Water and Sanitation Hygiene (WASH COORDINATOR), MALAWI


ACF SPAIN, APRIL 2016- NOVEMBER 2016
As a Country WASH Lead, I was responsible for the design and delivery of country sector strategy, WASH portfolio
management and implementation in the country by strengthening and development of ACF WASH & DRR component in
Malawi at managerial, operational and strategic level. Responsible for the effective coordination and liaising with
stakeholders, donors (UNICEF, UNHCR, SIDA, ELMA Foundation, Spanish Corporation, ECHO, DFID, GAC, etc)
clusters, and the relevant levels government and civil society organizations for program development and
implementation. Ensured that the agreed outputs and outcomes of the program are delivered according to the set
standards, timelines and staff has good understanding of social exclusion, discrimination and rights based approaches.
Ensuring that gender, social inclusion, WA minimum standards and other relevant standards are mainstreamed in the
project and the project is implemented in a consultative and participative way. Conducting regular support and
monitoring visits to base offices to promote cross learning among country program offices and supporting the field
offices and staff in building their capacity where required. Providing support in the development of an effective system of
reporting and ensure that required situation reports, activity progress reports, projects midterm review and final reports
are produced.
Ensuring all agreed administrative and financial procedures are followed and maintained at the field offices level for the
WASH portfolio. Leading the design of future ACF interventions in the country together with Mission Management Team,
logistic and administration. Following are the Specific aspects of my role

Project Cycle Management


Experience of WASH emergency, post emergency, early recovery and rehabilitation programs according to the ACF
WASH Policy. Ensuring that all the steps of the projects are agreed with local authorities, partners and all other
stakeholders. Planning program activities and response mechanism in coordination with all partners working within the
country. Evaluating and updating project needs according to the prevailing context. Developing and insuring M&E
system working efficiently throughout the project management cycle.
Representation and Coordination
Ensuring and maintaining good working relationship with the local partner while mainstreaming the project activities
within its structures. Holding regular meetings with program teams and mission management team. Conducting
meetings with the relevant stakeholders concerning shelter, health, nutrition and WASH Working groups and cluster
coordination meetings at national level. Building relationships with key stakeholders at technical level including donors,
government authorities, international and local organisations, partners, beneficiaries and other external actors related to
WASH activities under the supervision and in collaboration with head of mission and regional advisor. Providing policy
inputs for any communication in the WASH sector, in coordination with head of mission, base staff and Communications
Officer in HQ. Participating in WASH technical level meetings and workshops while negotiating with external actors
HR management (in coordination with mission management and Log/Admin)
Responsible for the recruitment of the mission WASH national staff together with the HR Coordinator and Log/Admin.
Providing inputs in the design of job adverts and job descriptions of program teams. Ensure the compliance of the
mission internal regulations, recruitment process and salary scale of the program teams. Direct management,
supervision and evaluation of program teams and insuring team spirit and motivation within the whole ACF Malawi
team. Responsible for the identification of program teams, training needs and contribution to the mission training plan.
Coordinating and taking follow up of performance review of WASH programme managers and head of projects. Leading
and follow up weekly, bi weekly and monthly planning (written and meetings) of WASH teams. Insuring and promoting a
correct and efficient information flow between WASH teams and other departments of the ACF mission. Promoting ACF
mandate, strategy, procedures and internal regulations within the WASH teams. Organizing regular general meetings for
WASH teams. Building capacity among WASH team members through internal and external training
Reporting and Capitalisation
Reporting monthly activities and preparing internal (APR) and donor regular reports on the on-going projects. Compiling
assessment reports, midterm reports and projects final reports. Developing concept paper and proposals according to
the context and financial opportunities. Capitalizing all the project experiences and lessons learnt
Program development and strategy planning

(In coordination With Head of Mission and WASH regional Adviser)

Assessing the pertinence and feasibility of other interventions in the area, following mission strategy in coordination with
the Mission Management team and in discussions with various stakeholders in the humanitarian sphere and other
relevant actors. Participating in the overall mission strategy paper, in coordination with the rest of the team, developing
and updating the WASH strategy according to the changing situation on the ground, with inputs from the coordination
team and technical supervisor in HQ. Networking with the main players in the WASH sector including active donors and
other Organizations in order to assure that our strategy is complementary and assists those most in need.
Admin/Finance/Log (in coordination with Log/Admin)
I am responsible for overall budget management of the projects by monitoring closely under and over expenditures.
Development of budget forecast and conducting budget follow up meetings with admin/finance and logistics. Playing
active role in the designing of new budgets in line with the concept notes and proposals. Ensuring the application of the
log/kit forms and procedures pertaining to the supply chain, procurement, transport /movement.
Security Management
Insuring the security measures are adhered to by program staff. In coordination with logistics, scrutinizing security
constraints of the area of operations for the design and implementation of programs. Informs logistics of any security
problem encountered in the implementation of WASH activities. In coordination with admin/logistics participating in
updating security plans and insures that field teams are adhered to the adopted measures.

PROGRAMME COORDINATOR, South Punjab


Solidar Switzerland, July 2014-March 2016
As a Program Coordinator I was responsible for the timely and effective implementation of Solidar program activities
and technical work in the field apart from effective representation, security management, budget holding,
implementation level planning and oversight of HR, finance and logistics. Program design and management as well as
donor reporting are the key aspects of my role. Team Management, Program Implementation, Program Development,
Representation and resource mobilization (through leading the proposal development processes for Punjab) are the key
aspects of my role. The role entailed portfolio management alongwith the relationship building and spearheading the
representation for effective advocacy.

Management:
Supervision and management of all program staff and Solidar activities in the field.
Overseeing and regularly evaluating the performance of team and supervise their workload
Contributing to HR follow-up and planning for operational teams, and identify team trainings needs.
Ensuring that all project funds and resources are utilized towards the achievement of the project goals, in
line with organization and donor policies and procedures.
Regularly monitoring financial expenditures, Cash flow, BvA and BFU.
Ensuring that the organizations financial, logistics, security and human resources policies and
procedures are fully implemented.
Program Implementation:
Designing and implementing appropriate and effective project tools and methods including but not limited
to surveys, distributions, constructions, training sessions
Demonstrating sound resource management and accountability with the support of the country program
manager.
Ensuring that the monthly work plans are properly implemented.
Supervising and supporting teams in the implementation of assessment tools and methods such as KAP
surveys, technical assessments, selection of final beneficiaries, etc.
Ensuring the effective design and functioning of needs assessments and beneficiary selection methods
according to standardized set criteria and to transparently share these with the beneficiaries in line with
Solidar conflict sensitivity approach
Establishing, managing and implementing monitoring and evaluation systems for the activities and to
train the relevant staff.
Developing and implementing HAP by establishing community complaint mechanism for quality services
provision in host communities.
Program Development:
Preparing and elaborating assessment methodology and reporting
formats.
Insuring timely and high quality information gathering and sharing.
Using standard tools for project progress follow-up
Monitoring project activities and making sure project indicators are tracking
accordingly.
Refining and adjusting project activities according to context and target
population changing needs.
Overseeing to project budget forecast and follow-up.
Assisting the Logistics Department in the follow-up of field stock, materials
and equipment.
Representation:
To closely coordinate and facilitate all activities with the respective provincial and local government
authorities, and other agencies in the project area to ensure the full integration and non-duplication of
Solidar activities in the local context;
To explain project activities to members from head quarter and other
donors
Organizing regular meetings with the training coordinator, hygiene
promoters, field Engineers and other staff.
Organizing regular meetings with host communities as necessary to ensure maximum understanding,
coordination, progress and effectiveness of the project activities and preparing meeting minutes.
Reporting:
Proactive in keeping the program manager regularly informed about the achievements, plans and
obstacles regarding project.
Drafting comprehensive and detailed weekly/biweekly/monthly Situation Report (SitRep) to program
manager for follow up on the progress of all project activities.
Ensuring that all materials and information needed for drafting reports to donors, government ministries
and headquarters are submitted in time.
Ensuring follow up on security situation on a daily basis and regularly keeping informed the line manager
about any noteworthy development.
Ensuring any other reporting request put forward by the line manager or other authorizing personnel are
submitted accordingly.

SENIOR WASH PROGRAM MANAGER, Northren SINDH

As a Senior Program Manager, I was responsible for Planning and supervising the implementation of program activities,
in accordance with the work plans, technical specificities and donors contract. Preparing and elaborating assessment
methodology and reporting formats. I managed the implementation via effective budget monitoring (BvA), cash
forecasting and ensuring compliance. Ensuring Logistic plans (procurement plan, warehousing, fleet and security)
policies are in place, up to date and implemented. Contributing to HR follow-up and planning for operational teams, and
identify team trainings need. I was responsible for overall representation and ensuring donor reporting in line with donor
compliance. Effective representation with Provincial and National authorities as well as line departments for smooth
implementation. Leading the design of the program and donor relationships (effective reporting, representation and
needs assessment) on a regular basis. Working on Country Funding Plans for effective resource mobilization were the
key elements.

PROGRAM MANAGER, KPK, PAKISTAN


Relief International, June 2012 July 2013
Relief International implemented bio-engagement, a public health initiative through the control of zoonotic diseases in
Chitral district. My role entailed building the capacity of government departments like agriculture and livestock, Health,
water mangment and eduction at district and provincial level. I spearheaded contextual analysis, strategic planning for
the program portfolio, partnership building and program management. Planning & follow up of the project activities with
implementation strategy for successful completion. Design and rolling out of Public Health Promotion community
mobilization campaigns, regular monitoring of the program implementation, budget holding and analysis on a regular
basis along with other ways to gauge the relevance of the program to its objectives. Leading the designing of the
program, development of proposals and donor reporting.

Program Design:
Arranging and conducting Baseline, Need Assessment, Pre and Post KAP surveys for the current phase or future
programs as and when required on need basis. Follow up of research initiatives. Assist the APM in proposals
writing & developing concept notes in accordance to the project theme or relevant areas.
Program Management & Monitoring:
Planning & follow up of the project activities with implementation strategy for successful completion. Design and
rolling out of Public Health Promotion community mobilization campaigns. Regular monitoring of the programme
implementation. Analysis of BvAs on monthly basis along with other ways to gauge the relevance of project to its
objectives.
Networking & Representation:
Coordination & Liaison with District Administration, line departments (Health, Education, Livestock & Dairy
Development, Animal Quarantine, Wildlife, Forest/Agriculture and feedback to APM for all important activities .
Documentation & Reporting:
Monitoring, Coordination & feedback of overall progress, issues and other important tasks/activities on regular
basis. Compilation of case studies and developing success stories for sharing with different stake holders and
encouraging behavior change. In time submission of training reports, bi-weekly-quarterly & final project reports.

As Cluster Coordinator I was responsible to establish a cluster coordination mechanism along across the district
together with NDMA & PDMA. My key roles entailed,

Timely sharing of information among all the agencies working in the district,
Maintaining the stalkholders list with contact information and regulary reporting the activities to all the partners.
Divison of tasks and responsibilities, prioritizing need and allocating responsibilities for each task to different
partners.
Ensuring appropriate level of service by agreements of standards for activities by all all local and international
agencies.
Ensuring inter agency cooperation such as training, recruitment and representation of the local affected
population.
Representing the views of the sector at the disaster response coordinations forums and coordinating with other
agencies not directly involved in the sector.

DEPUTY PROGRAMME MANAGER, Khyber Pukhtoon Khwa


Action Against Hunger, Aug 2010 January 2011
As a deputy program manager I was responsib for leading the field offices in Districts Charsadda and Nowshera, KP.
Key roles entailed budget holding, program management and leadership as well as representation. Ensuring financial
controls, adhering to logistics and HR systems apart from the technical program area, security decisions and designing
security guidelines were some of the main focus areas of my assignment. Planning and leading baseline assessments.
Supporting and coordinating, the field staff to ensure that the various thematic aspects of the program are integrated.
Budget holding, designing and implementing various implementation tools, including but not limited to, procurement
plan, HR plan, program work plan and BvAs. Supporting the team in developing M&E framework/plans for all project
interventions and monitoring project progress using the same. Identifying project needs and areas of assisstance with
respective communities & local government authorities and by cluster representation. Participating in sector
coordination and networking forums related to WASH at provincial level. Monitoring closely the implementation of
logistics systems policies/ guidelines according to donors compliance. Ensuring staff appraisals were conducted and
together with field supervisors, identify staff training needs of the staff. Monitoring closely the project expenditures,
including the application of adequate internal control procedures and methods, purchases and payments authorization
for satisfactory accountability.
Management & Leadership:
Plan and lead base line assessments. Advice, support and coordinate, the field staff to ensure that the
various thematic aspects of the programs are integrated. Budget holding, designing and implementing
various implementation tools, including but not limited to, procurement plan, HR plan, programme work
plan and BvAs.
Establishing informal contacts within the IDPs camp
Conducting formal meetings and dialogue with community leaders, relief agencies and line departments.
Establishment of IDPs camp committees whose members are representative of the camp population,
with a specific technical or cross-cutting sector focus these include;
Water, Sanitation and Hygiene (WASH) committee with prominent representation of older people and
women group.
Engaging members of the camp population as volunteers in specific tasks/ projects which use and/or
develop their skills e.g.: carpenters, teachers
Ensuring that camp management feedback procedures and complaints mechanisms are in place, and
forums developed for the camp population
Encouraging community participation through such groups as neighborhood watch schemes, care
groups for persons with specific needs and recreation groups
Ensuring the representation and involvement of groups with specific needs and those at heightened risk.
Monitoring & Evaluation:
Support the team in developing M&E framework/plans for all project interventions and monitoring project
progress using the same.
Coordination & Representation:
Identifying, with respective communities & Local Government Authorities and cluster representation Participate
in sector coordination and networking forums related to WASH at field level.

HYGIENE PROMOTION COORDINATOR,


AKRI (Agha Khan Research Initiative) Funded by UNICEF, March 2006 August 2008
Responsible for planning, implementation, monitoring and evaluation of community mobilization programs funded by
ECHO and UNICEF. Managing a grant of 1.8 million $/year with total of 106 staff for hygiene promotion.
Key achievements included but not limited to the following;

1. Constituted and coordinated 44 Camp Management community committees in 44 camps in District Muzaffarabad
for comprehensive service delivery for protection, education (back to school initiatives), public information
campaigns apart from health services provision
2. Supported the delivery of community mobilisation services for 44 IDP transitional camps with appromately
108,000 IDPs and host communities in Muzaffarbada District.
