EMBC Meeting Minutes

Brooklyn Center
March, 2017

I. Election Protocols ~ David


1. Elections are May 2nd.
2. Voting will take place in Helana Crushons (EBE) and Rhonda Marns (BCS) classrooms
from 7:20-4:00 PM.
3. No write-ins allowed.
4. Votes will be tallied on May 3rd and results will be shared with membership.

Thank you to all who expressed an interest in running for the board!

II. Secretary Report ~ Martha


1. Reviewed meeting notes.
2. Reviewed communication protocol within the EMBC board.

III. Treasure Report Emily


1. Balance of $45,846.12

IV. Negotiations ~ Ramon


1. Survey results are being reviewed and results will be shared with the membership soon.
Had an approximate 50% response rate from the membership with a variety of suggestions.
2. Letter of Intent to open negotiations has been sent and district has replied.
3. May 3rd is the initial meeting with the district. Future dates will be selected at that time.

V. NSSU ~ Julie
1. Lobby Day on 4/18. Three members from EBE are going. No members from BCS.

VI. Health Care ~ Ramon


1. Too early in the year to review claims and their impact on costs.
2. District is evaluating all programs, considering the use of more web based programs.

**Of note: There is a rumor that Neopath is closing. This is NOT true. Please share this information
with your colleagues.

VII. Earle Brown ~ Helana


1. There are issues that have arisen with race and appropriate vs. inappropriate conversations/word
usage. If you have any questions or concerns, please reach out.

VIII. BC High School ~ Rhonda


1. Critters! PLEASE try to keep food out of classrooms or put in sealed containers. Please
ask students to help with this issue.

IX. Q Comp ~ David


1. Vote on May 2nd.
Changes suggested:
Proposing that Q Comp officers rotate their service years so that there is always
experience/history on the board. This means that there will be one person who
serves for only one year/then up for re-election and that the other person will
serve for two years. Current practice is that they serve for the same 2 year
rotation.
2. Budget for Q Comp as proposed is as follows
~Teachers performance pay is $1,350.00 vs. $1,400.00 (subject to change see below)
~PLC Leaders is $725.00 vs $800.00
~Advisory Board is $300.00 vs. $500.00
~Non-Salaried/supplies is $5,700.00 vs $9,500.00
~Professional Development is $2,600 vs. $4,000.00
~Coordinator and Coaches remain the same.

3. There are a variety of factors which will potentially influence the amounts available for
Q Comp next year: State Legislature (funding and increase in districts adding Q Comp),
Number of teacher at BCCS next year, whether ECFE teachers become part of the
Q Comp process, if no state funding for Pre-K next year, etc.
4. There are 2 open positions for Q Comp at EBE still open. Positions will be posted.
5. Reminder that all observations and evaluations of teachers should be done by the end of May.

X. Pro Education Rally ~ David


1. There will be a Pro Education rally on May 20th at the capital. More information to follow.
2. Listen to your lawmakers and their positions on education. Talk about only a 1.3 % increase
for per pupil funding is proposed (below inflation), people able to teach for up to
8 years without a teaching license, vouchers, etc.
