Solana, Cagayan. She

Manuel L. Quezon University in 1975 and her Bachelor of Laws from San
Beda College, where she was among the top ten students of her class in
1979.

She began her career as clerk in the Insurance Commission in 1979.

She first served the office of the Solicitor General as a trial attorney and
worked her way to become the most senior Assistant Solicitor General.

She is currently the Presiding Justice of the Sandiganbayan by virtue

of the appointment bestowed upon her on October 7, 2013. She also chairs
the Third Division of this special appellate collegiate court.

Tugade and Lucefina Planta, our
Natatanging Cagayano awardee is a
native of Claveria, Cagayan. He was a
scholar at San Beda College from
elementary to college, and eventually
graduated cum laude with a bachelor of
arts degree in Philosophy in 1967.

He pursued his law studies also in San beda where he graduated magna cum
laude in 1971. He completed his post-graduate studies at the National
University of Singapore in 1983.

He held the position of President and Chief Executive Officer of Clark

Development Corporation during the Aquino Administration. He is the
current Secretary of the Department of Transportation.
