Chattisgarh withdraws general consent accorded to the CBI to probe cases in the state
On 10 January 2019, Government in Chhattisgarh withdrew the general consent accorded to the Central
Bureau of Investigation (CBI) to probe cases in the state. The state government has conveyed the decision
to the Union Ministry of Home Affairs and the Department of Personnel and Training.
Key points:
i. CBI cannot initiate any investigation without the consent of the state government after this decision.
ii. Andhra Pradesh and West Bengal have already withdrawn the general consent given to the CBI.

Chhattisgarh Current Affairs - February 2019


Bhupesh Baghel presents Chhattisgarh’s Annual Budget
On 8th February 2019, Chhattisgarh Chief Minister, Bhupesh Baghel who also holds finance portfolio has
presented the Annual Budget for 2019-2020 on the opening day of Budget session.
Highlights of Budget
i. Annual budget has been amounted of Rs. 90,910 crore which is 11% more than the previous year’s budget.
ii. Rs. 5000 crore has been marked for farm loan waiver. Core areas on which the Budget is focused are rural
economy, middle class and Farmers.
iii. Rs. 4000 crore had been marked for Mukhya Mantri Khadyanna Suraksha Yojana to provide 35 kg rice
per ration card to BPL families.
iv. Loan of Rs. 12,000 has be cut down to Rs. 10,913 crore within the range in the nest fiscal.
v.“Legislators Fund” has been increased to Rs 2 crore from the existing Rs 1 crore.
vi.Rs 50 crore has been earmarked for the proposal of five new Food Parks to boost agricultural production in
the state.
vii.Rs 400 cr allocated to provide 50 per cent rebate to people on domestic use of electricity.

Cabinet chaired by Narendra Modi, approved revision in the list of Scheduled Tribes of Chhattisgarh
With a view to modify the list of Scheduled Tribes of Chhattisgarh, the Union Cabinet approved the
proposal for official amendments in the Constitution (Scheduled Castes and Scheduled Tribes) Order
(Amendment) Bill 2016.
Key Points
• Whenever the Bill becomes an Act, the members of the communities in the revised list of Scheduled
Tribes of Chhattisgarh get the benefits of Scheduled Tribes.
• The newly formed Act will be called as Constitution (Scheduled Castes and Scheduled Tribes)
Order (Amendment) Bill 2019.

National Foundation for Communal Harmony organized a special workshop under Know My India
Programme held in Bengaluru
On 4th February 2019, On the lines of Know My India Programme,the National Foundation for Communal
Harmony (NFCH), organized a special workshop for 42 Youth in the age group of 15 to 22 years, who has
suffered communal violence.The Youths Participated in the Programme belongs to Jammu & Kashmir, Manipur,
Assam, Chhattisgarh, Bihar and Gujarat along with 10 official mentors.
Key points
i. The programme was organized by the Art of Living Foundation.
ii. Youth interacted with Gurudev Sri Sri Ravi Shankar, a spiritual leader.
iii. The participants were taught various body-breath mechanisms and practical tools of wisdom.The main
exercise included the powerful rhythmic breathing practice called Sudarshan Kriya, whose regular practice is

known to significantly reduce stress hormones, improve the clarity of mind and increase one’s happiness
quotient.
About Know My India Programme
i. It is a unique programme initiated by the NFCH to bring together financially assisted children of the
foundation from different states and regions of the country to promote oneness, fraternity and national
integration.
ii. The NFCH is an autonomous organization under the administrative control of the Ministry of Home Affairs

Justice PK Mishra appointment as Acting Chief Justice of Chhattisgarh HC and and AK Tripathi
appointment as Member of Lokpal
On 23rd March 2019, Chief Justice of Chhattisgarh High Court A K Tripathi resigned from the post after he got
appointment as the Member of the Lokpal while P K Mishra appointed as acting Chief Justice of
Chhattisgarh.
Key Points
i. The duties of the Chief Justice is transferred on the resignation of Ajay Kumar Tripathi to the next senior most
judge of the High Court, Justice Prasanth Kumar Mishra.
ii. Justice PC Ghose appointed as the first Chairperson of the Lokpal and now Justice AK Tripathi become part of
the first ever Lokpal Committee.
iii. Mishra enrolled as an advocate in 1987 and become a senior counsel in 2005. He became Advocate General
in 2007 and also served as an Additional Advocate General of Chhattisgarh between 2004 and 2007. Mishra
became High Court Judge in 2009.

Loan Agreement worth USD 25.2 Million signed between India and the World Bank for Chhattisgarh
Public Financial Management and Accountability Program
A loan agreement worth $25.2 Million was signed between the central government, Chhattisgarh state
government and the World Bank. The agreement was signed in New Delhi by Mr. Sameer Kumar Khare,
Additional Secretary, Department of Economic Affairs, Ministry of Finance, on behalf of the Government of
India; Ms Kamal Preet Dhillon, Secretary, Finance, on behalf of the Government of Chhattisgarh; and Mr.
Hisham Abdo, Acting Country Director, World Bank India, on behalf of the World Bank.
i. It aims to provide support to reforms such as expenditure planning, investment management, budget
execution, public procurement and accountability which are undertaken by the state for expenditure
management.
Key Points:
i. Chhattisgarh Public Financial Management and Accountability Program(the First Bank-Financed State-
Level Project in Chhattisgarh in nearly a decade) has been undertaken to help in enhancing Direct Benefit
Transfer (DBT) and Tax Administration Systems of the state.
ii. The project will strengthen the human resources of the state and will help the institutions that handle public
finances.
iii. The project will primarily focus on IT solutions and support almost 11,000 village panchayats
and 168 urban municipalities.
iv. This loan worth $25.2 Million from the International Bank for Reconstruction and Development
(IBRD),has a 5-year grace period and a final maturity of 10.5 years.

Chhattisgarh’s first Anti-Naxal Women’s Commando unit deployed
The Chhattisgarh police have deployed first ever Anti-Naxal women’s commando unit named ‘Danteshwari
Ladake’ or ‘Fighters of Goddess Danteshwari’. These women commandos have inducted in the District
Reserve Guard (DRG) which is Chhattisgarh’s frontline anti-naxal force.
Key Highlights
i. This specially raised squad was part of the security forces “short action teams” that eliminated three Naxal
commanders in the past one month, has now inducted in the state’s Naxal-hit Dantewada district.
ii. The unit comprised of 30 women commandos led by Deputy Superintendent of Police (DSP) Dineshwari
Nand. Out of these 30 women commandos, 10 are surrendered women Naxals and 10 are assistant constables,
part of anti-naxal movement Salwa Judum.
iii. The squad had been trained in jungle warfare tactics like motorcycle patrolling in the dense forest, map
reading, understanding Naxal profiles and counter ambush strategy. They got extensive training for 3 months.

Central India got its First Sikh Museum in Raipur, Chhattisgarh
On June 7, 2019, Central India got its First Sikh Museum in Raipur, Chhattisgarh. The museum Shri Guru Teg
Bahadur Sikh Museum is located at Gurudwara Gurusingh Sabha in Guru Nanak Nagar. It was inaugurated by
the Chief Minister of Chhattisgarh Bhupesh Bagel on the 'Shahidi Divas' of the fifth Sikh Guru, Arjun Dev.
Key Points:
i. The museum has a library and visitors are illuminated about the ten Sikh gurus and other personalities
related to the religion.
ii. They can read books on Gurus and on Sikh religion. They can enlighten themselves about the community's
history by watching movies in the home theatre of the museum in its 5,000 square feet premises

Satish Chandra Verma appointed as Advocate General of Chhattisgarh


The government of Chhattisgarh has appointment Sathish Chandra Verma as it’s new Advocate General(AG)
with immediate effect succeeding Kanak Tiwari. He was previously working as Additional Advocate General of
the state. He has been appointed by the Governor of Chhattisgarh after exercising the powers conferred by
Clause (1) of Article 165 of the constitution of India.

Chhattisgarh CM inaugurated ‘Jan Choupal’ program to hold public meetings
On July 3, 2019, The Chief Minister of Chhattisgarh, Bhupesh Baghel has inaugurated the ‘Jan
Choupal’program in Raipur, Chhattisgarh for holding public meetings once every week to discuss the
issues of the people.
Key points:
i. In order to resolve the issues of people, the concept of this program has been taken from the
practices of ancestors in the village. So that people can come and discuss their issues in the meeting.

Chhattisgarh & Telangana top in the processing of solid waste


The Ministry of Environment, Forest And Climate Change (MoEFCC) informed
that Chhattisgarh andTelangana processed the largest percentage of solid waste until November
2018. Chhattisgarh generated a total 601,885 MTPA (metric tonne per annum) of waste & 84% was

processed while Telangana generated a total 2,690,415 MTPA & 73% was processed.
Key Points:
i. Among the larger states, West Bengal and Jammu & Kashmir had processed the smallest percentage
of the total waste they generated — 5% and 8% respectively.
ii. Maharashtra generated the largest quantum of solid waste- 8,22,38,050 MTPA and processed 44%
of it.
iii. Delhi, Gujarat, and Karnataka generated 38,32,500, 37,02,925, and 36,50,000 MTPA, and processed
55%, 57%, and 32% respectively.
iv. According to an annual report prepared by the Ministry of Housing and Urban Affairs for 2016-17,
the total generation of solid waste was approximately 1,50,000 T/day. Out of it, 90% (1,35,000 metric
tonnes/day) was collected. Out of the waste collected, 20% (27,000 MT/day) was processed & the
remaining 80% (10,8000MT/day) went to dump sites.
v. In 2016-17, 7.17 million tonnes of hazardous waste was produced and 3.68 million tonnes
(49.46%) was recycled from it.

Agri-Business Incubation Centre started at Raipur, Chhattisgarh


An Agri Business Incubation Centre has been set up by the Union Agriculture Ministry in Indira
Gandhi Agriculture University of Raipur, Chhattisgarh under the National Agriculture
Development Scheme Remunerative Approaches for Agriculture and Allied sector Rejuvenation
(RAFTAAR).
Key Points:
i. It focuses on innovations, skill building and entrepreneurs development in agriculture and allied
sectors.
ii. It will help to grow agri-preneurship in the state and foster a start-up culture.

NTPC & BHEL ink pact to set up 800 MW TDP in Sipat, Chhattisgarh
On July 24, 2019, National Thermal Power Corporation (NTPC) and Bharat Heavy Electricals
Limited (BHEL) signed a pact, forming a joint venture (JV) company, to set up an 800 MW
Technology Demonstration Plant(TDP) at NTPC’s existing power plant in Sipat, Chhattisgarh. It
will be the world’s most efficient and environment-friendly coal-fired power plant.
Key Points:
i. It will be based on the Advanced Ultra Super Critical (AUSC) technology which marks a significant
improvement in operational parameters over contemporary super-critical technology.
ii. It will reduce carbon dioxide emissions by 20% as compared to conventional sub-critical
technology.
iii. It will support the fulfillment of the NDC (Nationally Determined Contributions) committed by
India as part of the Paris Climate Agreement.

Toran Yadav, a para-athlete wins 3 medals at 4th World Wealth Yoga Championship 2019
Toran Yadav(19), a specially-abled boy from Khatti village in Chhattisgarh clinched 3 medals for
India at 4thWorld Yoga Festival and Championship 2019, held at Bulgaria, Sofia.
Key points:
i. He strikes two silver medals in the rhythmic pair and artistic pair and a bronze medal in athletic
yoga.
ii. He started yoga from the age of 9 and was selected to represent India.

Anusuiya Uikey, Harichandan appointed as Governors of Chhattisgarh and Andhra Pradesh


On July 16, 2019, The 14th President of India, Ram Nath Kovind has appointed Senior BJP (Bhartiya
Janta Party) leaders Anusuiya Uikey and Biswa Bhusan Harichandan as governors
of Chhattisgarh and Andhra Pradesh respectively.

Key points:
i. The two appointments will take effect from the dates they assume charge of their respective offices.
ii. Anusuiya Uikey is an elected MP(Member of Parliament) in Rajya Sabha from Madhya Pradesh is
currently the Vice-Chairman of the National Scheduled Tribes Commission. She has replaced
Anandiben Patel, who as Governor of Madhya Pradesh was also holding the additional charge of
Chhattisgarh following the demise of Chhattisgarh Governor Balram Das Tandon on August 2018.
She is the first tribal women to hold the charge of Governor since the state’s formation in 2000.
iii. Harichandran (84), has replaced ESL Narasimhan, who is serving as Governor for Andhra Pradesh
since December 2009. He began his political career as a member of Bharatiya Jana Sangha in 1971. He
was elected to Odisha Assembly for five times from Chilika and Bhubaneswar assembly
constituencies. He was also the BJP state chief from 1980 to 1988
