SOUTHERN PACIFIC MCKAY RIVER OIL SANDS PROJECT ELL PADS A AND B- (REVISED FEBRUARY 4, 2011) Dear Justin: This letter report presents the results of lateral pile analyses completed for Well Pads A and B, and the Central Processing Facility (CPF) areas, of the above site. ‘As background, preliminary and detailed geotechnical investigations were carried out at the proposed McKay River Oil Sands Project site in 2009 and 2010, respectively. Both investigations were carried out by Thurber Engineering Ltd. (Thurber), which included field drilling and laboratory programs. Preliminary and detailed geotechnical design recommendations are provided in two reports ‘submitted to Southern Pacific Resources Corporation on April 13, 2009 and May 31, 2010, respectively. Structural design of the facilities is underway by AMEC BDR Ltd. (BDR), and BDR requested that Thurber complete some additional lateral pile analyses, considering specific pile sizes and loading conditions. The results of these analyses are included in this letter. The information in this letter report is provided subject to the attached Statement of General Conditions 4. SOIL CONDITIONS 44 General A total of 116 test holes were drilled in 2009 and 2010. Among the 116 test holes, one test hole each was drilled at Well Pads A and B, and 15 test holes were drilled within the CPF area. This test hole information along with the site grading plan (2010 Plant Grading With 2 Steps — Draft, Rev 0) provided by AMEC BDR were used to establish the soil profiles for the analyses. A summary of the test hole information is presented below. Well Pad A: Test Hole - TH10-54 Well Pad B: Test Hole - TH10-61 CPF West: Test Holes - TH10-68 to TH10-75 (8 test holes) CPF East: Test Holes - TH09-19, TH10-76 to TH10-81 (7 test holes) As discussed in Section 4.2 of the May 31, 2010 Geotechnical Report, the preferred approach for site preparation is clearing, grubbing, stripping of organic topsoil and peat, followed by placing of fil to achieve the design grades. However, itis understood that an alternate approach of leaving the organics material in place is preferred by the owner. This alternate approach would result in weaker fills and thus, lower lateral pile resistance, which is discussed in the report. It is understood that the design loads for the laterally loaded piles have not been finalized. Based on discussions with AMEC BDR, two different soil profiles were considered in the lateral pile analyses: Soil_Profile_1 simulates the soil conditions for the alternate site preparation ‘approach, which consists of the expected thickness of fil, overlying existing soils including the peat and soft clay as encountered in the test holes. Soil Profile 2 simulates the preferred site preparation approach, which consists of the expected thickness of fil, overlying another fil layer which replaces the peat and soft clay, underlain by existing soils as encountered in the test holes. Typical soil profiles for Well Pads A and B, and CPF are described in Section 1.2. It is important to note that the selected soil parameters assume the fill will be placed in accordance with recommendations provided in Section 4.2 of the May 31, 2010 Geotechnical Report. Where fil will be placed over thick peat and soft clay, the selected soil parameters have considered difficulties for compacting the entire fill depth to the minimum 95% of Standard Proctor maximum dry density. As described in the report, these areas will require a granular “bridge” layer (up to 1m thick) placed on the peat, forming the bottom portion of the fill depth. The granular “bridge” layer is expected to be placed by end-dumping and compacted with bull- dozers, which would result in relatively poor compaction and thus, less strength for lateral resistance. Nonetheless, QA/QC inspection along with adequate field compaction testing should be carried out during fill placement for either of the two cases to justify the selection of the soll parameters in the analyses. Subsurface Conditions 1.2.1 Well Pad A The footprint of Well Pad A is approximately 300 m by 150 m, measured from a base plan provided by Southern Pacific on April 23, 2010. The soil conditions encountered in the one test hole (TH10-54) consisted of peat to a depth of 1.0 m, overlying very soft clay to 3.9 m, underlain by stiff to very stiff clay til to the full depth of drilling at 12.2 m. It is understood that 1.5 m to 2.0 m thick clay fill will be placed on the peat surface to achieve the final design grade. Soil Profile 4 (Fill Placed Over Peat and Soft Clay) Soil Profile 1 consists of clay fil to 0.5 m and sand “bridge” fill to 1.5 m, overlying peat to 2.5 m, overlying very soft clay to 5.5 m, underlain by stiff to very stiff clay fill to 11 m. Soil Profile 2 (Stripped of Peat and Soft Clay’ Soil Profile 2 consists of clay fill to 5.5 m, underlain by stiff to very stiff clay till to 14m. 1.22 Well Pad B The footprint of Well Pad B is similar to that of Pad A of approximately 300 m by 150 m, based on the same base plan. The soil conditions encountered in the one test hole (TH10-61) consisted of peat to a depth of 1.5 m, overlying soft to firm clay to 3.0 m, overlying firm to stiff clay to 5.0 m, overlying compact sand to 7.8 m, underlain by very stiff clay till and dense to very dense sand to the full depth of drilling at 20.3 m. It is understood that 1.5 m to 2.0 m thick clay fil will be placed on the peat surface to achieve the final design grade. Soil Profile 1 (Fill Placed Over Peat and Soft Clay) Soil Profile 1 consists of clay fill to 0.5 m and sand “bridge” fill to 1.5 m, overlying peat to 3.0 m, overlying soft to firm clay to 4.5 m, overlying firm to stiff clay to 6.5 m, underlain by compact sand and very stiff clay till to 11 m. Soil Profile 2 (Stripped of Peat and Soft Clay) Soil Profile 2 consists of clay fill to 4.5 m, overlying firm to stiff clay till to 6.5 m, underiain by compact sand and very stif clay till to 14 m.
