 Dear Mr. Kroll: This email is in response to your request for information under the Freedom of Information Act(FOIA) dated and received by the Federal Election Commission’s (FEC) FOIA Requester Service Centeron January 27, 2017. You requested for the date range of July 9, 2008 to September 30, 2013:[A]ll emails sent from the accounts “commissionermcgahn@fec.gov” and“dmcgahn@fec.gov.” We have completed our review of documents responsive to your request. Please find attached theresponsive documents with privileged and other exempt information redacted. Attached is Part 1 of the responsive documents. Due to Outlook’s file size limitations, Parts 2 and 3 of the responsivedocuments are being circulated by separate emails. We have redacted conciliation informationunder FOIA Exemption 3(A). Exemption 3(A) protects from disclosure information that is specificallyexempted from disclosure by statute. 5 U.S.C. § 552(b)(3)(A). Pursuant to the Federal ElectionCampaign Act, the FEC may not disclose information related to any conciliation attempt. 52 U.S.C. §30109(a)(4)(B)(i). We have also redacted privileged information under FOIA Exemption 5. FOIAExemption 5 protects from disclosure “inter-agency or intra-agency memorandums or letters whichwould not be available by law to a party other than an agency in litigation with the agency.5 U.S.C.§ 552(b)(5). Additional information has been redacted pursuant to FOIA Exemptions 6 and 7(F). Exemption 6 protects from disclosure information about individuals in personnel and similar fileswhen the disclosure of such information “would constitute a clearly unwarranted invasion of personal privacy.5 U.S.C. § 552(b)(6). Exemption 7(F) protects from disclosure information in lawenforcement records the disclosure of which “could reasonably be expected to endanger the life orphysical safety of any individual.” We have withheld in full approximately 19 pages under Exemption 3(A). Also, we have withheld infull approximately 3,271 pages under Exemption 5. A total of approximately 17 pages were withheldin full under Exemption 6. Another approximately 8 pages have been withheld in full under bothExemptions 5 and 6. No full pages were redacted under 7(F). Accordingly, your FOIA request has
