Progress of 23 Projects identified during 31st Governing Council Meeting as on 30/09/3015

1. Warning at ED/Signal/ Dec. 2015 Concept trials for the following three firms are under progress in various railways:
Unmanned Level Coord. o M/s Safe connect, Mumbai (Trial is being done since July 2015 at Coimbatore SR)
Crossing o M/s. G.C. Tronics, Bangalore (Trials is being done since March 2015 at Bangalore
ED/Telecom SWR)
(project with o M/s. Insys Digital System Pvt. Ltd., Bangalore (Trial is being done since August
IIT/Kanpur)
2015 at Bangalore SWR)
2. TCAS ED/Signal/ Dec. 2015 This is a developmental R&D Project where attempts are being made to develop train
Coord. collision avoidance system indigenously with high level of safety and to the level of
technology available worldwide.
Out of 250 kms, field trials have already been successfully completed in 120 kms
section. Work at rest of the site is in advance stage.
Majority of the material has been received and installation work is underway. This
flagship project is proposed to be completed by Dec. 2015
3. Development of ED/ PS&EMU Oct. 2015 Development of Permanent magnet (PM) is in progress and Functional Requirement
Permanent Magnet Specification (FRS) No. RDSO/PE/FRS/AC/0003-2012 (Rev.1) has been framed and
Alternator issued. In accordance with the FRS, development of Permanent Magnet (PM)
Alternator by various firms is under progress. The prototypes testing of one firm i.e.
M/s. I.C. Electrical has been completed and results were found complying with FRS.
The prototype testing of another firm i.e. M/s. Signotron has also been completed
and results of environmental tests are awaited. A few more firms are also in the
process of development of Permanent Magnet Alternator as per RDSOs FRS.
Speed Certificate for carrying out the Oscillation trials upto maximum test speed of
115 kmph over LKO-FD-SHG section of Northern Railway and upto maximum test
speed of 145 kmp/h over Agra-Lalitpur (Dn.Line) section of North Central Railway
have already been issued by RDSO and sent to the concerned Railways for obtaining
of CRS sanction for conducting Oscillation trials.
4. Setting up Fire ED/ Carriage June 2016 Store Dte. floated Global Tender on RDSO website and technical bid & commercial
Testing Lab. bid opened on 15.05.2014 & 14.07.2014 respectively.
The tender for procurement, installation and commissioning of various test
equipment as per EN 45545 on trun-key basis was floated but due to increased rates
(8.59 Crore against sanction of 3.58 Crore for Test Apparatus). It was discharged with
approval of ADG.
As DG/RDSO instructions during GCM on 17.07.2015 that bare minimum equipment be
procured. Hence new scope of work prepared and accordingly revised detailed
estimate prepared and is under the process of finance vetting.

5. On-Line Psycho ED/ Psycho- Mar.2016 Discussion with Chairman, RRB/Allahabad, Mumbai was held on 08.09.2015 for
Testing Tech. carrying out next Aptitude Test with computerized system.
6. Hot Axle Detector ED/ Research Dec. 2015 Specification has been finalized and sent to Railway Board for necessary action on
Jan. 2014.
7. VOIP based Control ED/Telecom Dec.2015 Contract Awarded. The firm demonstrated all features of the system in a Lab setup
in RDSO. Now the procurement of equipment by the firm is under progress. Site
Survey is done
8. Voice Recording ED/Telecom Sept. Three Sources for Electronic LC gate Telephone System have been developed and
System for LC gates 2015 about 100 such system have been installed on Zonal Railways & Performance has
been asked from Zonal Railways.
The requirement of the system handling 20 LC gates can be achieved by using two
such equipments, one for each side. In this configuration communication 24 LC gates
can be provided.
9. Improving Wagon ED/ Wagon Dec. 2015 Oscillation trials are under way at ECor for BOXNEL, BOYEL and BOXNHL 25T wagons.

11. Revision of Testing ED/Track-I, Mar.2015 Track: The issue is under discussion in meetings of criteria committee and status
Procedure for Rolling ED/Testing, was updated by TMM Dte in last meeting, it came out during discussion that revision
Stock to ED/Carriage of testing procedure of rolling stock as per UIC-518 involves following issues.
International o Fixing of new maintenance standards as per new chord length approved by
Standard Vic. UIC- railway board for various speed bands.
518 o Switching over to track recording on absolute profile
o Recording of entire IR track at least once for fixing QN1 & QN2 standards based o
statistical data of track maintenance conditions for various speed bands.
o Identification of section as per UIC-518.
Testing: Matter has been taken by Standing Criteria Committee of RDSO and
discussions in this regard are being held by it during of the Standing Criteria
Committee meetings.
12. Dual Mode Loco ED/MP, Dec.2016 MP: Specification No. MP.0.800-108 (Rev. 00) of July 2015 for Dual Mode Passenger
ED/EL/Coord. Locomotive has already been developed and submitted to Railway Board & DLW.
Specification for developing Dual Mode Goods locomotive is also under process
which is likely to be finalized by end of Oct. 2015.
EL: Motive Power Dte. has taken the initiative to develop dual mode locomotives
and in this regard, MP Dte. vide note no. SD.DEV.DUALMODE.LOCO dt. 30-03-2015 has

submitted the draft specification for dual mode locomotives. Comments of Electrical
Dte. on draft specification has been communicated to MP Vide Note No. EL/3.1.28
dt. 15-07-2015.
13. Gang Warning System ED/Telecom Dec.2015 To standardize the system for this purpose draft specification was uploaded on RDSO
website for obtaining comments, based on the comments the reasoned document and
finalized draft specification no. RDSO/SPN/TC/105-2015 for VHF based approaching
train warning system for Track Maintainers/ Maintenance staff has been prepared
and uploaded on RDSO website. The specification will be finalized by the end of
October 2015 and the Expression of Interest (EOI) for development of this system is
being invited shortly.
14. Reducing the ED/Track-1 Mar.2016 RDSO has carried out the literature survey on this subject. Based on study of
Requirement of ED/Track II Dec 2016 international literature available, it has been found that use of Under Sleeper Pads
Ballast. (USP) fixed at bottom of concrete sleeper or Under Ballast Mat (UBM) laid between
ballast and sub-grade can help in achieving reduction in ballast thickness to an
certain extent. of about 100 mm. In order to explore this technology with UBM/USP
for achieving reduction in ballast thickness. Track Design Directorate has had planned
to invite a global Expression of Interest on this issue.
Draft EOI document including the technical requirements for reduction in ballast
thickness using UBM/USP has been prepared by RDSO based on literature study and
discussion with industry experts. This draft EOI document & technical requirements
has been sent to Railway Board vide RDSO letter No. CT/SRC/EOI/UBM-USP, dated
03.08.2015 for suggestion for alteration/modification, if any. Railway Board was
again reminded vide this office letter dated 02.11.15.
Railway Board vide letter dated 1.12.15 has asked to invite EOI based upon USP for
reduction in ballast cushion.
RDSO sought clarification vide letter dated 17.12.15 on inclusion of UBM in EOI for
ballast reduction purpose. Railway Board vide letter dated 28.01.16 conveyed in
principle approval for calling global EOI for framing the functional requirement &
specifications of USP and/ or UBM for ballast reduction purpose and asked to submit
EOI document.
RDSO finalized the draft EOI document after discussion with Railway Board & sent to
Railway Board vide letter dated 29.2.16. Railway Board has approved the EOI
documents vide letter dated 14.03.2016. The global EOI has been published in
newspaper on 28.03.2016 and uploaded on RDSO website with last date as
16.05.2016 for sending proposals on the EOI for development of technology for
reduction in ballast requirement. As per discussions with Railway Board, wider sleeper
has also been included in the scope of the EOI vide corrigendum No 1.

15. Solving the ED/Carriage Sept.2015 Mounting arrangement of IR-DRDO bio-toilets has been further modified and
remaining problem standardized for bolted design with C-channel on outer and inner head stock. Design
of bio-toilet. issued in February 2013 and both P.U. has started fitment of bio digester to this
design.
Bolted Design bio digester developed for retrofitment in in-service coaches as well as
for new coaches were issued to ICF for prototyping and fitment in some coaches on
03.03.2015. ICF has raised some issued related to mounting arrangement same has
been clarified vide this office letter no. mc/CB/lf/anaerobic dated 14.08.15.
Design of bio digester for retro-fitment at POH/MLR in existing passenger coaches has
also finalized and issued to all Zonal Railways in March 2015.
Designs of IR-DRDO bio-digester for MEMU and DEMU coaches are being finalized at
RCF and ICF. RCF and ICF has been advised for submission of designs for
further review on 28.07.15.
Design of bio-digester for guard lavatory of SLRD coach has been finalized and issued
to all Zonal Railways on 10.08.15.
Quality related issue of safety wire rope has been raised by AM/ME during visit at
RDSO on 05.08.15, issue, issue has been examined and found that all the related
parameters are already in order, instruction for compliance by Railways has been re-
iterated on 20-08-15.
Clearance for fitment of IR-DRDO bio-digester in LBH non-AC EOG type GS coaches
fitted with Pneumatic suspension for procurement related activity has been given on
26.08.15.
Standardization of drawings of clutch wire type open/closing mechanism of ball valve
shall be finalized by RCF in consultation with RDSO by end of this month.
16. Development of ED/Carriage Mar. 2016 Specification for SG (Non AC & AC) Coaches to Spec. No. RDSO/2013/CG-09 for
Fire/Smoke Detector Automatic Smoke/Fire detection with Alarm system issued to Zonal Railways/PUs.
for Non-AC Coach. Procurement of the system is under process at ICF/Chennai.
Recently P.O. has been placed for one rake consisting 20 coaches.
17. Wheel Shelling ED/Carriage Mar.2016 Technical specification for Comprehensive study of the wheel shelling problem on
Problem Study and LBH coaches of Indian Railways was prepared and forwarded to CRR/IIT/KGP to
Solution submit the budgetary proposal for consultancy work. CRR/IIT/KGP has submitted
budgetary proposal at the cost of Rs.233.9382 lakhs for consultancy work of wheel
shelling problem. Associated finance did not concur in the proposal of CRR/IIT, KGP
for the said work and mentioned that other IITs be contacted for execution of
consultancy work. Based on finance remarks, IITs were contacted and timely
response of IIT/Roorkee and CRR/IIT, KPG were also received. Finalized proposal for

the consultancy work was concurred in by associated finance. The competent
authority has also directed to discuss the consultancy work in forthcoming meeting of
TMIR and the consultancy work was discussed in TMIR meeting held on 22.07.2015 in
RDSO and specific direction in this regard is awaited.
Further, ED/Carriage vide letter no. MC/WH/SHL, dt. 23-07-2015 has also advised
Railway Board to consider nominating any other IR organization for execution of this
work due to inordinate delay in finalization of this work. However, RDSO will
continue to assist the nominated agency in achieving objectives of the project.
18. Sorting out the ED/Wagon Dec. 2015 Following problems were identified after RDSO study
problem of BOXNHN Failure of side stanchion: Design of side stanchion has been changed to hat section
Wagon and drawings uploaded accordingly.
Failure of gusset plate: Repair procedure has been issued to Zonal Railways.
Failure of Centre sill: Repair procedure under preparation PDC: 30 Oct 2015.
19. Setting up of ED/Signal/ Mar. 2016 Detailed estimate sanctioned. Vetted indents sent to stores for procurement &
Software validation Coord. tender is to be opened in November, 2015.

20. Development of HOG ED/EL/ Dec. 2015 Presently four WAP-7 locomotives have been provided with 2 x 500 KVA HOG
for removal or Power Coord. Converters (Loco no. 30277, 30365, 30406, fitted with M/s. Siemens make converter
Cars. and loco no. 30375 with M/s Medha make convertor). These are working in NDLS-CDG
Shatabdi and NDLS KLK Shatabdi Express. Performance of hotel load converter is
being monitored by RDSO.
To restrict and Harmonics content from the HOG supply, provision of external RC
filter has been introduced. This scheme is working in modified traction transformer
(7775KVA) with provision of two separate hotel load winding input supply scheme.
One modified traction transformers (7775 kVA) was fitted in loco no. 30365 at
ELS/GZB/NR with M/s. Siemens make HOG converter. The output supply has been
checked and found that harmonics contents of 2400 V (peak) have been reduced to
750 V sine wave.
Further, one no. hotel load converter of M/s AAL each are under commissioning at
CLW, . CLW has placed purchase order to different manufacturers for supply of 65
loco sets hotel load converter for WAP7 locomotive.
Hotel Load Converter in WAP5 Locomotive: Due to limited space available in WAP5
locomotive, it is not feasible to provide Hotel Load Converter in this loco similar to
WAP7 loco. A joint meeting with prospective venders, CLW and RDSO was held at
RDSO 19-06-15 to decide the issue of provision of hotel load converter in WAP5 loco.
Supplier has confirmed that design of hotel load converter is feasible. Based on MOM

issued by RDSO, CLW has revised te specification and and uploaded on website for
comments and suggestions. CLW has received comments from the suppliers and the
same are being incorporated in the final draft specification.
21. Completion of ED/Track-I Dec. 2015 As per the directive, all the approved firms in the field of AT welding were advised to

one new firms has also applied for development of AT welding technique with Single

At present, development of one firm is likely to be completed within two three
weeks. The progress of development has been adversely affected as sections for field
trials could not be arranged by the firms despite following up issue with them
regularly particularly for 52 kg 90 UTS rail and execution of trial joints is taking too
much time. The field trial of two more firm is under process. It is likely that
because of high GMT of the section in one of the section of field trial, the trial will
be completed within 3-4 months including final inspection.
Therefore, in order to have at least two firms in the approved list before
implementation, the target for implementation of development of latest AT Welding
Technology (with Single shot crucible) should be suitable extended and kept as w.e.f.
01.02.2016. As a measure to drive the importance of issue of prospective vendors, a
meeting with them is being proposed on 01.10.15 to expedite the matter.
22. Advanced Fog Pass ED/Signal/ Sept. Reasoned document & final draft of specifications are ready for uploading on
Coord. 2015 website. Concept field trial was conducted successfully with two firms.
23. Additional Source for ED/Signal/ Dec. 2015 A meeting has been held on 07.08.2015 with CMD/Central Electronics Limited in
Digital Axle Counter Coord. connection with reliability enhancement and discusses the failure prone section of

Reliability A meeting with M/s. Siemens has been conducted on 24.09.15 to discuss the issue
related to SECR.
Two technical audits have been carried out be team of RDSO, Railway & Firm to
enhance the reliability where the failures were occurred due to heavy lightening.
Based on failure data taken from Rly. Board, RDSO is identifying the failure prone
sections of Zonal Rlys and to organize a joint technical audit (Rly., Firm & RDSO) for
the same to enhance the reliability.
