FROM THE PUBLISHER

When it comes to civil and structural engineers, there are two kinds: Dreamers/
planners and doers who actually get something done. For every doer there are
probably 10 or 20 who can only talk about doing something.

Why do these engineers plan but fail to implement? Here are my thoughts:

1. If you dont try, you wont fail, and failure isnt fun. I think this is the
number one reason engineers dont implement. By not actually doing, they can
maintain the fantasy about what if its successful. This fantasy is what drives
them. Doing it could potentially ruin it, so dont do anything.

2. Its hard work! The doing part takes time and real effort. A lot of people dont
want to put that out. Maybe they are lazy, perhaps they are undisciplined, or they
may not actually have any time to devote to implementing whatever it is. But the
bottom line is the same: Nothing gets done.

3. They have gotten by without doing for so long, why do? These engineers
still received pay increases and promotions without being doers. They are well-
educated and well-spoken, which has been enough to distinguish them from their

DREAMER peers and help them move up.

4. They are above doing. Some engineers think that because they have a certain
position in the organization they work for, or particular degrees and registrations,

OR DOER? RURZQHUVKLSLQDSULYDWHO\KHOGUPWKH\QRORQJHUKDYHWRGRDQ\WKLQJ7KH\
can just direct others. However, its not the way to garner respect from your team.

5. They never learned how to do. Engineers who didnt grow up on a farm or
have parents who were do-it-yourselfers, hobbyists, crafters, or home renovators
Five reasons may just simply not have learned how to do anything. Everything they learned
civil and structural engineers FDPHIURPUHDGLQJDQGWKH\GLGQWJHWWKHEHQHWRIVHHLQJKRZJUDWLI\LQJLWLV
often fail to implement plans. to actually do something.

Regardless of why we dont have more doers, engineering organizations, both

public and private, need them badly. Be sure to look for a history of doing when
you hire and also be sure to recognize how valuable this characteristic is when
doling out promotions and rewards or youll send out the wrong signals.

And be a doer yourself. Keep learning and keep your skills relevant by doing
more yourself its gratifying. Start that process by reading the April issue of
Civil + Structural Engineer magazine. Its all about the doers who are making this
profession great! And feel free to pass on your feedback or suggestions to me on
what youd like to see in our magazine.

Dont ever take your hands off the wheel

In January, I was named the CEO of Zweig Group. Such a position was something I have worked for my
entire life. Just looking back over the last two months, I am blown away by how different this job has felt
than I had imagined.

First of all, there is no rest and no time to revel in some sense of accomplishment. So while this event
would seem overwhelmingly rewarding, it is overshadowed by the awesome responsibility of being
ultimately accountable for the company. Many would think it would be nice to bask in the glory of such an
accomplishment. The reality is that it is really no different than any other step in your career. As you climb
WKHFRUSRUDWHODGGHUWKHUHLVQREUHDNWKHUHLVQRUHOLHIWKHUHLVQRWLPHWRUHOD[7KHSUHVVXUHLQWHQVLHVDV
you build a meaningful career and you have to push yourself to be better as you are afforded the opportunity.

The second thing I have been struck with is how much more clearly I see and appreciate the contribution of
others. As I have worked hard to adjust to my new role, I have worked even longer hours and have been kept
XSDWQLJKWE\DZKROHQHZZRUOGRILVVXHV:KHQ,DPVWLOOZRUNLQJDWWKHRIFHDWQLJKWDQGVHHMXVWDIHZ
cars left in the parking lot, I appreciate those people so much more. I recognize what they are trying to do and
am determined to take the companys future rewards and pass them off to those contributors.

The thing is, you can never take your hands off the wheel, even for a moment. You have to work hard and
VWD\IRFXVHGQRPDWWHUZKDWUROH\RXOOLQWKHRUJDQL]DWLRQ7KHUHLVQRWLPHZKHQ\RXKDYHDUULYHGDQG
get to coast while others do the work.

Organizations that have people in leadership roles who are not contributing are doomed to fail, or at least
not perform near where they can. If things feel easy for you, even temporarily, then beware that something
is greatly amiss. Keep your hands on the wheel at every moment, keep the next goal in mind, and work hard
at every level.

ASCEs 2017 Infrastructure Report Card shows
no improvement overall compared with 2013.
By Bob Drake

On March 9, the American Society of Civil Engineers (ASCE) released its 2017
Infrastructure Report Card, giving the nations roads, bridges, airports, rail and
transit, ports, water systems, dams, energy systems, and other sectors a cumulative
D+ grade.

Since 1998, the ASCE has periodically assessed the condition of major categories
of infrastructure and reported its conclusions in an Infrastructure Report Card, as-
signing grades ranging from A to F (see Table 1). The last Report Card, released in
2013, also gave the nations infrastructure a D+ grade; the highest grade ever given
in any individual sector is a B.

Comparing 2017 with 2013, grades in three categories (Parks, Solid Waste, and
Transit) declined; grades in seven categories (Hazardous Waste, Inland Waterways,
Levees, Ports, Rail, Schools, and Wastewater) improved slightly; and grades in six
categories (Aviation, Bridges, Dams, Drinking Water, Energy, and Roads) were
unchanged.

In addition to examining current infrastructure conditions and needs and assigning

grades, the Report Card makes recommendations to raise those grades.

Quite a few of ASCEs past recommendations have come to fruition, such as cre-
ating a National Dam Rehabilitation Program and state gas tax increases to raise
investment in surface transportation, wrote Norma Jean Mattei, Ph.D., P.E., 2017
president, ASCE, in a preface to the 2017 Report Card. Yet, the overarching solu-
tions remain the same because the underlying challenges have yet to be effectively
addressed. Thats why, in 2017, were leading with investment. Without real fund-
ing, every other solution can be implemented but the $2 trillion question will still
be looming. In infrastructure, you get what you pay for and for decades we havent
been paying nearly enough. It shows in the grades.

Executives of some infrastructure promotion groups also commented on the Report

Card. As a nation of communities, we must commit to investing in critical infra-
structure that is 40, 50, and 60 years old and some of it much older than that,
said Patrick D. Jones, executive director and CEO of the International Bridge,
Tunnel and Turnpike Association. We must have an honest conversation about
the need to make bigger and smarter investments than we have in the recent past.

"The grades in the ASCE Report Card provide yet another example of what oc-
curs when a nation underinvests in the critical infrastructure systems that support
economic development and quality of life, said American Association of State

New York construction shows no signs of slowing down. The trend for
the Big Apple to remain the most expensive for construction is likely
to continue into 2017 and beyond as large-scale construction projects
and international investors drive development. New York is almost 50
percent more expensive in construction costs than the national average
in the U.S., and more than 20 percent greater than other major cities
such as Chicago, Los Angeles, Seattle, or Boston.

San Francisco is the second most expensive city for hard construction
costs because of its equally cramped environment, the rigorous seismic
requirements, and competition for contractors. Meanwhile, Houston is
a bargain, relatively speaking, as the citys hard construction costs are
currently 10 percent below the national average.

U.S. construction output growth is expected to increase at around

policy effort and energy demand. However, emerging technology
such as printable solar panels could mean that the scenarios used in
the study still underestimate growth in the renewables sector.

Counting the cost

The cost of solar panels has fallen 85 percent during the last seven
years and the report sees it becoming materially cheaper than
alternative power options globally with huge investment adding
more than 5,000 Gigawatts of supply between 2030 and 2040.

Electric vehicles are currently growing 60 percent year-on-year and

there are already more than 1 million on the roads. Battery costs have
fallen 73 percent to $268 per kilowatt hour (kWh) in the seven years
to 2015, according to the U.S. Department of Energy, and Tesla,
the electric car maker, predicts they will reach $100 per kWh by
2020. The report assumes that electric vehicles will be cheaper than
conventional internal combustion engines by 2020.

the road transport market by 2030 and, with additional growth in
hydrogen cars and oil/electric hybrids, conventional vehicles could
account for less than half the market. By 2050, electric vehicles could
grow to 1.7 billion (69 percent of the market) while conventional
vehicles would make up just 12 percent.
