9th India-Bangladesh joint military exercise SAMPRITI-IX to be conducted in Umrong, Meghalaya
As part of ongoing defence cooperation between India and Bangladesh, 9th edition of the joint Indo-Bangladesh
military exercise named SAMPRITI-IX will be conducted at Umroi, Meghalaya from February 03-16, 2020. Both
nations will work together in a counter terrorism environment under the United Nations (UN) charter.
Key points:
i.A Command Post Exercise (CPX) and a Field Training Exercise (FTX) will be conducted during SAMPRITI-IX.
ii.The training will be concluded with a final validation exercise where both the army’s troops will perform counter
terrorist operation in a controlled and simulated environment.

World’s largest species of cave fish discovered in Meghalaya’s Jaintia Hills


A team of experts from the UK (United Kingdom), Switzerland and India have discovered the world’s largest species
of cave fish in Jaintia Hills, Meghalaya. The fish, Tor putitora has no eyes and is white due to lack of melanin
pigmentation.
Key Points:
i.The details of the find are published in the issue of Cave and Karst Science, published by British Cave Research
Association.
ii.The fish was found to be more than 40 cm in length & considerably bulky than the previously known fishes.
iii.The fish is an endangered mahseer species that live mostly in “fast-flowing streams, rivers and large reservoirs”.
iv.The fishes are commonly found in the rivers that flow along the foothills of Himalayas, Afghanistan, Bhutan,
Myanmar and Nepal.
v.A team of international scientists discovered the fish on february 2019, when they were carrying out the Abode of
Clouds Project, which was launched in 1992. Under the project, scientists have been studying and mapping caves in
Meghalaya.

Meghalaya CM presented Rs 17,375 crore budget for FY 2020-21
On March 19, 2020 Meghalaya’s Chief Minister(CM) & Finance minister Conrad Kongkal(K) Sangma presented a Rs
17,375 crore budget for the Financial Year(FY)2020-21 in the state assembly with the fiscal deficit of Rs 1,532 crore
which is around 3.53 % of the Gross State Domestic Product (GSDP).
Megha Health Insurance Scheme enhanced to Rs 5 lakh per family with no restriction on family size.Rs 50 crores
allocated for health infrastructure development in rural areas.
Key Points:
i.Receipt– It estimated revenue receipts of Rs 15,353 crore, capital receipts of Rs 2,022 crore & borrowings of Rs
1,995 crore.
ii.Expenditure– It estimated Rs 17,432 crore as total expenditure including Rs 14,428 crore as revenue expenditure,
Rs 3,004 crore as capital expenditure, & repayment of the loan as Rs 520 crore.
iii.Revenue– It estimates Rs. 2,377crore for tax & Rs 690 for non-tax revenue collection

PM-KISAN: Aadhaar seeding process for beneficiaries of Assam, Meghalaya, J-K, Ladakh extended till March,
2021
The relaxation given to Assam, Meghalaya, Jammu and Kashmir, and Ladakh regarding the mandatory requirement of
Aadhaar seeding for beneficiaries under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme has been
extended for one more year till 31st March 2021 from 31st March, 2020. Aadhaar seeding is a process of linking
Aadhaar number with primary bank account number or with Government Official documents like Pan Card etc.
As we all know that under the PM-KISAN scheme the release of benefits is done only through Aadhaar seeded data of
beneficiaries uploaded by the State / UT Governments on the PM-KISAN portal. But Assam, Meghalaya and the UTs of
J&K and Ladakh have been exempted from this till 31st March, 2020, due to less penetration of Aadhar in these
places.
Reason behind extension:
It has been assessed that the above mentioned places are taking more time to complete the work of Aadhaar seeding
for beneficiaries and if the extension is not approved then the beneficiaries of these States / UTs may not be able to
avail the benefits of the Scheme w.e.f. 1st April, 2020.

Centre approved funds for implementation of Jal Jeevan Mission in Odisha, Meghalaya, Assam & Bihar
On the lines of the announcement made by the Prime Minister Narendra Modi in 2019 regarding Jal Jeevan Mission
(JJM) which aims to provide “Functional Household Tap Connection” (FHTC) to 18 Crore rural households of the
country by the year 2024, the Centre has approved funds for the implementation of Jal Jeevan Mission in the following
states during FY2020-2021:
Centre approves Rs 812 crore for implementation of Jal Jeevan Mission in Odisha
Centre has approved a higher allocation of Rs 812 crore for implementation of Jal Jeevan Mission in Odisha during
2020-21 in comparison to the Rs 297 crore in FY19-20. The government of Odisha is planning to provide over 16 lakh
household connections in 2020-21 with a target of 100% household tap connections by the year 2024.
Priority is being given for 100% coverage of villages under water-scarce areas, quality-affected areas, Sansad Adarsh
Gram Yojna villages, villages in Aspirational Districts and SC/ST dominated habitations.

Odisha was allocated Rs 2,258 crore under the 15th Finance Commission Grants to Panchayati Raj Institutions
(PRIs) during 2020-21. 50% of the amount has to be mandatorily spent on water and sanitation.
Centre approves Rs 175 crore for implementation of JJM in Meghalaya
Centre has approved 175 crore rupees for implementation of JJM in Meghalaya during 2020-21. The allocation has
been made on the basis of the Annual Action Plan presented by Meghalaya to National JJM, Ministry of Jal Shakti
under which the state has proposed 100% tap connections to all the households by December, 2022.
In FY20-21, out of 5.89 lakh total rural households, the State will provide 1.80 lakh tap connections.
The State has been allocated Rs. 182 Crore under 15th Finance Commission Grants to PRIs during 2020-21; 50% of
this amount has to be mandatorily to be spent on water and sanitation.
Notably, Meghalaya is blessed with more than average rainfall and has abundant natural water resources. However,
due to detrimental human interference, the water levels are depleted.
Centre approves Rs 1,407 crore for implementation of Jal jeevan mission in Assam during 2020-21
Centre has approved Rs 1,407 crore for implementation of JJM in Assam during the year 2020-21. Assam has planned
to provide functional tap connections to 13 lakh rural households in 2020-21, out of total 63 lakh households.
The state also planned to immediately provide household tap connections to all remaining households belonging to
weaker and marginalised sections on a priority basis.
Centre allocates over Rs 1,832.66 cr for implementation of JJM in Bihar
Centre has allocated Rs. 1832.66 crore for implementation of JJM in Bihar during 2020-21. Bihar is planning to
provide tap connections to the remaining 1 crore 50 lakh households in 2020-21 therefore the state will have 100%
coverage of all households with functional tap water connections by 2020-21.
Jal Jeevan Mission (JJM) has been launched in partnership with States, to enable every household in villages to have a
FHTC within the premises by 2024.
Arunachal Pradesh plans to provide tap connection to all rural households by March 2023
Govt of India approved Rs 255 Crore for the State under Jal Jeevan Mission (JJM) in 2020-21. The State proposed to
provide 100% tap connections to all the households by March, 2023. Out of 2.18 lakh total rural households, the State
is planning to provide 77,000 tap connections in 2020-21.
The State has been allocated Rs. 231 Crore under 15th Finance Commission Grants to PRIs during 2020-21.
Being implemented in partnership with States, the Mission aims to enable every rural household has assured
availability of potable water at a service level of 55 litres per capita per day (lpcd) on regular and long-term basis so
as to bring improvements in lives of rural folks.
Puducherry plans to provide tap connections to all rural households in 2020-21
National Jal Jeevan Mission has approved the Annual Action Plan of Puducherry for FY2020-2021 under which
household tap connections will be provided to remaining households.
The UT has been advised to focus on 24*7 service delivery in rural areas, so that the villages can act as ‘utilities’ with
focus on ‘service delivery’.It’s also planned to conduct Internet of Things (IoT) based sensor monitoring for water
supply in villages.
It should be noted that all the above states are giving emphasis on the “low-hanging fruits” i.e. in the villages/
habitations where piped water supply schemes already exist, so that remaining households could be provided with
tap connections easily in very less time.
About JJM:
It aims to enable every rural household has assured availability of potable water at a service level of 55 litres per
capita per day (lpcd) on regular and long-term basis. As a mission target, all states are presenting their
implementation plans to the National level Committee headed by Secretary, Department of Drinking Water &
Sanitation, Govt. of India for approval.
The estimated outlay of the mission is Rs 3.60 Lakh Crore with Central and State share of Rs. 2.08 Lakh Crore and
Rs.1.52 Lakh Crore respectively.

Capitals of NE states to be connected through rail network by 2023
On July 17, 2020, during a virtual interaction with the media, Railway Board Chairman Vinod Kumar Yadav has
announced the connectivity of all capitals of North-Eastern (NE) states through rail network by 2023. Railways is
already implementing a project in this regard.
• The capitals of Assam, Tripura and Arunachal Pradesh are already connected. The work to connect capitals of
Manipur, Mizoram, Nagaland, and Meghalaya is in progress.
• In Manipur, Mizoram, Nagaland and Meghalaya, the capital connectivity work is in progress. Manipur will be
connected in March 2022, Mizoram in March 2023, Nagaland in March 2023, Meghalaya in March 2022 and
Sikkim in December 2022.
Apart from above, attempts to connect every part of Jammu and Kashmir (J&K) to the railway are also underway, and
the 111 km Katra-Banihal rail link project is likely to be completed by December 2022.

In accordance with the delta rankings for aspirational districts by government think-tank Niti (National Institution
for Transforming India) Aayog, Bijapur district in Chhattisgarh has topped the list of aspirational districts in Overall
Delta Ranking for the February-June 2020 period.
• Bijapur has been followed by Ri-Bhoi (Meghalaya) and Bahraich (Uttar Pradesh) at 2nd and 3rd positions
respectively.
• The delta rankings for aspirational districts considers an incremental progress in five developmental areas viz.
Health and Nutrition, Education, Agriculture and Water Resources, Financial Inclusion & Skill Development

eVIN to Strengthen Immunisation Supply Chain, reached 32 States & UTs
The Electronic Vaccine Intelligence Network (eVIN), which is used for efficient vaccine logistics management has
reached 32 States and Union Territories (UTs) and will soon be rolled-out in the remaining State of Sikkim and Union
Territories (UTs) of Andaman & Nicobar Islands, Chandigarh and Ladakh. Currently, 23,507 cold chain points across
585 districts of 22 States and 2 UTs routinely use the eVIN technology.
• eVIN provides real-time information on vaccine stocks and flows, and storage temperatures across all cold
chain points in the country amid COVID-19.
About eVIN:
Aimed at strengthening immunization supply chain systems in India, eVIN is being implemented under National
Health Mission (NHM) by Ministry of Health and Family Welfare (MoHFW). It ensures continuation of the essential
immunization services to protect children and pregnant mothers against vaccine preventable diseases.
• Since April 2020, 8 States (Tripura, Nagaland, Manipur, Meghalaya, Arunachal Pradesh, Haryana, Punjab and
Maharashtra) are using the eVIN application with 100% adherence rate to track State specific COVID-19
material supplies, ensure availability and raise alerts in case of shortage of 81 essential drugs and equipment.
• Notably, with eVIN Vaccine availability at all times has increased to 99% in most health centers. Also there is
an activity rate of more than 99%, instances of stock-outs have reduced by 80%, and the time taken to
replenish stocks has also decreased by more than half, on an average.
• Over 41,420 vaccine cold chain handlers provided training on eVIN and nearly 23,900 electronic temperature
loggers have been installed on vaccine cold chain equipment for accurate temperature review of vaccines in
storage.

Meghalaya Cabinet Approves Policy on Reservation of Seats for Women in Village Employment Councils
On 8th August 2020, Conrad Kongkal Sangma, Chief Minister of Meghalaya informed the cabinet’s approval for the
passage of the “Policy on Reservation of seats for Women in Village Employment Councils(VECs)”, the policy
of reserving 50% seats for women in the village level community institutions.
This policy ensures the empowerment of Women by establishing a forum for women to exercise their leadership and
freedom.
VECs:
i.The VECs are a political organisation established to implement the works of Mahatma Gandhi National Rural
Employment Guarantee Act(MGNREGA).

ii.Under MGNREGA, in 2006 VECs were constituted in Every village of the state.
iii.The VECs consist of all male and female heads of every household with a headman as a head of the council.
iv.The available data states that only a few VEC’s have female members in chairperson Secretaries positions (112
and 260 respectively).
Policy on Reservation of seats for Women in Village Employment Councils:
Objective:
• To address the problems related to gender equality and development issues.
• To involve active participation from women.
Features:
i.The Secretary of VECs is reserved for women members in all VEC on a rotation basis. Active adult women
community workers with leadership quality can contest for the post.
ii.The Chairperson position is also reserved for women in VECs and if the post of chairperson is not held by
traditional heads in any of the VECs, the post will also be on a rotation basis.
Maternal and Infant Mortality rate:
i.The Maternal Mortality Rate(MMR) of Meghalaya is comparatively higher than the national average, the policy aims
to encourage women to participate in public health which will bring down the MMR and Infant Mortality Rate (IMR).
Note:The life expectancy of the state is 62.3 years whereas the national average is 68.5 years.
Sustainable development goal 5 on gender equality:
i.With this policy the state government aims to improve its performance to achieve the Sustainable Development goal
5 (SDG-5) on Gender Equality by 2030.
ii.Among the states of India in the SDG 5 ranking, Meghalaya is ranked 25th.

Meghalaya CM Launched Restart Meghalaya Mission Worth Rs. 14,515 Crore to Revive Activities Stalled due
to COVID-19
On 15th August 2020, on the occasion of the 74th Independence day, Conrad K Sangma, Chief Minister of Meghalaya
launched the restart Meghalaya Mission worth Rs. 14,515 crore to revive the development activities which were
stalled due to the COVID-19 pandemic.
Restart Meghalaya Mission:
i.This mission was based on the recommendations on the short, medium and long term measures to revive the state’s
economy, by the Chief Minister’s Task Force on Economy.
ii.The Mission consists of a series of programmes to support the farmers and entrepreneurs of the state to build a
growth promoting basic infrastructure.
Key Points:
i.Rs. 14,515 crore will be used under this mission for the next three years out of which Rs. 7,839 crore has been
designated for 2020-2021.
ii.CM Sangma announced 6 projects under the Restart Meghalaya mission, which includes agriculture and its allied
sector, promoting livelihood in rural areas.
iii.The total investments of Rs.8753 crore will be used for the infrastructure and 13 major roads of length around 350
Kilometer at an estimated cost of Rs.850 crores.

iv.This mission will also involve the tourism sector which benefits around 50000 people.
v.The state government will adopt a high value low volume tourism model and plans to increase the number of high
value rooms from 200 to at least 500 in the next two years.
vi.Since the private investment will be affected due to COVID-19 situation, the government will make an investment
of around Rs.200 crore to create high value accommodation.
vii.Around 400 agri-entrepreneurs will be provided with power tillers with 50 per cent subsidy which costs around
Rs.4 crore.
Other initiatives:
i.The State government will focus on the agriculture sector to become one of the best performers in the Mahatma
Gandhi National Rural Employment Guarantee Act (MGNREGA) programme. The expenditure of MGNREGA is
expected to reach Rs 1600 crore.
ii.Under the Chief Minister’s Support programme, one time grant support of upto Rs. 10000 for new small business
loans of upto Rs.50000 for small business and entrepreneurs will be provided.
iii.The government is working to double the number of Kisan Credit Card(KCC) holders from 86000 within the next
one year.
iv.The government decided to make an interest subvention of 2% on timely repayment of KCC loans.
v.Under the Pradhan Mantri Awas Yojana, around 47000 houses will be constructed at an estimated cost of Rs.611
crore.

Satya Pal Malik Appointed as Governor of Meghalaya; Maharashtra Governor Bhagat Singh Koshyari given
Additional Charge of Goa
Ram Nath Kovind, President of India appointed Satya Pal Malik, Goa Governor as the Governor of Meghalaya.
Meanwhile, Maharashtra Governor Bhagat Singh Koshyari was given the additional charge as Governor of Goa.
Satya Pal Malik replaced Tathagata Roy who completed his 5 year term by serving as governor of Tripura for 3 years
and remaining in Meghalaya.
• The appointments will be effective from the dates they assume charge of their respective offices.
Satya Pal Malik as a Governor
i.He served as the Governor of Bihar. After this, he served as the Governor of the erstwhile state of Jammu & Kashmir
from August 2018 to October 2019.
ii.During his tenure the constitutional decision to abrogate Article 370, which gave special status to J&K, was taken in
August 2019.
iii.He was appointed as the Governor of Goa in October 2019.

India’s ‘Largest Piggery Mission’ launched in Meghalaya
On September 10, 2020, The state government of Meghalaya launched India’s Biggest Piggery Project with an
outlay of Rs 209 Crores. It is being launched under the aegis of Meghalaya Livestock Enterprises Advancement
Society (MLEADS) and funded by the National Cooperative Development Corporation (NCDC).
The Project was launched by Union Minister of State (MoS) for Agriculture and Farmers Welfare Kailash Choudhary
in the presence of Meghalaya Chief Minister Conrad Sangma and Deputy Chief Minister Prestone Tynsong at the NCDC
Headquarters in New Delhi.
Objective:
The main objective of the Piggery Mission is to reduce the annual import of Pork worth Rs 150 Crore and
make Meghalaya self-sufficient (“Aatma Nirbhar”) in Pork production over the next 3 years.
Key Points:
i.The Mission would provide a regular source of income to members of 300 Primary Agriculture Cooperative Credit
Societies (PACCS).
ii.It aims to transform the piggery sector through Quality Enhancement, Skill Development, Value Addition & Input
Cost Optimisation.
iii.Through the “Piggery Mission” farmers in the state will be provided Interest Free Loan. The State Government
will pay the interest, to encourage farmers to avail the loan.
iv.The programme will be implemented with Mahatma Gandhi National Rural Employment Guarantee Act
(MGNREGA) to ensure that people in villages will get benefited from it.
Highlights:
i.“Restart Meghalaya Mission” – It was launched on August 15, 2020. It comprises interventions to support farmers,
Entrepreneurs by enabling them to build growth-promoting basic infrastructure and services.
ii.With the aim of catapulting Meghalaya into top ten Indian states in terms of Per Capita Income by 2030, The
Government of Meghalaya has launched several initiatives like The Lakadong Mission, Jackfruit Mission, Mushroom
Mission, Milk Mission and Aquaculture Mission to systematically increase production and value addition.

Union Home Minister Amit Shah Inaugurates “Destination North East-2020” Festival
On Occasion of World Tourism Day (i.e 27th September, 2020) Union Home Minister Amit Shah (Home Minister is
also the Chairman of North-East Council) inaugurated the “Destination North East-2020” through video conference.
i.The theme for Destination North East 2020 is “The Emerging Delightful Destinations”.
ii.The four-day festival (27th September – 30th September, 2020) will promote and showcase the North East’s (NE)
tourism, culture, heritage and business.

iii.Minister of State (MoS) for Development of North Eastern Region (MDoNER) (Independent Charge), Jitendra Singh
and Chief Ministers of Eight North East states (Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland,
Sikkim and Tripura) were present during the inauguration.
Destination North East:
i.The Programme will feature Audio Visual presentation of tourist spots of the NE easterns and a virtual exhibition of
handicraft, traditional fashion, and local products.
ii.Destination North East is a calendar event of the Ministry of Development of North Eastern Region, it is
conceptualized with the objective of taking North East Region to other parts of India and bringing them closer to
strengthen the national integration.
iii.On September 22, 2020 MDoNER, Jitendra Singh unveiled the Logo and song for “Destination North East-
2020”.
Key points from the Speech:
i.Highlighted the 14th Finance Commission,about the allocation for Northeast was Rs 3, 13, 375 Crore, which is 251
percent increase compared to the Rs 89, 168 Crores allocated in the 13th Finance Commission.
ii.To improve the connectivity of North Eastern States with themselves and rest of India, 6 railway projects worth Rs.
15, 088 crores have been completed by the Government of India.
iii.Government of India will spend Rs 553 Crore on the development of the airport and Rs 10, 000 crores on 19 road
projects of 869 km length.

Andhra Pradesh Retains Top Spot in EODB 2019 During BRAP 2018-19 Ranking
On September 5, 2020, Union Minister of Finance and Corporate Affairs Nirmala Sitharaman has virtually
announced the 4th edition of State Business Reform Action Plan (BRAP) Ranking for 2018-19 which was released by
Department of Industrial Promotion and Internal Trade (DPIIT), Ministry of commerce and industry. In accordance
with that, Andhra Pradesh (AP) topped the Ease of Doing Business (EODB) ranking 2019, followed by Uttar Pradesh
(UP) and Telangana at 2nd & 3rd place respectively. Among Union Territories (UTs), Delhi bagged the top spot.
• The state of UP improved to reach the 2nd spot from 12th spot in the 2018 ranking while Telangana slipped
from 2nd to 3rd position.
• It should be noted that EODB is a joint initiative by the DPIIT and the World Bank (WB) to improve the overall
business environment in the States.
• Parameters: The BRAP 2018-19 included 180 reform points covering 12 business regulatory areas such as
Access to Information, Single Window System, Labour regulation, Environment, land availability, construction
permit.
• Reason: The reason behind this ranking is to create an element of healthy competition in states in order to
achieve a larger objective of attracting investments and increasing EODB in each State.
