Meeting room has not yet been assigned. 2. Announcements 3. Approval of the August 24, 2016 Agenda The Chair requested the Members to report any New Business Items or additions to the Agenda they wish to have considered by the Committee. 4. Approval of the February 17, 2016 Minutes Members are requested to report any corrections or changes to the February 17, 2016 Minutes at this time. 5. Membership A. Additional Members No requests for Membership on the Committee have been received since the last meeting. C-CAR AGENDA AUGUST 24, 2016 ‘The BPE Committee has been requested to nominate a BPE Member to for membership on the CAR Committee. B. Member Participation Mr. Edwards to report. C. Change in Interest Category ‘Members are requested to report any changes in their interest category at this time, D. Committee Balance of Interest ‘There have been no changes in the Committees Balance of Interest since the last meeting. ‘The Committee is currently in balance within the 1/3 interest category maximum set in the Committee Procedures. E, Election of Committee Chair and Vice Chair Mr. McLaughlin has been elected Chair and Mr. Edwards has been elected Vice Chair, Their appointment has been approved by BCA. Annex 5, page 24 ~ 3 1 . contains a current Committee Roster and Committee Balance of Interest. 6. CAR Ballots A. Ballot # 16-1840, Revision to Table 1 to add the PRT (Parts) Designator August 24, 2016 Consideration: This ballot failed on first consideration with the following balloting results: Approved: 11 1 (McLaughlin) 0 1 (Wielgoszinski) Total Members: 13 CAR AGENDA AUGUST 24, 2016 ‘Comments were also received from the various standards committees having conformity assessment programs that are affected by the CA-I standard, Mr. McLaughlin's negative vote pointed out an error in the original attachment that was sent out for ballot. The correct attachment for ballot is attached to the Agenda. The Secretary would like to send the revised proposal for re-circulation ballot. Annex 6.4, pages 32 ~ 40, contains the original proposal, the revised proposal, and the balloting results. B. Ballot # 16-1839, Revision to CA-1 to Add Requirements to address PRD Testing, Laboratories and Authorized Observers (AO) and to Revise Table 1 to add new PRD Designators August 24, 2016 Considerati This ballot failed on first consideration with the following balloting results: Approved: 7 Disapproved: 5 (Brown, Mclaughlin, Miller, Smith, Stewart) Abstain: 0 Not Retumed: 1 (Wielgoszinski) Total Members: 13 This ballot failed on first consideration. Comments were also received from the various standards committees having conformity assessment programs that are affected by the CA-I standard. ‘The proposal, balloting results, comments and responses are contained in the Agenda, Mr. Miller to report. Annex 6.8, pages Il — 5 F contains the ballot and balloting results, 7, Committee Supplemental Procedures c CAR AGENDA AUGUST 24, 2016 A. Revision to Supplemental Procedures to Add definitions of Interest Categori the Procedures. sto While discussing the proposed revisions to the Supplemental Procedures to address conformity assessment committee concems on having their concerns addressed in the CA-1 standard it was noted that there are several definitions for the Interest Categories listed in AS-11 and several Board Committee Procedures which may be similar to but not exactly the same. ‘The TG on Procedures (Mclaughlin, Wielgoszinski and Secretary) was directed to follow up this issue for a future revision to the Committee Supplemental Procedures. November 4, 2015 Consideration: The Secretary reported that the TG was unable to meet prior to the CAR meeting due to scheduling conflicts ‘The Secretary reported that he had a new revised CAR Supplemental Procedure for Committee ballot that took into account the comments and negatives received from the previous ballot and also added definitions for the interest categories used in the CAR Supplemental Procedures. The Secretary went over the changes and his responses to the negatives comments received from the letter ballot and also indicated the additional changes that were being made in response to the requirement received from BCA that the all Committees operating under BCA include definitions of the interest categories being used in their Committee Procedure: ‘The Secretary reported that he would like to send out the proposed revision for first consideration with the changes noted in the handout (including definitions for interest categories) Mr. Smith reported that it was his understanding the BNCS had definitions for interest categories that were different than those being used in the CAR Supplemental Procedures (taken from the BPTCS Operations Guide). Mr. Smith ‘noted that while BPTCS had no definition for Owner (AO) there was a definition for owner in the BNCS Procedures. ‘The Chair requested the TG to review the two sets of interest categories to determine the differences and which should apply. The Secretary reported that due to the need to revise the CAR Supplemental Procedures (in light of the presentations made to the Boiler Code Book sections at the August 2015 Boiler Code meeting) and the promise made to revise the CAR Supplemental Procedures to provide the applicable Codes and Standards Committee a “AR AGENDA AUGUST 24, 2016 with greater input and say as to the contents of the CA-I standard that he would be sending out the CAR Supplemental Procedures for first consideration ballot minus the addition of the interest category definitions. February 17,2016 Consider: The Secretary reported that an additional change involving the inclusion of definitions for the classification categories used in the Supplemental Procedures was under review by TG consisting of Mr. McLaughlin, Mr. Wielgoszinski. The Secretary distributed a handout at the meeting containing revisions to the CAR Supplemental Procedures which added definitions for the Interest Categories contained in the Supplemental Procedures. The Secretary reported that the original Task Group was unable to meet prior to this meeting due to scheduling conflicts. The Secretary also noted that the handout contained both the BPTCS definitions taken from the BPTCS Operations Guide and the interest category definitions used by BNCS. Mr. Clay Smith (Section ITI) volunteered to also serve on the TG to develop definitions that address both the Boiler Code and Nuclear Committee Boards’ approved definitions. Mr. Edwards reported at the meeting that BCA is looking into developing their own definitions for interest categories for committees reporting to BCA. Action on the part of C-CAR may be premature as the definitions approved by CAR ‘may conflict with the interest category definitions approved by BCA. ‘The Secretary reported that he hoped to have a proposal sent out for Ballot by the Committee prior to the August meeting. August 24, 2016 Consideration: Secretary to report. Annex 7, pages _~5 8 = © contains the latest proposed revisions tothe Supplemental Procedures to include definitions for the interest Categories used in the Supplemental Procedures and the definitions approved by BPTCS and BNCS. C-CAR AGENDA AUGUST 24, 2016 8 Techni 1 Oversight Management Committee (TOMC) April 22, 2015 to November 4, 2015 Consideration: See Minutes of February 17, 2016 February 17, 2016 Consideration: Mr. Edwards reported that he was scheduled to make a presentation to TOMC this Friday on current CAR Committee activities and future action items. Mr. Edwards also directed the Secretary to shorten the earlier reporting on this item as the discussion is not germane to current committee discussions which covers the TOMC TG on Field Sites. August 24. 2016 Consideration: Mr. Edwards to report. BCA Report February 17. 2016 Consideration: Mr. Edwards reported that BCA is met on Tuesday, February 16, 2016 at the hotel. Of special interest to the Committee, Mr. Edwards reported that BCA will now have their own C&S Award for committee volunteers involved in the ASME certification programs (committee reporting directly to BCA) similar to the Melvin R. Green C&S Award. Through the hard work of Mr. Jon Labrador, Dir. of Product Certification & Operations, the award will be named after Wilfred C. LaRochelle who many of the Member and just about anyone who is associated with the ASME Conformity Assessment programs knew. Mr. Edwards reported that the major discussions centered on which committee(s) would be responsibility for maintaining the Boiler Code Committee scopes. TOMC. has indicated that many of the ASME Book Section Committees should remain under the jurisdiction of the Book Sections. ‘The other item under discussion was the requirement by ASME that in addition to the certificate designator the nameplate should also carry the Certificate number for traceability of the product manufacturer back to the original Certificate Holder. Currently a Certificate Holder can use an abbreviation which is not tracked and the Certificate name can be changed by the Certificate Holder at any time. ASME current system while allowing ASME staff to enter into a Certificate Holders Account page 6 C-CAR AGENDA AUGUST 24, 2016 previous Certificate names, abbreviations are not added and as this is not automated, the is no way for ASME to track a previous Code work fabricated/assembled by the Certificate name/abbreviation used on the nameplate if the name is changed. Further discussion of this item is contained under Item 10.1- Revision to Section 5.3 to require the Addition of the Designator Certificate Number to the Nameplate (see next item below Agenda Item 10.1). August 24, 2016 Consideration: Mr. Edwards to report. 10. CAR Standard Items Requiring Further Review 10.1 Section 5.3 Revision to CA-1. Requires that Certificate Designator shall NOW include the Certificate number assigned to each Certificate issued by ASME — Not previously required by the Code. It was decided to leave this item open for future consideration. It was reported that BCA agreed that having the Certificate Holder’s Certificate # included with the certificate designator on the ASME nameplate would be very helpful in identifying the Manufacturer. Currently both the Certificate Holders name appearing on the Certificate and the abbreviation being used can be changed at any time by the Certificate Holder and an abbreviation could be used on the nameplate in place of the name appearing on the Certificate can be changed at any time by Certificate Holder by submitting revised Application to ASME. It was noted at the meeting that NBIC requires that the Certificate # appear on the nameplate for any work performed under the “R” stamp. August 5, 2015 Consideration: Mr. Edwards reported that BCA has voted to require the designators on the ASME nameplate ALSO include the designator certificate number. Mr. Edwards indicated that based on the BCA action, this item needs to go forwarded as a proposed revision to the CA-1 standard. ‘A motion was made, seconded and Unanimously C-CAR AGENDA AUGUST 24, 2016 VOTED: To add a requirement to the next revision to CA-1 that the ASME. Nameplates affixed to items built to ASME standards that have conformity assessment certification programs contain the program designator certification number. ‘November 4, 2015 Consider Mr. Tuttle reported that this item was on the TOMC Agenda for the Friday meeting. ‘There was some pushback from some of the Members representing various Book sections on the inclusion of an additional requirement to place on the nameplate. February 17, 2016 Consideration: ‘Mr. Edwards reported that TOMC is not receptive to the idea of requiring that ASME nameplates also include the designator certificate number on the nameplate. Mr. Edwards indicated that the CAR Committee may have to make presentations, to the various Boiler Code Book Sections, similar to what was done to convince them to reference CA-1 via the evergreen method, to persuade them that adding of certificate numbers will not only benefit ASME, but will also benefit the Certificate Holder (i.e. a means of preventing a third party (non Certificate Holder) from fraudulently using their name/abbreviation on a nameplate. Mr. Edwards suggested a Task Group be formed to develop a presentation to be given to the various Book section at either the May or August meetings, Mr. Vazquez volunteered to Chair the Task Group which would consist of Mr. Burgess and the Secretary. Mr. Edwards indicated that the presentation should focus on the benefits (value added) to the Certificate Holder by including the designator Certificate number on the ASME nameplate. Another issue was brought up dealing with nameplates by Mr. Tuttle. He reported that SCV is currently discussing allowing for laser etching (instead of stamping) to be used to etch the required information including the ASME Mark and designator on the ASME nameplate(s) for PRD Certificate Holder. August 24, 2016 Consideration: Mr. Vazquez. ot Mr. Baron to report on TG progress. SAR AGENDA AUGUST 24, 2016 Mr. Tuttle or Mr. Miller to report on SCV revisions to BPV to allow for laser etching on PRD nameplates. - TOMC TG on Field Sites ebruary 12, 2014 Consideration: Mr. Wielgoszinski brought this forth as a New Business Item and requested that the Committee open a new item addressing the issue of “field sites” which are unregulated and not defined in the Code. August 20, 2014 Consideratio No report. ‘November 19, 2014 Consideration: Mr. Edwards reported the Chair of TOMC would like to see a definition of “field site” developed by CAR as soon as possible as it now seems that each Book section is taking it upon themselves to develop their own definition either via interpretation or proposed Code revisions. Mr. Gardiner reported SC IIT and CNC are also reviewing this issue. April 22. 2015 Considerati The Secretary reported that ASME currently has issued over 7500 issued Certificates with the term “field site” in their scope. ASME currently has no tracking mechanism to identify the number of active “field sites” that are fabricating Code items, the location of these “field sites”, the number of Code items fabricated or assembled at these “field sites” or the length of time these “field sites” have be active. In addition, ASME has never conducted an audit or review at the field site location or required the Certificate Holder AIA to provide ASME with an audit report for these “field sites’ where ASME stamped items are fabricating/assembled. August 5, 2015 Consideration: ‘The Secretary reported that ASME is currently looking into development of a field site authorization program which would require Certificate Holders who have certificate scopes allowing for code work at field sites to register their field sites where ASME code work is being performed with ASME. °-CAR AGENDA, AUGUST 24, 2016 Mr. Wielgoszinski reported that TOMC has formed a Task Group consisting of both CAR and Boiler Code Book Section (with certification programs) Members to develop a generic definition of “field site”. November 3, 2015 Cons erat Mr. Wielgoszinski reported that the TOMC TG met on Tuesday and had approved at the meeting a generic definition for the term “field site” as used in the Boiler Code Book sections. Mr. Wielgoszinski reported that the TG used an interpretation issued by Sections I, IV, VIII-Div. 1 and Div. 2 as the basis for developing the definition approved by the TG at their November 3, 2015 meeting. Mr. Wielgoszinski also reported that C-BPVCA is also looking into addressing the use of “field sites” as there is a feeling among ASME staff that the term “field sites” in the Certificate scope is being used by Certificate Holders to open additional Code shops without having to go through a full ASME Joint Review or pay additional Certificate fees. Mr. Smith noted that Section III has a definition for the term “field site” in their Committee Operating Procedures. He noted that the definition for “field site” as used in Section III is different than the definition being used in the Boiler Code Book sections as in Section III “field sites” are required by have a full ASME Joint Survey obtain their own Certificates. Mr. Smith requested the Secretary to include BOTH the C-BPVCA letter being sent to Boiler Code Certificate Holders and the TOMC 'G Field Site meeting notes in the CAR Committee Minutes. Secretary Note: The ASME “field site” certification program is intended to address the abuse by Certificate Holders of the term “field site” in the scope of their Certificate to open up additional Code shops without having to pay for a Joint Review of certificate fees by calling these “satellite” code shops “field sites”. The only method ASME has of making this determination is by obtaining information from the Certificate Holder and their AIA of the number of field sites operated under their Certificates, length of time the field site has been in operation (or opened and closed as needed), number of Code items fabricated/assembled at the field site and number of Purchasers these field sites fabricated/assembled sold these Code items to. February 17, 2016 Consid ‘The TG has proposed a definition for “field site” that is currently out for TG ballot. A copy of the ballot was attached to the Agenda. The TG met on Tuesday afternoon at the hotel. 10 C-CAR AGENDA AUGUST 24, 2016 Mr. Wielgoszinski gave a brief update on the latest actions taken by the TOMC TG on Field Sites assisted by Mr. Smith who attended the TOMC TG meeting on ‘Tuesday, Several comments were received from the ballot on the definition of “field site” contained in the Agenda. The TG reviewed the comments at their February 16 meeting. Based on discussions at the meeting, two new definitions were developed — a definition for “field site” and a definition for “intermediate site” as the TG felt that trying to define both terms which are used in the interpretation (as approved by Section I, IV, VIII-1 and VIII-2) of what constitutes a field site would be confusing to the Certificate Holder. It was noted that the new proposed definitions — “field site” and “intermediate site” would be sent out for TG Ballot approval so that all comments received could be reviewed at the next TG meeting scheduled for Tuesday of May Boiler Code Week. ‘The Secretary was directed to attach the new proposed definitions for “field site” and “intermediate site” to the CAR Minutes. Mr, Smith noted that Section III does not use the term “field site” as itis being used in the proposed definition for Boiler Certificate Holders. Instead, Section IIL requires that all “field site locations require a full ASME survey at all “field site” locations where ASME nuclear code activities take place with a full renewal survey every three years that the “field site” is in operation. Also Section III does not allow for the use of “intermediate sites”. August 24, 2016 Consideration: This item was originally listed as Agenda Item 10.2 in the as part of Item 10, CAR Standard Items Requiring Further Review. As the TOMC TG on Field Sites is currently in the progress of approving definitions for both “intermediate site” and “field site”, the Secretary opened a new Agenda Item on the CAR Agenda. Latest proposed definitions for “intermediate site” and “field site” are contained in the Agenda. ‘The TOMC TG is scheduled to meet on Tuesday, August 23" from 3-6 PM at the hotel. Mr. Wielgoszinski to report. WW C-CAR AGENDA AUGUST 24, 2016 Annex 11, pages @ 2 — 66 contains the latest proposed definition for “field site” and “intermediate site” that were balloted by the TOMC TG on Field Sites. 12. Status Report on Referencing of the CA-1 Standard in the Boiler Code A. Reference in Section I (Mr. McLaughlin/Tuttle) (New Record # 14-1577) has been opened by Section I. November 4, 2015 Consideration: Mr. Tuttle reported for Mr. McLaughlin who was unable to attend the meeting, Mr. Tuttle reported that conformity requirements addressing PRD Testing Laboratories and Authorized Observers (AO) are still missing from the CA-1 standard, ‘The Secretary reported that ASME had met last week with the National Board in Columbus, OH at which time the Secretary had distributed copies of CA-1-2014 to Mr. Beirne and Mr. Ball and requested that they review the CA-1 standard to see what conformity assessment requirements dealing with PRD, PRD Testing Labs and Authorized Observers need to be added. It was also reported that Section I is now moving forward to adopt CA- via “evergreen” reference in the 2017 Edition of Section I February 17, 2016 Considerat Mr. McLaughlin reported that the change to Section I to reference CA-I via evergreen reference had passed Section I and BPTCS. The evergreen reference will appear in the 2017 Edition of Section I. August 24, 2016 Considerat Mr, McLaughlin to report. B. Reference in Section Ill (Mr. Gardiner) (Record Tracking #13-917) February 12, 2014 to April 22, 2015 Consideration: SEE MINUTES OF AUGUST 5, 2015. C-CAR AGENDA AUGUST 24, 2016 August 5, 2015 Consideration: Mr. Gardiner reported that Section II is still working on the rewrite of Section II, General Requirements section which has yet to be balloted on first consideration. Mr. Gardiner noted that previous ballots on the re-write Section TIT, NCA had generated numerous negatives and comments which has resulted in re-ballot as a first consideration ballot. ‘Mr. Gardiner indicated that there is a good possibility that referencing of CA-1 by Section III may not occur until the 2019 Edition of Section III is published. November 4, 2015 Consideration: Mr. Gardiner reported that the re-write of NCA is going through its 3“ proposed re-write with a 4 on the way and that the SGGR has decided not to wait for the NCA re-write to be completed before the proposed reference to CA-1 is incorporated into Section II. SGGR will begin reviewing Section III to determine what paragraphs in NCA need to be revised to reference CA-1. Mr. Gardiner noted that the Section III Executive Committee has requested background information on the purpose of use of CA-I in order to understand what is required by Section III before deciding on the task group to do this work. Mr. Gardiner noted that the original Section III Member(s) assigned to the CAR Committee were no longer on Section III or CAR so that background history is missing, February 17, 2016 Consideration: Mr. Gardiner reported that the SC III Executive Committee had based on the delays and numerous comments received on the NCA re-write had scaled back their original plans to proceed with a complete re-write of NCA and will concentrate on revising and reformatting of NCA without adding many new technical requirements. Mr. Gardiner noted that as it appears that the NCA re-write will not make the 2017 Edition of Section II, the SG on General Requirements has been directed to move forward with the referencing of the CA-I standard via the evergreen method which will not probably make the 2017 Edition due to the late decision to proceed with referencing of CA-I as the necessary revisions still need to be developed and submitted to the SG-GR for approval. Reference in Section IV (Mr. Wielgoszinski) (Tracking No. 12-1931) February 17, 2016 Consideration: Mr. Wielgoszinski reported that the revision to Section IV referencing of CA-1 via evergreen method has been approved by BPTCS and will appear in the 2017 Edition of Section IV. Mr. Wielgoszinski noted that the SC IV SG on Cast Iron Boilers is currently looking into expanding the role/responsibility of the C.I. with regards to the assembly of cast iron/aluminum heating boilers in the field. This may require a revision to CA-1 in the future. August 24, 2016 Consideration: Mr. Wielgoszinski to report. D. Reference in Section VIII (Mr. Stuart) (Tracking No. 13-177) February 12, 2014 to April 22, 2015 Cons fion: SEE MINUTES OF AUGUST 5, 2015 April 22, 2015 Consideration: Mr. Stuart reported that this item is still at the SG level and that the 4 negatives that were received are still being reviewed. ‘The negatives are all concemed with the Section VIM losing control of the conformity requirements currently in Section VIII and having little influence or no say in future changes made to CA-1 which will affect Section VIII. August 5, 2015 Consideration: Mr. Stuart reported that based on the Section VIII response to the presentation made by Mr. Pastor he expected to have reference of CA-I via the “evergreen” method completed prior to the publication of the 2017 Edition of Section VIII, Div. 1,2 and 3 ‘November 4, 2015 Consideration: ‘Mr. Stuart reported that the referencing of CA-1 at the SG level and expects to have reference in Section VIII via “evergreen” method in time for publication of the 2017 Edition, 4 C-CAR AGENDA AUGUST 24, 2016 E. Mr. Stuart did note that Section VIII, Div. 3 Members have expressed concerns with adoption of CA-1 via the “evergreen” method. February 17, 2016 Consideration: Mr. Stewart reported that referencing of CA-I via evergreen method is currently being balloted at the Standards Committee level. Mr. Stewart noted that the action before the SC VIII Committee covers referencing of CA-1 in Section VUI- Div. 1, Div. 2 and Div. 3. If no major objections/negatives are received the referencing of CA-1 in the 2017 Edition of Section VIII should be achieved. August 24, 2016 Con: lerati Mr. Stewart to report on Section VIII, Div. 1, 2 and 3 adoption via “evergreen” of CA-I Mr. Pang as the ASME liaison with Section VIII on adoption of CA-1 via evergreen reference in the 2017 Edition of the Boiler Code, to provide an additional report. Reference in Section X (Mr. Brown) February 17, 2016 Consideration: Mr. Edwards noted that as Section X as already referenced CA-I via the evergreen method in the 2015 Edition no further action is required by Section X. ‘The Chair requested the Secretary to keep this item on the Agenda for future reporting by Mr. Brown. Reference in Section XII (Mr. Staniszewski)(Record: # 14-0341) August 5, 2015 Consideration: Mr. Staniszewski reported that the presentation made to Section XII by Chuck Withers was well received and allayed any concerns that Section XII might have with regards to referencing CA-I via the “evergreen method” 1S C-CAR AGENDA AUGUST 24, 2016 Mr. Staniszewski indicated that a draft proposal for the referencing of CA-I via “evergreen method” is currently being circulated and he expected that the referencing of CA-1 via the “evergreen method” should occur in the 2017 Edition of Section XI. November 4, 2015 Consideration: Mr. Staniszewski reported that the Ballot currently at the SG level failed on first consideration. One of the major objections being to removal of the Figure in Section XII containing the ASME Mark and designator which the SG Members did not want removed from Section XI February 17, 2016 Consideration: No report - Mr. Staniszewski was not present at the meeting, August 24, 2016 Consideratior Mr. Staniszewski to report. Reference in SVR Sections in Boiler Code Book Sections (Mr. Miller) (Tracking #: #13-661/Record #14-1577) November 19, 2014 Consideratioy It was reported that there is a proposal for a new Book section — Section XIII which would cover all valves, rupture discs and Pressure Relief Device Testing Labs in one Book Section with the removal of all current valve/rupture disc requirements for fabrication, assembly and testing from Sections I, IV, VIII Div. 1, -2, and -3, X and XI. Conformity assessment requirements for pressure relief device Certificate Holders are currently listed in the CA-I standard. April 22, 2015 Considerati The Secretary reported that Mr. Miller has informed him that he will be unable to participate in the teleconference. The Secretary reported that Mr. Miller provided him with an excel spread sheet. According to the spread sheet provided this item is at the SG level (under SCV), C-CAR AGENDA AUGUST 24, 2016 According to Mr. Burgess, the SCV Chair Mr. DeMichael would like to have copies of the CA-1 sent to SCV for committee review. It was noted that the latest version of CA-1-2014 should be available for review on line on CA Connect. Mr. Burgess volunteered to help Mr. Miller move the referencing of CA-1 forward through the SCV Committee. ‘August 5, 2015 Consideration: ‘Mr. Miller reported that in Section I, the portion of Section I containing pressure relief device requirements contained no reference to the CA-1 standard. Mr. Miller also noted that while PRD Testing Laboratories and the Authorized Observer (AO) are covered in the CA-1-2013 standard the referencing of CA-1 in the applicable sections of Section I has not occurred. A new Record #14- 1577 has been opened by Section I. Mr. Miller also indicated that the current wording in CA-1-2013 does not adequately address the current conformity assessment requirements necessary for the accreditation of PRD Testing Laboratories and certification of the Authorized Observer. November 4, 2015 Consideration: Mr. Miller reported that his concerns were covered by the report by Mr. Tuttle the Secretary in Agenda Item 11.A (Section I) where the Secretary reported on issing conformity assessment requirements for PRDs, PRD Testing Labs and Authorized Observers in the CA-1 standard and the review of CA-1-2014 to be conducted by the National Board. It was noted that SCVR cannot take independent action to reference CA-1 in the Boiler Code Book sections as the referencing would have to be made by the Book Section Standards Committee, February 17, 2016 Consideration: ‘The Secretary reported he had forwarded several copies of CA-1-2014 to the National Board PRD Department (Mr. Beirne, Mr. Ball) for review and comment as to what conformity assessment requirements relating to PRDs, PRD Testing Laboratories and Authorized Observers are missing from the CA-1-2014 standard, (7 SAR AGENDA AUGUST 24, 2016 A response had been received from The National Board and Mr. Beirne has submitted several suggested changes to CA-1-2014 to include conformity assessment requirements that relate to PRDs, PRD Testing Laboratories and ‘Authorized Observers (AO). ‘The Secretary reported that the proposed revisions submitted by the National Board has been assigned Record #/15-2969 and Mr. Miller has been assigned as the Project Manager. ‘The proposed changes have been forwarded to Mr. Miller and Mr. Tuttle for review and are carried under Agenda Item #14., New Business. NQA Committee (Mr. Pang) (Record Tracking#: 15-XXX) August 5. 2015 Consideration: Mr. Pang reported that before he started working on proposed revisions to CA- 1-2014 to make the standard useable by NQA he needed to know how the CAR Committee would be proceeding with the formatting of the CA-1 standard — Keep format as is OR reformat into Parts. Mr. Pang reported that once the CAR Committee has decided how the CA-1 standard will be formatted going forward he will begin working on the necessary changes that need to be made to the CA-I standard to allow for adoption by the NQA Committee. ‘Secretary's Note: CAR Committee has unanimously approved using the current CA-1 format going forward for future revisions to the CA-1 standard. Any changes made to the CA-1 standard to incorporate NQA conformity assessment terminology and conformity assessment requirements will appear in the main body of the CA-I standard. C-CAR AGENDA. February 17, 2016 Consideration: Mr. Brown reported that the referencing of CA-1 via the evergreen method has been approved by the RTP Committee, but due the timing of the approval of the referencing of CA-I did not make the 2015 Edition of the RTP standard. Mr. Brown noted that no changes will need to be made to the current CA-1 standard to allow for referencing by in the RTP standard. Addition of New Generic Parts (PRT) Scope w/o Design Capability to Boiler Code Certificate Designators and new PRD Scope for UD3 to Table 1 (Record #15-2961) November 4, 2015 Consideration: Secretary reported that a new Boiler Code certification was recently approved and included in the 2015 Edition of the Boiler Code to cover Section I, IV and XII “PRT” parts fabricated with no design responsibility. The Secretary noted that the PRT designator as well as the UD3 designator for Section VIII, Div. 3 rupture dise manufactures needs to be added to Table 1 in the CA-1 standard. Mr. Edwards appointed Mr. Williams the Project Manager for this item. Mr. Williams was requested to work with the Secretary to ensure a Ballot is sent out to the CAR Committee prior to the next meeting. February 17, 2016 Consideration: ‘The Secretary distributed a proposed revision to Table 1 to add designators for PRT and UD3 to the Table. QA C-CAR AGENDA AUGUST 24, 2016 Mr. Williams reported on his proposed actions and asked for Committee approval to move this action forward for ballot. ‘At the meeting a question arose with regards to the wording “Capacity certification test” in the “Additional Requirements” column whether the capacity certification test requirement applied to both rupture dises and valves or whether this wording should be removed from rupture discs designators. Secretary's Note #1: The Secretary checked with the National Board. Mr. Beime indicated that the removal of the capacity certification test only effected the UD3 designator and did NOT affect the UD or TD designator. ‘The Members reviewed the proposal at the meeting, The wording contained in the column labeled “Additional Requirements” for both PRT and UD3 were removed from the initial proposal distributed at the meeting. A motion was made, seconded and Unanimously Voted: To send the proposed revisions to Table 1 to add both the “PRT” and “UD3” designators as amended at the meeting out for Ballot. Secretary's Note #2: The National Board proposal contained in the Agenda and presented by Mr. Miller added the wording for all PRD designators in the “Additional Requirements” column — “Controlled copy of the quality management system manual filed with the ASME Designated Organization”. THIS WORDING WILL ALSO TO BE ADDED FOR THE UD3 DESIGNATOR IN TABLE 1. {ccretary’s Note #3: The Secretary was directed to co-ordinate the balloting of this proposal with the proposal submitted by the National Board for inclusion of PRD Testing Laboratory conformity assessment requirements as the inclusion of the UD3 designator was not included in the National Board proposal August 24, 2016 Consideration: This item was sent out for ballot following the February meeting. It is covered under Agenda Item #6.. D. Alternate Marking Requirements (Methods of Affixing ASME Mark or Using ASME Mark Other than that Provided by ASME) on Items Fabricated by ASME Certificate Holders. (Record #15-2968) “AR AGENDA, AUGUST 24, 2016 August 5, 2015 Consideration: Mr. Miller expressed his concer that due to their size and irregular shape many times pressure relief device manufacturers/assemblers cannot either use the ASME certification stamp or ASME nameplate on the Code pressure relief device they fabricate and/or assemble. Many times a smaller size ASME mark (than that sold by ASME) or a tag (instead of a nameplate) must be affixed to the Code marked valve. It was noted that ASME policy allows for a Certificate Holder to submit to ASME a request to use a different version (size) of the ASME mark or even laser etching of the Code mark and designator onto an ASME nameplate and/or an ASME fabricated vessel manufactured by a Certificate Holder. It was reported that nowhere on the ASME Web site is this option explained or mentioned. A Task Group was formed consisting of Mr. Lang, Mr. Wielgoszinski, Mr. Miller and Mr. Smith to address this issue and develop wording to incorporate into the CA-I standard, ‘November 4, 2015 Consideration: Mr. Lang reported that ASME receives requests from Certificate Holders to allow for the marking of ASME Code marked items by methods other those ‘methods indicated in the applicable Code Book Section or Standard. ‘The request could be due to the size or delicate structure of the item intended to be identified with the ASME Mark or other external conditions which make the application of the Mark as described in the Code Book section or standard impractical. Mr. Lang noted that this marking usually affects items intended to carry the ASME mark for Section IV, SC VR, BPE and Nuclear. Mr. Lang reported that where the National Board is involved (PRD Cettificate Holders), ASME will send a letter to the National Board to obtain their acceptance of the PRD Certificate Holder's proposal to use an alternative marking method and/or stamp. Mr. Edwards appointed a TG to address this issue. Mr. Wielgoszinski was appointed the Project Manager, Mr. Lang, Mr. Miller and Mr. Smith as Members. Mr. Pang suggested Mr. Sturgel of BPE also be added to the TG, 23 C-CAR AGENDA AUGUST 24, 2016 February 17, 2016 Consideration: No report was given at the meeting. Secretary's Note: Earlier in the meeting Mr. Tuttle had reported that SCV is considering allowing for laser etching to be used to apply all information required by ASME on the ASME nameplate for PRD Certificate Holders. August 24, 2016 Consideration: Mr. Wielgoszinski to report. 14. OLD BUSINESS 14.1 Development of all Book Section Certificate Scopes. It was also reported that BCA was looking into making the CAR Committee responsible for providing definitions for terms currently used, but not defined in the Boiler Code (i.e. “field site”, “same geographical location”, “part”, etc.) April 22, 2015 Consideration: Mr. Edwards reported that this item was covered under his BCA Report. Mr. Edwards reported that BCA will be turning this item over to the CAR Committee for administration in the future. August 5, 2015 Consideration: Mr. Edwards reported that TOMC-BCA-BPTCS are all looking into this item, No progress has been made in resolution as to where jurisdiction should lie. Discussion on this item ensued as to where this item would be addressed by CAR if the decision was made to have CAR Committee have jurisdiction on development of fature scopes for all ASME conformity assessment programs. General consensus of the Members present was that this item did not belong in the CA-1 standard due to the constant updating that would be required and the need to provide the new scopes in a timely manner instead of having to wait for the next revision to the CA-1 standard. ‘Asan alternative it was proposed that CAR should administer this certification program scopes via the ASME website which could be continuously updated as needed without having to wait for the next revision to the CA-1 standard to be published. 24 C-CAR AGENDA AUGUST 24, 2016 twas also noted that due to the number of certification scopes currently in effeet that just addressing this item would double the size of the CA-1 standard and require ‘numerous revisions to be published on a bi-annual basis. ‘A motion was made, seconded and PASSED (1 abstain- McLaughlin) VOTE! ‘To remove this item from the “parking lot” for future discussion as an Open Agenda item, November 4, 2015 Consideration: Mr. Wielgoszinski questioned who should be responsible for Certificate scopes — the Book sections who reference the ASME conformity assessment certification programs and write the technical requirements for the scopes that are being issued or the CAR Committee. The next question following this is where should these scopes be located in the Book sections (where they are currently located in an Appendix) or in the CA-1 standard? ‘The Secretary noted that placing the new scopes in the CA-1 standard (if the only location where all standard certification scopes would be located) would require constant updating of the CA-1 standard on an annual basis, The same could be said with the addition of standards [ASME] designators for each new certification program or additional program designator as new standards and/or conformity assessment programs are added to existing certification programs (i.e. Boiler Code). Mr. Brown also questioned who should be in charge of determining certification program scopes as he has experienced what appears to be discrepancies regarding scopes listed in the Boiler Code Book sections and those appearing on the ASME web pages for Applicants applying for ASME certification. With regards to the scopes appearing on the ASME web site he wanted to know who was responsible for developing these new scopes. Secretary's Note: ASME Staff has added scopes not found in the Boiler Code Book sections when an ASME Team Leader has submitted a QRR indicating that the current scopes listed in either the Boiler book sections or on-line at the ASME web site do not cover the type of Code items and fabrication process being used by the Applicant. The Secretary noted that ASME WILL NOT add a new Certificate scope without the approval of the applicable Code Book Section or standards committee Chair and/or Vice Chair. The rationale being that for Boiler Code Book sections the addition of the new scope may take 2-3 years before it appears in publication. 15, ‘AR AGENDA, AUGUST 24, 2016 February 17, 2016 Consideration: Mr. Edwards reported that while BCA is in favor of having the CAR Committee assume responsibility for developing new and maintaining existing Book section designator scopes TOMC representing the various Book sections has indicated that all Boiler Code Book sections want to maintain the responsible for maintaining and developing new designator scopes which directly affect their Book section. Mr. McLaughlin questioned where the designators scopes be listed if they are removed from the control of the Code Book sections. Would the scopes be contained in the CA-1 standards, as a separate document overseen by ASME or posted on the ASME website (as is currently the case) and in CA Connect? The Secretary indicated that he thought the quickest way to make new scopes and/or revisions to current scopes available to new Applicants and Certificate Holders in a timely manner would be to have them available on the ASME webpage and in CA Connect.
