Born in the Province of Cagayan, City of Tuguegarao,


our Gintong Medalya awardee is the eldest child of Dr.
Epifanio Pagalilauan and Elisa Rofman. He finished his
primary studies at Tuguegarao North Central School
and his secondary education at Saint Louis College of
Tuguegarao (now USL-Tuguegarao). He commenced
his degree

in Architecture at Saint Louis University Baguio but later transferred to and


graduated at the Far Eastern University. He passed the Licensure Board
Examinations for Architecture in the year 2006.

He is currently based in Singapore where he is an active member of


the United Architects of the Philippines Singapore Chapter. While
working in Singapore, he started learning the art of Photography and the
language of Fine Arts.

He has been recognized internationally and locally for his incredible


portrayal of genuine work of art using his lens and conveyed beautifully
through his photographs. (Lucie Awards Finalist for Best New Talent and

Awardees Profile
Born in the Province of Cagayan, City of
Tuguegarao, our Gintong Medalya awardee is the
youngest child of Artemia Talay and Pablo Atal. He
finished his secondary education at Saint Louis
College of Tuguegarao (now USL-Tuguegarao). He
was admitted to the Philippine Military Academy in
the year 1984. He earned his Masters

Degree in Public Administration and Doctorate


Degree in the same field at the PUP Open
University and PUP Graduate School, respectively.

He has served the Philippine Army and has held various positions, to
wit: Commanding Officer (75IB, 6ID, PA (October 20, 2005 to May 15,
2007); Commanding Officer (38IB, 6ID, PA (May 16, 2007 to May 8, 2008);
Chief of Academy Staff (PMA(May 19, 2009 to July 25, 2011); Brigade
Commander (503rd Infantry Brigade, 5ID, PA(July 5, 2013 to July 24, 2015)
and Assistant Division Commander (4ID, PA(July 24, 2015 to August 22,
2016). He is currently the Division Commander of the 5 th Infantry (STAR)
Division; Camp Melchor F. Dela Cruz, Upi, Gamu, Isabela.

His exemplary service to the Philippine Army has earned him


numerous awards, decorations, commendations and honors such as:
Distinguished Stars (5), Bronze Cross Medal (1), Military Merit Medals (35),
Interim Military Merit Medals (3), Gawad sa Kaunlaran Award (1), Military
Civic Action Medals (10), Military Commendation Medals (13).

Hospital, Inc. and the Dr. Ronald P. Guzman Medical Center

His selfless dedication to giving aid to the underprivileged and the


most marginalized members of the society has earned him numerous
recognitions and commendations, the most recent being the recognition he
received from the Department of Social Work and Development for sending
volunteers in the agencys disaster response during the onslaught of
supertyphoon Lawin. In July 26, 2012 he was one of the nominees for
Outstanding Alumni of Far Eastern University. In March 2006, he was
finalist for the Haydee Yorac Award. In 1991, his exemplary works merited
him the presitigious OZANAM Award during the Ateneo de Manila
University Loyola Year with Academic Convocation.

Dr. Ronald P. Guzman: Gintong Medalya


Awardee for Education & Public Service
Awardees Profile
Born in Rizal, Cagayan to Pablo Mariano Aday and
Vicenta Cauilan, our Gintong Medalya Awardee is an
adapter of new technologies in farming. His inability to
earn a degree has not hindered him to be one of the best
farmers in the province as he diligently attends seminars
and trainings which enabled him to develop his skills
over the years.
He won the Provincial Gawad Saka Search and
represented the province in the Regional Gawad
Saka Search for the years 2015-2016. Moreover, he was adjudged winner in
the Most Outstanding Farmer Adopting Rice-based Integrated System
category. He is currently representing the Cagayan Valley Region in the
ongoing Gawad Saka Search National Level.

He has also devoted his time to public service as he has served as the
barangay Captain of Barangay Anagguan in the year 2014.

Leomar Aday: Gintong Medalya

Awardees Profile
Born in Enrile, Cagayan on August 17, 1961 to parents
Mr. Miguel Decena Sr. and Sabina Decena, our Gintong
Medalya Awardee obtained his degree in Marine
Engineering from FEATI University.

He started as a vegetable dealer and a tricycle and


jeepney driver before he became a hauler of chicken for
RFM in 1991.

He is the first and only local poultry integrator in Region 2. As such,


he provides all the needs of the contract growers. To date, his company has
about one hundred contract growers contributing to sixty percent of the
regions demand for dressed chicken. A great contributor to food security,
his presence in the industry stabilizes the price of chicken in the market. He
also helps in the unemployment problem of the country. Also a provider of
employment opportunity, he has about 350 permanent employees assigned
to his different business ventures. An advocate of environmental
preservation, he constructed a waste management facility to sanitized the
waste coming from his plant.

He actively contributes to the industry, and is a member of Rotary


Club International, as well as a member of Provincial Agriculture and
Fishery Council and YMCA.

Miguel B. Decena: Gintong Medalya

Entrepreneurship.
Awardees Profile
Born in Lal-lo, Cagayan, our Gintong Medalya
awardee was consistently at the top of his class,
and as a result, he was offered a full scholarship
to attend high school at the prestigious Lyceum
of Lal-lo. He graduated Valedictorian in 1973. He
pursued Architecture in Adamson University and
became a Licensed Architect in 1982.

It was in his two-terms as National President

of the United Architects of the Philippines (UAP) that the Architecture Law
of 2004, stipulating that only licensed architects could sign and seal
architectural plans, was passed into legislation. Architect Sac was elected as
Chairman of the UAP Foundation Inc. He was appointed as a member of the
Philippine Monitoring Committee of the Asia Pacific Economic Council
(APEC) from 2003-2004. He also served as a director for the Philippine
Movement for Good Governance.

He is currently the Chairperson of the Professional Regulation


Commission. He is also the Chairman and President of two top-notch
Architectural Firms, and the Executive Vice President of the Philippine
Association of the Philippine Association of Regulatory Board Members, Inc.
