 06, 2020, The highest decision-making body for special economic zones (SEZs) chaired by the commerce
secretary Anup Wadhawan, has approved the proposals of Information technology (IT) major TCS (Tata
Consultancy Services Limited) and DLF (Delhi Land and Finance) Limited a premier real estate company in India to
establish a special economic zones (SEZs) for IT sector in Uttar Pradesh (UP) and Haryana respectively.
Key Points:
i.TCS has proposed to establish an IT/ITeS (Information Technology Enabled Services.) SEZ in Noida, Uttar Pradesh,
over an area of 19.9 hectare at a cost of Rs 2,433.72 crore.
ii.Similarly, DLF has proposed to establish two SEZs in Haryana with an investments worth of Rs 793.95 crore and Rs
761.54 crore.
iii.The central government has cleared 417 such zones in India, as on November 14, 2019.Of these, 238 zones are in
active state.
About SEZs:
These zones are located within a country’s national borders, and their aims include increased trade balance,
employment, increased investment, job creation and effective administration.
In India, exports from these zones increased by about 14.5 % to Rs 3.82 lakh crore during April-September 2019-20
period as against Rs 7.02 lakh crore in whole 2018-19 financial year.

Padma Shri classical singer Shanti Hiranand passed away at 87
On April 10, 2020, Shanti Hiranand Chawla, renowned Hindustani Classical singer and Padma Shri awardee passed
away at the age of 87 in Gurugram, Haryana. She was born in 1932 in Lucknow, Uttar Pradesh (UP).
Key Points:
i.About Shanti Hiranand: Shanti was trained in thumri, dadra and ghazal singing by Begum Akthar. With the passing
of Shanti Hiranand the Begum Akthar era is formally over.
ii.She was world-renowned for keeping the legendary ghazal singer’s style alive in her performances, which she
staged all across the world including Lahore, Islamabad, Toronto, Boston, New York and Washington.
iii.About Books: Shanti Hiranand authored the book named “Begum Akhtar: The Story of My Ammi”, a biographical
work on renowned ghazal singer Begum Akhtar.
iv.Awards: The Government of India (GOI) awarded Shanti Hiranand, the fourth highest civilian honour of Padma

Jal Jeevan Mission: Haryana and J&K to provide tap water to every household by Dec 2022
On May 13, 2020,The Union Territory (UT) Jammu & Kashmir (J&K) and the state Government of Haryana have
planned to provide tap connection to supply water to all rural families by December 2022 under the Jal Jeevan
Mission (JJM).
Key Points:
i.The respective officials presented their work plan related to the supply of water to each family under the Mission to
the Department of Drinking Water and Sanitation.
Rs 290 Crores will be provided by Central government by Haryana under JJM for this financial year, which will be
supplemented by the same amount of State’s matching share.
ii.Current household tap connection:
J&K: According to the data, there are 18.17 lakh houses in UT, out of which 5.75 lakh houses have already been given
Functional Household Tap Connection (FHTC). Out of the remaining houses, 1.76 lakh houses are planned to provide
tap connection by the year 2020-21. It is planning 100 % coverage of 5000 villages in 3 districts- Srinagar, Reasi, and
Gandharbal till December 2022, while the national target has been set for the year 2024-25.
For this financial year (FY 2020-12), the J&K is likely to get Rs 680 crore as part of the centre’s JJM Mission.
Haryana: The state government has provided 1.05 lakh tap connections in the year 2019-20. There are 28.94 houses
in Haryana. Of these, 18.83 lakh already have tap water connection and 10.11 lakh houses are to be covered.
iii.Benefit: During this difficult time of the coronavirus(Covid-19) epidemic, efforts to provide domestic tap
connections in rural areas will make life easier. Especially women and girls will get rid of hard work and will help
them to live a safe and dignified life.
About Jal Jeevan Mission:
It is a central government initiative with the aim to provide drinking water to every rural household. Works under the
Ministry of Jal Shakti, the government implemented the mission on a priority basis.
The central government has advised the state & UT governments to adopt this JJM mission to achieve 2 objectives.

e-NAM reaches target 1000 mandis across 18 states and 3 Union Territories
On 15th May 2020, The Ministry of Agriculture announced that the e-NAM reached target 1000 mandis across the
nation in 18 states and 3 union territories(UTs) with 38 new mandis integrated with the e-NAM platform of
electronic agriculture trading portal.
Key Points:
i.The 38 new mandis include 19 from Madhya Pradesh, 10 from telangana, 4 from Maharashtra and one each in
Gujarat, Haryana, Punjab, Kerala and Jammu and Kashmir.
ii.e-NAM launched in 2016 to create a network of Mandis as a common online market platform as ‘one nation, one
market’ for agricultural commodities became a tool for social distancing in the global pandemic lockdown.
iii.The states and UTs are promoting the platform to reduce the human intervention in trading and handling of
produce online.
iv.The registered user base of e-NAM consists of 1.66 crore farmers, 1,31,000 traders and 1000 Farmers Producers
Organisations.
e-NAM:
i.The e-NAM was aimed to reduce transaction costs, bridging information asymmetries and to help in expansion of
market access for the farmers and stakeholders.
ii.e-NAM is implemented by the Small Farmers Agribusiness Consortium under the Ministry of Agriculture and
Farmers Welfare.

Diversion of forests for non-forestry projects: Govt. of India
Large areas of forest land are being diverted to other projects throughout India by the Government. A total 11,467.83
hectares (114.68 square kilometre) forest lands were diverted in 22 states between January 1 and November 6,
2019.
Key Points
i.According to the Union Ministry of Environment, Forest and Climate change annual report 2019-20 the diversion
was for 932 non-forestry projects under the Forest (Conservation )Act (FCA), 1980.
ii.14 projects in Odisha diverted 4,514 hectares (ha) of forest land, which is equal to 1/3rd of the total diverted forest
land.
iii.11 projects in Telangana diverted 2,055 ha of forest land.
iv.11 projects in Jharkhand diverted 869.99 ha of forest land.
v.Madhya pradesh diverted 795.36 ha for 220 projects.
Note: The most number of projects were in Haryana where a total diversion of 519.53 ha for 251 projects.

On 23rd June 2020, Kanwar Pal, Education Minister of Haryana announced that The Government of Haryana under
the Chief Minister’s Distance Education Programme signed an agreement with Reliance Jio TV to benefit around
52 lakh rural students during the COVID-19 pandemic.
Features of Agreement:
i.The four channels of EDUSAT can be accessed through television, Laptop, desktop, tablets and smartphones for free
of cost which will be available on the Jio platform.
ii.The contents aired on the television will be available on Jio TV for a week so that the students can access the
content to their convenience and time.
iii.This will also provide materials for the students preparing for competitive exams like JEE (Joint Entrance
Examination) and NEET (National Eligibility cum Entrance Test).
Key Points:
i.This initiative is estimated to benefit around 52 lakhs students of both English and Hindi medium students in both
private and government schools under the Haryana School Education board, the CBSE board and other boards.

Gist about Battery swapping technology
i.The battery swapping technology provides the best alternative to slow charging and enables drivers to optimize the

ii.The model was initiated to target the commercial segment like electric autos, rickshaws, electric 2W and the
electric vehicle, which is factory fitted or retrofitted.
Agreement between IOCL and Sun Mobility Pvt Ltd
Indian Oil Corporation Limited(IOCL) has signed an agreement with Sun Mobility Private Limited to install
lithium-ion battery swapping stations for electric vehicles in fuel stations across IndianOilRetail outlets in selected
cities. The 1st such battery swapping station was installed at one of IOC’s fuel stations in Chandigarh.
IOCL aims to run a Pilot and offer SMPLs (Smart Mobility Proprietary Solutions) to support and service vehicles like
e-rickshaws, e-karts and e-bikes, and e-auto rickshaws up to 20 to 25 quick interchange stations in selected cities in
India.
Sun Mobility plans to install 20 QIS across major towns, which cover New Delhi, Gurugram, Bengaluru, Chandigarh,
Amritsar among others.

i.The Pilot ROs QIS has 14 Batteries, with a touch screen to swap preloaded cards and an electricity sub meter.
ii.The QIS will play a significant role as it provides an alternative energy solution to the 3-wheeler segment & helps to

Rajinder Goel, Domestic cricket stalwart passes away at 77

On 21st June 2020, the Domestic cricket stalwart, Legendary first-class spinner Rajinder Goel who represented
Haryana, Punjab and Delhi passed away at the age of 77 due to old age related illness at his residence in Rohtak,
Haryana, India. He was born on 20th September 1942 in Punjab, British India (today’s Haryana).
Goel’s career:
i.He made his ranji debut in 1957-58 and began his first class careen with Patiala (southern Punjab team)
ii.He represented Delhi from 1963 and in 1973 he moved to Haryana.
iii.Officially he never represented India but played in 1974-75 Bangalore test against West Indies and in 1979-80
against Australia in which he got 6/120 and 3/43.
iv.He played his last Ranji Trophy in 1984-85 representing Haryana.
Key Points:
i.He took a total of 750 first class wickets in 157 domestic matches representing Haryana and the North Zone.
ii.He holds the record for the most wickets in the Ranji Trophy with 637 wickets.
iii.He received the CK Nayudu Lifetime achievement award in 2017 for his service to Indian cricket from the Board of
Control for Cricket in India(BCCI).
iv.Sunil Gavaskar, former Indian team captain, dedicated a chapter to Goel in his second book “Idols”.

Haryana passed “Haryana State Employment of Local Candidates Ordinance, 2020” to reserve 75%
private sector jobs for locals
The Haryana state Cabinet, under the chairmanship of Chief Minister Manohar Lal Khattar, has passed the
draft “Haryana State Employment of Local Candidates Ordinance, 2020” to provide 75% reservation for the
residents of Haryana in private sector jobs having salary of less than Rs 50,000 per month in companies, Societies,
Trusts, Limited Liability Partnership (LLP) Firms, partnership firms etc. situated in Haryana. Employment providers
which have more than 10 employees in its premises would be covered in this upcoming Act. Now, this ordinance will
be brought before the Council of Minister in its next meeting.
Key Points:
-Companies will have to register those employees that have salary below Rs 50,000 on the portal of the state’s labour
department. Companies which would not register will face a monetary punishment from Rs 25,000 to Rs one lakh
under section 3 of the Haryana State Employment to Local Candidates Act -2020.
-The law will have stringent rules for industries and firms that will try to hide information regarding employees.
-Domicile certificate is mandatory for a candidate to get the benefits under this scheme.
-If private companies will not be able to find suitable candidates, then they can inform to labour department and then
will be issued permits to hire from other states.
-These rules would apply to recruitment after the date of notification of this ordinance.
Background:
The quota was promised by Jannayak Janata Party (JJP) chief Dushyant Chautala before the 2019 state assembly
election. His newly formed party went on to win 10 seats and later formed an alliance with the BJP to form the
government in the state. Mr Chautala was appointed the deputy Chief Minister.

Central Govt Provides Rs 1500 crore to Haryana for its Crop Diversification and Ponds Rejuvenation
Central government provides financial aid of Rs 1500 crore to Haryana for water conservation, which includes Rs
500 crore to expand crop diversification under the ‘Mera Pani Meri Virasat’ scheme and Rs 1000
crore to rejuvenate the ponds and treat water.

ii.The objective of crop diversification through the scheme is to promote 2 latest technologies with sustainable
farming, increase production and enable crop options to increase the income of the farmer.
iii.Under this scheme, farmers are encouraged to grow alternative crops other than paddy.

20,000 crore in Haryana Virtually
On July 14, 2020 Union Minister for Road Transport, Highways and Micro, Small and Medium
Enterprises(MSMEs) Nitin Gadkari inaugurated and laid foundation stones of 11 Highway projects worth around
Rs 20 thousand crore in Haryana through a web based program(video conferencing) presided over by Haryana Chief
Minister, Manohar Lal Khattar. The projects are part of new economic corridors in the state.
• The 3 projects worth Rs 2,240 crore were inaugurated and foundation stones were laid for 8 projects worth Rs
17,757 crore.
Advantage of these projects
i.It will provide a smooth connectivity within the State and also to other States like Punjab, Rajasthan, Delhi and Uttar
Pradesh.
ii.It will help to cut down travel time, reduce fuels and cost and also enhance development in backward areas of the
State.

land in association with these projects

iii.The 14.4 km 4-lane Rewari Bypass at a cost of Rs 928 crore.
iv.The 30.45 km 4-lane Rewari-Ateli Mandi section of NH 11 at a cost of Rs 1057 crore.
v.The 40.8 km 6-lane Narnaul Bypass on NH 148B, NH 11 and Narnaul to Ateli Mandi section of NH 11 at a cost of Rs
1380 crore.
vi.The 40.6 km 4-lane Jind-Gohana (Pkg 1, Greenfield alignment) of NH 352A at a cost of Rs 1207 crore.

Haryana Cabinet approved ‘Samadhan se Vikas’ to Recover External Development Charges dues
The Haryana Cabinet gave approval to the ‘Samadhan se Vikas’, a one-time settlement scheme for the recovery of
long-pending dues on account of External Development Charges (EDC). It is modeled on the central scheme ‘Vivad se
Vishwas-2020’.

• The scheme is applicable in respect of the full amount outstanding on account of the EDC and on interest and
penalty interest.
Note– Many colonisers and builders, mostly in Gurgaon and Faridabad failed to pay the state government over Rs
10,000 crore as EDC.

75% interest and penal interest waived:
If a coloniser deposits 100% of the outstanding(o/s) principal amount against EDC and 25% of interest and penal
interest within six months from the date of notification of the scheme,the balance 75% of the accumulated interest
and penal interest will be waived.
50% of interest and penal interest waived:
If a coloniser deposited at least 50 % of the outstanding principal amount against EDC and 50% of interest and penal
interest within six months, the balance 50% of interest and penal interest will be waived
Remaining 50% principal amount will be recovered:
The remaining 50% of the outstanding principal amount will be recoverable in four 6-monthly installments. The
amount will be recovered with an interest of 8 % per annum on delay of the payment and 2 per cent per annum on
default of the payment
Deposit
The first 6 month for the deposit of first instalment will begin from the date of deposit of 50% principal plus 50%
interest and penal interest component.
Original EDC will come into effect
i.If the coloniser does not clear all EDC dues within the prescribed 2 years, the waiver of the balance 50% of the
accumulated interest and penal interest will be cancelled and the original EDC schedule will come into effect.
ii.If any amount of the 50% outstanding principal amount with interest is not deposited within the prescribed period,
the coloniser will lose all benefits under this policy and the original EDC schedule will come into effect.

On July 25, 2020 The Minister of State of Youth Affairs and Sports, Kiren Rijiju and Haryana Chief
Minister, Manohar Lal Khattar announced that Haryana will host the 4th edition of Khelo India Youth Games(KIYG)
in 2021 through video conference. The Games will be held in Panchkula in Haryana.

• The games will take place after the 2021 Tokyo Olympics.

On 1st August 2020, Harsh Vardhan, Union Minister of Health and Family Welfare announced the completion of 1st
Pan-India 1000 Genome Sequencing of SARS-CoV-2. He reviewed the COVID-19 activities of Department of
Biotechnology(DBT), Biotechnology Industry Research Assistance Council (BIRAC) and DBT-Autonomous
Institutions (AIs) in the meeting with DBT.
He also launched the largest network of five dedicated COVID-19 Biorepositories by the DBT at

i.The programme launched by the Department of Biotechnology(DBT) in May 2020, was conducted by the

ii.The consortium was coordinated by National Institute of Biomedical Genomics (NIBMG-Kalyani), West Bengal and

eVIN to Strengthen Immunisation Supply Chain, reached 32 States & UTs

The Electronic Vaccine Intelligence Network (eVIN), which is used for efficient vaccine logistics management has
reached 32 States and Union Territories (UTs) and will soon be rolled-out in the remaining State of Sikkim and Union
Territories (UTs) of Andaman & Nicobar Islands, Chandigarh and Ladakh. Currently, 23,507 cold chain points across
585 districts of 22 States and 2 UTs routinely use the eVIN technology.
• eVIN provides real-time information on vaccine stocks and flows, and storage temperatures across all cold
chain points in the country amid COVID-19.
About eVIN:
Aimed at strengthening immunization supply chain systems in India, eVIN is being implemented under National
Health Mission (NHM) by Ministry of Health and Family Welfare (MoHFW). It ensures continuation of the essential
immunization services to protect children and pregnant mothers against vaccine preventable diseases.
• Since April 2020, 8 States (Tripura, Nagaland, Manipur, Meghalaya, Arunachal Pradesh, Haryana, Punjab and
Maharashtra) are using the eVIN application with 100% adherence rate to track State specific COVID-19
material supplies, ensure availability and raise alerts in case of shortage of 81 essential drugs and equipment.
• Notably, with eVIN Vaccine availability at all times has increased to 99% in most health centers. Also there is
an activity rate of more than 99%, instances of stock-outs have reduced by 80%, and the time taken to
replenish stocks has also decreased by more than half, on an average.
• Over 41,420 vaccine cold chain handlers provided training on eVIN and nearly 23,900 electronic temperature
loggers have been installed on vaccine cold chain equipment for accurate temperature review of vaccines in
storage.
On June 12, 2020, Shri Rajesh Bhushan, the officer on Special Duty of Ministry of Health and Family Welfare has
launched a National Healthcare Supply Chain Portal Aarogyapath (https://www.aarogyapath.in) to provide real-
time availability of critical healthcare supplies with the involvement of manufacturers, suppliers and customers.

National Commission on Population: Projects India’s Population to be More Feminine by 2036

The National Commission on Population under the Ministry of Health and Family Welfare (MoHFW) submitted the
Report of the Technical group on population projections July 2020, titled “Population projections for India and

States 2011- 2036”. The report projected that the India’s sex ratio of the total population (females per 1000 males)
is expected to be more feminine in 2036 compared to the population as of 2011.
Population projections for India and States 2011- 2036:
Sex ratio:
i.The report estimates the sex ratio to increase from 943 in 2011 to 957 in 2036.
ii.Compared to 2011, the sex ratio in 18 states except Kerala, Karnataka, Maharashtra and Gujarat are expected to
increase by 2036.
iii.In 2036, the lowest sex ratio of 899 is expected to be in NCT of Delhi, followed by 900 in Gujarat and 908 in
Haryana.
Infant Mortality Rate:
i.India’s Infant Mortality Rate(IMR) is reported to be 46 in 2010 which is expected to reduce to 30 by the end of
2031-2035.
ii.The report projects the IMR to reduce in all the state of India in 2011 to 2035.
Madhya Pradesh has the highest IMR at 58 followed by Uttar Pradesh with 57 in 2011-2015 which is expected to
come down to 37 and 38 in MP and UP respectively in 2031-35.
iii.During 2031-35, the IMR is expected to be in between 30-40 in Rajasthan, Assam, Odisha, Chhattisgarh, MP and UP.
iv.Kerala is expected to have the lowest IMR at 9 in 2031-35 followed by Tamil Nadu from 22 in 2011-15 to 16 during
2031-35.
Fertility Rate:
i.Total Fertility Rate (TFR) is expected to decline from 2.34 during 2011-2015 to 1.73 during 2031- 35.
ii.The declining fertility rate will change the age demographics of India’s population and increase the medium age
from 24.9 in 2011 to 34.5 in 2036.
iii.Bihar and UP have the higher TFR with 3.5 and 3.7 respectively which is higher than the TFR of India (2.5).
Population of India:
i.The report projects India’s population to increase by 25.7% in 25 years at a rate of 1% annually i.e., from 121.1
crore to 151.8 crore during 2011-36.
ii.The population density will increase from 368 to 463 persons per square kilometer.
iii.As per the 2011 Census India’s population was 1.21 billion which is estimated to grow by 311 million by 2036.
Youth Population:
i.Youth population (15-24 years) is expected to increase from 23.3 crores in 2011 to 25.2 crores in 2021 and then
continue to decrease to 22.7 crores in 2036.
ii.The youth population proportion to the total population is expected to become 14.9%in 2036.
Decline in rate of population growth:
The population growth rate will decline by 8.4% during 2021-2031.
Note:
The report projects that India will overtake China and become the most populated county around 2031.
Urban Population:
i.The urban population of India was 31.8% in 2011 which is projected to increase to 38.2% by 2036 which
contributes 73% of the total population growth by 2036.
ii.Delhi with 98% urban population in 2011 is expected to become 100% urban by 2036.
iii.Tamil Nadu, Kerala, Maharashtra, Telangana and Gujarat are expected to have more than 50% urban population by
2036.
Life Expectancy:
i.For men the life expectancy is expected to increase from 66 to 69 and for women it is expected to increase from 71
to 74.
ii.Kerala could become the only Indian state to have life expectancy above 80 for women and 74 for men by 2036.
iii.The Northeastern states are estimated to have a life expectancy of 77 for women and 73 for men by 2036.

Haryana’s Forest department used drone for aerial seeding to increase green cover in Aravallis
In order to improve green cover in the inaccessible Aravalli area of Haryana’s Faridabad district, the Haryana forest
department has used drone technology to shower 50,000 seeds pallets covered with a mixture of clay and compost.
This ‘seeding drone’ is designed by an Indian Institutes of Technology (IIT)-Kanpur backed startup.
• Species whose seeds were disseminated included Peepal, Pilkhan, Amaltash, Bael Patra, Pahari Papri, Ronjh
and Khairi.
Key Points:
-This exercise of showering seeds from drone was held between July 18-29, 2020 and covered Haryana’s four
districts of Faridabad, Yamunanagar, Panchkula, and Mahendergarh.
Nearly five lakh seeds dispersed in these districts.
-The project is being taken up on a pilot basis in order to regenerate low vegetation density sites which are hard to
access.
On 23rd June 2020, The Government of Haryana under the Chief Minister’s Distance Education
Programme signed an agreement with Reliance Jio TV to benefit around 52 lakh rural students during the COVID-

Haryana CM Manohar Lal Khattar launched Parivar Pehchan Patras

On 4th August 2020, Manohar Lal Khattar, the Chief Minister of Haryana launched a unique identity card, the Parivar
Pehchan Patras (PPP), an initiative of the state government developed by the team CMO (Chief Minister’s Office) for
effective and efficient delivery of central and state schemes to the people in a transparent way.
Aim:
To monitor each family (around 54 Lakh) living across Haryana.
Parivar Pehchan Patras(PPP):
i.Under PPP each family will be considered as a single unit and will be allotted a 8 digit unique identification number.
ii.The 8-digit number will enable seamless delivery of state government services.
iii.The PPP will hold the data like the head of the family, name, age, income, contact number along with the
information about the family’s sector, city, district, village, tehsil, block and district.
iv.Every city and village will have unique code.
Features:
i.The Mukhya Mantri Parivar Samridhi Yogna (MMPSY) along with three pension schemes – Old Age Samman
Allowance Scheme, Divyang Jan Pension Scheme, and Widow and Destitute Women Pension Scheme are integrated
with the Parivar Pehchan Patra.
ii.Manohar Lal Khattar announced that the welfare schemes of all the departments will be linked with PPP within the
next three months.
iii.The migrant workers registered with the Labour Welfare Board of Haryana has been synced with PPP.
Benefits:
i.The effective delivery of services and the reduction in corruption and red-tapism in the system will be achieved by
integrating the schemes of all the departments with PPP.

ii.Under this initiative, Ration Cards of all those families would be prepared, which do not have a ration card but are
eligible to have one of the appropriate category.

i.The golden data of around 18.19 lakh families out of the 56.20 lakh families of the state has been prepared and the

ii.An addition 20 Lakh cards will be provided by the end of August and the verification process for the remaining
family IDs which are to be distributed in September will be completed by the end of August.

On 4th August 2020, Haryana’s Urban local bodies and Home Minister Anil Vij launched the first of its kind, “Works
Management System”, a web-based, paperless and centralised web portal for the management and monitoring of
the development works in the Urban Local Bodies(ULB) in Haryana.
Key Points:
i.This centralised web portal will bring in all the workings of ULB in Haryana under a single platform and any kind of
delay in the completion of works will be displayed on the portal.
ii.The portal will enable transparency and reduce corruption in the state.
iii.The direction for the allotment of development projects in the municipal bodies and the completion of the entire
process over online through this portal are provided.
iv.The training for the officers and employees are provided to ensure the seamless functioning of the system.
v.The portal will enable the Chief Minister, Additional Chief Secretary and the Director of the Department to access
the progress of the development works on their dashboard and mobile phones.
Haryana CM Manohar Lal Khattar launched Anti Bullying Campaign of Faridabad Police over Social Media
On 9th August 2020, Manohar Lal Khattar, Chief Minister of Haryana launched the anti-bullying campaign of the
FAridabad Police over their Instagram, Facebook and Twitter page with username @FBDpolice to report any form of
bullying in the schools, colleges, neighbourhood, home and workplace and to implement the targeted programs to
counter bullying.
Note:
The anti-bullying campaign is the first of the series which will cover the issues related to drugs, gambling,
addictions, online frauds and human trafficking.
About the Campaign:
i.The campaign initiative is a part of the ‘Teen Age Police’ programme of Faridabad Police.
ii.This campaign focuses on teenagers who are mostly affected by bullying which damages their confidence,
personality development and social intelligence.

Yojana” to provide free sanitary napkins to girls and women of below poverty line (BPL) families, and initiated
“Mukhya Mantri Doodh Uphar Yojana” to provide fortified flavoured skimmed milk powder to women and children.
These schemes were launched by Haryana Chief Minister Manohar Lal Khattar through video conferencing.
About Mahila Evam Kishori Samman Yojana:
This scheme focusing on adolescent girls and women between 10 to 45 years of age of about 11,24,871 BPL families
will provide a 6 piece packet of free sanitary napkins every month for a year. This scheme will cover the state’s 22.50
lakh women and girls.
• Apart from this, the state’s Education Department will also provide six sanitary napkins every month to 50
lakh girl students under another scheme.
About Mukhya Mantri Doodh Uphar Yojana:
Under the aegis of Integrated Child Development Scheme (ICDS), a Centrally Sponsored Scheme (CSS), implemented
by the Ministry of Women and Child Development (MoWCD), the state government has initiated this scheme in order
to provide fortified flavoured skimmed milk powder to about 9.03 lakh children and 2.95 lakh pregnant and lactating
mothers visiting 25,962 anganwadi centres in the state.
• The objective of the scheme is to address the problem of anaemia and malnutrition among state’s women and
children.
• Under this scheme which is to be included in the state’s flagship programmes, around 200 ml of fragrant
skimmed milk would be given per day for 6days in a week to the children between 1 and 6 years of age in
anganwadi centres and pregnant and lactating mothers.
• This milk would contain nutritious elements like protein, calcium, magnesium, B-12, vitamins-A and D, which
would replenish the micro-nutrients and vitamins in the body.
Note – The state government has been working by focusing on ”4-S” –”Shiksha (education), Swasthya (health),
Suraksha (security) and Swamlamban (self-reliance)”.After this launch another ‘S’ has also been included and that is
Swabhiman so as to ensure that people live with self-respect.
On 23rd June 2020, Kanwar Pal, Education Minister of Haryana announced that The Government of Haryana under
the Chief Minister’s Distance Education Programme signed an agreement with Reliance Jio TV to benefit around

Haryana employment department signed a Memorandum of Understanding (MoU) with M3M Foundation, the
philanthropic arm of M3M Group to facilitate students’ online preparation, training and mentoring for entrance
examinations of government jobs. The MoU was signed by Seema Kaushik, Director, Department of Employment,
Government of Haryana and Dr. Payal Kanodia, Trustee, M3M Foundation at Haryana Niwas in Chandigarh in the

Vice Prez Venkaiah Naidu Virtually Announced ARIIA 2020 Results; IIT Madras Topped among Institutes of
National Importance
On August 18, 2020, Vice-President of India, Muppavarapu Venkaiah Naidu, e-released the Atal Ranking of
Institutions on Innovation Achievements (ARIIA) 2020 from New Delhi. He was the chief of the virtual ceremony
while Union Minister of Education, Ramesh Pokhriyal ‘Nishank’ and Minister of State (MoS) for Education Sanjay
Shamrao Dhotre were the Guest of Honour.
• Indian Institute of Technology (IIT) Madras topped the category of Institute of National Importance
while Kalinga Institute of Industrial Technology (KIIT), Khordha (Odisha) topped the category of Private or
Self-Financed Universities.
• The rankings were announced in six categories viz. Centrally Funded Institutions, State funded universities,
State-funded autonomous institutions, Private/Deemed Universities, Private Institutions, and Women (only
higher educational institutions). For the first time, ARIIA 2020 had a special prize category for women only
higher educational institutions.
• The rankings are premised on 9 parameters– Budget, Facilities, Awareness, Innovation, Entrepreneurship,

What is ARIIA?
It is an initiative of the Ministry of Education and implemented by the Ministry’s Innovation Cell and All India Council
for Technical Education (AICTE) to systematically rank higher education institutions (HEIs) and universities in India
on indicators related to Innovation, Startup and Entrepreneurship Development amongst students and faculty.
• It should be noted that India has moved up from 81st position in 2015 to 52nd position in 2019 in Global
Innovation Index (GII) ranking.

5th Swachh Survekshan 2020 Announced by Hardeep Singh Puri; Indore is India’s Cleanest City 4th Time in a
Row
On August 20, 2020, during a virtual event of Swachh Mahotsav organized by, Ministry of Housing and Urban Affairs
(MoHUA), Hardeep Singh Puri, Minister of State (MoS)-Independent Charge (I/C) MoHUA announced the 5th edition
of the annual cleanliness urban survey of India i.e.”Swachh Survekshan 2020 (SS2020)” conducted by MoHUA. A total
of 129 awards were given by the minister in which Madhya Pradesh’s Indore Creates record as India’s cleanest city
for the 4th consecutive time while Gujarat’s Surat and Maharashtra’s Navi Mumbai grabbed 2nd and 3rd positions
respectively.
• SS2020, the 28 days long completely digitized and paperless nationwide survey is the world’s largest
cleanliness survey covering 1.87 crore citizens of 4,242 cities, 62 cantonment boards and 92 towns along the
Ganga river.
• The SS2020 was focused on 9 key areas including 3R Principles of Reduce, Reuse and Recycle.
• The event also saw the felicitation of MoHUA’s partner organisations in the Swachh Bharat Mission-Urban
(SBM-U) viz. United States Agency for International Development (USAID), Bill & Melinda Gates Foundation
(BMGF) and Google.

NITI Aayog Released Export Preparedness Index (EPI) 2020: Gujarat Tops the Overall Rankings
On 26th August 2020, NITI Aayog in partnership with Institute of Competitiveness released the Export Preparedness
Index (EPI) 2020, this is the first report to examine export preparedness and performance of the states of India.
Gujarat was identified as the top performing state in the category of Coastal state and also topped the Overall
rankings.
AIM of EPI:
• To identify the challenges and opportunities
• Enhance the effectiveness of Government policies
• Encourage a facilitative regulatory.
Structure:
The structure of the EPI includes 4 pillars which are Policy, Business Ecosystem, Export Ecosystem and Export
Performance and 11 sub pillars which are Export Promotion Policy, Institutional Framework, Business Environment,
Infrastructure, Transport Connectivity, Access to Finance, Export Infrastructure, Trade Support, R&D Infrastructure,
Export Diversification, and Growth Orientation.
Framework:
i.The framework of the EPI is based on the feedback from the states, Union Territories(UT) and organisations like
Export-Import Bank of India (EXIM Bank), Indian Institute of Foreign Trade (IIFT) and Directorate General of
Commercial Intelligence and Statistics (DGCIS).
ii.Reserve Bank of India(RBI), DGCIS and Central ministries were consulted for some of the indicators.
Features:
i.The EPI 2020 evaluates the true potential and capacities of the Indian States.
ii.It also provides the detailed insights to guide the stakeholders towards strengthening the national and
international level export ecosystem.
iii.This data driven effort identifies the core areas that are significant to promote the exports at sub national level.
iv.This index will support the state governments to achieve the benchmark regional performance in export
promotion and provide insights on how to improve
Highlights:
i.The landlocked states, Chhattisgarh and Jharkhand had taken several measures to promote exports which can be
implemented by the other states with similar socio-economic challenges.
ii.The Northeastern states under the Growth orientation sub pillar focused on the indigenous products like spices to
promote their exports.
iii.Among the 8 Coastal States, 6 states occupied the positions among the top 10 ranking which indicates the strong
enabling and facilitating factors to promote exports.

On September 07, 2020, Haryana Chief Minister Manohar Lal Khattar virtually launched the first of its Kind
Educational Chatbot “Apka Mitra” & Online Admission Platform for UnderGraduate (UG) courses in government-
aided and self-financed colleges for the new academic session 2020-21.

ii.Students can send a message on Whatsapp chatbot number 7419444449 to get information regarding admission &
scholarship.
Online Admission Platform:
i.It has been launched by the National Informatics Centre (NIC) in collaboration with the Higher Education
Department.
ii.Using the new platform, the students will be able to complete the entire admission process in the convenience of
home.
iii.He also launched online international journals, namely Journal of Humanities and Social Science, prepared by the
Higher Education Department to promote research.
iv.The online system is expected to strengthen the admission process and also make it transparent.
i.Haryana Chief Minister Manohar Lal Khattar passed the draft “Haryana State Employment of Local Candidates
Ordinance, 2020” to provide 75% reservation for the residents of Haryana in private sector jobs.

On September 11, 2020 Department for Promotion of Industry and Internal Trade (DPIIT) released the 2nd Edition
of ‘States on Support to Startup Ecosystems 2019’ . The Rankings are based on providing a Strong Ecosystem for
promoting Startups.
i.Gujarat emerged as the best performer among Category X.Gujarat topped the rankings in the 2018 edition of
Ranking also.
(In Category x – All States and New Delhi, barring North Eastern (N. E) States & other Union Territories (U. T))
ii.Andaman and Nicobar Islands emerged as best performer among Category Y
(Category y – All N.E states except Assam and all UTs except Delhi).
iii. The Rankings were released by Union Minister for Commerce and Industry, Piyush Goyal and a total of 22
states and 3 UTs participated in the exercise.

PK Mishra Panel to Initiate Action in Advance For Managing Air Pollution in NCR
On September 18, 2020, a high-level task force led by Dr Pramod Kumar Mishra, Principal Secretary to the Prime
Minister reviewed the action taken by agencies and firm up plans for the coming harvesting and winter
season during a meeting with Chief Secretaries of Delhi, Punjab, Haryana, Rajasthan and Uttar Pradesh, Secretaries of
different departments/ministries of the central government including M/o of Environment, Forest & Climate Change,
Agriculture, Road, Petroleum and Central Pollution Control Board (CPCB).
• Its objective was to initiate proper precautionary and preventive measures in advance for the management of
air pollution in the National Capital Region (NCR).
• The meet notified that incidence of stubble burning has reduced by more than 50% in the last two years and
the number of Good Air Quality Index (AQI) days have gone up.
Key Points:
–The meeting reviewed the main sources of air pollution, measures taken and the progress made by the State
Governments and various Ministries was carried out.
–As Reserve Bank of India (RBI) included residue based power /fuel plants under priority sector lending (PSL)
therefore both State and Central Governments will jointly work out action plans for rapid deployment of such units.
–The importance of effective implementation of the existing in-situ management of crop residue scheme of the
Ministry of Agriculture by the States was highlighted.
–State Governments mandated for the deployment of new machinery for farmers in the current year before the start
of the harvesting season.
— Government of National Capital Territory (GNCT)-Delhi was requested to ensure measures to control local sources
of pollution with a support of the Ministry of Agriculture.
–To control stubble burning, it was stressed that an adequate number of teams should be deployed at ground level to
ensure that no stubble burning takes place especially in the State of Punjab, Haryana and Uttar Pradesh (UP).
1. On July 2, 2020 Delhi Environment Minister Gopal Rai informed that a 17 day campaign ”Podhe Lagao,
Paryavaran Bachao” (Plant Trees, Save Environment) will be launched from July 10 to July 26 from the

National Highway(NH) 20 near ITO to reduce air pollution. During the campaign 31 lakh saplings will be
planted.
2. Bharti AXA General Insurance has launched its crop insurance campaign,’Bohot Zaroori Hai’ for farmers in
Maharashtra and Karnataka to encourage them about their yield protection and financial security. It
