INTRODUCTION

• Founded on Aug16, 1985 (Bhadra 1, 2042) under Nepal Electricity Authority


Act 1984 A.D. (2041 B.S.)
• Through the merger of the Department of Electricity of Ministry of Water
Resources, Nepal Electricity Corporation and related Development Boards.
• Headquarter located in Kathmandu

OBJECTIVES

• Generation
- headed by Deputy Managing Director is responsible for the construction of
the new power generation projects
- Currently there are 2 under construction hydropower projects, eighteen
hydropower stations and two thermal power plants
- ‘Generation of energy by optimally utilizing the resources available while
undertaking periodic overhauling, major maintenance works and
rehabilitation projects of the generating stations’ is the main motto for
generation

GENERATION DIRECTORATE
• Generation directorate, headed by Deputy Managing Director is responsible
for the construction of the new power generation projects together with
optimum operation and maintenance of the hydropower stations owned by
Nepal Electricity Authority (NEA). Currently there are twenty (20) generating
hydropower stations and two (2) thermal power plants under this directorate
and no any new under construction hydropower projects directly under this
directorate. Generation of energy by optimally utilizing the resources
available while undertaking periodic overhauling, major maintenance works
and rehabilitation projects of the generating stations; approximately describes
the mission of the Generation Directorate.

Generation And Maintenance Department
The operation and maintenance of seven (7) hydropower plants and one (1) Multi-fuel
power plant (with installed capacity 30 MW and above) fall under the jurisdiction of
this department. The total installed capacity of these plants is 504 MW. Total generation
from the power plants under this department in the fiscal year 2076/77 is 2574.82 GWh,
with an increment of 20.77 % as compared to that of last fiscal year’s generation. The
increment in generation is mainly due to operation of new plant Upper Trishuli 3A
hydropower station. Hydropower that is taken care by this department are:

Medium Generation Operation and Maintenance
Department
Medium Generation Operation and Maintenance Department (MGO&MD),
headed by Director, is responsible for the operation and maintenance of thirteen
(13) hydropower stations and one (1) diesel power plants with individual installed
capacity below 30MW owned by NEA.

Generation Development Department
Generation Development Department (GDD) performs the regular monitoring,
inspection and resource management of under-construction projects of Generation
Directorate. This year, department has completed the construction of Upper
Trishuli 3A hydroelectric project and Kulekhani III Hydropower Project (14 MW),
which is a cascade project that utilizes the regulated flow of the Kulekhani
Reservoir, the only storage power plant in Nepal. Presently, Upper Trishuli
hydroelectric project has been taken over by NEA whereas Kulekhani III is still
under test operation from Asoj, 2076

TRANSMISSION DIRECTORATE
• Transmission Directorate is one amongst the nine directorates in the overall
organizational structure of NEA, headed presently by a Deputy Managing Director Mr.
Braj Bhushan Chaudhary. The directorate is entrusted upon the responsibility to plan,
develop, implement, construct, operate, maintains and monitor high-voltage transmission
lines and substations from 66 kV to 400 kV voltage level.
• The main objectives of the directorate are:
1. To ensure the development and construction of an efficient, coordinated, and
economical system of transmission lines from 66 kV to 400 kV voltage level for smooth
flow of electricity from generating stations to the load centers.
2. Efficient operation, monitoring, and maintenance of Transmission system (66 kV to 400
kV voltage level
3. To guarantee the continuity and quality of the power supply to consumers by
uninterrupted operation and supervision of INPS.
4. To envisage, formulate, and implement a short term, medium-term and long term
development plans of transmission system network of 66 kV and above voltage levels to
evacuate the power generated as per the GoN strategy (15,000 MW in 10 years) as well

as to cater the rapidly growing demand of the country.

This department is responsible for planning, developing, constructing, monitoring and
commissioning of transmission line and substation projects up to 132 kV voltage level. The

Nepal-India Electricity Transmission and Trade Project (NIETTP)
• Nepal-India Electricity Transmission and Trade Project (NIETTP) funded by World Bank began
with the objective of establishing high voltage cross-border transmission link capacity of about
1,000 MW to facilitate exchange of power with India and to improve the reliability of electricity
supply. Furthermore, under NIETTP additional funding, construction work of
HetaudaBharatpur-Bardaghat 220 kV transmission line and concomitant 132 kV substations at
Hetauda, Bharatpur and Bardaghat is being executed. All substations are Air Insulated
Switchgear (AIS) type with double main and transfer bus bar scheme for 220 kV and double
main bus bar scheme for 132 kV.

Grid Operation Department


Grid Operation Department (GOD) is the department within Transmission Directorate,
responsible for transmitting reliable and quality power from distant generators to various load
centers in reliable manner. The department also looks after connection facilities to IPPs and Bulk
Consumers at different voltage levels by performing Connection Agreement as per NEA Grid
Code. The major responsibility of this department is to oversee the operation of 66kV & higher
voltage Substations and Transmission Lines along with preventive and breakdown maintenance
works. The projects that are under execution under this department are as:
 Grid Substation Capacity Increment Project
• Objective of this project is to increase the capacity of the Grid substations to cater the
increasing load demand and to buy spare power transformers necessary for immediate
replacement. The project was started in F/Y 2073/074 with the estimated cost of US$ 8.4
Million by GoN funding. 21
• The main scope of the project includes replacement of 132 kV, 66 kV & 33 kV old circuit
breakers with new one, installation of 33/11 kV, 16.6 MVA power transformer replacing existing
7.5 MVA at Yadukuwa substation, supply and delivery of spare power transformers, installation
of 132/11 kV, 22.5 MVA new power transformer bay at Bhaktapur substation and installation of
220/132 kV, 2x315 MVA auto transformer at Dhalkebar substation.
• Under this project total 18 nos. of 132 kV, 2 nos. of 66 kV and 11 nos. of 33 kV circuit breakers
were procured out of which, 16 nos. of 132 kV, 1 no. of 66 kV and 11 nos. of 33 kV circuit
breakers were replaced and remaining were kept as spare
• The existing 33/11 kV, 7.5 MVA power transformer at Yadukuwa substation has been upgraded
to 16.6 MVA on April 2019. The installation of this new transformer has helped to fulfill the
increasing demand of that area
• Total 6 nos. of spare power transformers (132/33 kV, 2x63 MVA; 132/11 kV, 2x30 MVA and
33/11 kV, 2x16.6 MVA) were procured, out of which, 1 no. of 132/33 kV, 63 MVA power
transformer was installed at Kohalpur substation, 2 nos. of 132/11 kV, 30MVA were installed at
Bharatpur substation and 1 no. of 33/11 kV, 16.6 MVA power transformer was installed at
Anarmani substation and another 33/11 kV,16.6MVA was installed at Dhakdahi substation, 1 no.
of 132/33 kV, 63 MVA power transformer is going to be installed at Kamane substation

DISTRIBUTION AND CONSUMER SERVICES DIRECTORATE
• Distribution and Consumer Services Directorate (DCSD) is responsible for overall
management of electricity distribution network & services of NEA. The major activities of this
directorate include planning, expansion, operation, maintenance & up-gradation of the
electricity distribution networks including substations up to 33 kV voltage level and consumer
services activities such as new consumer connections, meter reading, billing and revenue
collection. The directorate has introduced some smart meter reading and billing techniques
such as advanced metering infrastructures (AMI) with plans to introduce even better
techniques and expand them in the entire country. The operation and maintenance of off grid
small hydro power plants, also falls under the jurisdiction of this directorate. DCSD is the
largest directorate of NEA in terms of number of employees and business activities. Based on
approved positions, approximately 74.38% of the total staff of NEA are employed under
DCSD. DCSD is in leading front to earn revenue for sustaining operation, maintenance and
development activities of NEA.

Performance Highlights
In FY 2019/20, total number of consumers
under DCSD reached 42,17,710 an increase of
7.88% over the last fiscal year’s figure.
Similarly, in FY 2019/20, a total of 6,420.762
GWh of energy was sold earning gross
revenue of Rs. 74,309.877 Million. Industrial

Programs and Activities
As part of reinforcement and expansion of the distribution systems, many programs, projects and
the activities are undertaken in FY 2019/20 to expand and improve the service delivery. These
programs and activities are executed by the Departments at Central and Provincial/ Division
Offices. DCSD took special drives to expedite the activities for loss reduction, metering & billing

INTRODUCTION

• Established on July 16, 1993 (2050 Shrawan 1) under the then Ministry of Water Resources
(MOWR) with the name of Electricity Development Center (EDC)
• Later renamed as Department of Electricity Development (DOED) on February 7, 2000 (2056
Magh 24)

• Head Office is located in Sano Gaucharan, Kathmandu, Nepal

• To Assist the Ministry in implementation of overall government policies related to
power/electricity sector
• To ensure transparency of regulatory framework, accommodate, promote and

• नेपाल सरकारको लगानीका कार्यान्वयनको लागि छनौट भएका आयोजनाहरुको अध्ययन तथा कार्यान्वयन योजना तर्जुमा

• आवश्यकताअनस ु ार सम्बन्धित विषयमा हुने सभा, गोष्ठी तथा सेमिनारमा भाग लिने ।
• अधिनस्थ कर्मचारीहरुको काममा मार्ग दर्शक बनी कर्मचारीहरुलाई सुपरिवेक्षण आवश्कतानुसार निर्देशन र नियन्त्रण गर्ने।
• प्रत्यायोजित अधिकार बमोजिम कार्य गर्ने गराउने ।
• प्रत्यायोजित अधिकार बमोजिम अधिनस्थ कर्मचारीहरुको कार्य सम्पादन मल्
ू यांकन तयार गर्ने र प्रोत्साही परु स्कारका लागि
सिफारिस सहित सप ु रिवेक्षक  समक्ष पेश गर्ने ।

3. निरीक्षण तथा अनुगमन महाशाखा
• निजी क्षेत्रबाट संचालित निर्माणाधिन एवं संचालनमा रहे का आयोजनाहरुको अनुगमन गर्ने ।
• अनुमति पत्र बमोजिम जलस्रोत उपयोग भए नभएको निरीक्षण गरी दिएको प्रतिवेदन अनुसार कारवाही गर्ने गराउने ।
• विद्युत  संरचनाको त्रटु ीबाट हुने  र त्यस सम्बन्धी जाँच बुझ सम्बन्धी कार्य गर्ने गराउने ।
• विद्युत सेवाको स्तर र विद्युत उत्पादन एवं वितरणमा उपयोग हुने सामानहरुको स्तर, उपयोग तरीका बारे निर्देशिका तयार गर्ने गराउने र सो अनुसार
निरीक्षण गर्ने गराउने ।
• विद्युत विकास गर्ने एवं सेवालाई स्तरीय एवं सुरक्षात्मक बनाउने कार्यहरु गर्ने गराउने ।
• उत्पादन र वितरण गरिने विद्यत
ु को गण
ु स्तर निरीक्षण गर्ने,  यसका लागि विद्यत
ु को भोल्टे ज तथा अन्य प्राविधिक कुराहरुको पालना भए नभएको निरीक्षण
गर्ने गराउने ।
• विद्यत
ु उत्पादन केन्द्र, रुपान्तरण केन्द्र, उपकेन्द्र वा विद्यत
ु सित सम्बन्धित कुनै संरचनाको सरु क्षाको मापदण्ड तोक्ने र तत्सम्बन्धी कार्य गर्ने गराउने ।
• विद्यतु आयोजनाहरुको सर्बेक्षण उत्पादन सम्बन्धमा आवश्यक गण ु स्तर निर्धारण गरी सो अनरु
ु प भए नभएको निरीक्षण गर्ने,   गराउने ।
• आयकर तथा अन्य कर, विदे शी विनिमय, जग्गा प्राप्ति र अधिग्रहण तथा अन्य प्रचलित कानून बमोजिम निजी उद्यमीहरुलाई  सुविधा उपलब्ध गराउने ।
• अधिनस्थ कार्यहरुको वार्षिक कार्यक्रम तथा बजेट तर्जुनमा गरी स्वीकृतिको लागि सुपरिवेक्षक समक्ष पेश गर्ने ।
• अधिनस्थ कार्यको कार्य प्रगति प्रतिवेदन तयार गरी सुपरिवेक्षकमा पेश गर्ने ।
• आवश्यकतानुसार सम्बन्धित विषयमा हुने सभा गोष्ठि तथा सेमिनारमा भाग लिने ।
• अधिनस्थ कर्मचारीहरुको काममा मार्ग दर्शक बनी कर्मचारीहरुलाई सुपरिवेक्षण आवश्कतानुसार निर्देशन र नियन्त्रण गर्ने।
• विध्युत ् महशुल निर्धारण आयोगको सचिवालयको कार्यमा सहयोग पुर्याउने।
• प्रत्यायोजित अधिकार बमोजिम कार्य गर्ने गराउने ।
• प्रत्यायोजित अधिकार बमोजिम अधिनस्थ कर्मचारीहरुको कार्य सम्पादन मूल्यांकन तयार गर्ने प्रोत्साही पुरस्कार सरुवा, वढुवा सम्बन्धी आवश्यक कारवाही
गर्ने वा गर्न सिफारिस सहित सप
ु रिवेक्षक समक्ष पेश गर्ने ।
• प्रत्यायोजित अधिकार बमोजिम टे ण्डर आव्हान गर्ने र शर्त अनस
ु ारको कार्य भए नभएका मनिटरिङ्ग गर्ने शर्त बमोजिम कार्य नभएमा कारवाहीको लागि 
राय सहित पेश गर्ने ।

4. योजना महाशाखा
• प्रबर्धकहरुबाट प्राप्त भएका ToR, Scoping, IEEतथा EIA प्रतिवेदनहरुको पन
ु रावलोकन गरी स्वीकृतिको लागि आवश्यक सझ
ु ाब सहित सिफारिस
गर्ने,
• सरकारवाट संचालन गरीने जलविद्यत
ु आयोजना र प्रशारण लाइनहरुको IEE & EIA अध्ययन कार्यहरु गर्ने,
• वैकल्पिक ऊर्जा सम्बन्धी प्रस्तावहरु अध्ययन गरी स्वीकृतिको लागि पेश गर्ने,
• जलवायु परिवर्तनबाट जलविद्युत आयोजनाहरुमा पर्ने असरहरुको अध्ययन गर्ने,
• विद्यत
ु विकासमा हालसम्मका प्रविधिहरूका अनस
ु न्धानका विषयमा अध्ययन गरी नेपालको परिप्रेक्ष्यमा त्यस्को सान्दर्भिकता सन्दर्भमा
सिफारिश पेश गर्ने
• विद्यत
ु उत्पादन, प्रशारण तथा वितरणको दीर्घकालीन तथा अल्पकालीन योजनाहरु तयार गर्ने / गराउने । यसै क्रममा सम्भाव्यता अध्ययनको
अन्तिम प्रतिवेदनको आधारमा सम्भाव्य दे खिएका आयोजनाहरुको कार्यान्वयन पथ निर्धारण गर्ने / गराउने,
• विभागको बार्षिक कार्यक्रम र बजेट तयार गर्ने,
• विभागको मासिक र चौमासिक प्रगति विवरण तयार गरी सम्बन्धित निकायहरुमा पठाउने,
• विभागबाट सम्पादन हुने कार्यहरुको कार्य प्रगतिको अनुगमन गर्ने,
• जल तथा उर्जा आयोगको सचिवालयको समेत सहयोग लिई योजना प्रवर्धन सम्बन्धी विश्लेषण गर्ने,
• निजीक्षेत्रसँग नेपाल सरकारले गर्नुपर्ने विभिन्न सम्झौता आदिको अध्ययन गरी त्यसको प्रारुप तयार गर्ने,
• निजीक्षेत्रको सहभागितामा सञ्चालन हुने साना जलविद्यत
ु आयोजना कार्यान्वयनमा आवश्यकता अनस
ु ार प्राविधिक सहायता उपलब्ध गराउने,
• निजी उद्यमीहरु र नेपाल विद्युत प्राधिकरणवीच समन्वय गर्ने ।
• प्रत्यायोजित अधिकार वमोजिम कार्य गर्ने गराउने ।
• प्रत्यायोजित अधिकार वमोजिम मातहतका कर्मचारीहरुको कार्य सम्पादन मल्
ू यांकन गर्ने, प्रोत्साही परु स्कार सरुवा, वढुवा सम्बन्धी आवश्यक
कारवाही गर्ने वा गर्न सिफारिस सहित सुपरिवेक्षक समक्ष पेश गर्ने ।
• प्रत्यायोजित अधिकार वमोजिम वोलपत्र आव्हान गर्ने र शर्त अनुरुपको कार्य भए नभएको अनुगमन गर्ने र शर्त वमोजिम नभएको खण्डमा
राय सहित कारवाहीका लागि पेश गर्ने ।

5. प्रशासन शाखाः
• विभागको आवश्यक जनशक्तिको संख्या निर्धारण गरी नपुग भएमा दरबन्दी सिर्जनाको लागि आवश्यक कार्यवाही चलाई नेपाल
सरकारको कारवाहीको लागि पेश गर्ने ।
• नेपाल सरकारको निर्णय बमोजिम स्वीकृत दरबन्दीहरु निजामती कितावखानामा दर्ता गराउने व्यवस्था गर्ने ।
• रिक्त रहे को पदपर्ति
ृ का लागि सम्बन्धित निकायमा माग गर्ने वा पदपर्ति
ू को लागि विज्ञापन प्रकाशित गरि नियमानस
ु ार छनौट
भई आएको कर्मचारीलाई नियुक्ति¸ वढुवा तथा पदस्थापना गर्ने कारवाही चलाई स्वीकृत भए बमोजिम गर्ने ।
• कर्मचारीको नयाँ भर्ना, सरुवा¸ बढुवा¸ भए कार्यालयको कामको जानकारी गराउने र प्रत्येक कर्मचारीलाई स्वीकृत पद विवरण दिइ
निस्सा लिने¸ लिन लगाउने ।
• आवश्यकता अनुसार पदहरुको पद संकेत कायम गर्ने कार्यवाही चलाउने र सम्बन्धित निकायबाट स्वीकृति प्राप्त भएपछि
सम्बन्धित निकायसँग सम्पर्क राखी समह
ू निर्धारण सचि
ू हरु राजपत्रमा प्रकाशित गर्ने व्यवस्था मिलाउने ।
• जग्गा प्राप्ति सम्बन्धी कारवाही चलाउने ।
• विभागका राजपत्रांकित तथा राजपत्र अनंकित सम्पर्ण
ू कर्मचारीको व्यक्तिगत विवरण तथा दरबन्दी अभिलेख अद्यावधिक राख्ने

• कर्मचारी सरुवा भै अन्यत्र गएमा व्यक्तिगत फायल सम्बन्धित कार्यालयमा पठाउने व्यवस्था गर्ने ।
• महाशाखा तथा शाखाहरुमा आवश्यकताअनुसार प्रशासन सहायक¸ कम्प्युटर अपरे टर¸ टाइपिष्ट¸ कार्यालय सहयोगी¸ पाले र ड्राइभर
आदिको व्यवस्था मिलाउने ।
• कार्यालयको लागि आवश्यक मसलन्दको समुचित र किफायतपूर्ण व्यवस्था मिलाउने ।
• कार्यालय भवन निरीक्षण¸ पालो पहरा¸ सरसफाइ सम्बन्धमा उपयक्
ु त व्यवस्था गराउने ।

6. आर्थिक प्रशासन शाखाः
• विद्युत विकास विभागको बार्षिक कार्यक्रम अनुसार आर्थिक वर्षको अनुमानित बजेट तयार गर्ने कार्यमा सहयोग गरी स्वीकृतिको लागि पेश गर्ने ।
• महानिर्देशकलाई आर्थिक ऐन नियमको आधारमा आवश्यकतानुसारको राय सल्लाह दिने ।
• स्वीकृत विनियोजन बजेट अन्तर्गत जिल्ला स्थित कोष तथा लेखा नियन्त्रक कार्यालयबाट रकम निकासा प्राप्त गर्नु पर्ने सबै कारवाही गर्ने ।
• विभागको लागि आवश्यकतानुसार थप निकासा कार्यवाहीको आवश्यखक व्यवस्था मिलाउने साथै आवश्यकतानुसार कार्यक्रम संशोधन भइ सकेपछि
रकामान्तर कारवाही गर्ने ।
• ऐन अनुसार तोकिएको स्रेस्ताहरु अद्यावधिक राख्ने¸ राख्न लागउने र नियमानुसार खाता संचालन गर्ने¸ गराउने ।
• कर्मचारीलाई स्वीकृत भए अनस ु ारको रकम पेश्की दिने र कार्य सम्पादन भएको अवधिले नियमानस
ु ार पाउने म्याद भित्र पेश्की फछ्यौट गर्ने¸ गराउने ।
• निमार्ण कार्य वा ठे क्का पट्टाबाट निर्माण र सामान खरिद कार्य भएकोमा प्रचलित आर्थिक ऐन निमयको अधिन रहे र भक् ु ताकनी दिने¸ दिलाउने व्यवस्था 
गर्ने र पेश गर्ने ।
• नियम बमोजिम विभिन्न बजेट अन्तर्गत भएका खर्चहरुको भक्
ु तानी दिने ।
• तलब कट्टा भएको कर्मचारी संचय कोष¸ नागरिक लगानी कोष र सापटी कट्टी ¸ परिश्रमिक कर कट्टी रकम दाखिला गर्ने¸ गराउने ।
• दात ृ पक्षको लागि आवश्कता अनुसार लेखा तयार गरी सोही बमोजिम प्रतिवेदन दिने ।
• कर्मचारीलाई नियमानुसार  तलव भत्ता¸ उपदान¸ लुगा भत्ता¸ औषधि उपचार खर्च उपलब्ध गराउने व्यवस्था मिलाउने ।
• आर्थिक प्रशासन सम्बन्धी ऐन नियम आदे श तथा परिपत्रहरु सबै कर्मचारीलाई  जानकारी गराउने र लेखातर्फ रे खदे ख नियन्त्रण र सुपरिवेक्षण गर्ने¸ गराउने

• विद्युत विकास विभागको कार्य संचालन तर्फ को स्रेस्ता आन्तरिक तथा अन्तिम लेखा परिक्षण गराउने ।
• आन्तिरिक तथा अन्तिम लेखा परिक्षणबाट दे खाएको  वेरुजुको लगत खडा गर्ने र तदारुकताका साथ फछ्यौट गर्ने¸ गराउने ।
• शाखाको भौतिक साधानहरुको स्याहार संभार मर्मत संरक्षण गर्ने व्यवस्था मिलाउने ।
• अधिनस्थ कार्यको कार्य प्रगति प्रतिवेदन तयार गरी महानिर्देशक समक्ष पेश गर्ने ।
• अधिनस्थ कर्मचारीहरुको काममा मार्गदर्शक बनी कर्मचारीलाई सप
ु रिवेक्षण र आवश्यकता अनस
ु ार निर्देशन र नियन्त्रण समेत गर्ने ।
• अधिनस्थ कर्मचारीको विदा सिफारिस गर्ने वा प्रत्यायोजित अधिकार बमोजिम अधिनस्थ कर्मचारीको विदा स्वीकृत गर्ने

7. कानन
ू शाखा
• विभाग र अन्तर्गत निकायहरूबाट गरिने अन्तराष्ट्रिय सम्झौता करार वा अन्य लिखतहरूको मस्यौदा सम्बन्धी काम गर्ने ।
• विभागलाई आवश्यक पर्ने ऐन, नियमहरूसम्बन्धी कानूनहरूको अनुवाद गर्ने ।
• विभाग र अन्तर्गत निकायहरू पक्ष विपक्ष हुने वा भएको मद्द
ु ामा सम्बन्धित अड्डा अदालतमा दिइने उजरु ी, प्रतिवेदन लिखित
जवाफ वा पन
ु रावेदनको लिखत तयार गर्ने ।
• विभागका महाशाखाहरू, शाखाहरू तथा आयोजनाहरूबाट माग गरे का विषयमा कानुनी राय, सल्लाह उपलब्ध गराउने
• ऊर्जासँग सम्बन्धित कानूनहरूको विषयमा, अध्ययन, अनुसन्धान एवम ् खोजीनीति गरी समसामयिक सुधारका लागि आवश्यक
कारबाही गर्ने ।
