Social security work plan

There are no universal definitions of social security. This varies from country to country.
Though in Bangladesh social security means some benefit of govt. jobs specially to remove
poverty from society and forms of action to raise employment opportunity.

Social security program have a challenge to include women, infant, disable person,
unprivileged in the way of development. So that govt. takes work plan under social security
encompass in every year. For instance: cash payment, food security program, micro credit
program and number of different funds program etc. These program executing under
different ministry and divisions of govt. To execute those programs there were Tk.
12,198.48 crore allocated in budget 2008-2009. This is 12.96% of total budget. In budget
2009-2010 social security extended more. For this, 15.2% asset of development and non
development allocations remain social security and empowerment. This is 2.5% of total
GDP. In budget 2009-2010 social security were divided in four segments. These are a)
Social allowance for unprivileged of total people. b) To remove poverty build different fund
and micro credit service. c) Food security program during natural disaster d) To left
poverty forward to get ability by education, health, training and technical work.

 Program Classifications:

Under cash payment program govt. efforts are: 1) Old poor people allowance 2. Allowance
for widower or divorced women 3) Freedom fighter allowance 4) Fund for women and
freedom fighter self employment 5) Allowance for distressed disable people. 6) Maternal
benefit for poor people allowance 7. Special micro credit program for acid burnt women
and physically disable people etc.

 Under food security program govt. efforts are VGD, VGF, Test relief, GR, Kabikha
etc.
 Under program to remove poverty govt. efforts to remove mass poverty and
execute several allocations. Besides this, in order to remove poverty govt.
sanctioned second poverty strategy. This is valid from 1, January, 2010 to 30, June
2011.

In order to form self employment under micro credit program govt. conduct different NGO
schedule bank, commercial and special bank as well as different ministry divisions ,
institute. There are main firms of micro credit are Brac, ASA, Proshika, Shokti Foundation,
TMSS, Shonirvor Bangladesh. PKSF , Bangladesh polli unnoyon board and another NGO.

 GOVT. recent accepted program :

Govt. conducts some extreme program recently proportionately with early program. These
programs discusses following:

National Service program: 6,March, 2010, in order to make employment govt. launched
“National Service Commission“ in Kurigram under Rangpur division. In future through this
program there will be 7 lakh 20 thousand and 550 educated unemployed of Borguna
district and Kurigram district got opportunity to do job. As well as this program extend to
implement at Gopalgonj. Thorough National Service in Kurigram and Borguna primarily 9
thousand 9 hundred 50 people were select from 32 thousands unemployed educated
students who are SSC or above passed. Unemployed youth and youth girls will get three
months long training on National and building characteristics, disaster management,
socialism, basic concept, health, family planning, education and education of health, forest
and environment, union council and upojila council.

Employment program for quite poorer : Under food and disaster ministry firstly initiate
employment program from 4th march 2010 in 481 upojila across the country. Everyday
cash Tk. 15 crore spend under this program. With this money daily 12 lakh efficient and
non efficient people get Tk. 120 for their work. About Tk.800 crore allocates for 481 upojila
in country. According to consideration on the ratio of poverty money allocates in upojila.
Among this upojila remain above 40% poverty Tk. 240 crore allocates in 81 upojila. In 254
upojila there are poverty remain 21% to 39% Tk. 240 crore allocates also this upojila . Left
146 upojilas poverty ration in 2% to 20% so TK. 120 crore allocates for those upojila.
Before this Tk. 117 crore allocates only Aila and Monga effected area. Bigger Rongpur in
Monga effected area allocates Tk. 75 crore . Therefore, there are no effect of Monga still.
Under this program A quite distressed man get 5 days work. For this s/he get Tk. 120
everybody. Now on ward govt. run this program for 5 month of every year for quite
distressed people. First step from September to November of a fiscal year and second steps
begins from March to April govt. run this program. They work 20 days of a month and total
120 days. During this time generally there are no work in village so govt. took this steps.
Every family get only one card.

A project of “ One house one farm” : Govt. popular program “ One house One farm”
launched in order to constitute every houses of village as an economic unit. Primarily 9
thousand 6 hundred 40 village of 1 thousand 928 unions of 482 upojila covered under this
program. For this, Tk. 1197 crore allocates. Every upojila 4 unions of 5 villages covered
with this program. Bangladesh Polli Unnoyon board ( BRDB), Shomobai Odhidoptor,
Baonly rinlgadesh Polli Unnoun board ( BARD) , RDA jointly accomplish this program.

Fair price card : Govt. began distribute fair price card from 27, February 2010 among
poor people under social security program. Which family didn’t get yet VGO,VGF, food for
work(Kabikha) test relief, govt. initiate this program for those to give food security.

Primarily, by price card only rice has given , Govt. think to give more product by this card.
Distressed people as easily buy rice with low price. For this govt. initiate 5 lakh 70
thousand distressed family get fair price card across the country. Which family are already
privileged with govt. program will not get price card .
