Executive Summary

Takoradi Technical University Sports Complex is an initiative of the Datahaus Project. The project is sited on

46,487 sq. m. of a parcel of land located at the university main campus at New Site, Takoradi.

1305 Engineering and Construction Ltd presents in this paper, the preliminary design concept, and an

approximate probable cost of the Project.

The sports complex is a state of the art sports facility for various sport disciplines. It hosts the following facilities;

1. Football Stadium of minimum capacity of 5000 seats

2. Basketball Arena with minimum capacity of 600 seats.

3. Tennis Ball Arena with minimum capacity of 300 seats

4. Swimming Pool Infrastructure with minimum capacity of 300 seats.

5. Handball Court
6. Volley Ball Court

There will be the following ancillaries to the following sport facilities

1. Changing rooms
2. Washrooms
3. Offices
4. Storage
5. Gymnasium

The business center will host the following facilities;

1. A shopping center
2. Banking halls
3. Restaurants

The complex also hosts

1. A poly Clinic which will also serve as first aid center for the various sport activities.
2. A multi storey parking space of minimum capacity of 450 cars
3. A Security Post

The Total Estimated Construction Cost of project is Thirty-two million, four hundred and ninety-five thousand,

three hundred and nine US Dollars and eighty-five cents (USD32,495,309.85).

Design and construction of the project shall span 21 months from the date of “Notice to Proceed”.

1.0 Introduction

Datahaus contacted 1305 Engineering and Construction Ltd in October, 2016 to provide expertise service

for the design, engineering and construction of a sports complex. Terms of reference was put together

by 1305 Engineering and Construction Ltd. and submitted to the Client, Datahaus and it was endorsed

and accepted. Base on the Terms of Reference, 1305 Engineering and Construction Ltd presents a

preliminary design concept of the facility and its probable cost.

1.10 Description of Project

The project is sited on the 46487 sq. m land parcel. The project consists of the following facilities

1.10.1 Football stadium

The stadium has among other things the following;

1. A standard competition filled turf (natural)

2. Running tracks including markings

3. Sports Administration
4. A minimum capacity of 5000 seats

1.10.2 Basketball Arena

The arena has among other things the following;

1. A standard basketball court

2. Changing and washrooms


3. A minimum capacity of 500 seats

1.10.3 Volleyball Arena

The arena has among other things the following;

1. A standard Volleyball court

2. Changing and washrooms


3. A minimum capacity of 300 seats

1.10.4 Swimming Pool Arena

The arena has among other things the following;

1. A standard 25.0m competition Swimming Pool

2. A learners’ swimming pool

3. A minimum capacity of 300 seats


4. Pump house
5. Changing and washrooms

1.10.5 Tennis Ball Arena

The arena has among other things the following;

1. A standard tennis court

2. Changing rooms and washrooms


3. A minimum capacity of 300 seats

1.10.6 Handball Court

This facility has a standard handball pitch.

1.10.7 Gymnasium

A state of art gym facility with changing rooms and washrooms.

1.10.8 Commercial Center

The commercial center has a three (3) level floors with an elevator and stairways connecting all the floors.
Also, within the commercial center are banking halls, and offices.

1.10.9 A Polyclinic

It’s a Polyclinic serving as first aid for the various sports facility

1.10.10 Multi Storey Car Park

The multi storey car park has a minimum 400 parking lots.

1.10.11 Guest house

The guest house hosts among other things a minimum forty (40) rooms.

1.10.13 Miscellaneous Items

The facility also have the following ancillary facilities;

 Underground drainage system

 Solar Power for outside perimeter and garden lights.

 An underground water tank for the storage of water

 External and Internal fencing

 An emergency Generator

 Hard and soft landscape

 Water treatment facility for underground and rain water


 Firefighting system
2.0 Rough Order of Magnitude Statement of Probable Cost

2.1 Basis of Estimate

This is a rough order of Magnitude estimate of probable cost for Takoradi Technical University Sport

Complex. This estimate is not 100% accurate since the estimate is based on very preliminary design. It
however a possible probable cost.

The floor areas used in the computation of the probable cost were extracted from AutoCAD and Archicad

software programs.

2.2 Design Development Phase

A detailed bill of quantities will be presented to the client during the design development phase. It will
now include quantities and labor based on specification divisions.

2.4 Specification

o No specification has been drafted for the purpose of preliminary design and ROM.

2.5 Scope of Estimate

o 5,000 football sport stadium

o A commercial center

o A standard volley court with pedestrians stands

o A standard basketball court with pedestrians stands

o A Standard Tennis ball Court with pedestrians stands

o A standard swimming pool (plus a learner’s swimming pool with its pump houses and

changing rooms.

o A day care hospital

o 500 car parking space.

o Underground Storm water drainage system

o Solar system for outside lighting


o External and internal fencing

o An underground water tank

o An emergency diesel plant


o Hard and soft landscape.

2.6 Assumptions made in the Cost Estimate

This estimate was prepared under the following assumptions;

 Spot checks on the soil bearing capacity carried out by the contractor was assumed in the
preliminary foundation design. The foundation assumed in the pricing component is standard

foundation. A detailed foundation will be designed when adequate geotechnical studies is


carried out during the project design development stage.
 The architect assumed a zero level (flat) in the design of all the facilities. This is not reality on
ground since topography of land and surrounding infrastructure will not permit this basic
assumption.
 No detailed structural analysis has been carried to determine the type of structural
configuration. The contractor has assumed all options; steel, concrete and composite in pricing.
3.0 Statement of Probable Cost

This opinion of the probable cost of construction is made on the basis of the experience,
qualifications, and best judgment of a professional consultant familiar with the construction industry.

This statement is a determination of fair market value for the construction of the project. The 1305
E & C staff and professional cost consultants has prepared this estimate in accordance with generally
accepted principles and practices.

3.1 General Conditions of Contract

Jobsite general conditions, bonds and insurances are shown on summary of this estimate.

3.2 Design Allowances

A design contingency of 5% has been included for undeveloped design concepts.

3.3 Construction Contingency

It is prudent for all program budgets to include an allowance for change orders which occur during
construction. These change orders normally increase the cost of the project. It is there
recommended that 10% contingency be carried by the owner in this respect.

3.4 Items Excluded from the Base Estimate

1. Land acquisition
2. Blasting and rock removal if any
3. Utility tunnels if any
4. Modification to adjoining road networks.
