ABSTRACT
The Building at 495 Havelock Road Singapore comprises 1-storey. The building is being used
as a Chinese Temple.

In view of Section 28 of The Building Control Act (Chapter 29), Building and Construction
Authority (BCA) notified the owner on 20/04/2007 of the Statutory Requirement of Periodical
Inspection. Professional Engineer, Er. Tan Bin Keong of B K Tan Consultants was subsequently
appointed by the Client to carry out Visual Inspection on 15/05/2007 and 07/06/2007.

Basically, this report looked into the existing conditions of the building, including the additional
and alteration works, if any. Existing conditions include the status of cracks in the building
fabrics. Key structural elements (columns, beams, slabs, etc.) were carefully observed for any
kind of structural deterioration.

Facade of the building is generally good at the time of visual inspection. Generally, the condition
of the existing units is in good order and do not show any structural distress except for some
minor defects as follows: -

Minor cracks are observed on the tile claddings at the Middle Portion of the internal temple
area.

Minor crack is observed on the RC beam at the Back Portion of the internal temple area.

Based on my professional view, I am of the opinion that the building is structurally safe and
sound and Full Structural Investigation is not required. The structures as reflected in the BCA
Approved Drawings were inspected. No critical structural elements, additional and alteration
works were observed during the inspection. The general loading conditions are acceptable.

However, it is recommended that the owner continue to monitor and maintain the building
accordingly.

CHAPTER 1
INTRODUCTION

1.1 BACKGROUND

It was learnt from the Client that the Original Development of this Building, one unit Chinese
temple, at No.495 Havelock Road was completed more than 50 years ago.

According to the Client, there was one Addition and Alteration Works carried out for this
building and that is the demolition of the back portion of the temple which was carried out
more than 20 years ago.

Professional Engineer, Er. Tan Bin Keong from M/s B K Tan Consultants was appointed as a
Structural Engineer by the Client to carry out Visual Inspection.

Visual Inspection was carried out by M/s B K Tan Consultants in accordance with Section 28 of
the Building Control Act (Chapter 29) from 17/05/2007 and 07/06/2007.

1.2 OBJECTIVE
To carry out a Visual Inspection of the Building at 495 Havelock Road in accordance with
Section 28 of the Building Control Act 1989 (Chapter 29) and Building Regulations.

1.3 DESCRIPTION OF EXISTING STRUCTURE

Original Structure:

Reinforced Concrete Superstructure

Usage of Building:

The aforementioned Building is occupied as a Chinese Temple.

VISUAL INSPECTION

2.1 SCOPE OF WORK


Carried out a Search of all the relevant Structural and Architectural drawings to
examine existing structural conditions.

Visually inspected and surveyed the current status of the building on a floor to floor
basis including the Roof Structure and to find out the building defects such as cracks,
slab sloping, etc.

Taken all the necessary photographs and basic measurements on site.

Observed the general loading condition on site and found that the building has been
designed for Temple purpose.

2.1 FIELD INVESTIGATION


During our Visual Inspection exercise, the structural members were carefully inspected
for the following defects: -

Cracks
Settlement/ Subsidence
Corrosion of reinforcement - swelling of corroded reinforcement
Spalling of concrete
Scaling of plastering/ paint
Chemical attack
Porosity
Discoloration and dampness
Condensation
Honeycomb
Excessive deflections
Usage and
Additional Loading condition, if any.

The following is the outline of our Visual Inspection and Technical Survey of both the
structural deterioration and defects.

2.1.1 FAADE

The facade of the building is generally in good appearance and condition

2.1.2 INTERNAL AREA

Please refer to attach photographs 4-9 and 11.

Structural members (Column, beams and Slabs) are generally in good condition at the
time of inspection.

Cracks are observed on the tile claddings and the RC beam.

2.1.3 ROOF STRUCTURE

Please refer to attach photograph 10.

The appearance of the roof of the above-mentioned good condition with no visible
cracks appearing.

RECOMMENDATION
3.1 RECOMMENDATION
Based on the above, we would like to recommend "Remedial and monitoring works" as
follows:-

The damaged/cracked external tile claddings should be removed and place with new
claddings to match with the other tile claddings. Please refer to the attached photograph
5.

Minor cracks observed shall be repaired by patching up the crack with G30 cement
mortar/non-shrink grout as per manufacturers recommendation. Please refer to the
attached photograph 9.

Besides the above, it is recommended that the owner continues to monitor and maintain the
Building accordingly.
