We are in Greater Hyderabad now.

  A mega city that covers 625 sq. km. of municipal corporation area
and 6852 sq. km. of metropolitan area.  It is fast emerging as the hub of IT/ITES, Biotech, Pharma and
Tourism sector.  Its strategic geographical location, multilingual and cosmopolitan culture, tremendous
growth potential and investment-friendly economic policy are all making it an  attractive destination for
corporates, entrepreneurs, academicians and homemakers alike.
 
» Its population stands at 7.8 milion and is projected to touch 13.64 million by 2021.
» Currently, over 2.4 million personalized vehicles ply on Hyderabad roads, with an addition of 0.20
million vehicles every year.
» 7.8 million motorized trips are made every day, of which, only about 3.28 million or 42% are made by
the Public Transportation System (PTS) i.e. buses and local trains.  That means the rest of the trips
are made by personal vehicles leading to traffic bottlenecks, high pollution levels and a steep increase
in fuel consumption.
» A people-friendly city is that which provides a good quality of life.  An efficient, safe, reliable and
comfortable public transportation system is one of the pre-requisites of good living.
» The increasing pressure of the burgeoning population is putting Hyderabad's Transportation System
under constant pressure.  The need of the hour is a robust system that is dependable, comfortable,
affordable and sustainable.
» The answer lies in Mass Rapid Transit System (MRTS).  Accordingly, the development of Metro Rail
was approved for 71.16 km., covering three high density traffic corridors of Hyderabad.  The Project
will be developed on BOT basis in PPP mode.
NEED FOR METRO

Project Description

Hyderabad Metro Rail is all set to bring to the citizens, an international urban transportation experience
through its quality-intensive, comfort & safety oriented features.  The Project Report, made by Delhi Metro
Rail Corporation, was the result of an extensive study of the geophysical features of routes, international
best practices and economics.  The Project is expected to be completed at an estimated cost of Rs.
12,132 crore.
 
» Two tracks (up and down lines) on elevated viaduct of 9m wide erected on pillars in the central median
of roads
» Standard gauge track (1435 mm) to allow sharper curves and gradients
» Speeds of 34 kmph on an average to 80 kmph max
» Elevated world-class stations at 1 km distance with passenger access through staircases, escalators
and lifts
» Frequency of 3 to 5 minutes – is expected to carry about 16.38 lakh passengers p/day by 2011 and
26.76 lakh passengers p/day by 2021
» Continuously welded rails to minimize noise levels
» Power supply through third rail bottom collection
» AC coaches with automatic door movements and many other safety and comfort features
» Automatic Train Control (ATC), Automatic Train Protection (ATP) & upgradation to Automatic Train
Operation (ATO)
» Hi-capacity carriers – very high volumes of peak hour peak direction trips
» Eco-friendly – causes no air pollution, much lesser sound pollution
» Low energy consumption – 20% per passenger km in comparison to raod-based systems
» Greater traffic capacity – carries as much traffic as 7 lanes of bus traffic or 24 lanes of car traffic
(either way)
» Very low ground space occupation – 2 metres width only for elevated rail
» Faster – reduces journey time by 50% to 75%
The Metro Rail System has proved to be the most efficient in terms of energy consumption, space
occupancy and numbers transported

» Miyapur with L.B.Nagar – 28.87 km, touching 27 stations within 45 mins (Bus – 1 hr 45 mins)
» Secunderabad  to Falaknuma – A 14.78 km stretch, with halts at 16 stations within 22 mins (Bus 1 hr
20 mins)
» Nagole and Shilparamam – Tracking 27.51 km across 23 stations within 39 mins (Bus 1 hr 22 mins)
» All stations will have efficient feeder bus services 
("Merry go round" air conditioned buses)
» Terminals & junctions will be specially connected to BRTS (Bus Rapid Transit System) routes being
developed under JNNURM
» Effective integration & interchange with rail terminals at Nampally, Secunderabad and Begumpet
» Efficacious integration & interchange with bus stations at Miyapur, Imliban, MGBS, Dilsukhnagar,
Charminar & Jubilee Bus Station.
» Link to MMTS services at Bharatnagar, Begumpet, Khairatabad, Malakpet & Falaknuma
» Adequate parking and circulating area for linking with other modes of transport
» Reduces pollutants by about 3,100 tons per annum
First PPP Metro Rail Project to have been sanctioned by GoI

» Under VGF scheme, Rs. 2363 Crore (20% of the project cost) already sanctioned

yderabad Metro Rail project covers three high density traffic corridors of Hyderabad - (1) Miyapur-LB
Nagar (28.87 km - 27 stations); (2) JBS-Falaknuma (14.78 km - 16 stations); & (3) Nagole-Shilparamam
(27.51 km - 23 stations).    Total: 71.16 km; 66 stations.  The cost of the Project as approved by GoI is
Rs.12,132 crore. The Project is in public private partnership (ppp) mode on design, build, finance, operate
and transfer (DBFOT) basis.

Upto 40% of the project cost i.e., a maximum of Rs.4,853 Cr. can be given as viability gap funding (VGF)
by the central and state governments together, subject to competitive bidding.  Government of India has
sanctioned Rs.2,363 Cr. as it's share under the VGF scheme for this purpose. This amount forms 20% of
the estimated cost of the Project of Rs.12,132 crore minus the State  taxes component of Rs.318 crore.

As the previous Concessionaire M/s.Maytas Metro Ltd failed to achieve Financial Close by the due date,
the Concession Agreement with them was terminated by Government in July 2009. The bid security of
Rs.60 crore along with Rs.11 crore paid by them was forfeited and GoAP invited global bids through fresh
pre-qualification. The following companies/consortia which were pre-qualified through this process,
purchased the Bid documents:
 
» M/s.Larsen & Toubro Ltd ;
» M/s.Lanco Infratech Ltd – OHL Concesiones (Spain) consortium;
» M/s. Reliance Infrastructure - Reliance Infocomm consortium;
» M/s. Essar – Leighton (Australia) – Gayatri – VNR consortium;
» M/s. Transstroy - OJSC Transstroy ( Russia ) - CR 18 ( China ) - BEML consortium; &
» M/s. Soma – Strabag AG ( Austria ) consortium.
 
Financial bids for the Project were opened on July 14, 2010 and following three pre-qualified bidders
participated in the bids:
 
1 Larsen & Toubro Ltd Rs.1,458 crore 
(12% of project cost)
2 Transstroy India-OJSC Transstroy Russia-CR18G Consortium Rs.2,200 crore 
(18% of project cost)
3 Reliance Infrastructure consortium Rs.2,991 crore 
(25% of project cost)
 
The bids are currently under evaluation by government and the Project is expected to be awarded in the
next few days. The ground works are expected to commence in January 2011.
