About Incident Reports


This Incident Report was prepared by S.E.A.L. Security Solutions, LLC for the Rice Military Civic Club. The
S.E.A.L. Security Dispatch Center receives calls concerning dangerous or potentially threatening situations or
activity, and observations of incidents that occurred in the area. These calls have been recorded to provide the
Rice Military Civic Club information that could impact operations and reputation.
The report is meant to be a month-long summary of notable incidents as reported in the officers daily
reports. During an officers patrol, he or she will do many things that arent recorded, including but not
limited to showing a presence to proactively ward off unwanted activity, speaking with residents about
problems and concerns, and checking out suspicious vehicles, people, and activities.

S.E.A.L. Security was contracted to safeguard residents in your community and be on call during in high-risk
situations. All S.E.A.L. officers are armed and patrol in marked patrol units. S.E.A.L. Security takes a
proactive position on patrolling and securing the community. Our expanded canine (K-9) division includes
foot patrol in your community. In addition to patrol services, our dogs are trained in drug and explosive
detection. Our specially trained experts and their canine partners can be one of the most effective and
productive security tools available to dissuade, discourage, and prevent crime. In the interest of safety, we ask
that residents do not approach the K-9 or attempt to pet them. We appreciate everyones assistance.

Friday, March 3
6:00 P.M. Officer on patrol spotted couple who were interrupting traffic panhandling near Asbury and
Washington. The officer told them they needed to move outside the subdivision, and they did so.
9:00 P.M. Officer on patrol spotted a vehicle driving suspiciously in the Woodcrest area, and the driver
became visibly nervous upon seeing the officer. The officer proceeded to follow it (and noted the vehicle
information) until the driver turned onto I-10.
11:10 P.M. Officer responded to a report of suspicious activity at a construction site on Chandler and
Arnold, but found no one on site upon arrival.

Saturday, March 4
3:49 A.M. Officer responded to a report of a male checking car doors in the area of Feagan and Asbury.
The officer patrolled the area and confirmed the subject was no longer in the vicinity.

Sunday, March 5
2:00 P.M. Officer on patrol spotted a suspicious subject biking around the neighborhood properties.
Officer followed him and eventually stopped him at Malone and Maxie. Officer then had him leave the
neighborhood.

Wednesday, March 8
2:00 P.M. Officer noticed a possible solicitor walking near Sandman and Rose, putting flyers on fences.
Officer made sure he did not knock on doors.

Thursday, March 9
12:00 P.M. Officer on patrol spotted a suspicious pedestrian near De Pelchin Park, and noted him trying
to smoke marijuana, so the officer stopped him. The subjects answers were not coherent, so the officer
removed him from the neighborhood.

3:00 P.M. Officer on patrol spotted an apparently vagrant and unstable male walking on Allen, with
blood on his legs. The wounds seemed self-inflected. He told the officer he was going downtown and
refused any help. Some 20 minutes later the officer noticed him again on TC Jester, and requested that
HPD check on him.
10:02 P.M. Officer responded to the 5500 block of Rose regarding an unknown subject who kept ringing
the complainants doorbell. Officer found no one at the residence. Officer remained on scene for a while
at the request of the complainant.

Friday, March 10
12:21 P.M. Officer responded to a residential alarm on the 5400 block of Lillian. The officer found the
home remained secure and undisturbed.

Saturday, March 11
2:12 A.M. Officer responded to the 800 block of Asbury regarding a strange man prone in the
complainants driveway. Officer found the subject gone on arrival.
11:06 A.M. Officer responded to a complaint of a parked truck blocking a driveway. The complainant
said the owner had moved it before, but was tired of moving it. The officer said the vehicle had been
moved upon arrival.

Thursday, March 16
4:18 A.M. Officer responded to the 4900 block of Feagan on a report of a suspicious vehicle idling on the
street for about an hour. Officer found the operator was lost and was trying to get his phones GPS to
work. The officer assisted the operator with directions and he left.
10:15 P.M. Officer responded to a report of a residential garage left open, when the residents were
away, according to the neighbor who reported it. The neighbor ended up closing it.

Friday, March 17
1:44 P.M. Officer responded to a residential alarm on the 1600 block of Cohn. On arrival, the resident
told the officer the alarm was false.

2:53 P.M. Officer noted the details of a delivery driver who drove into the ditch at the corner of Malone
and Maxie.

Saturday, March 18
5:50 P.M. Officer responded to a report of a suspicious male walking and yelling near the 500 block of
Birdsall. Officer found the subject and started questioning him when an HPD unit parked nearby to
assist. The subject seemed to be intoxicated and claimed that he was looking for his pet, and that he
lived at a home on the block. The officer escorted him back to his property.
11:21 P.M. Officer responded to a noise complaint on the 100 block of Roy. The resident agreed to shut
down the party.

Monday, March 20
5:30 P.M. Officer took a report of a found, stray dog from a resident on the 100 block of Birdsall.

Thursday, March 23
2:00 P.M. Officer on patrol spotted a resident of Tyne going into driveways and checking trash cans, and
escorted him home with a warning.
4:00 P.M. Officer on patrol noted the details of a motor vehicle accident, without injuries, on Feagan and
Bethje.
7:00 P.M. Officer on patrol made contact with an HPD unit, which passed on information regarding a
vehicle that had been delivered to the wrong person, and they were trying to locate the car.

Friday, March 24
11:52 A.M. Officer responded to a report of a suspicious pedestrian on Rose. The officer searched the
area and confirmed the subject was no longer in the vicinity.

4:25 P.M. Officer responded to a residential alarm on the 400 block of Reinicke. The officer found the
home remained secure and undisturbed.

Saturday, March 25
3:00 P.M. Officer responded to a report of a suspicious female pedestrian on McDonald. The officer
could not find the subject.
8:00 P.M. Officer responded to the 700 block of Reinerman where the complainant said he was being
harassed by his neighbors, claiming he had parked illegally. The complainant said he wanted the officer
to be aware of the situation. The officer noted in his report that that had spoken to the subject and his
neighbors about two weeks earlier on the same subject, and told them both that the officers did not do
parking or traffic enforcement.
9:00 P.M. Officer on patrol escorted a mentally unstable male out of the subdivision.
9:33 P.M. Officer responded to the 700 block of Reinerman regarding an illegally parked vehicle. Officer
arrived and explained to the complainant that the officer had no tow authority.
10:00 P.M. Officer on patrol spotted an ambulance on the 5400 block of Rose, but noted it was not there
for any crime-related reason.

Monday, March 27
12:12 P.M. Officer responded to the 800 block of Lester regarding a subject knocking aggressively on the
complainants door. The officer searched the area, but found no one in the vicinity.

Tuesday, March 28
4:00 P.M. Officer on patrol spotted a vehicle parked in a driveway on the 300 block of Asbury with an
open door. The officer attempted to make contact with the residents but there was no answer. The
officer found no signs of forced entry, so the officer closed the door.

8:19 P.M. Officer responded to the 1500 block of Asbury where a resident returned home and found her
garage open and dog outside. Officer and resident together walked through the home and found
nothing had been disturbed.

Wednesday March 29
10:14 A.M. Officer responded to the 1300 block of Knox regarding a male who was observed taking an
item out of the complainants mailbox. Officer searched the vicinity but found no one suspicious.

Thursday, March 30
12:16 A.M. Officer responded to the 300 block of Detering regarding noises like someone attempting to
gain entry to the complainants home. Officer searched the vicinity but found nothing suspicious.
3:18 A.M. Officer responded to a residential fire alarm on the 5200 block of Rose, where the caller said
there were no signs of smoke or fire, and the alarm had already gone off once. HPD also responded, and
the S.E.A.L. officers assisted in clearing the property on behalf of the homeowner.
8:37 P.M. Officer responded to the 700 block of Asbury regarding a solicitor ringing the complainants
doorbell. The solicitor was gone on arrival.
11:29 P.M. Officer responded to the 5400 block of Floyd regarding a suspicious, slow-driving vehicle
pulling into peoples driveways. The vehicle was gone on arrival.
