Selection / Reselection and Handover [Most Possible Scenarios]

A MS switched on and both 2G layer and 3G layer are available. [Selection 3G]
B MS in idle mode moving:
From 2G toward 3G [Reselection 3G]
From 3G toward 2G [Reselection 2G]
C MS in PTM moving:
From 2G toward 3G [2G to 3G Load base HO]
From 3G toward 2G [3G to 2G Load base (Coverage Based) HO]
D MS in CS dedicated mode moving:
From 2G toward 3G [2G to 3G HO]
From 3G toward 2G [3G to 2G HO]
E MS in PTM served by 2G while 3G layer is available [2G to 3G HO]
F MS in PIM served by 2G while 3G layer is available [2G to 3G Reselection]
G MS in CS dedicated mode served by 3G while 2G layer is available [3G to 2G Load base HO]
H MS in PIM served by 3G while 2G layer is available [Nothing to do]
I MS in PTM served by 3G while 2G layer is available [Nothing to do]
J MS in CS dedicated mode served by 2G while 3G layer is available [2G to 3G Load base HO]
2G - 3G Reselection Parameters
EN_2G_TO_3G_CELL_RESLECTION (enables 2G 3G cell reselection) [Value: 1 ]
0: Disabled
1: Enabled with 3G search activated while the UE/MS is in GMM ready state,
2: Enabled with 3G search deactivated while the UE/MS is in GMM ready state.
3: Enabled with 3G search activated while the UE/MS is in GMM ready state, even if Network_Control_Order > 1.
4: Enabled with 3G search activated with flexible priority while the UE/MS is in GMM ready state.
NETWORK_CONTROL_ORDER (decides whether BSS or MS would handle cell reselection) [Value: 0 ]
0: NC0 mode of operation for all MS. All MS controls their cell reselections and no MS reports packet measurements to the BSS.
1: NC1 mode of operation for all MS. All MS controls their cell reselections but all the MS reports packet measurements to the BSS. (Not
supported)
2: NC2 mode of operation for R99 onwards MS. The BSS controls the cell reselections of R99 onwards MS when in packet transfer mode or
of R99 onwards MS when in GMM Ready state (depending on the selected NC2 deactivation mode). While the NC2 mode is activated for
the concerned MS, the MS reports packet measurements to the BSS.
3: NC2 mode of operation for all MS. The BSS controls the cell reselections of all MS when in packet transfer mode or of all MS when in
GMM Ready state (depending on the selected NC2 deactivation mode). While the NC2 mode is activated for the concerned MS, the MS
reports packet measurements to the BSS.
4: NC2 mode of operation for Rel.4 onwards MS. The BSS controls the cell reselections of Rel.4 onwards MS when in packet transfer mode
or of Rel.4 onwards MS when in GMM Ready state (depending on the selected NC2 deactivation mode). While the NC2 mode is activated
for the concerned MS, the MS reports packet measurements to the BSS.

NC2_DEACTIVATION_MODE (defines whether or not the packet measurement order message with reset command is sent at the
end of a packet transfer)[Value: 0]
0: "NC2 deactivation at the end of the packet transfer". A Packet Measurement Order message is sent to deactivate the NC2 mode at the end
of the packet transfer.
1: "NC2 deactivation at the expiry of the GMM Ready timer". No Packet Measurement Order message is
sent to deactivate the NC2 mode.
