PM Modi & Nepal PM Sharma Oli inaugurated 2nd Integrated Check Post :Jogbani-Biratnagar
On January 21, 2020 the Indian Prime Minister(PM) Shri Narendra Modi along with the PM of Nepal Shri Khadga
Prasad Sharma Oli jointly inaugurated the 2nd Integrated Check Post (ICP) Jogbani (Bihar, India) – Biratnagar
(Nepal) through video conference. Jogbani – Biratnagar acts as an important trade point between the two nations
and is equipped with modern facilities.
Key Points:
i.Jogbani – Biratnagar ICP: This ICP built with Indian assistance is spread over 260 acres and the project worth is Rs.
140 crores. It is capable of carrying 500 trucks on a daily basis.
ii.1st ICP: Prior to Jogbani – Biratnagar ICP, the first ICP was built at the Raxaul-Birgunj border of India (in Bihar
State) and Nepal respectively in 2018.
iii.2015 Post-earthquake housing reconstruction projects (EHRP) in Nepal in which India committed to build 50,000
houses in Nepal’s Gorkha and Nuwakot districts was discussed during the video conference. Out of the 50,000 houses,
the construction of 45,000 houses have already been completed.

1st of-its kind turtle rehab centre comes up in Bihar


A 1st of its kind rehabilitation centre for freshwater turtles is to be inaugurated in January 2020 in the Bhagalpur
forest division of Bihar. This centre spread over half a hectare will be able to shelter 500 turtles at a time. The
centre will also treat turtles that are sick, severely injured or smuggled, and then be returned safely into its natural
habitat.
Key Points:
i.The turtles will be properly monitored before being released back.
ii.NMCG & WII report: According to a report by the National Mission for Clean Ganga (NMCG) and Wildlife Institute
of India (WII) , the turtle species are under threat due to loss through dams and barrages, pollution, illegal poaching,
accidental drowning through fishing nets and threats to their nesting habitats etc.
iii.Traffic India study: According to a recent study conducted by Traffic India, nearly 11,000 turtles are being
smuggled in India annually which makes 1,10,000 turtles in the past 10 years.

Former MP of India’s 1st Lok Sabha, Bahadur Singh passed away at 94 in Bihar
On January 05, 2020, Former Member of Parliament (MP) of the country’s 1st Lok Sabha – constituted in 1952
and last maharaja of erstwhile Dumraon Raj (zamindari estate) Kamal Bahadur Singh passed away at the age of
94 in Buxar district of Bihar due to old age ailments.
Key Points:
i.Kamal Bahadur Singh was the only surviving MP of the first Lok Sabha of India. After the independence movement
Kamal Singh contributed mainly to the education and social development sectors in Shahabad city of Uttar Pradesh.
ii.He was elected as MP as an independent candidate from Shahabad in 1st general election after independence.
Kamal Singh also won the second Lok Sabha election held in 1957 as an independent candidate from Buxar
parliamentary constituency which then came into existence.

Ex Bihar minister and RJD MLA Abdul Ghafoor passed away at 60


On January 28, 2020, Abdul Ghafoor, former Bihar minister & RJD party (Rashtriya Janata Dal) MLA (Member of the
Legislative Assembly), passed away at the age of 60 in New Delhi due to liver ailment. He was born on 5th May 1959
in Saharsa district, Bihar.

Bihar govt launches `Pyaar ka Paudha` campaign to promote the practice of planting trees
On February 14, 2020, The state Government of Bihar’s Department of Environment and Forest in Patna has
launched `Pyaar ka Paudha` (a plant of love) drive under the Jal Jeevan Hariyali campaign with an aim to promote
the practice of planting trees in the state.
Key Points:
i.As a part of this imitative, the environment department has appealed to the people to gift the plant of love to their
close ones as it will be alive for years & also stalls of Patna plants have been planted for this purpose.
ii.If this experiment is successful, it will be implemented in other areas of the state as well.

Bihar 1st NDA state to adopt resolution against NRC, and to implement NPR
On February 25, 2020, Bihar became the 1st National Democratic Alliance (NDA) state in India, which passed a
resolution against National Register of Citizens (NRC) and also passed a resolution to implement the National
Population Register (NPR), according to 2010 format, with an amendment. In this regard, a unanimous resolution
has been passed by the Bihar assembly.
Key points:
i.The Bihar State government has written a letter to the Central government of India to drop the “Additional clauses”
inserted in the NPR forms.
ii.According to the Deputy Chief Minister of Bihar Sushil Kumar Modi, who presented Bihar’s Budget in the assembly,
the first phase of Census 2021 and the process of the National Population Register [NPR] in Bihar would be done
between the period of May 15 to June 28, 2020.

Bihar to get north India’s first bird ringing station and MoU inked in Gujarat
On February 17, 2020 Bihar becomes North India’s first “bird ringing station” for observation, monitoring &
research on migratory birds and 4th state in the country after Tamil Nadu (Chennai), Rajasthan (Jaipur) and Orissa
(Bhubaneshwar). The bird ringing station will be at Bhagalpur, Bihar, located close to the Ganges & is known to be a
favorite destination of migratory birds.
Key Points:
i.About MoU: The Memorandum of Understanding (MoU) was exchanged between Deepak Kumar Singh, principal
secretary of Bihar government, department of environment, forest & climate changes with Bombay Natural History
Society (BNHS) in the presence of C K Mishra, secretary to the Union Ministry of Environment, Forests & Climate
change (MoEFCC).
ii.The MoU was signed on the occasion of CMS-COP13 (Conservation of Migratory species- conference of parties) or

the 13th Conservation of Migratory Species- Conference of Parties held at Gandhinagar, Gujarat, where delegates
from 130 countries are participating in discussions on preservation of migratory species.
iii.The MoU would be valid for 5 years in which the state government of Bihar will spend almost Rs. 5 crore for the
new bird ringing station.
iv.In Bihar, migratory birds are also spotted in large numbers in Jamui, Begusarai, Darbhanga and Vaishali.
v.This will be the first bird-ringing station in the country to be set up with support of a state government & it is
one among the only three breeding places of Greater Adjutant across the world, the other two being in Assam and
Cambodia .

NTPC and CPCB signed MoU to set up air quality monitoring stations in 6 States & 3 UTs
On February 26, 2020 State run power-giant NTPC (National Thermal Power Corporation Limited) signed an
MoU (Memorandum of Understanding) with CPCB (Central Pollution Control Board) to provide financial support for
installation & commissioning of Continuous Ambient Air Quality Monitoring Stations (CAAQMS). The data
collected from these stations will be used as inputs for Air Quality Index evaluation for the respective cities.
The MoU was signed by Prashant Gargava, CPCB, Member Secretary and Ravi V Babu, General Manager (Corporate
Environment Management), NTPC.
Key Points:
i.NTPC will provide financial support of Rs 80 crore for installation of 25 CAAQMS across 6 states and 3 Union
Territories (UTs).
ii.6 States: CAAQMS will be installed in Gwalior (Madhya Pradesh), Ranchi (Jharkhand), Patna (Bihar), Varanasi,
Lucknow, Kanpur & Allahabad (all in Uttar Pradesh [UP]), Pimpri Chinchwad (Maharashtra) and Madurai (Tamil
Nadu).
iii.3 UTs: CAAQMS will also be installed in Andaman & Nicobar Islands (Port Blair), Dadra & Nagar Haveli (Silvassa)
and Daman & Diu (Daman).
iv.NTPC has also implemented technology to convert Municipal Solid Waste (MSW) into high Gross Calorific Value
(GCV) fuel that can be co-fired in conventional boilers at its Dadri Plant in Delhi NCR. NTPC has commissioned its first
FGD unit at Vindhyachal, and is in the process of implementing this eco-friendly technology across all its power
plants.
About CAAQMS:
CAAQMS will act as the ‘control station’ (i.e. it will monitor air quality at an ideal situation) and its readings will be
calculated as a benchmark of quality.It monitors the different pollutant analysers and its calibrations units. The
device is equipped with UPS (Uninterruptible Power Supply) along with a backup facility. The monitoring station
comprises calibration systems, analysers, meteorological instrumentation, sensors, sampling lines and display
systems. The cost of the control station is about Rs 90 lakh and the maintenance cost of the station is about Rs 10 lakh
per year.

Bihar Lok Sabha MP Baidyanath Prasad Mahto passed away at 72
On February 28, 2020 Baidyanath Prasad Mahto, Janata Dal (United) MP (Member of Parliament) from Bihar passed
away at the age of 72 in AIIMS (All India Institute of Medical Sciences) hospital, New Delhi. He was born on June 2,
1947 in West Champaran, Bihar.
Key Points:
i.2 times MP: Baidyanath Prasad Mahto was a JD(U) MP from Bihar’s Valmiki Nagar constituency as well as a Member
of Indian Parliament to the 15th and 17th Lok Sabha.
ii.He had won the 2009 and 2019 general elections.
iii.3 times MLA: Mahto was elected 3 times to the Bihar legislative Assembly from Nautan and also served as the
Minister of Rural Development Department from 2005 to 2008 in Bihar.

President U Win Myint paid two days visit to Bodh Gaya, Bihar
Myanmar President Win Myint had a two-day tour of Bodh Gaya in Bihar, the holy town where Buddha has attained
enlightenment. He was accompanied by his wife and a 28-member delegation of top Myanmarese officials. He landed
at Gaya International Airport and received by Bihar building construction minister Ashok Choudhary.
Myanmarese first couple ffered prayers at the Maha Bodhi temple,
He donated a 36-inch high bronze image of Buddha that is to be enshrined at the Mahabodhi Temple, and paid
homage at the 7 sacred places of Buddha
The President, the First Lady and delegation went to the Mahabodhi Temple, a UNESCO (United Nations Educational,
Scientific and Cultural Organization) world heritage site to paid homage at the Great Buddha Statute.
After that , they attended the donation ceremony of the 36-inch high bronze image of Buddha that is to be
enshrined at the Maha Bodhi Tree and its golden precinct. The donation was B.T.M.C (Bodhgaya Temple Management
Committee) Sayadaw U Carainda.
The President and the First Lady then presented the ‘eight requisites for monks’ to the Sayadaws and monks from
(13) Myanmar Monasteries in the Bodh Gaya.
After the donation ceremony, the President and the First Lady donated thin gold plates at the Maha Bodhi Tree.
He also paid homage at the 7 sacred places of Buddha, and fed the fish with fish food at the Mucalinda Lake.
The President and the First Lady made a study tour at the King Mindon’s Stone Inscription, paid homage to
the Daijokyo Buddhist Temple (the Japanese Pagoda).

Former Bihar and Tripura Governor Devanand Konwar passed away at 86
On April 26, 2020, Devanand Konwar, former Governor of Bihar and Tripura and Veteran Congress leader passed
away at the age of 86 in Guwahati, Assam. He was born in 1934 in Sivasagar, Assam.
Key Points:
i.About Devanand Konwar: He served as Governor of Bihar from July 24, 2009 to March 8, 2013, and of Tripura
between March 25, 2013 and June 29, 2014. Konwar had also served as governor (additional charge) of West Bengal
from December 2009 to January 2010.
ii.Konwar had joined the Congress in 1955 as a student leader. He became a Cabinet minister in the governments of
Assam headed by Hiteswar Saikia and later by Tarun Gogoi.
iii. Being a constitutional head of three states and as a minister of the Assam government, He was also an eminent
advocate who contributed immensely to the general welfare of the people and socio-political landscape of the
country.

Five more States/UTs integrated with ‘One Nation One Ration Card’ platform, taking the total to 17
On May 1, 2020, Minister of Consumer Affairs, Food and Public Distribution Shri RamVilas Paswan approved the
integration of 5 more States and Union Territories under “One Nation One Ration Card” plan with the already 12
existing states taking a total number of states/UTs to 17.
The newly approved states/UTs under this plan are Uttar Pradesh, Bihar, Punjab, Himachal Pradesh and Dadra &
Nagar Haveli and Daman & Diu.
Already this plan has been initiated in 12 states viz. Andhra Pradesh, Goa, Gujarat, Haryana, Jharkhand, Kerala,
Karnataka Madhya Pradesh, Maharashtra, Rajasthan, Telangana and Tripura.
All 17 States/UTs are instructed to formally commence seamless inter-State/national portability operations in a
single cluster w.e.f. May 1, 2020 or at the earliest, depending upon their on-field readiness.
Benefit of One Nation One Ration Card:
With this, the facility of national/inter-State portability will be available for nearly 60 Crore beneficiaries of 17
States/UT under National Food Security Act (NFSA) and they may lift their entitled quota of food grains from any
Fair Price Shop (FPS) anywhere in these 17 States/UT by using their same/existing ration card.
Reason behind the move:
This decision to integrate 5 more states has been taken as per the Supreme Court direction to the Centre for taking
the appropriate decision regarding the implementation of “one nation-one ration card” under the lockdown scenario,
as there have been reports of problems faced by migrant workers in getting subsidised food grains.
About one nation, one ration card:
The scheme announced in June 2019 allows portability of food security benefits across the country from 1st June
2020. This means poor migrant workers or the beneficiaries who are taking food grains under the Public Distribution
System (PDS) will be able to buy subsidized rice and wheat from any ration shop in the country. Simply, it is inter-
state portability of ration cards.The rest of the country will be included in the portability scheme by June this year.
This will benefit 600 million beneficiaries out of 810 million covered under the Food Security Act, 2013.

Sushil Kumar Modi presented Rs 2,11,761 cr Bihar’s budget for FY 20-21; Max. allocation towards education
On February 25, 2020, the government of Bihar led by Chief Minister (CM) Nitish Kumar presented Rs 2,11,761
crore state budget for 2020-21 with a special emphasis on education, health and infrastructure. It was presented by
the state’s finance minister and Deputy CM Sushil Kumar Modi, which was his 11th Budget speech. The proposed
allocations were Rs 11,260.48 crore more than the FY 2019-20.
Importantly, Bihar’s Budget has increased eight times to Rs 2,11,761.49 crore in 2020-21 from Rs 23,885 crore in
2004- 05. Except for 2012-13, the state has been presenting a revenue surplus budget since 2008-09.
Key Points from FY 20-21 Budget of Bihar:
–Gross State Domestic Product: The Gross State Domestic Product (GSDP) of Bihar for 2020-21 (at current prices)
is projected to be Rs 6,85,797 crore. This is 11.1% higher than the revised estimate for 2019-20.
–Total receipts: Total receipts (excluding borrowings) are estimated to be Rs 1,84,352 crore
–Revenue surplus: It is targeted at Rs 19,173 crore or 2.8% of the GSDP.
–Fiscal deficit: It is targeted at Rs 20,374 crore (2.97% of GSDP).
–Capital expenditure: It is proposed to be Rs 47,010 crore
–Revenue expenditure: It is proposed to be Rs 1,64,751 crore.
–Highest increase/decrease in allocations: In 2020-21, the highest increase in allocations was observed in Water
Supply, Sanitation, Housing and Urban Development (8%) while highest decrease observed in Energy (48%).
–Highest allocation: The state government has made the highest allocation of Rs 35,191.05 crore to the education
department. Bihar has allocated 19.3% of its total budget for education in 2020-21. Besides, Rs 17,345 crore was
allocated for road building and Rs 10,937.68 crore was earmarked for healthcare.
–Rural development: Bihar has allocated 12.8% of its expenditure on rural development viz. Rs 15955.29 crore.

India Post & Bihar’s Horticulture dept. partnered to supply ”Shahi Litchi” & “Zardalu Mango” to the people at
doorstep
On May 24, 2020 The Department of Posts, Government of India and Department of Horticulture, Government
of Bihar has partnered to supply ”Shahi Litchi” of Muzaffarpur & “Zardalu Mango” of Bhagalpur at the doorstep of
people. Bihar Postal Circle has made an agreement with the Bihar’s Horticulture department for its logistics &
delivery. People can place orders on the website “horticulture.bihar.gov.in” online form May 25.
Purpose of doorstep delivery
i.The Litchi & Mangoes cultivators have been finding it difficult to carry/transport their fruits to the markets for sale
due to lockdown to contain the spread of coronavirus.
ii.The initiative came into existence as its supply among the people has become a major challenge and so to meet the
public demand and provide direct market space for farmers to sell their fruits without any intermediaries.
Availability
i.Initially this facility will be available to people of Muzaffarpur & Patna for Shahi Litchi and Patna & Bhagalpur for
Zardalu Mango.
ii.Litchi will be booked minimum for 2 kgs and mangoes for 5 kgs. The postal department will ensure free delivery
within 24 hours
Advantages for cultivators & people
Online booking and delivery at doorstep facility will help cultivators/farmers to earn profits in this new market
directly. Customers will be benefited to get these branded fruits at their doorstep at low cost.
Key Points
i.The district collector had released a communication ordering that places identified as loading points for litchis or
having processing units will be allowed to carry out their operations beyond 6 pm, the deadline for most economic
activities across the state.
ii.“Shahi Litchi” is being offered to far-off places like Mumbai, Delhi, Bangalore, Jaipur, Chennai and Agra

The Shahi Litchi of Muzaffarpur’s north Bihar district has earned the Geographical Indication (GI) tag in 2018. It is
distinguished from other varieties by its unique fragrance and extra-juicy pulp & has smaller than usual seed
About Zardalu Mango
It got its GI tag along with Katrani rice and Magahi paan (betel vine) from Bihar in 2018. The mango is popular for its
thin peel and aroma, and has been on the state government’s annual gift list for some 40 very very important
persons(VVIPs) including the President of India and the Prime Minister. It usually weighs between 220 gram(gm) and
250 milligram(mg).

SRS Bulletin released: National infant mortality rate at 32, MP worst performer; Kerala achieved SDG target
On May 10, 2020, Registrar General of India has released its Sample Registration System (SRS) bulletin based on data
collected for 2018 (reference year) which has presented the estimates of Birth Rate, Death Rate, and Infant Mortality
Rate (IMR) for the year 2018 for India and its States/UTs.
The rates are calculated per one thousand of the population.
The current sample is based on the 2011 Census frame. The SRS sample is replaced every ten years based on the
latest census frame.
Let us go through the SRS Bulletin starting with IMR:
Infant Mortality Rate (IMR): It is the number of deaths per 1,000 live births of children under one year of age.

National Average: India’s infant mortality rate (IMR) has improved very marginally from 33 per 1,000 live births in
2017 to 32 in 2018. In 2009-2018 it has declined from 50 to 32. The present figure of 32 is about one-fourth as
compared to 1971 (129).
Urban & Rural Areas: The decline in rural areas in 2009-2018 is 55 to 36, and for urban areas it is from 34 to 23.
With regard to percentage, there is a decline of about 35% in rural areas and about 32% in urban areas.

Points to be noted:
–Kerala is one of the state with an IMR in single digits at 7. It is also the only state which has now achieved the United
Nations’ (UN’s) Sustainable Development Goals (SDG) target for IMR reduction, set at eight for the year 2020.
–Despite the decline in IMR over the last decades, one in every 31 infants die within first year of their life at the
National level (irrespective of rural urban); one in every 28 infants in rural areas and one in every 43 infants in urban
areas still die within one year of life.
–In the last 10 years, Child and infant mortality continues to be a massive problem in India despite improvements
over the years. An estimated 8,82,000 children under the age of 5 died in 2018 in India.
Death Rate: Mortality is one of the basic components of population change. Death rate is the ratio of deaths to the
population of a particular area or during a particular period of time
National average: The death rate of India has witnessed a significant decline over the last four decades from 14.9 in
1971 to 6.2 in 2018. At all India level it has declined from 7.3 to 6.2 in 2009-2018.
Urban & Rural Areas: The corresponding decline in rural areas is 7.8 to 6.7, and for urban areas it is from 5.8 to 5.1.
The rate of decline in these years has been higher in rural areas (around 14.5%) than in the urban areas (12.7%).

Birth Rate: Birth rate is a crude measure of fertility of a population and a crucial determinant of population growth.
It gives the number of live births per thousand population in a given region and year.
National average: There has been about an 11% decline in birth rate in the last decade, from 22.5 in 2009 to 20.0 in
2018. It has declined drastically over the last four decades from 36.9 in 1971 to 20.0 in 2018.
Urban & Rural Areas: The decline in 2009-2018 in rural areas is 24.1 to 21.6, and in urban areas, it is 18.3 to 16.7.
Urban rural differential: The rural-urban differential has also narrowed. In 2018, the birth rate for India varies from
16.7 in urban regions to 21.6 in rural regions. However, the birth rate has continued to be higher in rural areas
compared to urban areas in the last four decades.

Centre approved funds for implementation of Jal Jeevan Mission in Odisha, Meghalaya, Assam & Bihar
On the lines of the announcement made by the Prime Minister Narendra Modi in 2019 regarding Jal Jeevan Mission
(JJM) which aims to provide “Functional Household Tap Connection” (FHTC) to 18 Crore rural households of the
country by the year 2024, the Centre has approved funds for the implementation of Jal Jeevan Mission in the following
states during FY2020-2021:
Centre approves Rs 812 crore for implementation of Jal Jeevan Mission in Odisha
Centre has approved a higher allocation of Rs 812 crore for implementation of Jal Jeevan Mission in Odisha during
2020-21 in comparison to the Rs 297 crore in FY19-20. The government of Odisha is planning to provide over 16 lakh
household connections in 2020-21 with a target of 100% household tap connections by the year 2024.
Priority is being given for 100% coverage of villages under water-scarce areas, quality-affected areas, Sansad Adarsh
Gram Yojna villages, villages in Aspirational Districts and SC/ST dominated habitations.
Odisha was allocated Rs 2,258 crore under the 15th Finance Commission Grants to Panchayati Raj Institutions
(PRIs) during 2020-21. 50% of the amount has to be mandatorily spent on water and sanitation.
Centre approves Rs 175 crore for implementation of JJM in Meghalaya
Centre has approved 175 crore rupees for implementation of JJM in Meghalaya during 2020-21. The allocation has
been made on the basis of the Annual Action Plan presented by Meghalaya to National JJM, Ministry of Jal Shakti
under which the state has proposed 100% tap connections to all the households by December, 2022.
In FY20-21, out of 5.89 lakh total rural households, the State will provide 1.80 lakh tap connections.
The State has been allocated Rs. 182 Crore under 15th Finance Commission Grants to PRIs during 2020-21; 50% of
this amount has to be mandatorily to be spent on water and sanitation.
Notably, Meghalaya is blessed with more than average rainfall and has abundant natural water resources. However,
due to detrimental human interference, the water levels are depleted.
Centre approves Rs 1,407 crore for implementation of Jal jeevan mission in Assam during 2020-21
Centre has approved Rs 1,407 crore for implementation of JJM in Assam during the year 2020-21. Assam has planned
to provide functional tap connections to 13 lakh rural households in 2020-21, out of total 63 lakh households.
The state also planned to immediately provide household tap connections to all remaining households belonging to
weaker and marginalised sections on a priority basis.
Centre allocates over Rs 1,832.66 cr for implementation of JJM in Bihar
Centre has allocated Rs. 1832.66 crore for implementation of JJM in Bihar during 2020-21. Bihar is planning to
provide tap connections to the remaining 1 crore 50 lakh households in 2020-21 therefore the state will have 100%
coverage of all households with functional tap water connections by 2020-21.
Jal Jeevan Mission (JJM) has been launched in partnership with States, to enable every household in villages to have a
FHTC within the premises by 2024.

Arunachal Pradesh plans to provide tap connection to all rural households by March 2023
Govt of India approved Rs 255 Crore for the State under Jal Jeevan Mission (JJM) in 2020-21. The State proposed to
provide 100% tap connections to all the households by March, 2023. Out of 2.18 lakh total rural households, the State
is planning to provide 77,000 tap connections in 2020-21.
The State has been allocated Rs. 231 Crore under 15th Finance Commission Grants to PRIs during 2020-21.
Being implemented in partnership with States, the Mission aims to enable every rural household has assured
availability of potable water at a service level of 55 litres per capita per day (lpcd) on regular and long-term basis so
as to bring improvements in lives of rural folks.
Puducherry plans to provide tap connections to all rural households in 2020-21
National Jal Jeevan Mission has approved the Annual Action Plan of Puducherry for FY2020-2021 under which
household tap connections will be provided to remaining households.
The UT has been advised to focus on 24*7 service delivery in rural areas, so that the villages can act as ‘utilities’ with
focus on ‘service delivery’.It’s also planned to conduct Internet of Things (IoT) based sensor monitoring for water
supply in villages.
It should be noted that all the above states are giving emphasis on the “low-hanging fruits” i.e. in the villages/
habitations where piped water supply schemes already exist, so that remaining households could be provided with
tap connections easily in very less time.
About JJM:
It aims to enable every rural household has assured availability of potable water at a service level of 55 litres per
capita per day (lpcd) on regular and long-term basis. As a mission target, all states are presenting their
implementation plans to the National level Committee headed by Secretary, Department of Drinking Water &
Sanitation, Govt. of India for approval.
The estimated outlay of the mission is Rs 3.60 Lakh Crore with Central and State share of Rs. 2.08 Lakh Crore and
Rs.1.52 Lakh Crore respectively.

India’s maternal mortality ratio declined to 113 in 2016-18: Registrar General’s Sample Registration
System (SRS)
In accordance with the “Special Bulletin on Maternal Mortality in India 2016-18”, released by the Office of the
Registrar General’s Sample Registration System (SRS), the Maternal Mortality Ratio (MMR) in India has declined to
113 in 2016-18 from 122 in 2015-17 and 130 in 2014-2016 and almost 100 deaths lesser than in the period of 2007-
2009.
• States have been categorized into three groups namely, Empowered Action Group (EAG) States, Southern
States and Other States during the survey.
• The southern States registered a lower MMR — Andhra Pradesh (65), Telangana (63), Karnataka (92), Kerala
(43) and Tamil Nadu (60) as compared to states of Assam & EAG viz. Assam (215), Bihar (149), Madhya
Pradesh (173), Chhattisgarh (159), Odisha (150), Rajasthan (164), Uttar Pradesh (197), Uttarakhand (99) and
Jharkhand (71).
• In the category of other states Punjab has a maximum MMR of 129.
Points to be Noted:
-The target of United Nation’s (UN) Sustainable Development Goals (SDG) of 3.1 is to reduce the global maternal
mortality ratio to less than 70 per 1,00,000 live births.
-The maximum proportion of maternal deaths during 2016-18 is 33% in the age group of 20-24.
Important Terms:
Maternal Mortality Ratio (MMR): It is defined as the proportion of maternal deaths per 1,00,000 live births,
reported under the SRS.
Maternal Mortality Rate: This is calculated as maternal deaths to women in the ages 15-49 per lakh of women in
that age group, reported under SRS.

Nitin Gadkari inaugurated upstream carriageway of Mahatma Gandhi bridge in Bihar
On July 31, 2020, as a part of the renovation of the Mahatma Gandhi Bridge/Setu over river Ganga in Bihar, Union
Minister for Road Transport, Highways and MSMEs (Micro, Small & Medium Enterprises) Nitin Jairam Gadkari
virtually inaugurated its upstream carriageway. This means the two lanes are completed of the 4-lane bridge which is
being renovated at a cost of Rs 1,742 crore. The online ceremony was presided over by Chief Minister (CM) of Bihar
Nitish Kumar.
Mahatma Gandhi Bridge: 1st ever Indian Bridge to use modern tech for renovation
Over 5.5 km, this four lane bridge at NH-19 between Patna and Hajipur is being renovated to replace its existing
concrete superstructure by new steel deck superstructure, consisting of about 6600 metric steel.
• Work on this bridge was started in June 2017 and is scheduled to be completed in two parts. Upstream lane,
which has been recently completed and downstream which will be completed by December 2021.
• This is the first ever bridge in India using modern technology for improving the existing structure.
• The designing of the bridge has been done by Indian Institute of Technology (IIT) Roorkee in discussion
with international consultants.
New 5 km bridge in parallel to MG Setu announced; cost about Rs 2,926.42 crore
During the inauguration ceremony, a new 5 km long, 4-lane Bridge over river Ganga in parallel to MG Setu, was also
announced by Nitin Gadkari to facilitate movement of ships under it. Its tender will be out in August 2020, and the
work will start soon. With an outlay of Rs 2,926.42 crore, it will get completed by 2024.
Point to be noted:
–Overall, Rs 10,338 crore will be spent on bridges over river Ganga which include the following among others:
• Rs 1,478 crore bridge on Koshi river which will serve as a connectivity link between Bhagalpur and
Madhepura besides improving connectivity to Nepal, West Bengal and North Eastern states.
• Rs 1,100 crore Vikramshila bridge to connect Bhagalpur and Naugachia and Bhojpur-Buxar bridge on Ganga
that will provide connectivity to Uttar Pradesh and will be completed before 2021.
–In addition, for the development of Bihar, Madhubani paintings were being promoted while state products like litchi
will be exported.

launched next-generation startup Challenge contest “Chunauti” to encourage startups and software products with
special focus on Tier-II towns. This contest is a part of Rs 95 crore programme, spanning over 3 years, will hunt for
around 300 startups working in identified areas and to provide them seed funds of up to Rs 25 lakh and other
support from government through the Software Technology Parks of India (STPI).
• Startups can apply through https://innovate.stpinext.in/.
Key Points:
-The support to the selected startup will be in the form of incubation facilities, mentorship, security testing facilities,
access to venture capitalist funding, industry connect as well as advisories in legal, Human Resource (HR), and patent
matters. Startups will also be provided cloud credits from leading cloud service providers.
-Startups who are in the ideation stage can be selected under the pre-incubation programme will be mentored for up
to 6months and each intern would be paid Rs 10,000 per month for this period.
Identified areas under contest:
The identified areas include edu-tech, agri-tech and fin-tech solutions for masses; supply chain, logistics and
transportation management; infrastructure and transportation management; infrastructure and remote monitoring,
medical healthcare, diagnostic, preventive and psychological care; jobs and skilling, and linguistic tools and
technologies etc.
Foundation stone laid for Rs 9.17 cr NIELIT at Muzaffarpur in Bihar
The minister also laid the foundation stone of the digital training and skilling center of the National Institute of
Electronics and Information Technology (NIELIT) at Muzaffarpur in Bihar which will be developed by the Ministry
at a cost of Rs 9.17 crore.
• The government of Bihar has allocated one acre of land for this institution which will be equipped with the
state of the art training facility with a digital laboratory.

National Commission on Population: Projects India’s Population to be More Feminine by 2036


The National Commission on Population under the Ministry of Health and Family Welfare (MoHFW) submitted the
Report of the Technical group on population projections July 2020, titled “Population projections for India and
States 2011- 2036”. The report projected that the India’s sex ratio of the total population (females per 1000 males)
is expected to be more feminine in 2036 compared to the population as of 2011.
Population projections for India and States 2011- 2036:
Sex ratio:
i.The report estimates the sex ratio to increase from 943 in 2011 to 957 in 2036.
ii.Compared to 2011, the sex ratio in 18 states except Kerala, Karnataka, Maharashtra and Gujarat are expected to
increase by 2036.
iii.In 2036, the lowest sex ratio of 899 is expected to be in NCT of Delhi, followed by 900 in Gujarat and 908 in
Haryana.
Infant Mortality Rate:
i.India’s Infant Mortality Rate(IMR) is reported to be 46 in 2010 which is expected to reduce to 30 by the end of
2031-2035.
ii.The report projects the IMR to reduce in all the state of India in 2011 to 2035.
Madhya Pradesh has the highest IMR at 58 followed by Uttar Pradesh with 57 in 2011-2015 which is expected to
come down to 37 and 38 in MP and UP respectively in 2031-35.
iii.During 2031-35, the IMR is expected to be in between 30-40 in Rajasthan, Assam, Odisha, Chhattisgarh, MP and UP.
iv.Kerala is expected to have the lowest IMR at 9 in 2031-35 followed by Tamil Nadu from 22 in 2011-15 to 16 during
2031-35.
Fertility Rate:
i.Total Fertility Rate (TFR) is expected to decline from 2.34 during 2011-2015 to 1.73 during 2031- 35.
ii.The declining fertility rate will change the age demographics of India’s population and increase the medium age
from 24.9 in 2011 to 34.5 in 2036.
iii.Bihar and UP have the higher TFR with 3.5 and 3.7 respectively which is higher than the TFR of India (2.5).
Population of India:
i.The report projects India’s population to increase by 25.7% in 25 years at a rate of 1% annually i.e., from 121.1
crore to 151.8 crore during 2011-36.
ii.The population density will increase from 368 to 463 persons per square kilometer.
iii.As per the 2011 Census India’s population was 1.21 billion which is estimated to grow by 311 million by 2036.
Youth Population:
i.Youth population (15-24 years) is expected to increase from 23.3 crores in 2011 to 25.2 crores in 2021 and then
continue to decrease to 22.7 crores in 2036.
ii.The youth population proportion to the total population is expected to become 14.9%in 2036.
Decline in rate of population growth:
The population growth rate will decline by 8.4% during 2021-2031.
Note:
The report projects that India will overtake China and become the most populated county around 2031.
Urban Population:

Tamil Nadu Women Topped the List of MUDRA Loan Scheme Beneficiaries
In accordance with the data provided by the Ministry of Finance to the Rajya Sabha, as of March 31, 2020, women in
Tamil Nadu topped the list of loan benefits under Pradhan Mantri Mudra Yojana (PMMY) by availing Rs 58,227
crore loan. They are followed by women in West Bengal (Rs 55,232 crore), Karnataka (Rs 47,714 crore), Bihar (Rs
44,879 crore) and Maharashtra (Rs 42,000 crore).
• Together women from these five States have got 52% of the total MUDRA loan.
• As of March, 2020, more than 22.53 crore loans have been sanctioned since launch of the scheme. Out of this,
more than 15.75 crore loans extended to women, thereby 70% of the total loan borrowers are women.
About PMMY:
PMMY was launched on April 8, 2015, for providing loans up to Rs 10 lakh to the non-corporate, non-farm
small/micro-enterprises. The loans are classified as MUDRA loans under PMMY. These loans are given by Commercial
Banks, RRBs (Regional Rural Banks), Small Finance Banks (SFBs), MFIs (Micro Finance Institutions), and Non-
Banking Financial Companies (NBFCs) in the following three categories:
• Shishu – Allowed loans up to Rs.50,000
• Kishore – Allowed loans up to Rs.5,00,000
• Tarun – Allowed loans up to Rs.10,00,000

Bihar State Pollution Control Board Signs MoA with IIT, Delhi for air quality management
Bihar State Pollution Control Board (BSPCB) has signed a Memorandum of Agreement (MoA) with Indian
Institute of Technology (IIT), Delhi to set up a Geographical Information System (GIS) based platform for air quality
management in Bihar.
About the Project:
i.Dr Sagnik Dey, Associate Professor, Centre for Atmospheric Science, IIT Delhi will be leading the project along
with S N Jayaswal, Board Analyst, Bihar State Pollution Control Board, Patna.
ii.The Agreement which comes at a cost of Rs. 10 Lakh will provide for exchange of technical expertise between IIT

iii.MoA has been signed on the backdrop of Government of India’s National Clean Air Programme (NCAP).
Key Points:
• The project will help in identifying the local hot spot of particulate matter PM 2.5 in non-attainment cities in
Bihar namely Patna, Gaya, Muzaffarpur.
• The mapping will be done at a very high-resolution of One Square Kilometer using satellite and ground based
measurement systems.
• Using Satellite data, districts and villages where open burning is prevalent are identified and their role in
polluting the air in non-attainment cities will be examined using Wind Trajectory Analysis.
• Weekly pollution build-up will be examined to identify critical pollution periods.
• The GIS technology will also help in enabling ambient air monitoring stations in the state to locate sources of
air pollutants.
• Two scientists from Bihar State Pollution Control Board will be trained in IIT Delhi in the use of Greenhouse
Gas and Air Pollution Interactions and Synergies (GAINS) model to study satellite and other data for air
quality monitoring and management.
• The Duration of the project is one year.
What is PM2.5?
A pollutant measuring up to 2.5 microns in size, widely regarded as most harmful to human health. The microscopic
size allows the particles to enter the bloodstream via the respiratory system, causing far-reaching health effects,
including asthma, lung cancer and heart disease.
Non-Attainment Cities:
• Cities which show consistent poor air quality than the National Ambient Air Quality Standards are considered
as Non-Attainment cities.
• Some of the Cities included under this list are Delhi, Varanasi, Bhopal, Kolkata, Noida, Muzaffarpur and
Mumbai.
National Clean Air Programme:
• NCAP was launched in January 2019 by the then Union Minister of Environment, Forests and Climate Change
(MoEFCC), Dr. Harsh Vardhan.
• The intention of NCAP is to cut the concentration of coarse (particulate matter PM 10) and fine particles (PM
2.5) by 20% in the next five years.

Pradhan Mantri Matsya Sampada Yojana(PMMSY):
i.The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship scheme focused on sustainable development of
fisheries sector in the country with an estimated investment of Rs. 20,050 crores for its implementation during a
period of 5 years from FY 2020-21 to FY 2024-25 in all States/Union Territories.
ii.The investment under PMMSY is the highest ever in the fisheries sector.
iii.An investment of about Rs 12340 crores is proposed for beneficiary-oriented activities in Marine, Inland fisheries
and Aquaculture and about Rs 7710 crores investment for Fisheries Infrastructure.
iv.Scheme will provide new infrastructure, modern equipment and new markets to Fish Producers. The main Goal is
to double the Fish Exports in the next 3 to 4 years.
v.It is being launched in 21 States of the country with an investment of Rs 20,000 Crores which would be spent in the
next 4-5 Years. Under this scheme many facilities have been inaugurated in Patna, Purnea, Sitamarhi, Madhepura,
Kishanganj and Samastipur.
Objective:
i.PMMSY is expected to enhance fish production by an additional 70 lakh tonne by 2024-25, increasing fisheries
export earnings to Rs.1,00,000 crores by 2024-25, doubling the incomes of fishers and fish farmers.
ii.It will also reduce post-harvest losses from 20-25% to about 10% and generate an additional 55 lakhs direct and
indirect gainful employment opportunities in fisheries sector and allied activities.
Highlights:
i.PMMSY addresses critical gaps in fish production and productivity, quality, technology, post-harvest infrastructure
and management, modernization and strengthening of value chain, traceability, establishing a robust fisheries
management framework and fishers’ welfare.
ii.PMMSY envisages many new interventions such as fishing vessel insurance, support for new/up-gradation of
fishing vessels/boats, Bio-toilets, Nucleus Breeding Centres, Fisheries.
iii.PMMSY scheme primarily focuses on adopting ‘Cluster or Area based approaches’ and creation of Fisheries
clusters through backward and forward linkages.
iv.Special focus will be given for employment generation activities such as seaweed and ornamental fish cultivation.
v.Under PMMSY, the Department of Fisheries has approved Rs 1723 crores worth of proposals for 21 States/UTs in
Phase-I and priority is given to revenue generating activities under PMMSY.
PMMSY Implementation in Bihar:
i.PMMSY in Bihar will provide an investment of Rs.1390 crore with a Central Share of Rs. 535 crores and the
additional fish production target is 3 lakh tons.
ii.During the current financial year (2020-21), Government of India has sanctioned the proposal of Government of
Bihar at a total project cost of Rs.107.00 crore for major components like establishment of Recirculatory Aquaculture
System (RAS), construction of Biofloc ponds for aquaculture, finfish hatcheries, construction of new ponds for
aquaculture, support services (Matsya Seva Kendra), and establishment of a Brood Bank.
Other Key inaugurations related to Fisheries sector
Fish Brood Bank
i.Establishment of Fish Brood Bank at Sitamarhi, and of Aquatic Disease Referral Laboratory at Kishanganj, under
assistance of PMMSY.
ii.This will help in enhancing production and productivity of fish by ensuring timely availability of quality and
affordable fish seed for the fish farmers and address the need for disease diagnosis as well as water and soil testing
facilities.
‘Fish on Wheels’
PM inaugurated one-unit fish feed mill at Madhepura and two units of ‘Fish on Wheels’ assisted at Patna under Blue
Revolution.
Comprehensive Fish Production Technology Centre
i.A Comprehensive Fish Production Technology Centre at Dr. Rajendra Prasad Central Agricultural University, Pusa,
Bihar was inaugurated.

ii.The Center will have facilities for Seed production technology and demonstration unit technology for fish, referral
laboratory and diagnostic testing, it will facilitate in boosting fish production and assist in capacity building of fish
farmers.
e-Gopala App
i.e-Gopala App is a comprehensive breed improvement marketplace and information portal for direct use of
farmers.
ii.e-Gopala app will be an online digital medium that will help the farmers to choose better quality livestock and get
freedom from middlemen.
iii.There is no mechanism to send alerts (on due date for vaccination, pregnancy diagnosis, calving etc) and inform
farmers about various government schemes and campaigns in the area.
iv.The app will give all the information related to cattle care, from productivity to health and diet.
v.By inserting the animal Aadhaar number in the e-GOPALA app will give all the information related to that animal
easily, which will make it easier for cattle owners to buy and sell animals.
Inaugurations related to Animal Husbandry sector
i.PM inaugurated Semen Station with state of the art facilities, which has been established under Rashtriya Gokul
Mission in Purnea, Bihar with an investment of Rs 84.27 crores on 75 acres of land made available by the State
Government of Bihar.
ii.It is one of the largest semen stations in the government sector with production capacity of 50 lakh semen doses
per annum.
iii.It will give a new dimension to development and conservation of indigenous breeds of Bihar and meet demand of
semen doses of eastern and north eastern States.
In Vitro Fertilization Lab (IVF)
i.Prime Minister inaugurated IVF lab established at Animal Sciences University, Patna under Rashtriya Gokul
Mission.
ii.A total of 30 Embryo Transfer Technology (ETT) and IVF laboratories are being set up across the country through
100% grant in aid.
iii.These labs will be crucial for propagating elite animals of indigenous breeds and thereby enhancing milk
production and productivity manifold.
Sex Sorted Semen
i.PM launched use of sex sorted semen in artificial insemination under Rashtriya Gokul Mission by Baroni Milk Union
in Begusarai district of Bihar.
ii.Using sex sorted semen in Artificial Insemination, only female calves can be produced with more than 90%
accuracy. This will help double the growth rate of milk production in the country.
iii.It will propagate technology for multiplication of high yielding animals at a faster rate through use of technology so
they can give birth to 20 calves in a year.
Key Schemes mentioned by Prime Minister:
Mission Gokul:
i.Mission Gokul to develop indigenous breeds in the country. A countrywide artificial insemination program was
started in 2019.
Modern Facilities have been built in Purnia, Patna and Barauni under National Gokul Mission.
ii.The center built in Purnia is one of the largest centers in India and will benefit a large part of Eastern India.
iii.The center will give further boost to the development and conservation of indigenous breeds of Bihar like
‘Bachaur‘ and ‘Red Purnia‘.
Mission Dolphin:
i.Launched during August 15, 2020, to give an impetus to the conservation efforts of the species by taking measures
for its protection including sustainable fishing with scientific methods. Mission Dolphin will also have its impact on
the fisheries sector.
Food Processing Industries and Research Centre:
i.A cluster of food processing industries and research centers to be set up near villages to achieve the motto “Jai
Kisan, Jai Vigyan and Jai Anusandhan”.

Prime Minister Virtually Inaugurated 900 crore worth Petroleum Project in Bihar
On September 13, 2020 Prime Minister Narendra Modi Inaugurated 3 key projects of the petroleum sector worth
more than Rs 900 crore in Bihar through video conference and dedicated it to the Nation. The projects include
the Durgapur-Banka section(about 200 km) of the Paradip-Haldia-Durgapur Pipeline Augmentation Project and 2
LPG(Liquefied Petroleum Gas) Bottling Plants.
• Of the 2 LPG Bottling plants one plant of the Indian Oil Corporation Limited(IOCL) is launched in Banka and
another plant of the Hindustan Petroleum Corporation Limited(HPCL) in Champaran(East), Harsidhi.
• The projects have been commissioned by IOCL and HPCL, Public Sector Undertakings(PSUs) under the aegis of
the Ministry of Petroleum and Natural Gas.
Key Info
These projects are a part of the Mission Purvodaya which anticipate to expand the Barauni Refinery with Rs 14,000
crore and the work has already commenced.
Note
The special package given for Bihar had 10 big projects related to petroleum and gas worth Rs 21 thousand crore.
Among them, the inaugurated project is the 7th one.
LPG penetration in Bihar
• LPG penetration in Bihar has increased to 76.9% now from 23.5% in 2014.
• This in turn has reduced the kerosene consumption in the state from 8 lakh kilo litre (kl) to 2 lakh kl in 2014.

Durgapur-Banka section
i.The Durgapur-Banka pipeline section, built by state-owned Indian Oil Corp (IOC), is a part of the Paradip-Haldia-
Durgapur Pipeline Augmentation Project. For this, foundation stone was laid by the Prime Minister on February 17,
2019
ii.The entire project will become one of the longest pipeline projects in the world.
LPG Bottling Plant at Banka
i.It has been built at an investment of around Rs 131.75 crore. It will serve the districts of Bhagalpur, Banka, Jamui,
Araria, Kishanganj & Katihar in Bihar, along with the districts of Godda, Deoghar, Dumka, Sahibganj, and Pakur in
Jharkhand.
ii.It has a LPG storage capacity of 1,800 tonnes and bottling capacity of 40,000 cylinders per day.
LPG Bottling Plant at Champaran
i.The 1,20,000 tonnes per annum LPG Bottling Plant and has been constructed at a cost of Rs 136.4 crore.
ii.It has been constructed on 29 acres of land and its foundation stone was laid by the Prime Minister on April 10,
2018.
iii.The 2 LPG Bottling plants have the capacity to fill more than 125 million cylinders annually.

Govt Approved a Rs 971 crore highway project in Bihar
The Ministry of Road Transport and Highways (MoRTH) has approved a proposal to construct a Rs 971 crore 120 km
Munger-Bhagalpur-Tirpety-Kahalgaon concrete road on national highway 80 in Bihar.
Significance
i.This road will connect the state government-built bridge at Agvani Ghat of Sultanganj to Khagaria
ii.It serves as the lifeline for the stone supply sector catering to the entire Bihar, Nepal, West Bengal, etc.

i.On 25th August 2020, Nitin Jairam Gadkari, Union Minister for Road Transport and Highways inaugurated and laid
foundation stones for 45 highway projects in Madhya Pradesh (MP) during a virtual event. Shivraj Singh Chauhan,
Chief Minister of Madhya Pradesh presided over the virtual event. The aim was to complete projects worth Rs 50,000
crore out of Rs 1.25 lakh crore by 2023.

PM Modi Inaugurates & Lays Foundation Stone for seven projects in Bihar
On September 15, 2020 Prime Minister Narendra Modi inaugurated & Laid Foundation Stone for Seven Projects
related to Urban Infrastructure in the state of Bihar through video conference. The total cost of the projects is Rs 541
Crores.
Out of the 7 projects, 4 are related to water supply, two for Sewerage treatment and 1 for Riverfront
Development.
The projects will be implemented by Bihar Urban Infrastructure Development Corporation (BUIDCO), under Urban
Development and Housing Department of Bihar.
Bihar Chief Minister Nitish Kumar, Union Minister for Ministry of Electronics and Information Technology, Ravi
Shankar Prasad were present during the virtual ceremony.
Inauguration of Sewerage Treatment Plants:
i.Prime Minister Modi inaugurated the Sewerage Treatment Plants built under Namami Gange Yojana at Beur and
Karmalichak in Patna Municipal Corporation.
ii.The Sewerage Treatment Plant has been set up to end the flow of polluted water into River Ganga.
iii.Over 50 Projects worth Rs. 6000 Crores have been approved in Bihar to keep River Ganga Clean. The villages on
the bank of Ganga are set to be developed as Ganga Gram.
iv.The Namami Gange Project is expected to change the life pattern of people and it will also be helpful for Project
Dolphin and biodiversity in Ganga.
v.The Water from the Sewage treatment plants will be used for irrigation purposes in the state.
Note – The Namami Gange Project is an integrated conservation Mission set up in June, 2014 to reduce the pollution,
conserve and revive the National River Ganga. Around 20 important cities of Bihar are located on the banks of
Ganga river. So the cleanliness of the river will have a direct effect on crores of people living in these cities.
Inauguration of Water Supply Projects:
i.The Prime Minister also inaugurated the water supply projects built under Atal Mission for Rejuvenation and Urban
Transformation (AMRUT) Yojana in Siwan Municipal Council and Chapra Municipal Corporation.
ii.The water supply projects will help local residents get access to pure drinking water 24 hours a day.
Laying of Foundation Stone:
i.PM laid the foundation stone of Munger water supply scheme under the AMRUT Yojana, which will enable the
residents of Munger Municipal Corporation to get access to pure water through pipelines.

i.He laid the foundation stone of Muzaffarpur Riverfront Development Scheme which is being built under Namami
Gange.

On 18th September, 2020 Prime Minister Narendra Modi inaugurated the historic Kosi Rail Mahasetu (mega
bridge) in Bihar.
Other projects including a new railway bridge on the Kiul River, two new railway lines, 5 Electrification projects,
Bihar’s first Electric Locomotive Shed at Barauni and 3rd Line Project between Barh-Bakhtiyarpur in Bihar through
video conference.
Bihar Chief Minister Nitish Kumar, Phagu Chauhan, Governor of Bihar, Minister of Railways, Piyush Goyal were
present during the inauguration.
Kosi Rail mega bridge:
i.The mega bridge is 1.9 kms long and has been completed at a cost of Rs. 516 Crores connecting Mithila and Kosi
region.The opening of the bridge will fulfill the 86 year old dream of the people of Bihar.
ii.The bridge would reduce the rail distance between Nirmali and Saraigarh from the present 298 kilometers to 22
kilometers. It is also a strategically important project as it is situated near the India-Nepal border.
iii.The Kosi Mega Bridge was sanctioned by the Government of India during 2003-04, it was completed during the
COVID-19 Pandemic with the participation of the migrant labourers.

New Jalpaiguri, Samastipur-Khagaria, Bhagalpur-Shivnarayanpur and Samastipur-Jaynagar sections.
ii.The electrification of Katihar-New Jalpaiguri will ensure railway connectivity to North East states on Electric
traction. It will boost the economy of NE states and bring the Northeast Frontier Railway at par with other
electrified railways.
Inauguration of Kiul Bridge and Kiul Yard:
i.The 150-year old Kiul Bridge has been rebuilt to provide seamless traffic.
ii.The Kiul Yard has been remodeled by replacing the old mechanical lever frame with an electronic interlocking
system.
iii.The trains will be able to run at the speed of 125 kilometers per hour on this entire route.
iv.Electronic interlocking will ease the movement of trains on the main line from Howrah-Delhi, and would make the
route faster and safe.
Bihar’s first Electric Locomotive Maintenance Shed
Bihar’s first and only Electric Locomotive Maintenance Shed in Barauni was inaugurated by the Prime Minister.

PM Modi lays Foundation Stone for 9 Highway Projects worth Rs 14, 528 crores in Bihar
On September 21, 2020 Prime Minister Narendra Modi laid the Foundation Stone for Nine Highway Projects worth Rs
14, 528 Crores in Bihar through video conference. The project includes making six-lane highways, and three bridges
on rivers.He also laid foundation of ‘Har Gaon Optical Fibre Cable’ for Internet Services to connect all villages of
Bihar.
Bihar Chief Minister, Nitish Kumar, Deputy Chief Minister of Bihar, Sushil Kumar Modi, Minister of Law and Justice
Ravi Shankar Prasad participated in the virtual meeting.
Highway Projects:
i.The total road length of the road projects is 350 kms. The projects worth Rs 14, 528 Crores on completion will
improve Bihar’s connectivity with Uttar Pradesh and Jharkhand.
ii.Upon successful completion of the projects, all the rivers in Bihar would have bridges which will conform to the
21st century specifications. All major national highways would be widened and strengthened.
iii.Under the Prime Ministers Package announced in 2015, over 3000 Kms of National Highway were proposed. In
addition, under the Bharatmala Project, a six and a half kilometer national highway is being constructed.

• Now in Bihar, there are 5 projects underway to connect East and West Bihar with four lanes and 6 projects
underway to connect North India with South India.
“Har Gaon Optical Fibre Cable” Project:
i.Prime Minister inaugurated the “Har Gaon Optical Fibre Cable” project ,under this about six lakh villages would be
provided internet services through optical fibre cable in 1,000 days. This includes all 45,945 villages in Bihar. It will
be executed by the Department of Telecom, Ministry of Electronics & Information Technology and Common Service
Centres (CSC).
ii.It will be executed in 180 days and will be completed by March 31, 2021, at an approximate cost of Rs 1,000 crore.
iii.The project also includes implementation of one Wi-Fi and five fibre-to-the-home (FTTH) connections for one
year, free of cost to identified government institutions, primary schools, Anganwadi centres, ASHA workers, and
Jeevika Didi, etc., and one Wi-Fi at a public place in every village of Bihar.
iv.The project will enable digital services like e-Education, e-Agriculture, Tele-Medicine, Tele-law to be easily
available for the common citizens of Bihar.
v.In the next 1000 days, around one lakh villages are set to be connected through Optical Fibre under this project.
Special Package in 2015:
i.PM declared a special package for infrastructure development of Bihar in 2015. Which included 75 projects worth
Rs 54,700 crore.
ii.13 projects have been completed, works are progressing in 38, while others are in the Detail Project
Report/Bidding/Sanction stage.
iii.Under the package, the total number of bridges over Ganga will increase to 17, with a lane capacity of 62.
iv.On an average, there would be a bridge over rivers every 25 kms in the state.

Kerala tops literacy rate chart with 96.2%; Andhra Pradesh worst performer at 66.4%: NSO
In accordance with the report on “Household Social Consumption: Education in India as part of 75th round of
National Sample Survey(NSS) – from July 2017 to June 2018″ conducted by National Statistical Office (NSO),
Ministry of Statistics and Programme Implementation (MoSPI), Kerala again emerged as the most literate state in the
country with 96.2% literacy followed by Delhi (88.7%), Uttarakhand ( 87.6%), Himachal Pradesh (86.6%) and Assam
(85.9%).
• On the other hand, Andhra Pradesh (AP) is the worst performer at 66.4% followed by Rajasthan at 69.7%,
Bihar (70.9%), Telangana (72.8%), Uttar Pradesh (73%) and Madhya Pradesh (73.7%).
• The survey provided state-wise detail of literacy rate among the persons aged seven years and above.
• The overall literacy rate in India is pegged at 77.7% where rural areas have 73.5% literacy rate and urban
areas has 87.7%.
• Literacy rate: Literacy rate is defined as the percentage of literate persons among persons of age 7 years and
above.

the expenditure incurred on the education of household members and various indicators of those who are not
currently attending education.
This survey enclosed with both qualitative and quantitative aspects related to educational fulfilment of the household

Key Points:
-At national level, the male literacy rate is higher at 84.7% compared to 70.3% among women.
-Also, the male literacy rate is higher than the female literacy rate among all states.
• In Kerala, the male literacy rate is 97.4% compared to 95.2% among females and in Delhi stood 93.7% higher
than 82.4% among females.
• In the worst performing states, there was a considerable gap in male and female literacy rate like in AP the
male literacy rate is 73.4%, and female literacy rate is 59.5%.
• In Rajasthan, the gap is even wider as male literacy rate stood at 80.8% compared to 57.6% of females and in
Bihar the male literacy rate was 79.7% compared to 60.5% of females.
-The report also revealed that nearly 4% of rural households and 23% of urban households possessed computers.
-Among persons aged 15-29 years, nearly 24% in rural areas and 56% in urban areas were able to operate a
computer.

About NSO 75th round (July 2017-June 2018) Survey:
NSO 75th round was conducted during 1st July 2017- 30th June 2018 under which 9 items were covered for broad
coverage of information. The survey covers whole of the Indian Union except the villages in Andaman and Nicobar
Islands which are difficult to access.
• This survey covered 1,13,757 households (64,519 in rural areas and 49,238 in urban areas) and enumerated
5,13,366 persons (3,05,904 in rural areas and 2,07,462 in urban areas). A total number of persons of age 3 to
35 years surveyed was 2,86,456 (1,73,397 in rural areas and 1,13,059 in urban areas).
• The Survey Design and Research Division (SDRD) of NSO undertook the development of the survey
methodology and the field work is carried out by Field Operations Divisions (FOD) and the data processing and
tabulation work was done by Data Quality and Assurance Division (DQAD).

NCRD Released Accidental Deaths & Suicides in India 2019 Report; Delhi recorded highest number of road
accidents deaths among cities
On 1st September 2020, The National Crime Records Bureau(NCRB), Ministry of Home Affairs released an annual
report titled “Accidental Deaths and Suicides in India(ADSI) 2019”. This is NCRB’s 53rd edition of the series which
was started in 1967.
This is the only most comprehensive data bank related to the accidental and suicidal death available with the
government of India.
About the Report:
i.The report is prepared with the data and information on deaths due to accidents and suicides which were collected
by the State Crime Records Bureaux (SCRBx) from the District Crime Records Bureaux (DCRBx) and sent to the
NCRB.
ii.The data of the cities with a population of 10 lakh or more are collected separately.
Features:
i.The report contains the age group wise and sex wise details of the victims.
ii.The report classified the accidental deaths as two groups based on causes,
• Causes attributable to nature (tornado, earthquake, epidemic, flood etc.)
• Causes not attributable to nature (air crash, drowning, explosion, poisoning, traffic accidents etc).
iii.The report contains the details of deaths due to road accidents by causes, place of occurrence, type of road,
month of occurrence and by time of occurrence.
iv.The report also contains the details on suicide by causes like bankruptcy, marriage, relationships, failures, property
disputes etc and details of professional educational and social profile of the victims.
v.This also contains details of farmer’s suicide by cause, educational and scial status etc.,
Note:
The reason of suicides among farmers has not been published by NCRB since 2015.
Accidental deaths:
i.According to the report the variation percentage of accidental deaths and suicide during 2019 over 2018 are around
2.3% and 3.4% respectively.
ii.Traffic accidents are the major contributor of the total accidental deaths in India which amounts to around 43% of
total accidental deaths followed by sudden deaths, drowning and poisoning which collectively contributed around
24%.
iii.Natural disasters contribute 2% of the accidental deaths.
Road Accidents:
i.According to the report, road crash deaths in the country have increased by 1.3 per cent to 1,54,732 from
1,52,780.Number of accidents in the city, however, sees a decline of 7.2% as compared to 2018.

ii.Delhi recorded the highest number of deaths due to dangerous driving and overall road accidents in 2019.In
Chennai and Bengaluru, 1,258 and 768 persons died in road accidents respectively.
Traffic Accidents:
i.Around 85% of the deaths due to traffic accidents were in the road accidents and the remaining 15% was caused
due to railway accidents and accidents at the railway crossing.
ii.Around 7.7% victims of road accidents were pedestrians and motorised two wheelers are stated as the deadliest
with 38%.
iii.Road traffic injuries is the 8th leading cause of death in India of which around 65% belong to the age group of 18 –
45 years.
Suicidal deaths:
i.The report states that around 139,123 people died by suicide in India during 2019.
ii.Maharashtra (18,916), Tamil Nadu (13,493), West Bengal (12,665), Madhya Pradesh (12457) and Karnataka
(11,288) accounts for 49% of the suicides in India.
iii.Two third of suicides in India during 2019 belongs to the category with annual income less than Rs.1 lakh.
iv.Suicides among daily wage earners was higher which contributes 23% of those who died due to suicide.
v.The majority of the victims belong to the age group of 18-45 and educated.
Farmers Suicide:
i.According to the report the number of farmers which includes cultivators and farm labourers, who committed
suicide in 2019 is around 10,281 which is only 68 numbers less than the farmers committed suicide in 2018.
ii.Suicide involving persons engaged in farming sector have increased in 2019 compared to 2018.
iii.Maharashtra topped the list constituting 38.2% (3927) of the such cases followed by Karnataka with 19.4%(1992),
Andhra Pradesh with 10%(1029), Madhya Pradesh with 5.3%(541) and Telangana and Chhattisgarh with 4.9% (499)
each.
iv.The farmers account for 7.4% of total suicides in India.
v.Maharashtra (2680) followed by Karnataka (1331), Andhra Pradesh (628) and Telangana (491) record the highest
suicides in the farming sector which includes farmers and cultivators in India during 2019.
vi.West Bengal, Bihar, Odisha, Uttarakhand, Manipur, Chandigarh, Daman & Diu, Delhi, Lakshadweep and Puducherry
reported ‘zero’ farmer suicides that includes cultivators and agricultural labourers during 2019.

Key Points:
i.According to the report, there 159 million children aged below 6 years in India out of them 21 per cent are
undernourished, 36 per cent are underweight and 38 per cent do not receive full immunization.
ii.According to analysis on expense towards child nutrition, healthcare, education and other protection services, India
has spent Rs 1,723 per child in 2018-2019, which is insufficient to reach the entire eligible population.
iii.The report introduced two indexes: Young Child Outcomes Index (YCOI) and Young Child Environment Index
(YCEI).
Young Child Outcomes Index (YCOI):
i.The Young Child Outcomes Index (YCOI) measures health, nutrition and cognitive growth with help of indicators
such as infant mortality rate, stunting and net attendance at the primary school level.
ii.Based on the index, eight states have scored below the country’s average. They are Assam, Meghalaya, Rajasthan,
Chhattisgarh, Madhya Pradesh, Jharkhand, Uttar Pradesh and Bihar.
iii.The index was constructed for two time periods 2005-2006 & 2015-2016 to provide inter-state comparisons and
also provides an idea of change over time.
Young Child Environment Index (YCEI):
i.The report has also developed another index called Young Child Environment Index (YCEI) to understand policy and
environment enablers that influence a child’s well being.
ii.It uses five policy enablers that influence child well-being outcomes which includes child well-being outcomes,
including poverty alleviation, strengthening primary health care, improving education levels, safe water supply and
promotion of gender equity.
iii.According to YCEI Index, Kerala, Goa, Sikkim, Punjab and Himachal Pradesh secured top five positions.The
environment index was constructed for 2015–2016.
Schemes/programmes for Children Development:-
Government of India has introduced several comprehensive policies and flagship programmes.Some of notable
schemes are:-
i.Ministry of Women and Child Development allocated additional funds for all children nutrition under the Integrated
Child Development Scheme (ICDS).
ii.National nutrition mission ( Poshan Abhiyaan) for Early Childhood Development.
iii.The Rashtriya Bal Swasthya Karyakram (RBSK) is an important initiative for early identification and
intervention for children from birth to 18 years to cover 4 ‘D’s — Defects at birth, Deficiencies, Diseases and
Development delays including disability

iv.Beti Bachao Beti Padhao (BBBP) is equally important to ensure protection, education and empowerment of the
girl child.

Former Union Minister Raghuvansh Prasad Singh Passes Away at 74


On 13th September 2020, Former Union Minister for Rural Development, Raghuvansh Prasad Singh passed away at
the age of 74 at New Delhi due to post COVID complications.
He was born on 6th June 1946 in Bihar.
About Raghuvansh Prasad Singh:
i.Raghuvansh Prasad Singh, was a former Professor with a doctorate in mathematics who served as the Minister of
State for Energy during the term of Karpoori Thakur as Chief minister in 1977.
ii.He became the Lok sabha member in 1996 and served as a Lok Sabha member for five terms representing Vaishali,
Bihar.
iii.He served as the Union minister for Rural development from 2004 to 2009 in the cabinet led by Manmohan Singh.
iv.He was well known as the architect of the Mahatma Gandhi National Rural Employment Guarantee
Act (MGNREGA) which was rolled out as a flagship programme under the United Progressive
Alliance (UPA) government.

Sekhar Basu, PadmaShri Awardee, Veteran Atomic Scientist and Former Chairman of AEC Passed Away of
COVID-19
On September 24, 2020 Sekhar Basu, Veteran Atomic Scientist and Former Chairman of Atomic Energy
Commission(AEC) passed away at the age of 68 at a private hospital in Kolkata, West Bengal of COVID-19. He served
as the Secretary to the Government of India, Department of Atomic Energy (DAE) and as director of Bhabha Atomic
Research Centre (BARC). He was the recipient of PadmaShri(2014). He was born on September 20, 1952 in
Muzaffarpur, Bihar.

Key role
i.Sekhar Basu developed the highly complex reactor for INS Arihant, India’s 1st nuclear-powered submarine.
ii.He was the key person behind the design, construction and operation of nuclear recycle plants in Tarapur and
Kalpakkam.
iii.He also played a vital role in the development of the Indian Neutrino Observatory in Tamil Nadu.
Honours
i.He received awards namely, Indian Nuclear Society Award (2002), DAE Group Achievement Award(2006) & DAE
Special Achievement Award(2007) among others.
ii.He was a Fellow of the Indian National Academy of Engineering (INAE) and Indian Society for Non-Destructive
Testing (ISNT).
