About Incident Reports


This Incident Report was prepared by S.E.A.L. Security Solutions, LLC for the Rice Military Civic Club. The
S.E.A.L. Security Dispatch Center receives calls concerning dangerous or potentially threatening situations or
activity, and observations of incidents that occurred in the area. These calls have been recorded to provide the
Rice Military Civic Club information that could impact operations and reputation.
The report is meant to be a month-long summary of notable incidents as reported in the officers daily
reports. During an officers patrol, he or she will do many things that arent recorded, including but not
limited to showing a presence to proactively ward off unwanted activity, speaking with residents about
problems and concerns, and checking out suspicious vehicles, people, and activities.

About S.E.A.L. Security


S.E.A.L. Security was contracted to safeguard residents in your community and be on call during in high-risk
situations. All S.E.A.L. officers are armed and patrol in marked patrol units. S.E.A.L. Security takes a
proactive position on patrolling and securing the community. Our expanded canine (K-9) division includes
foot patrol in your community. In addition to patrol services, our dogs are trained in drug and explosive
detection. Our specially trained experts and their canine partners can be one of the most effective and
productive security tools available to dissuade, discourage, and prevent crime. In the interest of safety, we ask
that residents do not approach the K-9 or attempt to pet them. We appreciate everyones assistance.

Wednesday, October 4
3:00 pm Officer noted that HPD arrested James, the mentally ill vagrant, after he was spotted walking
into the middle of traffic on Washington and acting a bit more aggressively towards the cars.

Monday, October 9
10:35 am Officer responded to a burglary of a motor vehicle at Messiah Lutheran Early Childhood
Center. The incident had occurred at 8:45, at which time a suspicious vehicle pulled in and an occupant
broke a window on a parked vehicle, taking a purse from inside. Camera footage was too grainy to
provide much use. HPD had already responded and issued case # 127818717-65.

Wednesday, October 11
10:30 am Officer escorted James, the mentally ill vagrant, out of the neighborhood from Knox after he
was screaming at cars and people.

Thursday, October 12
7:00 am Officer noticed HPD between Cohn and Washington arresting two subjects after pulling over
their vehicle.
11:00 am Officer on patrol spotted a vehicle driving suspiciously slowly and made contact with the
driver. He was there for legitimate reasons.
5:49 pm Officer responded to a residential alarm on the 5300 block of Feagan. The home remained
secure and undisturbed.

Sunday, October 15
2:00 am Officer responded to the 5700 block of Schuler regarding two suspicious male pedestrians
walking around vehicles. Officer searched the area and found nothing out of the ordinary. The subjects
were gone on arrival.

Tuesday, October 17
10:35 pm Officer responded to the 6000 block of Haman regarding a subject trying to get into a home.
The officer found the subject in question, who appeared intoxicated and said she was lost and looking
for the Diamond Hotel on Washington. The officer gave her directions and monitored her until she
exited the neighborhood.

Wednesday, October 18
11:00 am Officer on patrol noted a home on the 1800 block of Utah had debris on the sidewalk.

12:00 pm Officer on patrol noted a home on the 1600 block of Cohn had debris in the grass and on the
sidewalk, causing a safety hazard.

1:00 pm Officer responded to the 400 block of Asbury, regarding a break-in that had been reported via
Facebook. The address was not located.

2:00 pm Officer responded to the 1500 block of McDonald, and took a report for theft of a chair.

3:00 pm Officer on patrol on Utah noted there was a vehicle parked on an empty lot.

5:00 pm Officer on patrol behind Walgreens spotted a male by the dumpster. He left when he noticed
the patrol car pulling up.
9:12 pm Officer responded to the 600 block of Asbury where residents said they heard a car alarm going
off for 20 minutes. Upon arrival, the officer heard no alarms.
10:00 pm Officer on patrol spotted a suspicious male pedestrian who appeared lost. Officer found out
that he was cutting through the neighborhood to get to his residence.

Thursday, October 19
10:37 am Officer spotted three males attempting to solicit on Knox. Upon making contact with them
they got angry and accused the officer of denying them their rights, and refused to identify themselves.
They quickly left the neighborhood on foot towards Crestwood.

11:00 am Officer on patrol on Utah spotted cars parked on the grass.

7:00 pm Officer responded to the 800 block Lester regarding shoots fired. HPD also responded and
cleared the area, believing it to be fireworks.
9:00 pm Office spotted a suspicious pedestrian on Chandler and followed him until he left the property.
10:00 pm Officer removed a vagrant from CVS.

Friday, October 20
7:00 pm Officer responded to a residential alarm on the 5000 block of Augusta. The call was canceled,
however, after the alarm company reported receiving the correct access code to disable it.

Saturday, October 21
8:10 am Officer noticed two males hanging fliers advertising a landscaping business. They were not
knocking on doors or making contact.

9:10 am Officer on patrol spotted a group of females walking on Birdsall in the Woodcrest
neighborhood, who said they were volunteers from the church. The officer advised them not to
approach properties with "No Soliciting" signs.

10:27 am Officer responded to a report about illegal parking in the intersection of Feagan and Knox. The
officer found the vehicles parked properly.

11:28 am Officer responded to a residential alarm on the 5700 block of Venice. The home remained
secure and undisturbed.

12:00 pm Officer on patrol noted a slowly moving parade in support of military, going from Westcott to
Cohn and then east on Washington.

Sunday, October 22
2:49 am Officer responded to a home on the 5700 block of Allen regarding a suspicious vehicle parked in
front of the complainants home. The officer arrived at 2:58, and the resident said the vehicle had
already left the area. Officer patrolled the vicinity but found nothing suspicious.

Monday, October 23
5:29 pm Officer on patrol spotted a suspicious vehicle with a weathered temporary plate on Malone by
Allen. The vehicle was stopped in the middle of the road when officer initially approached from behind.
After the officer got close, the vehicle immediately began to move and quickly drove south down
Malone street. The vehicle then turned east on Washington.
8:10 pm Officer on patrol was flagged down by a resident concerning a burglary in progress at a
construction site on the corner of Venice and Asbury. The witness said he drove by the construction site
and saw what appeared to be a black male shaking the fence of the construction site. The officer
responded immediately. After arriving on site, the officer could hear the distinct sound of metal clacking
coming from inside the construction area in the building. Officer notified dispatch and posted outside
the perimeter of the fence to see if the officer could identify the individual. HPD was notified and
dispatched. Upon arrival, the HPD units checked the exterior perimeter and looked through the fence
line to see if they could identify anyone inside the property. Shortly after HPD arrived and began their
investigation, they could no longer hear the noises from inside the fence line. After a brief investigation
by HPD, they decided not to breach the fence to try and identify the individual. One of the officers did
affirm that there was more than likely an individual inside the property. Their reasoning not to breach
was due to lack of a clear complainant and that the subject intruder could be the property owner or
have permission. The S.E.A.L. Security officer then thanked them for their time and they cleared the

scene and left the property. The S.E.A.L. officer did notice a vehicle parked outside of the perimeter and
recorded its details in his report.
9:33 pm Officer responded to a report of a subject jumping in front of a moving vehicle and begging for
money on the 1500 block of McDonald street. On the way to the location, the officer spotted a subject
fitting the description, but she was on the other side of Washington near McDonald, outside of the
property boundaries, so the officer chose to continue to the location. Upon arrival, the officer searched
the area and found no one else fitting the description.

Tuesday, October 24
1:25 pm Officer responded to a report of a male going door to door on Blossom with a reflective vest.
He told the officer that he was an independent contractor for FEMA, there to do property assessments
on some houses. Officer recorded the details of his ID in his report.
3:12 pm Officer responded to a report of a vehicle blocking the entrance to the housing complex on
Asbury across from Walnut Coffee. The officer spoke to the driver who moved the vehicle immediately.

Wednesday, October 25
4:30 pm Officer responded to the abandoned house on the 500 block of Malone regarding suspicious
activity there. The officer found the property remained secure.

5:30 pm Officer on patrol noted abandoned vehicles on Calder.

Friday, October 27
1:35 pm Officers witnessed a driver delivering Amazon packages attempt to make a U-turn and strike
another vehicle. Both drivers exchanged information and officers left the scene.
2:15 pm Officers responded to a complaint of people living in a vehicle parked on private property at the
empty parking lot by Utah and Washington. The officers spoke to one male subject who claimed the
vehicle belonged to his girlfriend, who was not present. The vehicle did not appear to have anything
illegal about it.

Saturday, October 28
1:07 am Officer responded to a noise complaint on the 400 block of Birdsall. The host of the party in
question agreed to turn the music down.
3:10 pm Officer responded to Knox on a complaint of a vagrant there. The mentally ill vagrant James
was already walking out of the neighborhood upon arrival.
11:33 pm Officer responded to a noise complaint on the 900 block of Cohn. The resident turned it down
on request.

Sunday, October 29
12:03 am Officer responded to a noise complaint on the 400 block of Cohen. The party host said the
party was ending. The officer stood by until it did.

Monday, October 30
6:11 pm Officer responded to the 500 block of Reinicke regarding a subject who was checking
mailboxes. No one fitting the description was found.
