Sir:

Our law office is the legal counsel for Mr. Alven Santiago of Daisy St., Alta Tierra Village, Jaro,
Iloilo City. He is the operator of a passenger jeepney with Plate No. FVN-978 and on 13 March
2012 was being driven by his driver Joel S. Lumbayan.

On the said date 13 March 2012, this passenger jeepney of our client figured in a vehicular
accident and for which, as relayed by our client, you conducted an investigation and in the
course thereof took into custody the driver’s license of Joel S. Lumbayan.

Given however that the culpability in the vehicular accident could not be determined with
certainty, it would be the proper court that should impute liability on either or both drivers. This
being said, to withhold further the driver’s license of Mr. Lumbayan would equate to a
punishment considering that he cannot lawfully engage in his trade if his license is with you.

Thus, we respectfully request that you release Mr. Lumbayan’s driver’s license immediately so
that we need not have to resort to other legal means to enforce this request.
