CHAPTER 1

INTRODUCTION
1.1 BACKGROUND OF THE STUDY
National transmission and Despatch Company (NTDC) has planned to upgrade
its existing 220kv G/S to 500kv G/S at Shikarpur for significant improvement in
reliability and stability of electric voltage & supply system in this area under
Province Sindh. NTDC being proponent has assigned this studies of carryout EIA
of 500kv G/S at Shikarpur and allied T/L project to M/s EnMasse to comply with
PEPA act 1997.
During EIA study, the consultant team maintained close Liasion with NTDC, local
Admin, E&SIC, and other stakeholders regarding their comments / suggestions
which have been incorporated during assessing environmental impacts and
proper mitigation measures have been proposed accordingly.
1.1.1 The power system of Pakistan has a total installed capacity of 17145 megawatts
(MW). Hydel power has share of 6,463 MW while 10,682 MW is generated from
thermal sources. Out the total thermal power, about 43% is generated by WAPDA
controlled thermal generation companies (GENCOs) and the rest is shared by
the Independent Power Producing Companies (IPPs). The breakup of existing
installed capacity of the integrated system, as is summarized in Table 1.1 and the
category/power station-wise breakup is given in Annexure 1.

1.1.2 River Indus and its tributaries are the major source of hydropower. These flow
towards north-south direction and provide suitable sites for hydropower
generation in the northern parts of the country. Hence, the hydro resources like
Tarbela, Mangla, Warsak, etc. are located in this part of the country. As far as
thermal power is concerned, its generation is concentrated in southern parts, due

to the availability of coal and gas reservoirs. An extensive power transmission


network consisting of 500 kV, 220 kV, 132 kV and 66 kV transmission lines (T/L)
and grid stations was built by the WAPDA for efficient and smooth power delivery
to the load centers which are mostly located in the central parts of the country.
With the creation of National Transmission and Dispatch Company (NTDC), all
this arrangement has been shifted to its control. Further extension in the
transmission network is being carried out by the NTDC, in line with expansion of
generation schemes and for system improvements.
1.1.3 Introduction of NTDC
NTDC is a public limited utility company. It was incorporated in Pakistan in 1998
under Companies Ordinance, 1984 as a result of restructuring of the Power Wing
of WAPDA, after the enforcement of National Electrical and Power Regulatory
Authority (NEPRA) Regulation of Generation, Transmission and Distribution of
Electric Power Act XL of 1997. It was established to take over all the properties,
rights & assets obligations and obligations of 220 kV and 500 kV grid stations
owned by WAPDA. Consequently, NTDC owns, operates and maintains a
network of all 500 kV grid stations, 4160 km of 500 kV transmission line (T/L), 23
grid station of 220 kV and 4000 km of 220 kV T/L in its area of jurisdiction, spread
all over the country.
1.1.4 Objectives and Functions of NTDC
NTDC was granted Transmission License in 2002 by the NEPRA to engage in
the exclusive transmission business for a term of 30 years, pursuant to Section
17 of the Regulation of Generation, Transmission and Distribution of Electric
Power Act 1997. The main objective of NTDC is to procure power from
Generation Companies (GENCOs), Independent Power Producers (IPPs) and
WAPDA, on behalf of Distribution Companies (DISCOs) and to deliver it to the
networks of DISCOs through integrated power distribution system of Extra High
Voltage (EHV) capacity of 500 kV and 220 kV T/L and substations to increase
system efficiency.
1.1.5 Organization of NTDC
The Board of Directors (BOD) consisting of seven members is responsible for
overall policy making, decision making and guiding the Company. The day-to-day
affairs of the Company are run by its five Executive Directors who are
responsible for their respective functions under overall control of the Chief

Executive Officer. The organogram provided in Figure 1 shows the management


hierarchy of the Company.

1.1.6 Funding By Japan International Cooperation Agency (JICA)


In the recent years, there was a quantum jump in the power demand as a result
of which NTDC system was subjected to stress and congestion at various
strategic locations. Thereby, it had been stretched beyond capacity and this
caused overloading / forced outages. This has necessitated that the transmission
system be strengthened and expanded to fulfill the need for secure, safe reliable
power supply and to meet the existing requirements and future demand of the
country for sustained economic growth. The present project, to be funded
through JICA is a part of the NTDCs overall power development programme and
is proposed to strengthen the transmission system in Sindh Area.
1.1.7 Appointment of the Consultant
To fulfill the requirements of JICA & G.O.P, the NTDC appointed M/s EnMasse,
Lahore as Consultant, to undertake the EIA and of the present project is to be
funded by the JICA. An Agreement to this effect was concluded between NTDC
and M/s EnMasse in May 2010. As per this Agreement, the NTDC has
undertaken to provide all the available documents/information relating to the
technical details of this project. The Consultants are required to carry out the

EIA/ESA studies in 12 weeks from the date of commencement of the assignment.


The TOR of this study is provided as Annexure 2.
1.2 NEED FOR EIA REPORT
For sustainability of a development project it is imperative that it should be
economically feasible, socially acceptable and environmentally viable. Therefore,
Government of Pakistan (GOP) and the funding agency have made it obligatory
to prepare / submit the EIA report to EPA Sindh for approval prior to
implementation of the project. According to Section 12 (1) of Pakistan
Environment Protection Act (PEPA), 1997: by proposing appropriate mitigation
measures in EMP / RP of this project.
1.3 SCOPE OF STUDY
The scope of present EIA report consists of the following aspects:
Carrying out study of the baseline physical, biological and socio-economic
environments in the project area.
Identification of the environmental impacts of the proposed project on its
immediate surroundings.
Assessment of environmental impacts in terms of both quality and quantity
and their durations.
Suggesting mitigation measures for minimizing/controlling the adverse
impacts.
Recommending enhancement measures for improving the positive impacts.
Formulation of the Environmental Management Plan including training,
monitoring, mitigation, disaster management and comprehensive response
system for environmentally smooth implementation of the project.
Proposing resettlement plan for the project area.
1.3.1 Project categorization:
As per EPA guidelines, the present project is classified as Schedule-II that
require an EIA study and approval from concerned EPA prior to the construction.
1.4 OBJECTIVES OF PRESENT STUDY
Main Objectives of present study were to identify, assess adverse potential
(environmental and social impacts) from proposed G/S and T/Ls project & proper
mitigation measures proposed to address/reduce adverse negative impacts to
acceptable limits.

1.5 STRUCTURE OF EIA REPORT


This EIA report has been prepared following Pak EPA guidelines for
environmental assessment and JICA environmental guidelines. The components
of the EIA report as follows:
The present report consists of thirteen chapters and fifteen annexures.
1.5.1 Chapter 1 Introduction
It contains the history and background information of the project. It defines the
purpose, need, scope and categorization project. It also gives the composition of
ESA/EIA study team.
1.5.2 Chapter 2 Description of the Project
It deals with project description in details i.e. location of G/S & T/Ls scope of
work.
1.5.3 Chapter 3 Policy, Legal and Administrative Framework
It comprises the policy, legal and administrative framework especially with
reference to the present project.
1.5.4 Chapter 4 Approach and Methodology
For undertaking the EIA study, approach and methodology has been discussed in
this chapter.
1.5.5 Chapter 5 Environmental and Social Baseline
It consists of project area existing environments (physical, biological and socio-
economic).
1.5.6 Chapter 6 Public Consultations
With a view to obtain views of relevant stakeholders, various consultations and
group discussions had been made. Their detail is given in this chapter.
1.5.7 Chapter 7 Environmental / Social Issues and Impact Assessment
It highlights the environmental / social issues and assessment on the local
environments.
1.5.8 Chapter 8 Mitigation/Enhancement Measures and Implementing Agencies
To minimize / control negative impacts of the project intervention, mitigation
measures have been suggested in this chapter. Also enhancement measures
have been given in for enhancing certain positive impacts.
1.5.9 Chapter 9 Resettlement Plan
It includes identification of project affected persons and infrastructure.
1.5.10 Chapter 10 Analysis of Project Alternatives
For their rehabilitation, resettlement plan has been designed.

1.5.11 Chapter 11 Environmental Management and Monitoring Plan (EMMP)


This chapter encompasses the EMMP which is the crux of ESA/EIA report.
Monitoring and evaluation plan has been given to oversee the environmental
performance of the project implementation.
1.5.12 Chapter 12 Load Flow Studies
It provides the load flow studies regarding nation wide transmission system
carried out by Planning Department of NTDC / WAPDA.
1.5.13 Chapter 13 Conclusion and Recommendations
It summarizes the conclusions and recommendations of the project.

1.7 APPROVAL OF EIA REPORT
The proponent will submit the EIA report to EPA Sindh for obtaining
environmental approval prior to commencement of construction work of the
project along with review fee of Rs.30,000/- (Rupees thirty thousand only).
