About Incident Reports


This Incident Report was prepared by S.E.A.L. Security Solutions, LLC for the Rice Military Civic Club. The
S.E.A.L. Security Dispatch Center receives calls concerning dangerous or potentially threatening situations or
activity, and observations of incidents that occurred in the area. These calls have been recorded to provide the
Rice Military Civic Club information that could impact operations and reputation.
The report is meant to be a month-long summary of notable incidents as reported in the officers daily
reports. During an officers patrol, he or she will do many things that arent recorded, including but not
limited to showing a presence to proactively ward off unwanted activity, speaking with residents about
problems and concerns, and checking out suspicious vehicles, people, and activities.

About S.E.A.L. Security


S.E.A.L. Security was contracted to safeguard residents in your community and be on call during in high-risk
situations. All S.E.A.L. officers are armed and patrol in marked patrol units. S.E.A.L. Security takes a
proactive position on patrolling and securing the community. Our expanded canine (K-9) division includes
foot patrol in your community. In addition to patrol services, our dogs are trained in drug and explosive
detection. Our specially trained experts and their canine partners can be one of the most effective and
productive security tools available to dissuade, discourage, and prevent crime. In the interest of safety, we ask
that residents do not approach the K-9 or attempt to pet them. We appreciate everyones assistance.

Saturday, April 1
3:00 pm Officer on patrol spotted a known, mentally ill vagrant in Nellie Keyes Park who was causing
discomfort to the families there, and escorted him out of the neighborhood.
5:00 pm Officer on patrol spotted a white Chevrolet van in the Woodcrest area that the officer
suspected was involved in stealing building materials from construction sites. Officer spotted the vehicle
again around 6:15 on the 1500 block of Knox by a construction site. The four Hispanic males were
packing up to leave, and they claimed they were contracted at that site and gave the officer a business
card for their builder. But they also had two different tags on their vehicle a paper tag at the back
(48V7279) and a permanent plate at the front. The officer had to let them go since the officer had no
evidence, but immediately alerted HPD.

Wednesday, April 5
10:46 am Officer responded to a residential alarm on the 500 block of Malone and found buyers and an
inspector had tripped the alarm.
2:28 pm Officer responded to a residential alarm on the 400 block of Asbury and found the home
remained secure and undisturbed.

Thursday, April 6
12:00 pm Officer responded to a report of a large truck parked on Birdsall for a few days. Officer found
that it belonged to a resident of the 200 block of Birdsall, who was preparing to move into a new
business.

Sunday, April 9
3:27 am Officer responded to a noise complaint on the 700 block of Detering. No noise was found.

Monday, April 10
11:00 am Officer on patrol in the vicinity of Lillian and Lester spotted and removed from the
neighborhood a vagrant going through dumpsters.

12:30 pm Officer responded to a report of a suspicious truck driving around the area of Rose and
Malone, possibly casing properties. Officer found and followed the vehicle in question until it left the
neighborhood.
2:00 pm Officer on patrol spotted a suspicious vehicle and followed it until it left the neighborhood.

Thursday, April 13
7:55 pm Officer responded to residential alarm on the 5500 block of Venice, arriving at 8:10. Officer
found the house remained secure and undisturbed, but noted that he did not have access to the back
yard because the gate was locked.

Friday, April 14
10:00 pm Officer on patrol spotted a suspicious male walking around the properties at Sandman and
Blossom and removed him from the neighborhood.

Saturday, April 15
12:16 am Officer responded to a noise complaint at a home behind the complainant, a resident of the
800 block of Lester. At 12:35 the officer arrived at the 5300 block of Lillian and asked the partygoers
who rented the home to turn the music down.

Monday, April 17
11:50 am Officer responded to the 1400 block of Cohn regarding a male going through the trash can in a
residents gated driveway. Officer arrived at 12:04 and confirmed the subject was no longer in the area.
7:00 pm Officer on patrol spotted and removed a vagrant from the neighborhood.

Thursday, April 20
7:24 pm Officer responded to Allen by Ladybird in regards to a male said to be exposing himself. At 7:26
the officer was informed the individual was now by Maxie and Birdsall, and at 7:30 the officer made
contact with the individual. At 7:33 the officer requested HPD be dispatched to Allen and Birdsall, and at
7:56 the officer placed the subject in handcuffs. Still waiting for HPD, at 9:28 the individual suddenly ran
out in front of a vehicle coming down the road, and the S.E.A.L. officers ran and grabbed the man to
bring him back to side of the street where he was told to sit down so as it couldn't happen again. HPD
arrived at 9:56 and SEAL officers along with two witnesses informed them of the situation. One woman
said the individual was exposing himself and solicited sex and tried to get into her vehicle with her and
her husband. The other woman reported that the man had threatened her. But the HPD officer said the
only charge the DA would accept was solicitation of prostitution. Case # 494562-72.

Sunday, April 23
11:55 am Officer responded to a report of two subjects smoking marijuana on the 5200 block of Lillian.
Upon arrival at 12:09 the officer spotted no signs of such activity.

3:33 pm Officer responded to the 1400 block of Cohn regarding a vagrant collecting cans from the
garbage. Officer found him and escorted him out of the neighborhood.

Wednesday, April 26
8:35 am Officer responded to the Malone between Washington and Feagan where a caller stated that
there was a male wandering around. Officer found the man sitting on the curb alongside the road at the
Urban Fit Yoga. The subject said he was waiting for a resident to come out for a ride across the street, as
he does every morning.

Thursday, April 27
4:28 pm Officer on patrol spotted a vagrant standing in the street on the 5000 block of Washington.
Officer asked him to clear the roadway and he complied.
