Mizoram set to organize 1st edition of Zo kutpui festival 2020 in 10 states & US, Myanmar, Bangladesh
In a bid to unify different tribes of Mizo community, the state Government of Mizoram will organize the 1st edition
of Zo Kutpui festival 2020 across 10 states in India & also in countries such as Maryland in the US (United States),
Tahan in Myanmar and Bangladesh from January 9, 2020.
Key Points:
i.The 1st such festival, organized by the Mizoram tourism department, would be held at Vanghmun, a hub of Mizos in
neighbouring Tripura, from January 9 – 11,2020. Then festival will carry forward to other states which have a
significant Mizo population.
ii.The Chief Minister (CM) of Mizoram-Zoramthanga will be the chief guest of the festival & Robert Romawia Royte,
the state tourism minister will be the chief host.
iii.The event will witness many importance personnel from various Mizoram tribes and also see the presence of
cultural performance & traditional songs from various Mizo tribes from Mizoram and other Northeastern (NE) states.

Mizoram sets to celebrate ‘Chapchar Kut’ festival on March 6, 2020


On January 14, 2020 Government of Mizoram along with the organizing committee under the chairmanship of Chief
Minister Zoramthanga has decided to celebrate the ‘Chapchar Kut’, the biggest and most important festival of the
Mizos, on March 6, 2020. The two- days festival is celebrated under the theme “Promotion of Mizos’ culture and
moral code”.
Key Points:
i.March 5,2020 will be celebrated as pre-festival, which will be attended by state’s Art and Culture Minister R
Lalzirliana as “Kut Pa” or the “father of the festival”.
ii.On March 6, 2020 the festival will be celebrated with cultural fervour and gaiety in all parts of the state and the
grand celebration will be held at the Assam Rifles ground in the state.
iii.Chapchar Kut is a spring festival celebrated usually in March after completion of the Jhum cultivation.
iv.Diplomats from the United States (USA), Bangladesh, Thailand, Myanmar, Korea, Japan, Nepal, Bhutan, China and
Israel will be invited along with the leaders of different tribes of Mizo from different parts of the world.
v.Exhibition of paintings, photos, handloom and handicrafts will be held in different places around the state’s capital,
Aizawl.

Jharkhand’ Jharia is the most polluted Indian city & Lunglei, Mizoram least polluted: Greenpeace India report
2018
The Greenpeace India report for 2018 was released based on the National Ambient Air Quality Monitoring
Programme (NAMP), on January 21, 2020. Jharia in Jharkhand which is known for Coal-belching is the most
polluted Indian city with 322 µg/m3 (micrograms per cubic meter) of PM10 (Particulate matter) pollutants in 2018,
according to the report analysis of 287 cities across the country. Out of 287 cities 231 cities were severely polluted.

Key Points:
i.Dhanbad in Jharkhand which is known for its rich coal reserves and industries, is the second-most polluted
Indian City with 264 un/m3 of PM10 pollutants.
ii.By taking marginal improvement in reducing air pollution, Delhi had jumped to the 10th position in the analysis . It
was at the 8th position in the last report.
iii.Lunglei in Mizoram is the least polluted followed by Meghalaya’s Dowki.It is also the only Indian city with PM
levels under the World Health Organisation’s (WHO) prescribed level of 20/ug/m3 (micrograms per cubic meter).
iv.Noida, Ghaziabad, Bareilly, Allahabad, Moradabad and Firozabad are the six of the top-10 polluted cities in Uttar
Pradesh.
v.By keeping 2017 as the base year, the central government launched National Clean Air Programme (NCAP) in 2019,
which is a five-year action plan with a target of reducing concentrations of PM-10 and PM-2.5 up to 30% by 2024 in
102 non-attainment cities.
vi.According to the National Ambient Air Quality Standards (NAAQS), the permissible limit for PM-10 is 60 ug/m3
and it is mere 20 ug/m3, as per the World Health Organization (WHO).

Mizoram becomes the 1st state to give industry status to sports
On May 23, 2020, Mizoram sports minister Robert Romawia Royte informed that the state cabinet has cleared the
proposal of the Sports and Youth Service department to grant sports an industry status to boost the sports sector,
generate employment, increase value of sports & to attract private companies to invest in sports which will benefit in
terms of subsidy, loans and concessions. It becomes the 1st state to do so.
Key Points
i.The industry status will help to meet the requirements of sportspersons and others involved in the sector & will
ensure sustainability, proper registration and management of sports.
ii.By this status the sports and its infrastructure will be eligible for availing of subsidy, loan and assistance from
private and government sources. Corporate and private firms will have interests in supporting sports
iii.It is a significant step forward in a more systematic and sustainable manner. The government also has a plan to
construct an ”elevated” football ground in Mizoram.
iv.The Federation of Indian Chambers of Commerce & Industry and other industry bodies have shown interest in the
decision.
Background- The idea was 1st proposed in 2019 as part of the state sports policy
Major Highlights of Mizoram’s sports
It has a pool of footballers playing for premier clubs across the country & also has done well in hockey and
weightlifting in recent years.
Apart from these the other indigenous games in the state are stick fighting, Insuknawra (rod pushing), Kalchhet Kal
(relay race using bamboo), Inarpathai (cock fighting)
At least 150 Mizo players are part of the Indian Super League, one of the top premier football leagues in India.
Other recognition & approvals of Mizoram
i.The state recognised tourism as an industry in 2019 to include investors in the field
ii.The council of ministers chaired by chief minister Zoramthanga approved the “proposal on economy measures to
be adopted by the government of Mizoram in the wake of COVID-19,” which primarily focus on rigorous measures to
fight back economic slowdown caused by a coronavirus outbreak.
iii.Notably the cabinet also approved “Draft Mizoram government employees (Counting of Past Service) Rules, 2020,”
“Mizoram Goods & Services Tax (Amendment) Ordinance, 2020” and “Proposal for allotment of land for construction
of Mizoram Upa Pawl (MUP) at Khawzawl by carving out an area from land allotted to the power and electricity
department”

SRS Bulletin released: National infant mortality rate at 32, MP worst performer; Kerala achieved SDG target
On May 10, 2020, Registrar General of India has released its Sample Registration System (SRS) bulletin based on data
collected for 2018 (reference year) which has presented the estimates of Birth Rate, Death Rate, and Infant Mortality
Rate (IMR) for the year 2018 for India and its States/UTs.
The rates are calculated per one thousand of the population.
The current sample is based on the 2011 Census frame. The SRS sample is replaced every ten years based on the
latest census frame.
Let us go through the SRS Bulletin starting with IMR:
Infant Mortality Rate (IMR): It is the number of deaths per 1,000 live births of children under one year of age.
National Average: India’s infant mortality rate (IMR) has improved very marginally from 33 per 1,000 live births in
2017 to 32 in 2018. In 2009-2018 it has declined from 50 to 32. The present figure of 32 is about one-fourth as
compared to 1971 (129).
Urban & Rural Areas: The decline in rural areas in 2009-2018 is 55 to 36, and for urban areas it is from 34 to 23.
With regard to percentage, there is a decline of about 35% in rural areas and about 32% in urban areas.

Points to be noted:
–Kerala is one of the state with an IMR in single digits at 7. It is also the only state which has now achieved the United
Nations’ (UN’s) Sustainable Development Goals (SDG) target for IMR reduction, set at eight for the year 2020.
–Despite the decline in IMR over the last decades, one in every 31 infants die within first year of their life at the
National level (irrespective of rural urban); one in every 28 infants in rural areas and one in every 43 infants in urban
areas still die within one year of life.
–In the last 10 years, Child and infant mortality continues to be a massive problem in India despite improvements
over the years. An estimated 8,82,000 children under the age of 5 died in 2018 in India.
Death Rate: Mortality is one of the basic components of population change. Death rate is the ratio of deaths to the
population of a particular area or during a particular period of time
National average: The death rate of India has witnessed a significant decline over the last four decades from 14.9 in
1971 to 6.2 in 2018. At all India level it has declined from 7.3 to 6.2 in 2009-2018.
Urban & Rural Areas: The corresponding decline in rural areas is 7.8 to 6.7, and for urban areas it is from 5.8 to 5.1.
The rate of decline in these years has been higher in rural areas (around 14.5%) than in the urban areas (12.7%).

Birth Rate: Birth rate is a crude measure of fertility of a population and a crucial determinant of population growth.
It gives the number of live births per thousand population in a given region and year.
National average: There has been about an 11% decline in birth rate in the last decade, from 22.5 in 2009 to 20.0 in
2018. It has declined drastically over the last four decades from 36.9 in 1971 to 20.0 in 2018.
Urban & Rural Areas: The decline in 2009-2018 in rural areas is 24.1 to 21.6, and in urban areas, it is 18.3 to 16.7.
Urban rural differential: The rural-urban differential has also narrowed. In 2018, the birth rate for India varies from
16.7 in urban regions to 21.6 in rural regions. However, the birth rate has continued to be higher in rural areas
compared to urban areas in the last four decades.

Green Mizoram Day 2020: June 11
Every year a particular day during the first or second week of June is observed as Green Mizoram Day.In 2020, Green
Mizoram Day is observed on June 11 across Mizoram in India. The plantation drive was averted due to the COVID-19
pandemic.
Purpose of observing :-
This day was observed to protect the state’s diverse flora and fauna and preserve the ecological balance of the region.
Green Mizoram day is celebrating since 1999.
Other Events:-
i.Governor P.S Shreedharan Pillai planted saplings at the premises of Raj Bhavan.
ii.The day is also dedicated to plant trees & to maintain those planted in previous years by which ecological balance
can be maintained.

Odisha, Sikkim and Mizoram included in ‘One Nation-One Ration Card’ scheme
On June 1, 2020 The Union Minister of Consumer Affairs, Food & Public Distribution Ram Vilas Paswan informed
that Odisha, Sikkim and Mizoram have joined the ‘One Nation-One Ration Card’ scheme on ‘Integrated
Management of Public Distribution System’(IM-PDS) a total of 20 states/Union Territories(UTs) in the scheme.
Targets made
All states will be added in the scheme & the scheme will be operational all over India by March 2021
Three more States namely- Uttarakhand, Nagaland and Manipur will also be added to the national cluster by August
2020
Scheme execution in Odisha, Sikkim and Mizoram
i.The necessary arrangements like preparatory activities to integrate these states with the national cluster
particularly upgradation of electronic Point of Sale (ePoS) software.
ii.The integration with central IM-PDS and Annavitran portals for the availability of ration cards/beneficiaries data in
Central Repository, requisite testing of national portability transactions are completed with the support of the central
National Informatics Centre (NIC) team.
iii.the national/ inter-State portability transactions under the scheme will be enabled in these states with effect from
the distribution month of June 2020.

Major Highlights
i.The Department of Food & Public Distribution is taking constant efforts to include the remaining States and UTs to
the national cluster.
ii.Ram Vilas Paswan requested the 20 States/UTs to commence the national/ inter-State portability transactions in
June 2020 as beneficiaries can take advantage of portability service with immediate effect which will also benefit the
migrants anywhere in these 20 States/UTs.
Key Points
Under this plan National Food Security Act (NFSA), 2013 ration cards which have recorded at least one Aadhaar
authenticated transaction in the last 6-months shall be eligible for the national portability transactions.
Web-services for reporting of portability transaction details to the central dashboard are also enabled for these
States, the central NIC team shall be assisting the State Governments to rollout ‘One Nation One Ration Card’ plan.
Objective of the scheme
The scheme enables the NFSA ration cardholders to avail their subsidised foodgrains from any ePoS software-
enabled Fair Price shop(FPS) anywhere in the country, by using the existing/same ration card after Aadhaar
authentication on ePoS devices.

Capitals of NE states to be connected through rail network by 2023
On July 17, 2020, during a virtual interaction with the media, Railway Board Chairman Vinod Kumar Yadav has
announced the connectivity of all capitals of North-Eastern (NE) states through rail network by 2023. Railways is
already implementing a project in this regard.
• The capitals of Assam, Tripura and Arunachal Pradesh are already connected. The work to connect capitals of
Manipur, Mizoram, Nagaland, and Meghalaya is in progress.
• In Manipur, Mizoram, Nagaland and Meghalaya, the capital connectivity work is in progress. Manipur will be
connected in March 2022, Mizoram in March 2023, Nagaland in March 2023, Meghalaya in March 2022 and
Sikkim in December 2022.
Apart from above, attempts to connect every part of Jammu and Kashmir (J&K) to the railway are also underway, and
the 111 km Katra-Banihal rail link project is likely to be completed by December 2022.

Green-Ag project launched in Mizoram to bring transformative change in the farm sector
On July 29,2020 Green-Agriculture(Green-Ag),a project funded by Global Environment Facility (GEF) was launched
in Mizoram,India.It was launched by Agriculture minister of Mizoram C Lalrinsanga.
Mizoram is first among the 5 states where the project is to be implemented. The other states are Madhya Pradesh,
Odisha, Rajasthan and Uttarakhand.
Objective of Green-Ag:-
• Green-Ag projects aims at accelerating the transformation of Indian agriculture sector into national and
international benefits by Greenland management practices, concerns of biodiversity and climate change.
• To mainstream the conservation of critical biodiversity and forest landscapes by transforming agricultural
practices of one state.
• The project is believed to reduce the 49 million carbon dioxide equivalent (CO2eq) through sustainable land
use and agricultural practices.
Goals: –
To achieve national and Global environmental benefits without compromising food security and farmers income
• India’s ability to strengthen rural livelihoods
• To meet the requirements of its food and nutrition security
• Community led initiatives to support conservation of globally important species such as tigers, elephants and
Great Indian Bustard.
Implementation of Project in Mizoram:-
i.Sustainable agriculture was the main component of the project and given the unique advantage of Mizoram in terms
of agro-climatic conditions, water availability and a hard-working population
ii.The project covers land in two districts of Lunglei and Mamit, Mizoram including Dampa Tiger Reserve and
Thorangtlang Wildlife Sanctuary.
Other virtual participants:-
United Nations Food and Agriculture Organisation (FAO) Tomio Shichiri and Dr. Alka Bhargava, additional Secretary
in Department of Agriculture, Cooperation and Farmer’s Welfare (DAC & FW) gave their virtual addresses while
launching the project.
Dr Thomas Hofer, senior forestry officer, RAP, lead technical officer (LTO), Green-Ag Project, FAO RAP also virtually
addressed the event from Bangkok.

• Global Environment Facility is the funding agency.
• Ministry of Agriculture & Farmer’s Welfare (MoA&FW) is the national level executing agency and Food and
Agriculture Organization (FAO) of the United Nations being the designated agency of GEF to implement.

GEF Projects in the country.
Recall of the Green-Ag project:-
i.The project launch of the Green Agriculture project jointly organised by the Ministry of Agriculture and Farmers
Welfare (MoAFW) and the Food and Agriculture Organization of the United Nations (FAO) took place on 17
September 2018 at New Delhi.
ii.The pilot project of all states is being done at a total budget of USD 33.5 million (Rs.251 crores) supposed to end on
March 31, 2026.
iii.The project is unique in the selection of areas for the project, as it selects places of conservation of critical
biodiversity and forest landscapes.
iv.Key sites of high biodiversity importance will be demonstrated at five target Green Landscapes :-
• Rajasthan: 277,930 (grassland and orans);
• Mizoram: 13,725 (Jhum- Jhum or Podu means shifting or slash and burn cultivation);
• Madhya Pradesh: 18000 ha (ravines- ravine is a landform narrower than a canyon and is often the product of
stream cutting erosion) and
• the following areas of High Value Forests: Madhya Pradesh (35,000ha); Mizoram (50,000ha), Odisha
(1,75,000ha), Uttarakhand (90,000ha)
v.This project will adopt to mainstream environmental concerns into agriculture sector, 49 MT carbon sequestered
GHG reduction, 104,070 ha under sustainable management practices and eco-restoration of 1.8 million hectares of
priority biodiversity landscape and replicable models and piloting new sustainable business models.
vi.Project’s goal of supporting the achievement of global environmental benefits is aligned with the GEF 2020 vision
of enhancing resilience and adaptation, and the overall strategic priorities of GEF 7.

Harsimrat Kaur Badal E-Inagurates First Operationalized Mega Food Park of Mizoram: Zoram Mega
Food Park
On 20th July 2020, Harsimrat Kaur Badal, Union Minister of Food Processing Industries(MoFPI) e-inaugurated
the first operationalized mega food park of Mizoram, Zoram Mega Food Park, in Khamrang Village in Kolasib
District, Mizoram, promoted by M/s Zoram Mega Food Park Pvt. Ltd, which will provide directly benefit over
25,000 farmers and will provide employment opportunities to over 5,000 people in the region.

Rameswar Teli, Minister of State for Food Processing Industries and Dr Jitendra Singh, Minister of State for
Development of North Eastern Region with Lanunmawia Chuaungo, Chief Secretary of Mizoram, Dr. R. Lalthangliana,
Mizoram Minister of Commerce and Industries and C. Lalrosanga (Member of Parliament, Mizoram) were present
during the virtual inauguration.
Zoram Mega Food Park:
The Zoram Mega Food Park project has been set up in a 55 acre of land at a cost of Rs.75.20 crore.
Facilities:
i.Besides the state of art enabling infrastructure The facility consist has,
• Cold storage of capacity 1000 MT
• Drywarehouse of 3000MT
• Aseptic pulp line with canning, aseptic and tetra packing of 2MT per hour
• Ripening chambers of 40 MT per hour
• Spices Drying facility of 2 MT per hour
• Food Testing Laboratory.
ii.The park also has an administrative building for office and other purposes and 3 Primary processing centres at
Champhai Thingfal and Thenzawl.
Benefits:
i.The park will leverage an additional investment of Rs. 250 Crore in about 30 food processing units and will lead to a
turnover of Rs.450-500 crores annually.
ii.The modern infrastructure for food processing will benefit the around 25,000 farmers in the Core Processing
Centre(CPC) and PrimaryProcessing Centre(PPC), processors and consumers of Mizoram.
iii.The park has primary processing and storage facilities of the parks near the farms in the catchment area to benefit
the farmers.
Additional projects:
i.Around 88 projects supported by the ministry of food processing Industries are sanctioned in the Northeast region
and 41 projects have been implemented
ii.On completion the 88 projects will create a processing and preservation capacity of 8.66 Lakh Metric Ton(MT) to
handle agricultural produce worth Rs.2166 crores.
iii.Projects worth Rs.1000 crores have been sanctioned with subsidy support of over Rs.520 crores.

Prahlad Singh Patel virtually inaugurated 1st golf course of Mizoram, “Thenzawl Golf Resort” under Swadesh
Darshan Scheme
Union Minister of State for Culture & Tourism (Independent charge) Prahlad Singh Patel virtually inaugurated the
first golf course of Mizoram i.e. “Thenzawl Golf Resort” Project, implemented under the Swadesh Darshan (SD)
Scheme of Ministry of Tourism, from New Delhi.
• The Project was sanctioned under the “Integrated Development of New Eco Tourism” of Swadesh Darshan
project and was constructed by Edufice Infraservices Private Limited of New Delhi.
• It should be noted that the centre has sanctioned Rs.92.25 Crore for development of the North East Circuit at
Thenzawl & South Zote, District Serchhip and Reiek, Mizoram out of which an amount of Rs.64.48 Crore was
sanctioned for various components at Thenzawl including the Golf Course.
• India has more than 230 golf courses in all.
About Thenzawl Golf Resort:
The Golf Course at Thenzawl is designed by Graham Cooke and Associates, a Canada based Golf Course
architectural firm, which is at par with international standards. The total site area is 105 acres and the play area is 75
acres, where there is 18 Hole Golf Course with Sharing Fairway and automated sprinkler irrigation system by Rain
Bird, USA (United States of America).
• There are also 30 Eco log huts with the woods imported from Russia.
• This golf resort will provide quality golfing experience and international facilities at a fair price.

About Swadesh Darshan Scheme.
The Ministry of Tourism (MoT), Government of India has formulated a plan scheme Swadesh Darshan for integrated
development of tourist circuits around specific themes. This scheme was launched with an objective to develop 13
theme-based tourist circuits in the country.

Union Home Minister Amit Shah Inaugurates “Destination North East-2020” Festival
On Occasion of World Tourism Day (i.e 27th September, 2020) Union Home Minister Amit Shah (Home Minister is
also the Chairman of North-East Council) inaugurated the “Destination North East-2020” through video conference.
i.The theme for Destination North East 2020 is “The Emerging Delightful Destinations”.
ii.The four-day festival (27th September – 30th September, 2020) will promote and showcase the North East’s (NE)
tourism, culture, heritage and business.
iii.Minister of State (MoS) for Development of North Eastern Region (MDoNER) (Independent Charge), Jitendra Singh
and Chief Ministers of Eight North East states (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland,
Sikkim and Tripura) were present during the inauguration.
Destination North East:
i.The Programme will feature Audio Visual presentation of tourist spots of the NE easterns and a virtual exhibition of
handicraft, traditional fashion, and local products.

ii.Destination North East is a calendar event of the Ministry of Development of North Eastern Region, it is
conceptualized with the objective of taking North East Region to other parts of India and bringing them closer to
strengthen the national integration.
iii.On September 22, 2020 MDoNER, Jitendra Singh unveiled the Logo and song for “Destination North East-
2020”.
Key points from the Speech:
i.Highlighted the 14th Finance Commission,about the allocation for Northeast was Rs 3, 13, 375 Crore, which is 251
percent increase compared to the Rs 89, 168 Crores allocated in the 13th Finance Commission.
ii.To improve the connectivity of North Eastern States with themselves and rest of India, 6 railway projects worth Rs.
15, 088 crores have been completed by the Government of India.
iii.Government of India will spend Rs 553 Crore on the development of the airport and Rs 10, 000 crores on 19 road
projects of 869 km length.

ranking
On September 11, 2020 Department for Promotion of Industry and Internal Trade (DPIIT) released the 2nd Edition
of ‘States on Support to Startup Ecosystems 2019’ . The Rankings are based on providing a Strong Ecosystem for
promoting Startups.
i.Gujarat emerged as the best performer among Category X.Gujarat topped the rankings in the 2018 edition of
Ranking also.
(In Category x – All States and New Delhi, barring North Eastern (N. E) States & other Union Territories (U. T))
ii.Andaman and Nicobar Islands emerged as best performer among Category Y
(Category y – All N.E states except Assam and all UTs except Delhi).
iii. The Rankings were released by Union Minister for Commerce and Industry, Piyush Goyal and a total of 22
states and 3 UTs participated in the exercise.
Rankings:
For the purposes of ranking, states/UTs are classified into five categories: Best Performers (100 Percentile), Top
Performers (More than 75 to Less than 100), Leaders (More than or equal to 30 to less than or equal to 75), Aspiring
Leaders (More than 10 and less than 30) and Emerging Startup Ecosystems (Less than or equal to 10).

support, easing compliances, relaxation in public procurement norms, incubation centres, seed funding, venture
funding, and awareness and outreach.
ii.The parameters also involved getting feedback from beneficiaries gathered through 60, 000 calls to connect with
beneficiaries to ascertain real situations at the implementation level.

A ‘Compendium of Good Practices’ adopted by various States in supporting start-ups has also been released. It
identifies 166 good practices.
Initiatives for Startups:
i.Government launched Startup India Action Plan in January 2016 to promote startups in the country.
ii.The aim of Startup India Action Plan is to give incentives like tax holiday and remodel Inspection regimes and
capital gains tax exemption.
Note – The DPIIT has created an India Investment Grid (IIG), an interactive investment portal providing details of
sectors, states and projects to ease the domestic and foreign investors.

Vice-President releases ‘The State of Young Child in India’ report
On September 04, 2020, Vice President of India, Venkaiah Naidu released the inaugural issue of the report ‘The State
of Young Child in India’ virtually. The report provides an account of challenges related to early child development
(0-6 years) in India.
The report has been prepared by Mobile Creches, a policy advocacy organisation which works with underprivileged
children across India.
The report has also released the list of Best-performing states & worst-performing states based on the Young Child
Outcomes Index.

Key Points:
i.According to the report, there 159 million children aged below 6 years in India out of them 21 per cent are
undernourished, 36 per cent are underweight and 38 per cent do not receive full immunization.
ii.According to analysis on expense towards child nutrition, healthcare, education and other protection services, India
has spent Rs 1,723 per child in 2018-2019, which is insufficient to reach the entire eligible population.
iii.The report introduced two indexes: Young Child Outcomes Index (YCOI) and Young Child Environment Index
(YCEI).
Young Child Outcomes Index (YCOI):
i.The Young Child Outcomes Index (YCOI) measures health, nutrition and cognitive growth with help of indicators
such as infant mortality rate, stunting and net attendance at the primary school level.
ii.Based on the index, eight states have scored below the country’s average. They are Assam, Meghalaya, Rajasthan,
Chhattisgarh, Madhya Pradesh, Jharkhand, Uttar Pradesh and Bihar.
iii.The index was constructed for two time periods 2005-2006 & 2015-2016 to provide inter-state comparisons and
also provides an idea of change over time.
Young Child Environment Index (YCEI):
i.The report has also developed another index called Young Child Environment Index (YCEI) to understand policy and
environment enablers that influence a child’s well being.
ii.It uses five policy enablers that influence child well-being outcomes which includes child well-being outcomes,
including poverty alleviation, strengthening primary health care, improving education levels, safe water supply and
promotion of gender equity.
iii.According to YCEI Index, Kerala, Goa, Sikkim, Punjab and Himachal Pradesh secured top five positions.The
environment index was constructed for 2015–2016.

ii.National nutrition mission ( Poshan Abhiyaan) for Early Childhood Development.
iii.The Rashtriya Bal Swasthya Karyakram (RBSK) is an important initiative for early identification and
intervention for children from birth to 18 years to cover 4 ‘D’s — Defects at birth, Deficiencies, Diseases and
Development delays including disability
iv.Beti Bachao Beti Padhao (BBBP) is equally important to ensure protection, education and empowerment of the
girl child.
India has been making conscious efforts to meet the international commitments like the UN Convention on Rights of
the Child (UNCRC) and the Convention on the elimination of all forms of discrimination against women (CEDAW),
and more importantly the sustainable development goals (SDG).
