Noted Points:
1. Madam, Gen it is only a humble suggestion and
submission to you on the noted points on the heading we
discussed yesterday.
2. Madam, I found out that our heading on the added
component could either have been proceeded by para 4 as it
directly addressed the organogram concern.
3. It appears we discussed affiliation earlier than
organogram. I am of the opinion that we could have had the
heading reading: Affiliation of the Trg Estb to the nearest
Institutes of Higher Learning and the Organogram that groups
all the ZNA institutions to encompass all our opinions we came
up with as we addressed the Comd ZNAs observations, or
alternatively have them as separate headings and then simply
put our points we had already adopted.

AFFILIATION OF THE TRG ESTB TO THE NEAREST

INSTITUTES OF HIGHER LEARNING AND THE
ORGANOGRAM THAT GROUPS ALL THE ZNA
INSTITUTIONS
1. The institutes on Higher Learning to which the ZNA wants
to affiliate its Training Establishments already have affiliate
departments within their organisations. It is these departments
that draw up MOUs with the executives of the Training
Establishments which want to be affiliated.
2. In that vein, the Board is of the view that the ZNA does
not need an organisation to deal specifically with affiliates.
Instead the executives of Training Establishments which want
to be affiliated will have to negotiate with the affiliating Higher
Institutions of Learning for them to be affiliated. The Director
ZAEC and Brig Gen Trg would have to form part of the Training
Establishment team that would be negotiating for affiliate
status.
3. The ZNA cannot have another organisation whereas it
already has the ZAEC mandated with such training. It would
be tantamount to duplication of effort. However all the
negotiations would have to be done in consultation with the
Command Element to ensure that their requirements are
catered for.
4. On the other hand the Board noted that all Technical
Schools were already represented by ETS. However, the board
recommends that a separate Board be convened to work out
the necessary modalities of establishing ETS into a Polytechnic
College.
