The Caribbean 2030 Leaders Network (the ‘Network') is a regional ‘do-tank’ (rather than
a think-tank), supported and sponsored by the Caribbean Policy Research Institute
(CAPRI) in Jamaica, and the U.K. Foreign and Commonwealth Office. The Network is a
team of talented and passionate volunteers who are dedicated to the Caribbean's
transformation towards sustainability and resilience, through various initiatives.

The Green Growth Subcommittee of the Network has embarked on an ambitious agenda
to aid governments that wish to remove perverse (dis)incentives that hinder 'Green
Growth' in the Caribbean. One of these perverse (dis)incentives is the customs/excise
duties applied to renewable energy generation equipment and its components. We are
aware that many of these tariffs are due to be removed within the next three years under
the CARIFORUM – EU Economic Partnership Agreement. We would like to request that
the tariffs be removed from renewable energy equipment on a Most Favoured Nation
basis.

We believe that the associated tax revenue foregone in the short term, will be relatively
immaterial versus the longer-term savings of valuable foreign exchange, and the cost
savings on electricity generation over time, as the proportion of the energy needs of
CARICOM Member States met by renewable sources grows. If you are in agreement
with this idea, we would be pleased to supply you with a specific listing of the relevant
renewable energy generation components that are being unnecessarily dis-incentivized
by customs/excise duties within the region.

We look forward to your support in ensuring that we not only #BuildBackBetter in the
Caribbean but that we truly become the first Climate Smart region in the world. Our very
