Monetary compensation scheme 2015-2016

University rankings and allocation of government research funds are partly based
on publication data. At LTU, monetary compensation is thus awarded for
scientific papers and artistic productions to incentivize scientific publishing as
well as to promote a good outcome in rankings and national allocation of
research funds.

Monetary compensation is awarded for papers published in peer-reviewed


journals and book series, provided that they are authored, or co-authored, by LTU
employees (i.e., for papers with LTU affiliation). Artistic productions produced by
university employees are also eligible for compensation. Compensation is
granted in two levels to the department concerned, SEK 35.000 or SEK 70.000,
and the level of quality of the paper or the artistic production determines the
current level (high quality papers/artistic productions are awarded the higher
remuneration). The university seeks to increase the share of publications in open
access journals. However, in 2015-2016 there is no policy in place for
incentivizing open access publishing.

In 2015, a review of compensation paid in 2014 was conducted to determine


whether remuneration has been awarded in line with the rules of the universitys
compensation scheme as well as the strategic plan. The results of the review is
that remuneration for level 1 conference papers are refunded, while
compensation is granted for level 2 conference papers in 2014 and onwards (see
below for the applicable criteria). No remuneration will be granted for extended
abstracts, book chapters, monographs, reports, etc. From now on, questionable
cases are brought up for discussion in the faculty boards which assesses the
cases based on the rules of the compensation scheme. Final assessment can in
some cases be made by the Vice-Chancellor. The library has also been given the
task to develop a proposal for how the compensation scheme can incentivize
high quality research with high impact on the basis of bibliometric indicators. The
proposal will be presented in the spring of 2016 with the possibility to be included
in the strategic plan for 2016-2017.

Basic criteria
A paper is considered as scientific and eligible for compensation when published
in a journal or book series which:

is identifiable with an ISSN number


has a scientific editorial board
has procedures for peer review.

The paper must also be:

authored, or co-authored, by university employees


published in the universitys publication database as research peer-
reviewed.

Conference paper SEK 35.000


For a proceedings paper or a conference paper in a journal, SEK 35.000 is
awarded provided that it fulfills the basic criteria mentioned above and given that
it is published in a level 2 journal or level 2 book series in the Norwegian or
Danish publication list, alternatively in an ISI indexed journal or book series (i.e.,
which can be found in Web of Science).

The Norwegian publication list is managed by the Norwegian Universitets- og


hogskolerdet (UHR) and it is published in Database fr statistikk om hgre
utdanning. The Danish publication list, Autoritetslisten for serier, is managed by
the Danish Forsknings- och innovationsstyrelsen.

Journal paper SEK 35.000


For a journal paper, SEK 35.000 is awarded provided that it fulfills the basic
criteria mentioned above and given that it is published in a level 1 journal in the
Norwegian or Danish publication list.

Journal paper SEK 70.000


For a journal paper, SEK 70.000 is awarded provided that it fulfills the basic
criteria mentioned above and given that it is published in a level 2 journal in the
Norwegian or Danish publication list, alternatively in an ISI indexed journal (i.e.,
which can be found in Web of Science).

Artistic production
Artistic productions as well as scientific articles are awarded funds in the
compensation scheme. The Board of the Faculty of Humanities and Social
Sciences has established guidelines for level gradation of artistic productions in
decision 13-15 in March 9th 2015. Artistic productions are assessed in
cooperation with expertise in the relevant area in November and December each
year. Artistic productions are thus awarded compensation in connection with the
financial statement of December.

The compensation scheme applied in practice


The basis for receiving monetary compensation is that the paper or artistic
production is registered in the universitys publication database in the current
year and according to the above mentioned criteria. Once the paper is published,
i.e., when it receives bibliographic information such as issue and volume number,
it is approved for compensation (i.e., it is validated). At this time, the level of
compensation is determined with respect to the ranking in the Norwegian and
Danish publication list as well as to whether the journal or book series is ISI
indexed (e.g., rankings in the Norwegian and Danish list change over time). If a
study is published as a conference paper and eventually as a journal paper and
both fulfill the criteria for compensation, remuneration is granted for each
publication type only if the latter fulfills the level 2 requirements, and in such
cases only SEK 35.000 is awarded for the journal paper (SEK 70.000 is awarded in
total). In other cases, remuneration is granted for one publication type only.

If a paper has been authored by researchers at different departments at LTU, the


compensation is divided among these. If there are two departments involved,
each department is awarded half the remuneration. Three departments mean
that each department is granted a third of the remuneration (and so on). For
papers, compensation is paid three times per year in connection with the
financial statement drawn up in April, August and December. For a paper to be
awarded compensation in April, it must be registered in the universitys
publication database no later than April 15th. For compensation to be awarded in
August or December, the paper must be registered in the database no later than
August 15th or December 1st.

Library staff works continuously with registration, examination and validation of


publications. Questionable cases are brought up for discussion in the faculty
boards which assesses the cases based on the rules of the compensation
scheme. Final assessment can in some cases be made by the Vice-Chancellor.
